The Meeting of the Andover Economic Development Authority was called to order by President
Julie Trude, December 6, 2016, 6:01 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Present: Commissioners Sheri Bukkila, James Goodrich, Mike Knight,
Valerie Holthus, Timothy Cleven and Joyce Twistol
Absent: None
Also present: Executive Director, Jim Dickinson
Community Development Director, Joe Janish
City Planner, Stephanie Hanson
APPROVAL OFMINUTES
October 18, 2016, Regular Meeting: Correct as written.
Motion by Twistol, Seconded by Bukkila, to approve the minutes as written. Motion carried
unanimously.
INTRODUCTION OF COMMUNITY DEVELOPMENT DIRECTOR
Mr. Dickinson introduced the new Community Development Director Joe Janish to the EDA.
Mr. Janish reviewed his background with the EDA. Mr. Dickinson indicted future EDA
meetings will be facilitated by Community Development.
APPROVE EDA INSURANCE LIMITS
Mr. Dickinson stated the League of Minnesota Cities Insurance Trust (LMCIT) has requested
that participating entities annually decide whether or not to waive the statutory tort liability limits
established by Minnesota Statutes 466.04. Currently the City of Andover EDA Does Not Waive
the monetary limits on municipal tort liability established by Minnesota Statutes 466.04. It is his
recommendation to continue with past practices.
Motion by Twistol, Seconded by Cleven, to approve the LMCIT Liability Coverage and to not
waive the monetary limits on tort liability established by Minnesota Statutes 466.04. Motion
carried unanimously.

REVIEW DEVELOPMENT ACTIVITY
Mr. Dickinson reviewed the following:
ReMax Results, 2677 Bunker Lake Boulevard- the building is complete and is now occupied.
A grand opening is scheduled for December 15, 2016 5:00 p.m. — 7:00 p.m.
Andover Veterinary Clinic, 1730130 Lane — construction is nearing completion. Certificate of
Occupancy should be issued soon. Opening the beginning of 2017.
The Shops @ Andover, 13650 Hanson Boulevard- AT&T Wireless is open for business.
Dunkin Donuts building permit is approved and ready to be issued. No contractor has been
selected yet. Joy Kitchen -Asian Cuisine has submitted for and been approved for a building
permit. The contractor is expected to start soon.
Estates at Arbor Oaks/Trident Development, 1753 156°i Lane- footings and foundation are
complete. Levels one and two are also complete. Level three to be started soon. The building is
a component build.
Eight Unit Townhome Building, 1826 through 1840 139th Avenue- the building will match the
existing nearby buildings. The foundation is complete. The building will be part of the current
townhome association. A spring finish is planned for.
Andover Cinema, 1836 Bunker Lake Boulevard — staff has met with the Cinema owners, they
plan to make seating improvements and want to apply for a Conditional Use Permit that would
allow for a Wine License. The owners feel these improvements need to take place in order to
compete with other theatres.
13857 Round Lake Boulevard — the owner of the Downtown Center is also the owner of 13857
Round Lake Boulevard. Staff has been working with a broker that indicates there is interest
from a Daycare Center wanting to purchase the parcel.
REDEVELOPMENT UPDATES
Mr. Dickinson indicated an Andover resident/developer has contacted staff and is interested in
constructing a market rate, 24 unit apartment building in the area.
The area was discussed.
The consensus of the EDA was directing staff to continue discussions with the developer.
OTHER BUSINESS
President Trude asked the EDA members if they would be interested in a planning workshop in
early 2017. She will ask for feedback at the next EDA meeting.

Motion by Holthus, Seconded by Cleven to adjourn. Motion carried unanimously. The meeting
adjourned at 6:41 p.m.
