Advisory Commission Meeting Minutes
Monday, January 11, 2016
Oak Roads Grille
In Attendance: Erick Sutherland, Tony Howard, Mike Knight, Ted Butler, Frank Kellogg and Allison Boes.
Absent: Joy Orvis and Tony Peterson
Called the meeting to order at 6:30 pm

Approved as written
Approval of Minutes
Motion by Tony Howard, Second by Mike Knight, to approve the minutes as written. Motion carried
unanimously.
Appoint Chair and Vice Chair
Motion by Tony Howard, Second by Mike Knight, to appoint Mr. Frank Kellogg as the Chair of the
Andover YMCA Community Center Advisory Commission. Motion carried unanimously.
Motion by Tony Howard, Second by Frank Kellogg, to appoint Mr. Ted Butler as the Vice Chair of the
Andover YMCA Community Center Advisory Commission. Motion carried unanimously.
City Campus Expansion Master Plan
Erick indicated that the city hired a company to coordinate a traffic plan study which also included looking
at traffic in and out of Oak View Middle School. Traffic study will be discussed with city council later this
week.
The architects will return to the Andover City Council Workshop on Tuesday, January 26 to discuss an
update on the city campus master plan expansion. Erick invited commission members to attend. Cindy will
provide more information as to specific time presentation will occur during the workshop as the parks
commission will be meeting with the council first.
Frank inquired if there has been an update on the expansion timeline. Erick indicated that the city is still
looking at 2017-2019, all depending on when the YMCA is ready to move forward. Erick indicated that the
public works facility will more likely have priority on the time line.
Allison Boes asked what the next step was for the council. Are they going to approve a plan at the
workshop January 26th? Erick didn't feel council was in a position to make a final decision yet. Erick will
speak with Jim to discuss updated timeline and get back to commission and Allison. Frank Kellogg
suggested that Allison talk to the YMCA executives and receive an update on their timeline as well. The
question commission has, is who's waiting for whom?

Meeting Calendar
Erick reviewed topics for the 2016 commission meeting calendar:
February — Campus Discussion/Year In Review
March — Year In Review/City Council Presentation
Ted Butler Suggested we look at a preliminary budget in May, then set rates, then finalize budget. Not
forgetting to look at CIP along the way.
The CIP is managed in 5 year increments. Tony asked if painting was in the CIP, Erick indicated that it
was. Erick and Allison stated that $25,000 a year is set aside for common area items
Erick indicated that city administrator, Jim Dickinson, Allison Boes and himself will be meeting to discuss
partnership within the facility. Basically to review policies of when the facility first opened. Meeting
overview will discuss operations, what's happened and what's been learned.
Erick also wanted commission feedback on year in review ideas. The commission felt that it should be
focused on success and progression and what demands are not being met. Cindy will forward last year's
presentation to commission to remind what was presented last year.
For the 2016 year in review, we should remember to touch on the budget deficit and how we were able to
help close that gap.
Marketing
Erick provided an update on internal advertising spaces. Erick also indicated that more programs have been
created both in the field house and ice arena. Joy was unable to attend the meeting this evening, so
commission will receive a marketing update at the next meeting.
Staff Update
YMCA — Allison provided an update indicating that there were 530,000 visits during 2015, an increase of
more than 30,000 from 2014. The Y has received 300 more new members in January. Winter youth
programs are beginning and they are gearing up for summer programs. In April the YMCA will be
receiving all new cardio equipment; 120 new pieces.
Mike Knight suggested that a YMCA/Community Center update be given to the city council on a quarterly
basis. The commission felt that was an excellent idea.
ACC - Erick and Cindy reviewed the staff report. The commission wondered if we could invite the city
council to visit the facility during the weekend for coffee and donuts. Erick reminded that if multiple city
council members are together, it needs to be posted as a meeting. Commission felt that we should also
invite the Anoka County Union as well.
Erick shared with the commission that while the ice is out this August/September for annual maintenance
that new rubber matting will be installed in the ice arena.
Erick will also send out the final 2015 budget, which will indicate the cost of the cooling tower and Freon
