PLANNING AND ZONING COMMISSION WORKSHOP MEETING DECEMBER 13, 2016 The Workshop Meeting of the Andover Planning and Zoning Commission was called to order by Vice Chairperson Nemeth on December 13, 2016, 6:02 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Commissioners Timothy Cleven, Scott Hudson, Bert Koehler IV, Steve Peterson, and Jeff Sims Commissioners absent: Chairperson Daninger Also present: Community Development Director Joe Janish City Planner Stephanie Hanson Others DISCUSS AMENDMENT TO THE COMPREHENSIVE PLAN RURAL RESERVE Ms. Hanson updated the Commission on the Packer family approaching the City on a matter related to the Comp Plan. The family wants to leave 40 acres to 5 individuals. They came to the City wanting to know if they could subdivide the acreage into 5 parcels. This area is set aside for future urban development. The Comp Plan says in a rural reserve area, there can be I house per 20 acres or 2 houses for this 40 acres. One option is to subdivide I unit, per 10 acres, in the rural reserve area. A Comp Plan amendment would be needed, so that is an option. The City would have the option to update the Comp Plan and split the areas allowing more than one unit per 10 acres, or even 1 unit per acre in these areas. However, there are a lot of regulations, and the area is slated for urban development at some time. We agreed with the Metropolitan Council at some point that there could be 1 unit per 3 acres. In the south part of the metro area, they have flexible development guidelines where they create an overlay zoning district to create smaller lots in these areas, and include ghost platting and how it would develop in the future, so there is a plan. Ms. Hanson went on to state that this matter was brought to the City Council and they were in support of moving forward and looking at the option of flexible development guidelines. The City Council would like to see if we can put this concept to use in our City. City staff talked to the Packer family and they are in agreement as well. They want to break off 2 five acre parcels and put 30 acres into an "open space” to preserve for Andover Planning and Zoning Commission Workshop Meeting Minutes — December 13, 2016 Page 2 development in the future and they could also sell the land in the future. This is how other communities are handling this. Open space in this case means something different than we typically refer to in City matters. The City will work with the Metropolitan Council on Comp Plan development. The Commission will need to develop the language and zoning ordinance changes, develop guidelines for the requirements to meet (for any others that might want to do this as well): roads, preserve open space, and placement of houses for future subdividing. In 2008, there was a concept plan for development in this area, a very rough sketch. That can be utilized as well when considering this work. Commissioner Cleven asked if the property owners could subdivide the 5 acres in the future. Ms. Hanson stated that they could. Mr. Janish displayed "Concept Plan `B' from 2005" for this rural area. It was noted that it would probably require a right-of-way for this property because it is known where the road may be in the future. Commissioner Peterson inquired about County roads in this area. Ms. Hanson stated that would be looked at and that she really did not think that this will open the flood gates for similar requests. Commissioner Sims arrived. Vice Chairperson Nemeth stated that he was concerned the City would be swamped with applicants. Ms. Hanson stated that it cannot be much because they would have to build roadways and that would be financially prohibitive, so it would only be on the outer edges. She commented that there had been a little interest in one additional area. She reminded Commissioners that there is a lot of peat in the area so it is not as desirable for development. Vice Chairperson Nemeth reminded everyone that there is also farming in that area. Commissioner Peterson asked Ms. Hanson to review the map for future roadways. Commissioner Koehler inquired if the Comp Plan had a timeline. Ms. Hanson noted that this is developer driven. He went on to ask if this would change the Metropolitan Council's MUSA line. Ms. Hanson stated that it would not. Commissioner Peterson asked if the residents had their own septic, and if urban services come, would they be required or have the option for urban services. Ms. Hanson stated that they would have to hook up. Commissioner Koehler commented that they did not require people to hook up south of Coon Creek. Ms. Hanson stated that if the lot size is smaller, then yes. She went on to say that there would be a work session with City Council in January, and that this Commission will see the matter in February. She clarified that there is not much support for community septic systems by the City Council. Andover Planning and Zoning Commission Workshop Meeting Minutes — December 13, 2016 Page 3 Commissioner Peterson asked about the future trail plan, along Constance Blvd., that is not built yet. He wondered if that would be a part of this planning. Ms. Hanson replied no, that these would strictly be 2.5 acre lots, but they could leave an easement for the future. Commissioner Peterson wondered if they would need to decide the south or north side of the road. Commissioner Koehler suggested an easement on both sides and vacate one of them later. Ms. Hanson confirmed that could be done. Commissioner Koehler stated he would like to have that flexibility down the road. Commissioner Koehler also indicated that there had been issues in the past regarding subdividing once every so often and asked about the time frame. Ms. Hanson stated that the City guideline had been once every 5 years and the City fairly recently changed it to 3. Commissioner Koehler asked if the family knew that. Ms. Hanson stated that 5 acres is the magic number for the family because they want pole buildings for "toys." Commissioner Koehler asked if they could divide the 5 -acre lots again. Ms. Hanson stated they could not because there is no road frontage. The rest of the 30 acres will need to remain open space until it becomes an urban development. Commissioner Peterson asked for clarification if services were to be brought up to this area, could the property be divided. Ms. Hanson confirmed that if it was urban medium or high density, the answer was, "yes." Ms. Hanson indicated that the engineering department will have some things to think about. This parcel of land is one of the most developable areas. Ms. Hanson clarified that this is a rural reserve area (in light blue on the map), and not rural residential, which is automatically 2.5 acres. She also confirmed that some residents in other related areas are asking about when services will come. Commission Koehler asked if there were any decisions for the Commission at this time. Ms. Hanson stated that the information was only "food for thought at this time." Ms. Hanson went on to say that the two sons want to build on the new lots in the spring and the rural reserve area is only area where there will be services in the future (in an undetermined amount of time). Commissioner Peterson noted that according to the concept plan, the development should be high density facing Constance Blvd., and now this is the reverse. Vice Chairperson Nemeth commented on the need for developments with larger lots and that demand may feed that change. Commissioner Cleven cited the new Preserve at Oak View development. Andover Planning and Zoning Commission Workshop Meeting Minutes —December 13, 2016 Page 4 Commissioner Sims inquired about the Comp Plan work starting next year. Ms. Hanson noted that work starts in February, once the new Planning & Zoning Commission composition is set and that there will be work sessions late in February. It will be a two- year project and that with an update to the Comp Plan, this can be done in May/June and the family can build. Ms. Hanson stated that the consultants are starting their work now and some is being done in house and that the transportation plan is focused on compliance. Commissioner Peterson asked if they would get the opportunity to comment on the transportation plan. Ms. Hanson stated that she assumes there will be meetings in the Council Chambers on that and that they will consult with the County. In the summer of 2017, work will start to widen Hanson up to 155`h Lane. Commissioner Peterson expressed his desire to see the transportation plan before it is done to provide input. Ms. Hanson will talk to Mr. Berkowitz about the transportation plan and input noting that the City's plan will focus on the roads owned by the City. She noted that engineering staff has been involved with the plans for Hanson and Bunker. Vice Chairperson Nemeth expressed his wish to address Round Lake Blvd where there is a one-half mile where it goes from 4 -lane to a 2 -lane to a 4 -lane. OTHER BUSINESS Ms. Hanson updated the Planning Commission on related items. She indicated that there were 140 lots within the City that are ready to build on and already approved at this time. 103 new residential housing permits were issued this year. Commissioner Peterson noted that it was not a huge inventory, considering there were 100 homes permitted this year. Vice Chairperson Nemeth recounted some of the possibilities within the City for future development. Ms. Hanson referred to the Comp Plan update and that land uses will need to be considered. A topic for 2017 will be to really think about workforce housing, as there is not much in the City of Andover and the City needs to provide that. She explained that workforce housing is a lower valued home or an entry level home. Another term that is used is affordable housing. Mr. Janish explained that by providing for all income levels, families become established in the city and then work their way up and stay through retirement housing. Ms. Hanson does not expect much change for parks and trails in the Comp Plan. Ms. Hanson stated that redevelopment will be a discussion point. Commissioner Cleven asked if the bus company own another parcel. Ms. Hanson indicated that they have additional property that is developable as a commercial piece. ADJOURNMENT Motion by Peterson, seconded by Hudson, to adjourn the meeting at 6:53 p.m. Motion carried on a 6 -ayes, 0 -nays, 1 -absent vote (Daninger).
