Chair's Report 13.Adjournment En PARKAND RECREATION COMMISSIONREGULAR MEETING FEBRUARY4, 2016 MINUTES A Regular Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on February 4, 2016, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl Commissioners Ted Butler, Sarah Elstrom, Alisa Lewnau, Angela Marinello, and Mark Miskowiec Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas OATH OF OFFICEINEWLYAPPOINTED COMMISSIONERS The Oath of Office was given to Commissioners Butler, Miskowiec and Stenzel by Vice Chairperson Lindahl. ELECTION OF CHAIRPERSONAND VICE CHAIRPERSON FOR 2016 ® Motion by Butler, seconded by Miskowiec, to elect Shane Stenzel as Chairperson of the Park and Recreation Commission for 2016. Motion carried on a 7 -ayes, 0 -nays, 0 -absent vote. Motion by Butler, seconded by Lewnau, to elect Jim Lindahl as Vice Chairperson of the Park and Recreation Commission for 2016. Motion carried on a 7 -ayes, 0 -nays, 0 -absent vote. APPOINT REPRESENTATIVE TO ANDOVER COMMUNITY CENTER ADVISORY COMMITTEE Motion by Stenzel, seconded by Lindahl, to appoint Ted Butler as the representative to Andover Community Center Advisory Committee. Motion carried on a 7 -ayes, 0 -nays, 0 - absent vote. Commissioner Butler asked that for the second meeting of each month, an update from the Community Center Advisory Committee be added to the agenda. RESIDENT FORUM No one appeared to address the Commission. Regular Andover Park & Recreation Commission Meeting Minutes —February 4, 2016 Page 2 APPROVAL OF MINUTES — January 21, 2016 Motion by Lindahl, seconded by Lewnau, to approve the minutes from the January 21, 2016 Park and Recreation Commission Meeting as presented. Motion carried on a 6 -ayes, 0 -nays, 0 -absent, 1 -present (Elstrom) vote. CONSIDER 2016 TOURNAMENT APPLICATIONS FOR SOFTBALLBASEBALL Mr. Haas reviewed the Park and Recreation Commission is requested to approve the six baseball tournament applications for the upcoming 2016 softball/baseball season as requested by the Andover Baseball Association (ABA). The six applications received and the dates that have been requested by ABA are as follows: June 3-5/ABA/A-Town Classic Tournament 9U —12U June 17-19/ABA/Anders Flaa Mid -Season Tournament 13U —15U July 8-10/ABA/15AA Gopher State Tournament of Champions July 16/ABA/Andover Baseball Celebration Weekend & All Star Games 14U —12U July 15-17/ABA/14AAA Gopher State Tournament of Champions August 5-7/ABA/15AA Gopher State Tournament of Champions Two previously approved tournaments are May 14-15/AAA/Spring Jamboree Tournament and June 24-26/AAA/End of Season Tournament for the Andover Athletic Association. The City currently has a damage deposit in place for Andover Baseball Association as required. ABA has indicated on the applications that no field maintenance from the City is necessary. Commissioner Lindahl asked why the applications were not submitted by the deadline and Mr. Haas stated the deadline was just missed. Mr. Jason Saulsbury, ABA, stated they have an open position on their Board and the deadline should be ok in the future. Motion by Lindahl, seconded by Lewnau, to approve the six tournament applications for the upcoming 2016 softballibaseball season as requested by ABA. Motion carried on a 7 - ayes, 0 -nays, 0 -absent vote. CONSIDER 2016 TOURNAMENT APPLICATIONS FOR SOCCER/LACROSSE Mr. Haas reviewed the Park and Recreation Commission is requested to approve six © soccer tournament applications for the upcoming 2016 soccer/lacrosse season as requested by the North Metro Soccer Association (NMSA). Regular Andover Park & Recreation Commission Meeting Minutes — February 4, 2016 Page 3 The City has not received any applications from the Andover Area Lacrosse Association April 25-28/NMSA/Preseason Soccer Scrimmages June 20-24/NMSA/Coerver Camp Soccer July 9-10/NMSA/Coerver Coaching MN Rec Tournament July 11-I5/NMSA/Challenge Soccer Camp August 1-5/MSA/Tony Sanneh Foundation Camp August 22-26/Minnesota United Soccer Camp The City currently has a damage deposit in place for NMSA as required. Mr. Scott Skrypek stated the rec tournament is geared for U6 — U12 in-house teams. Chair Stenzel asked if lacrosse games are at Sunshine Park, would the soccer fields at Sunshine Park be overused. Mr. Skrypek stated the agreement with lacrosse is that they would be using the south field. Other camps will be held at Pine Hills North and Hawkridge Park. Chair Stenzel asked about the April dates and Mr. Skrypek stated those dates are pending the Parks Department approval that the turf is playable. Motion by Lewnau, seconded by Butler, to approve the six tournament applications for © the upcoming 2016 soccer/lacrosse season as requested by NMSA. Motion carried on a 7 - ayes, 0 -nays, 0 -absent vote. CONSIDER REQUEST TO REVISE PA RK AD VER TISING POLICYINMSA Mr. Haas reviewed the Park and Recreation Commission is requested to consider revising the Park Advertising Policy as requested by North Metro Soccer Association (NMSA). A copy of the current advertising policy was provided for Commission review. Currently advertising is allowed at Sunshine Park, Eveland Fields/Andover High School Fields and Andover Station North Ball Field Facility. NMSA is requesting the Park and Recreation Commission to also allow advertising at Pine Hills North and Hawkridge Park. If the Commission is recommending the advertising at one or both facilities, the request will be forwarded to the City Council for their consideration. Commissioner Butler asked where the signage would be and Mr. Skrypek stated the fence along Tulip Street, at Pine Hills North on the large fence along the back side of the facility and the possible locations of signage at Hawkridge Park has not been decided but the fence on well pump house is a possibility. Commissioner Lindahl stated he would like to see a sketch of where the signage would be located. Mr. Skrypek stated it would be similar to what softball does. The signs would © be professionally made and attached to the fencing available Regular Andover Park & Recreation Commission Meeting Minutes —February 4, 2016 Page 4 ® Commissioner Butler stated he would not have a problem with adding these parks as long as the guidelines are adhered to. Commissioner Lewnau asked about the 10% coming to the City and Mr. Haas stated the agreement is between the advertisers and NMSA. The City puts them up in the spring and takes them down in the fall. The City receives 10% of the proceeds. Chair Stenzel stated he is not in favor of signs like this within parks. These are City parks and advertising is being done on City land. Chair Stenzel feels this should be discussed in the future by the Park & Recreation Commission. Mr. Skrypek stated that NMSA are requesting to add these parks to the policy since advertising already exists in the City at other parks. Motion by Butler, seconded by Elstrom, to recommend the City Council revise the Park Advertising Policy as requested by North Metro Soccer Association. Motion carried on a 7 -ayes, 0 -nays, 0 -absent vote. REVIEW OUTSTANDING ITEMS/MAINTENANCE UPDATE Mr. Haas reviewed on-going projects and other items of interest along with the weekly © parks maintenance update. Chair Stenzel stated on January 26, 2016 there was a joint work session with the City Council. Residents came to the meeting to voice their opinions. The area of the trails will be staked out this spring and the City Council will consider the master plan for Kelsey Round Lake Park again in the spring. The residents will be invited to visit the site along with the Park & Recreation Commission and the City Council. Chair Stenzel stated the City Campus Expansion Master Plan was discussed at the joint work session with the City Council. The City Council unanimously preferred one option. The revenue source will need to be determined. This will go back before the City Council in March 2016. The plan preferred included a large green space in the center of the campus. Other programming uses for that large green space area are being considered. Commissioner Butler stated Rose Park will be put on the schedule in the spring and asked if there was any type of re -grand opening for that park. Mr. Saulsbury stated ABA is celebrating their 201h anniversary and a ribbon cutting ceremony will be held at Rose Park. They have a 20th anniversary sub -committee that is planning the event. Informational; no action required CHAIR'S REPORT Commissioner Miskowiec congratulated Andover High School Seniors who have signed letters of intent to play sports in college. Regular Andover Park & Recreation Commission Meeting Minutes — February 4, 2016 Page 5 H Commissioner Butler stated the April City Council workshop meeting will involve a presentation by the Community Center Committee providing an update on programming. The indoor soccer program has grown substantially. Commissioner Lindahl congratulated the Commissioners who were re -appointed. Commissioner Butler thanked Andover Huskies Youth Hockey Association for putting on the hockey jamboree. Parking and crossing needs to be addressed for future events.
