Adjournment r�1 U PARKAND RECREATION COMMISSIONREGULAR MEETING MARCH 17, 2016 MINUTES A Regular Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on March 17, 2016, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl Commissioners Ted Butler, Alisa Lewnau, Angela Marinello, and Mark Miskowiec Commissioners Absent: Commissioner Sarah Elstrom Also Present: Assistant Public Works Director, Todd Haas Public Works Director/City Engineer, David Berkowitz RESIDENT FORUM No one appeared to address the Commission. APPROVAL OFMINUTES — FEBRUARY 4, 2016 4 Motion by Butler, seconded by Lewnau, to approve the minutes from the January 21, 2016 Park and Recreation Commission Meeting as presented. Motion carried on a 6 -ayes, 0 -nays, 1 -absent (Elstrom), 0 -present vote. CONSIDER 2016 APPLICA TION FOR SCHEDULED USE RECREA TIONAL FACILITIES/ANDOVER HIGHSCHOOL FAST PITCH BOOSTER CL UB Mr. Haas reviewed the Park and Recreation Commission is requested to consider the application for Scheduled Use of Recreation Facilities as requested by the Andover High School Girls Fast Pitch Booster Club. The request is to play fast pitch softball games at Sunshine Park on fields 1-4 on Friday, May 201h from 1 p.m. to 10 p.m. Since this is a one -day request, it is recommended to waive the guideline requirements to use this facility. Mr. Kevin Hondl, Member at Large for the Booster Club stated this is the fifth year they have used Sunshine Park for one of their games. They have this game along with their youth night. They normally have a large crowd turnout for this game. Last year the concessions were open by the City and they would like that available this year. This year they arc playing Coon Rapids High School. All four teams play that evening. Motion by Butler, seconded by Lewnau, to approve the 2016 application for Scheduled Use of Recreational Facilities as requested by the Andover High School Fast Pitch © Booster Club. Regular Andover Park & Recreation Commission Meeting Minutes —March 17, 2016 Page 2 CONSIDER 2016 APPLICATION FOR SCHEDULED USE OF RECREATION FACHITIES/KEVIN TOR GERSON Mr. Haas reviewed the Park and Recreation Commission is requested to consider the application for Scheduled Use of Recreation Facilities as requested by Kevin Torgerson. The request is to play baseball games at Shadowbrook East Park (North Field) and at Pine Hills South Park on Sunday, April 10, 2016 from 12:00 p.m. to 6 p.m. Mr. Torgerson is aware that if the fields are not ready to play on due to snow or frost in the ground that they will need to cancel the games. Since this is a one -day request it is recommended to waive the guideline requirements to use this facility. Mr. Kevin Torgerson stated there are a couple baseball teams they have that they would like to have play on a larger field to get used to them for tournaments. The age group is Ul 1. They are looking for two fields on one day for scrimmages. They prefer a 50-70 field. There will be four teams total, two of which are primarily Andover residents. Commissioner Miskowiec asked what the criteria is for opening a field and Mr. Haas stated the soil temperature, dryness and condition of ag lime. Commissioner Lindahl asked if Hidden Creek North wouldn't be better than Pine Hills © South. He suggested since these two fields are closer together. Mr. Torgerson stated they would be happy with whichever fields they can get. Mr. Torgerson stated they will take Hidden Creek North. Motion by Lewnau, seconded by Marinello, to approve the 2016 application for Scheduled Use of Recreational Facilities as requested by Kevin Torgerson for Hidden Creek North and Shadowbrook East Park. Motion carried on a 6 -ayes, 0 -nays, 0 -absent vote. CONSIDER 2016 SPRING/SUMMER SOFTBALLBASEBALL SCHEDULE Mr. Haas reviewed the Park and Recreation Commission is requested to consider approval of the 2016 spring/summer softballibaseball schedule. The City has received two applications for use of the fields for the upcoming season from the Andover Athletic Association (AAA) and Andover Baseball Association (ABA). At this point, AAA has indicated that they would like to maintain the same arrangement with the Andover Baseball Association (ABA) regarding the use of Sunshine Park Fields 5 and 6 on Tuesdays and Thursdays. This means ABA would only use these fields on Tuesdays and Thursdays when they have games scheduled. AAA has also requested to use Sunshine Park Fields 5 and 6 on Friday nights. Rose Park ball fields are available for scheduling and Timber Trails Park ball field is closed due to the reconstruction that is going to occur © this summer. Regular Andover Park & Recreation Commission Meeting Minutes — March 17, 2016 Page 3 Mr. Mike Lentz, Andover Baseball Association, thanked the Commission for consideration of their request. Motion by Lewnau, seconded by Marinello to approve the 2016 Softball/Baseball Schedule. Motion carried on a 6 -ayes, 0 -nays, 1 -absent (Elstrom) vote. CONSIDER 2016 SPRING/SUMMER SOCCERILACROSSE SCHEDULE Mr. Haas reviewed the Park and Recreation Commission is requested to consider approval of the 2016 spring/summer soccer/lacrosse schedule. North Metro Soccer Association (NMSA) and Andover Area Lacrosse Association (AALA) have met and have agreed on the spring/summer schedule. Mr. Haas noted Fox Meadows Park and Timber Trails Park are closed for the 2016 season. Fox Meadows Park turf is in poor condition and Timber Trails Park soccer field will be regarded, reseeded and new irrigation system is being installed. Motion by Lewnau, seconded by Marinello, to approve the 2016 spring/summer Soccer/Lacrosse Schedule. Motion carried on a 6 -ayes, 0 -nays, 1 -absent (Elstrom) vote. CONSIDER NAMING OF CANOE LANDINGISTROOTMANPARK Mr. Haas reviewed the Park and Recreation Commission is requested to consider recommending the naming of the canoe landing at Strootman Park as Bradley Launch to the City Council. The location of the park with access to the Rum River was indicated on the map. Mr. Haas provided the draft February City Council Workshop minutes for review and Lyle Bradley's biography regarding his US Marine Corps Reserve service. The policy for naming and renaming of parks, park facilities and trails was provided for Commission review. Items 1 and 2 of Procedure II of the policy have been met. It is now up to the Park and Recreation Commission to discuss the merit of the name and make a recommendation to the City Council. Commissioner Butler stated Lyle Bradley has been a great leader in the community for years. Commissioner Miskowiec stated he worked with Lyle Bradley on the Open Space Committee. Chair Stenzel asked how the park was named in the past Strootman Park. Mr. Haas stated he was a long-term Park Commissioner who passed away some time ago. Motion by Butler, seconded by Lewnau, to recommend the City Council approve the renaming of the Canoe Landing at Strootman Park to Bradley Launch. Motion carried on a 6 -ayes, 0 -nays, 1 -absent (Elstrom) vote. X C Regular Andover Park & Recreation Commission Meeting Minutes — March 17, 2016 Page 4 APPROVE USE OF 2016 MISC FUNDS FOR CONCRETE CURB/TIMBER RIVERS PARK Mr. Haas reviewed the Park and Recreation Commission is requested to approve the use of 2016 Annual Miscellaneous Fund for concrete curb at Timber Rivers Park as requested by Public Works. A drawing where the curbing is necessary was shown to the Commission. The bituminous curbing at the west end of the parking lot has deteriorated and there has been some erosion occurring with sediment ending up in the storm sewer system, which ultimately could enter the Rum River. With the efforts of the different governmental agencies to control erosion concerns and protecting the river, the City should be making every effort to do their part to repair the erosion issue. The new curbing will also help deter vehicles from driving in the park. The estimate to install the concrete curbing is estimated at $2,550. Since the curbing needs to be done it is also recommended to include the handicapped ramp (estimated at $1,600) that will be required at some point. The work will be done as part of the annual curb replacement program that is done each year throughout the City on various streets where curb needs to be replaced. The cost of the concrete curb and pedestrian ramp will © be funded by the 2016 Annual Miscellaneous Fund that is available. Commissioner Miskowiec asked how it was graded. Mr. Haas stated when there is a heavier rain some of the water goes into the parking lot. Currently there are catch basins at the west end of the parking lot. Commissioner Lindahl asked if the water would end up in the storm sewer and Mr. Haas stated it would. The erosion needs to be controlled. The curbing would solve this problem. The parking lot is relatively flat with all the drainage ending up at the west end of the parking lot. The ADA ramp is a requirement and that should be installed with the curbing. The City has an annual curb replacement program and this project would be included with other projects throughout the City. Chair Stenzel asked why this is a high priority versus some other parking lots that need to be paved. Mr. Haas stated this is an erosion concern that needs to be resolved. Commissioner Miskowiec asked if this should be tabled to give the Commissioners an opportunity to visit the site and look at the site. Motion by Miskowiec, seconded by Lindahl, to table the approval of the use of 2016 Annual Miscellaneous Fund for concrete curb and for the handicap ramp at Timber Rivers Park as requested by Public Works. Regular Andover Park & Recreation Commission Meeting Minutes —March 17, 2016 Page 5 © UPDATEOFANDOVER COMMUNITY CENTER ADVISORYBOARD Commissioner Butler provided an update to the Park and Recreation Commission in regard to the Andover Community Center Advisory Board. He serves on the Andover Community Center Advisory Board representing the Park and Recreation Commission and will provide an update to the Commission at each regular Commission meeting. Since this will be an ongoing discussion from time to time City staff will include a new section in the Review Outstanding Items/Maintenance Update agenda item where Commissioner Butler will have an opportunity to provide an update at each Park and Recreation Commission meeting. Commissioner Butler stated this month's meeting was postponed. There is a Titan's basketball tournament going on at Community Center. There was a Home Show last weekend. It was sold out as far as the vendors. There will be a pickle ball tournament in May. Mr. Haas stated Sophie's Park basketball court will be striped for pickle ball. REVIEW OUTSTANDING ITEMS /MAINTENANCE UPDATE Mr. Haas reviewed on-going projects and other items of interest along with the weekly parks maintenance update. Chair Stenzel suggested the Commission visit Kelsey Round Lake Park the same evening as Timber Rivers Park. Mr. Berkowitz stated the City Campus Expansion Master Plan is final and has been approved by the City Council. The Public Works expansion will be 2018-2019. The greatest need is a public vehicle maintenance center. Informational; no action required. CHAIR'S REPORT Commissioner Butler congratulated the Andover Youth Hockey Association on a successful season. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl Commissioners Ted Butler, Alisa Lewnau, Angela Marinello, and Mark Miskowiec Commissioners Absent: Commissioner Sarah Elstrom Also Present: Assistant Public Works Director, Todd Haas Public Works Director/City Engineer, David Berkowitz BEGIN DISCUSSIONS ON 2017— 2021 TRAIL CAPITAL IMPROVEMENT PLAN Mr. Haas reviewed the Park and Recreation Commission is requested to begin discussing the 2017 — 2021 Trail Capital Improvement Plan (CIP). The target date for the draft CIP is Friday, June 3`d. The following items were attached to the packet for Commission review: • 2016 — 2020 New Pedestrian Trail and Sidewalk Segments from the CIP. • Detailed trail improvements that were identified by the City Council in 2016. The 2 projects identified for 2016 (Crosstown Boulevard Trail and the sidewalk segments along Bunker Lake Boulevard. • Figure 24 (Proposed Regional Trails Plan) from Chapter 7 of the City of Andover Transportation Plan identifies where the existing and proposed Regional Trails are located. • Page 17 from the CIP on the funding sources that are proposed for trails. The funding for the 2016 trails/sidewalk improvements have been approved using a combination of general funds and trail funds that have been received from new developments. Funding of improvements for 2017 — 2021 have not been identified and will need to be determined by the City Council. Mr. Haas noted it has been quite a few years since the Park and Recreation Commission has had any input to the regional trail improvements. The City Council would like for the Park and Recreation Commission to provide input to possible new trail segments that are of higher priority or where uncompleted segments should be extended for the next 5 years. The funding for trail projects has not been identified for 2017 — 2021. Depending on what 10 the Commission would like to recommend for projects, the City Council will need to Regular Andover Park & Recreation Commission Meeting Minutes —March 17, 2016 Page 7 determine how they will fund the trail improvements. If funding is not available to fund all the suggested trail improvements, the City Council may choose to eliminate a project or show the improvement in a later portion of the CIP. Mr. Berkowitz stated trails are added to the CIP based on funding available. Construction will be done on the trail along Crosstown Boulevard. A grant has been applied for this project with the result coming out by the end of the month. If the grant is received, the project may need to be tweaked slightly. The sidewalk section from Bunker Lake Boulevard — Hidden Creek North to Yukon Street is planned for 2016. Trail improvements Andover Boulevard from Bluebird Street to Vale Street is planned for 2017. Trail improvements Crosstown Boulevard Trail — east side is planned for 2018. Trail improvements Crosstown Boulevard Trail —159th Avenue to Prairie Road and trail improvements Kensington Estates 7th Addition to Andover Station North for 2019. The City continues to apply for grants for these projects. Not every trail segments meets criteria for safe route to school grants. Chair Stenzel asked if there is a trail along Coon Creek from Hanson Boulevard to Andover Boulevard to Andover High School. Mr. Berkowitz stated that segment was not approved to move forward because of resident concerns. The design for Hanson Boulevard is being looked at as it is being reconstructed in 2019. Underpasses may be used in that reconstruction. This meeting is just to get the thought process started for a future recommendation to the City Council for approval. Mr. Aeric Larson, 15841 Norway Street NW is representing his neighborhood of 90 homes and 40-50 homes across Crosstown Boulevard NW from their neighborhood. A petition was signed and presented to the City Council in 2014 "Petition to Build More Bike Paths". There are two issues on the basis on which trails are prioritized on the CIP. The first issue is the proposed Andover Boulevard trail that has been in the plan for so long when there was no bussing to the schools. Now there are far less children living in close proximity to that trail. The second issue is the Crosstown Boulevard Trail that is proposed north of Bunker Lake Boulevard which is close proximity to Crosstown Drive, which has an existing sidewalk and is a viable alternative to the proposed trail. The concern is trails are being handled as first in first out. He has heard there is not ongoing funding for trails in the budget. Mr. Berkowitz stated there is a trail fund that is collected through development along with grants. The Council has discretion to look at additional funding to put towards trails. Mr. Larson would like to see the funding increased to get these trails completed. They are hoping to work towards a merit -based system. There are well over 100 children in his neighborhood (Miller's Woods). Mr. Larson showed pictures along County Road 20 of the road showing the limited shoulder. He requested their trail be changed to go the northern route. This would allow residents to go through Quince Street and be on a trail (along 161St Avenue) and get back into residential area (west of the railroad tracks) and so to get on additional trails. H Regular Andover Park & Recreation Commission Meeting Minutes —March 17, 2016 Page 8 Commissioner Miskowiec stated this is new for the Commission to be considering trails. He hopes the Commission will handle trails as they do parks — the most bang for the buck. Mr. Larson asked if the safe route to school grant would apply to the northern route and Mr. Berkowitz stated it is a distance from the schools. Mr. Berkowitz stated one other source is state aid funding and as streets are reconstructed some state aid funding can be used to build new trails. When Bunker Lake Boulevard is reconstructed there will be additional trails constructed. There is a plan to do an overlay for Crosstown Boulevard (east of Hanson Boulevard) in 2020. Commissioner Butler asked if there are any other roads that will receive state aid funding in the next five years and Mr. Berkowitz stated there is none in the plan. Mr. Dave Busak, 702-158`" Avenue NW asked if there would be consideration for funding if the Crosstown Boulevard path was extended to the elementary school. Mr. Berkowitz stated that may be possible. The school does a survey of how many children walk to school or ride their bikes. Chair Stenzel asked if there is a comprehensive plan for trails. Mr. Berkowitz stated the master plan is provided for the Commission. Chair Stenzel asked how many roads don't have a shoulder in Andover and suggested there be a comprehensive plan for trails to © look at the entire City. He suggested there be a discussion on a comprehensive trail system. Chair Stenzel requested a larger updated map showing trails within the City. Mr. Haas will provide a poster size map at an upcoming meeting identifying the proposed trails in the CIP. Mr. Berkowitz stated the Council wants the Commission to look at where there are gaps, where trails are needed, etc. Commissioner Lewnau requested information on the transportation plan and trails be put in the Commission information books. Commissioner Butler stated he appreciates the opportunity to have some input on trails. Most trails in Andover are used for recreation. Mr. Larson asked how the residents can have input. Chair Stenzel stated the meetings and workshops are open to the public. There will be another workshop at the next Commission meeting on April 7, 2016. BEGIN DISCUSSIONS ON 2017-2021 PARK CAPITAL IMPROVEMENT PLAN Mr. Haas reviewed the Park and Recreation Commission is requested to begin discussing the 2017 — 2021 Parks Capital Improvement Plan (CIP). The target date for draft CIP is June P. Also attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. The Commission will need to make revisions for 2017 Regular Andover Park & Recreation Commission Meeting Minutes —March 17, 2016 Page 9 — 2020 so that the ending balance has a positive balance of $50,000 or more. The only significant improvement that is planned for 2017 is the renovation of Fox Meadows Park. Staff is recommending increasing the proposed budget that has been identified on the spreadsheet. The proposed new budget allocation was provided. Listed below are the current projects listed for 2017 — 2020 and the recommendation of each: 2017 • Small irrigation project $20,000 (no recommended changes from staff). • Pine Hills North/construction of storage building - $100,000 (to be funded by donations). At this point no association has stepped forward to offer to build a storage building. Leaving this on the spreadsheet does not impact the park improvement fund balance. • Fox Meadows Park - $200,000 (it is being recommended to increase the proposed budget). • Annual Misc. Projects - $15,000 (no recommended changes from staff). Staff is recommending that a basketball court be considered at Nordeen's Park as requested by the neighborhood. The estimate to construct a court is $7,500. © 2018 • Small irrigation project - $20,000 (no recommended changes from staff). • City Hall Hockey Campus/pave rinks and parking lot - $150,000 (with the City Hall Master plan being approved and the hockey rinks being relocated closer to the Community Center at some point in the future, it is recommended to remove this improvement from the spreadsheet). • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2019 Small irrigation project - $20,000 (no recommended changes from staff). Langseth Park/trail improvement - $20,000 (it is recommended to remove this improvement from the spreadsheet). If the property owner at some point has a change of heart to allow the trail to be constructed through their property so residents have access to the park from the north the City can look at using the park improvement funds since this is a small ticket item. Annual Misc. Projects - $15,000 (no recommended changes from staff). 2020 • Pine Hills North/parking lot with curb - $120,000 (the Commission will need to determine if this project will be done in 2020 or beyond or if the project should be removed from 5 -year plan). 0 2021 Regular Andover Park & Recreation Commission Meeting Minutes —March 17, 2016 Page 10 4 • No projects identified as of yet. Mr. Haas reminded the Commission there are a number of parks that do not have security lights. Also the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot throughout the parks system. If the Commission is interested in knowing the planned improvements for all the parks, review Section F of the Information Packet (2010 Existing and Future Park Facilities Chart). Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to the Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. Mr. Haas mentioned to the Commission that from here on in that it will be necessary for the Commission to be more specific on what is wanted in each park. For example at Timber Trails Park the well bid came in higher than planned. Irrigation wells are coming in higher than what is being estimated. Costs are up to $300,000 for Timber Trails Park which is $100,000 more than anticipated. This precedence is being set on how things will be handled going forward on future projects. Commissioner Miskowiec asked if any well that is to be put in will cost $200,000. 4j Commissioner Lindahl asked how much it cost to run pipe from another well house. Mr. Berkowitz stated that would be a challenge. Commissioner Lindahl asked if fire hydrants are put on wells and Mr. Berkowitz stated there are. The hydrants can't be used for safety, as the well is 150 gallons per minute. There was already a well at Pine Hills North. Mr. Haas provided a spreadsheet showing projected Sources of Revenue and Projected Commitments. Chair Stenzel stated the question is whether the park is finished or move onto other parks. Mr. Berkowitz stated the bare minimum can be listed with other desires listed separately. Commissioner Miskowiec stated the parks need to be reprioritized. Commissioner Butler stated the fields are a priority and the Commission needs to determine which fields give the greatest value to the City. He suggested Terrace Park and Wild Iris Park as well as Timber Trails Park and Fox Meadows Park. Chair Stenzel suggested the paving of City Hall Campus Hockey Rinks be removed from the CIP. Mr. Berkowitz stated multiple associations can use the fields once they are irrigated. DWI Regular Andover Park & Recreation Commission Meeting Minutes —March 17, 2016 Page 11 Mr. Haas asked if the neighbors should be invited in or if a drawing should be made first at Fox Meadows Park. The consensus of the Commission was that the plan be developed before asking the residents for input. The shelter at this park is included in the five-year plan to be removed and/or replaced. Commissioner Miskowiec stated he would like to see an itemized list for Timber Trails Park. Mr. Haas stated a recommendation needs to go to the Council to award the bid. Commissioner Lindahl suggested moving forward with Timber Trails Park less the parking lot. Motion by Lindahl, seconded by Butler, to recommend to the City Council to move forward with Timber Trails Park less the parking lot and award the bid. Motion carried on a 4 -ayes, 2 -nays (Lewnau and Miskowiec), 1 -absent (Elstrom) vote. BEGINDISCUSSIONS ON PARKS AND OPEN SPACE PLAN UPDATE Mr. Haas reviewed the Park and Recreation Commission is requested to begin discussing the Parks and Open Space Plan. The City of Andover along with other metro cities has been notified that it is time for the © cities to begin updating their City Comprehensive Plan, Chapter 5 of the existing Andover Comprehensive Plan is in regard to the Parks and Open Space Plan. A copy of the current Parks and Open Space Plan is Tab E of the Information Packet for Commission review. It is recommended the Commissioners familiarize themselves with this chapter and determine if any changes/updates should be made and/or if there is a new vision the Park and Recreation Commission would like to consider. The Met Council Regional Parks Statement for Andover and Table 3-1 (Classification System for Local and Regional Facilities) was provided for the Commission. The Park and Recreation Commission have until December 2016 to prepare a draft to the Andover Planning Department so this chapter can be included with the other chapters of the Andover Comprehensive Plan. Once all the Chapters have been received from the various departments the draft will be sent to the Met Council for their review, most likely in early 2017. UPDATE OF 2016 PARK PROJECTS Mr. Haas provided an update as to the status of the park projects that are planned for 2016. • Timber Trails Park Reconstruction — Bids for the well have been received. The low bid was $181,655. The budget for the improvement is $200,000. There are a number of items that still need to be done including fencing (staff is in the process of obtaining quotes which are due March 31 "), paving of the driveway and trail, installation of the irrigation system, etc. The Commission will need to recommend Regular Andover Park & Recreation Commission Meeting Minutes —March 17, 2016 Page 12 © to the City Council if the budget for this project should be increased to continue moving the project forward. • Terrace Park Irrigation Project — The Parks Maintenance Department will be gearing up for this project this spring. The project is still on schedule. • Forest Meadows Park Playground Equipment — The equipment has been ordered and is planned to be installed this spring. • Andover Lions Park Playground Equipment, Irrigation/Water Service Project and Ball Field Fence Replacement — Staff has not heard from the neighborhood on the playground equipment selection. Ball field fence and irrigation/water service is planned for later this summer depending on the Bunker Lake Boulevard reconstruction project and when the section west of Prairie Road will be shut down. • Pine Hills South Park Playground/Fall Zones — The Parks Maintenance Department will be replacing the sand in the fall zone with wood chips. Additional concrete borders will be added to complete the playground area. • Kelsey Round Lake Park Master Plan Update — Staff will be staking the proposed west trail most likely in April, so that the Park Commission, City Council and neighborhood can meet and walk the route to determine if the trail location is acceptable. The date to meet has not yet been determined. • Rose Park Shelter Upgrades — The Commission has approved repairing the roof on the existing shelter. The work is planned for this spring. • Sunshine Park Scoreboard Installs — Staff is obtaining quotes to install both 10 scoreboards for the middle and south fields. Wunderlich-Malec (electrical designer) is preparing the plans and specs for the electrical work that needs to be done. The goal is to install scoreboards this spring or early summer. BEGIN REVIEWING 2016 EXISTING AND FUTURE PARK FACILITIES CHART Mr. Haas reviewed the Park and Recreation Commission is requested to begin reviewing the 2016 Existing and Future Park Facilities Chart. A copy of the 2015 Existing and Future Park Facilities was provided for the Commission. This spreadsheet only identifies parks that are located in Section A of the City Parks Map. The Parks Maintenance Department has updated the left column of the spreadsheet (Existing) so that the Commission has an idea of what currently exists in each park. The middle column of the spreadsheet (Future Facilities) is items that were discussed last year which include other improvements that have been suggested by the Park and Recreation Commission. The right column of the spreadsheet (Replacement Items) is items that are being recommended to be replaced over the next 5 years by the Parks Maintenance Department. Section B of the City Parks Map will be ready for review at the next regular scheduled meeting on April 7h. Any changes to Section A will also be included. Chair Stenzel suggested Section A be updated with correct estimates in April, Section B in May, etc. DISCUSS PARK ADVERTISING POLICY Mr. Haas reviewed Chair Stenzel had requested this item be placed on a future workshop agenda for discussion. A copy of the most current advertising policy was provided for the Commission. Parks or facilities where advertising is allowed are at Sunshine Park, Eveland Fields/Andover High School Fields, Andover Station North Ball Field Facility, Hawkridge Park and Pine Hills North.
