Adjournment X ANLb 6 W • j0!j ANDOVER ECONOMIC DEVELOPMENTA UTHORITYMEETING— MAY 3, 2016 - MINUTES The Meeting of the Andover Economic Development Authority was called to order by President Julie Trude, May 3, 2016, 6:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila, James Goodrich, Mike Knight, Valerie Holthus and Timothy Cleven Absent: Commissioner Joyce Twistol Also present: Executive Director, Jim Dickinson Community Development Director, Dave Carlberg © APPROVAL OFMINUTES April 5, 2016, Regular Meeting: Correct as written. Motion by Knight, Seconded by Cleven, to approve the minutes as written. Motion carried 6 ayes, 1 absent (Twistol). HANSON BLVD./133RD AVENUE ENTRANCEIMONUMENT SIGN Mr. Carlberg reviewed with the EDA the placement of a message board entrance/monument sign on the northeast corner of 133`d Avenue and Hanson Boulevard. The original location was staked and approved by the Anoka County Sheriff's Office (ACSO). Staff has now been directed by the ACSO to find an alternative sign location as the ACSO believes the proposed sign location may confuse people to thinking that the building is City Hall and secondly, that two large non-matching signs would not be aesthetically pleasing. Mr. Carlberg showed the EDA the location on the map provided in the packet of the location suggested by the ACSO. He believes a sign in that area would not be approved by the Anoka County Highway Department due to the sign being in the right-of-way and site line issues at the Hanson Boulevard and Station Parkway intersection. Mr. Carlberg reviewed the options for the sign: fl• Contact the ACSO for reconsideration of the original sign location. • Construct an entrance sign, not a reader message board sign. • Not do a sign at all. © Andover Economic Development Authority Meeting Minutes — May 3, 2016 Page 2 The EDA discussed the sign location. The EDA directed staff to go back to the ACSO and ask the Sheriff to reconsider the original sign location. DEPOT POND SIGNAGE- TEMPORARYBANNER DESIGN Mr. Carlberg reviewed at the last EDA meeting the EDA directed staff to have a sign company design some options for a temporary banner for Depot Pond on Bunker Lake Boulevard. 3 options were provided in the meeting packet. Mr. Carlberg is looking for direction on what sign option the EDA prefers. Mr. Carlberg stated staff is working with an Eagle Scout for the permanent signs around the pond, this could be an Eagle Scout project and would contain pictures and history of the area. The EDA discussed the banner options. The EDA decided to go with option 1, but would like to see the option 1 design with 3 different lettering types. Mr. Carlberg indicated he will have the sign company put together 3 designs using option 1. QPresident Trude stated she would like to see some type of train motif from the art community on the city owned property located on the northeast corner of Quinn Street next to Walgreens. She suggested going out for an RFP. Commissioner Holthus suggested contacting the Transportation Museum in St. Paul. She stated they have a lot of train related items. UPDATEITRIDENT DEVELOPMENT Mr. Dickinson indicated Trident Development is still interested in moving forward with their project, Estates at Arbor Oaks, a senior living facility. Trident is in the process of finding investors. City staff has offered Trident the option of assessing the water and sewer connection costs. OTHER BUSINESS There was none.
