Adjournment LSF] H H E ANDOVER ECONOMIC DEVELOPMENTA UTHORITYMEETING— JUNE 7, 2016 - MINUTES The Meeting of the Andover Economic Development Authority was called to order by President Julie Trude, June 7, 2016, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila (arrived at 6:14 p.m.), James Goodrich, Mike Knight, Valerie Holthus, Joyce Twistol and Timothy Cleven Absent: Also present: APPROVAL OFMINUTES None Executive Director, Jim Dickinson Community Development Director, Dave Carlberg Public Works Director/City Engineer, Dave Berkowitz May 3, 2016, Regular Meeting: Correct as written. Motion by Knight, Seconded by Goodrich, to approve the minutes as written. Motion carried 5 ayes, 1 absent (Bukkila), 1 present (Twistol). CT[IZ�I//u�/_�i�17�I�f�7I�ZN�CY[�IJCH_7 Mr. Carlberg reviewed staff has been working on a sign location on Hanson Boulevard and 133`d Avenue. The original location north of 133`d Avenue was not supported by the Anoka County Sheriffs Office. Staff and the sign company re-evaluated the Hanson Boulevard corridor and believes a possible location for the sign exists just north of the frontage road. Since the location is not close to a traffic light intersection staff is suggesting an entrance sign be placed at the location with a message board sign being placed elsewhere, perhaps 7`h Avenue and Bunker Lake Boulevard. Commissioner Holthus asked if the Sheriff's Office would approve of the location just north of the frontage road. Mr. Carlberg answered the Sheriff's Office is fine with the location, staff would need approval from the Anoka County Highway Department. President Trude asked about putting the sign at the Hanson Boulevard/Bunker Lake Boulevard intersection. Mr. Carlberg stated the only location at the intersection would be the southeast corner and several trees would need to be removed, adding to the cost and would need approval © Andover Economic Development Authority Meeting Minutes—June 7, 2016 Page 2 from the Anoka County Highway Department. The EDA discussed the area. Most were against a message board on Hanson Boulevard, north of the frontage road since vehicles would be traveling at 50 mph, the sign could be a distraction. Commissioner Bukkila stated she is not in favor of an entrance sign unless it is at the Andover border. President Trude suggested staff contact the City of Coon Rapids regarding placement of a sign on the southeast corner of 133rd Avenue and Hanson Boulevard. Commissioner Holthus suggested staff contact Xcel Energy regarding the placement of an entrance sign on the west side of Hanson Boulevard and confirm the regulations of the powerline easement. Direction to staff: • Contact the Sheriff s Office regarding the placement of a small entrance sign north of 133`d Avenue and Hanson Boulevard. • Contact the City of Coon Rapids regarding the placement of an entrance sign on their property, southeast corner of 133`d Avenue and Hanson Boulevard. • Contact Xcel Energy regarding the powerline easement along Hanson Boulevard. • Contact the Anoka County Highway Department regarding the placement of a message board on the southeast corner of Hanson Boulevard and Bunker Lake Boulevard. MEDJANS ONBUNKER LAKE BOULEVARD NW Mr. Carlberg updated staff has been working with Prairie Restorations. Prairie Restorations scheduled a median burn the morning of June 8`h. They will re -seed the entire median and plant larger plants on the end caps. REDEVELOPMENT UPDATE Mr. Dickinson stated at this time there is nothing for sale or lease in the Bunker Lake Boulevard area between Crosstown Boulevard and Crosstown Drive. He spoke with a couple property owners, at this time they have no interest in selling. Mr. Dickinson updated 2 TIF Districts in the city will decertify at the end of the year. Those districts being Hughes Industrial area TIF (1-4) and The Farmstead TIF (1-3). OTHER BUSINESS Mr. Carlberg indicated staff has received two complaints regarding the temporary banner at © Depot Pond. Both complaints were pointing out that the train on the temporary banner is a British train. Mr. Carlberg indicated there are new owners of the strip mall where Festival Foods is located. The company is out of Wayzata and also owns other buildings and strip malls in Coon Rapids Andover Economic Development Authority Meeting Minutes—June 7, 2016 Page 3 and Anoka. President Trude asked about the Shops of Andover located at the corner of Bunker Lake Boulevard and Hanson Boulevard. Mr. Carlberg answered the property owner, HK Andover LLC will not be disclosing the businesses going into the building until leases have been signed.
