Adjournment E H U ND ANDOVER ECONOMIC DEVELOPMENTA UTHORITYMEETING— OCTOBER 18, 2016 - MINUTES The Meeting of the Andover Economic Development Authority was called to order by President Julie Trude, October 18, 2016, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila (arrived at 6:05 p.m.), James Goodrich, Mike Knight, Valerie Holthus and Joyce Twistol Absent: Commissioner Timothy Cleven Also present: Executive Director, Jim Dickinson Public Works Director/City Engineer, Dave Berkowitz APPROVAL OFMINUTES August 16, 2016, Regular Meeting: Correct as written. Motion by Holthus, Seconded by Twistol, to approve the minutes as written. Motion carried unanimously. REVIEW DEVELOPMENT ACTIVITY Mr. Dickinson reviewed the following: Remax Results, 2677 Bunker Lake Boulevard- The exterior is 75% complete. There are mixed reviews on the exterior of the building from the public. Photos were reviewed. Andover Veterinary Clinic, 1730 13e Lane — Interior finishes are near completion. Architecturally the building looks great and fits into the area. Landscaping has not been started. The Shoppes at Andover, 13650 Hanson Boulevard- There is one tenant finish so far, that is AT&T Wireless. President Trude stated she had stopped in the AT&T Wireless store and indicated they will be open for business October 24, 2016. Estates at Arbor Oaks/Trident Development, 1753 15e Lane- Footings are complete. Construction with concrete panels is progressing for the garage level. The Farmstead — The parking lot is complete. Some landscaping needs to be finished. © Andover Economic Development Authority Meeting Minutes — October 18, 2016 Page 2 Kottke's Property — Staff has been in contact with the new owner Stock Properties and their representative Mid-America Real Estate. There may be some interest in the parcel next to Kottkes. Eight Unit Townhome Building, 1826 through 184013e Avenue- Permits for the last eight of the townhomes in the Parkside at Andover Station Development have been issued. The building will match the existing buildings as permitted under the terms of the original PUD. REDEVELOPMENT UPDATES Mr. Dickinson reviewed the area on Bunker Lake Boulevard between Crosstown Boulevard and Crosstown Drive. Staff has updated all the numbers relevant to what the purchase prices would be, costs of relocation benefits and starting looking at vacant properties. DISCUSSIRECOMMEND PROPOSED 2017 EDA BUDGET Mr. Dickinson reviewed the staff report. The fund balance is declining. Money is still available for the monument entrance signs and ongoing maintenance around Andover Station. The new owners of Festival Foods reviewed the original documents to find out who is responsible for what. The EDA is responsible for the maintenance of the pond and the area around the pond. Long term costs could be $4,00045,000 a year. President Trude stated she thought the City was doing the mowing by the pond. Mr. Berkowitz stated it's more efficient to have one company do the mowing and bill the EDA. Mr. Dickinson continued the budget review. Commissioner Holthus asked for an explanation on why the commissioner salaries are double. Mr. Dickinson answered it is budgeted for two meetings a month. Commissioner Holthus asked why the TIF dollars are declining every year. Mr. Dickinson indicated Tax Increment Districts 1-1, 1-2, 1-3 and 1-4 have been decertified. Motion by Twistol, Seconded by Knight recommending the proposed EDA 2017 budget to the City Council. Commissioner Holthus requested a change on the budget under Expenditures from "personal" services to "personnel" services.
