MINUTES
The Special Meeting of the Andover City Council was called to order by Mayor Julie Trude,
April 14, 2016, 6:00 p.m., at Kelsey Round Lake Park on the west side near the intersection of
1515' Avenue NW and Eldorado Street NW, Andover, Minnesota.

Mayor Trude gave a short update as to what the group will be looking at tonight, which is
primarily to look at the proposed trail locations on the west side of the park. Mr. Haas also
provided some additional information about the trail that has been staked and mowed by the
Public Works Department. A handout of the area with the proposed trail route was provided to
those that requested one.
It was determined by the group to first look at the trail that is proposed to go north from the
existing bituminous trail near 1515` Avenue. The Mayor, Councilmembers and Park and
Recreation Commissioners got an opportunity to listen to the residents as everyone was walking
along the grass trail and answer questions that were raised. It was noted near the north end of the
trail where the trail made a bend to go east will need to be relocated on a flatter surface since the
proposed trail location based on the stake positioning were located on a side slope of a drainage
swale. There was some discussion about the connection through the wooded area where the
buckthorn was removed a year ago. Some trees will need to be removed to make the connection
to the existing dead end trail in the wooded area that is located further east of the prairie grass

area. It was noted there are a number of trees where the trail would be constructed through the
woods that are either dead or poor condition.
The group did breakdown into a couple smaller groups as they moved further east to the existing
main north -south trail in the park. There was some discussion about the possible Indian Burial
Ground on the east side of the trail and where to go with determination to see if a burial ground
exists or not. Moving further south along the trail just north of 149t' Avenue there was some
discussion about the trail that is identified on the proposed Master Plan that would go east
towards the lake where a dock/picnic area is shown. A couple of the residents including a couple
of the Park and Recreation Commissioners and Councilmembers indicated interest in exploring a
looped trail system back to the north from the dock/picnic area across the existing wetland just
south of the potential Indian Burial Ground and then along the east side of the potential Indian
Burial site and connect into the existing trail along Round Lake located north of the potential
Indian Burial Ground.
The group then had an opportunity to walk the grass trail along the north side of the wetland
mitigation area and then went back to the point of beginning.
• Once everyone was back to the point of beginning, there was discussion on the next step. It was
determined that the City Council would like to discuss the draft Master Plan further as a
workshop item. The workshop would either be in May or June and residents that have already
submitted their e-mail to staff will be notified.
