INTRODUCTION
The Park and Recreation Commission is requested to review the survey results and hold a
public information meeting with the neighborhood regarding possible improvements to
Chesterton Commons Park.
DISCUSSION
Attached is a copy of the letter that was sent to the owner/occupant and location map of
the area where the park is located. Also attached are the results of the neighborhood
survey that was sent out a couple months ago.
ACTION REQUESTED
The Park and Recreation Commission is requested to review the survey results and hold
the public information meeting with the neighborhood regarding possible improvements
to Chesterton Commons Park.

Re: Park/Public Information Meeting and Resident Survey
Dear Resident:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, December 1, 2016 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
improvements to Chesterton Commons Park in either 2017 or 2018. The
existing playground equipment is proposed to be replaced along with the
installation of new concrete edging. The fall zones around the new equipment
will have woodchips installed which is being done at many of the parks
throughout Andover. Also a new sand box will be included in the park layout.
The park location map is on the back side of this letter along with a picture of
the existing playground equipment currently located at the park.
For the Park Commission to consider what other improvements could be made
to the park, the City would like to receive input from the neighborhood. The way
you can participate in this is by completing the on-line survey that is available
on the City of Andover's Website at http://Www.andovermn.gov/and click on
City News. Once you get to this part of the website, scroll down to City Events
and then click on Chesterton Commons Park Survey. For the Park Commission
to consider your comments, the survey must be completed by 4:30 p.m. on
Friday, November 18, 2016.

CHESTERTON COMMONS PARK
NEIGHBORHOOD PARK SURVEY
The Andover Park and Recreation Commission is considering new park improvements be provided at
Chesterton Commons Park in 2017 or 2018. In order to determine the best playground plan and/or
other improvements to the park, your help is needed. Please take a few minutes to complete the
following survey.
Park improvement plans being considered by the Park Commission will be discussed at their
meeting on Thursday, December 1, 2016 at 7 P.M. or shortly thereafter for resident input at
Andover City Hall.
1. Currently the site contains a few trees. Would you prefer to see: (check only one)
a. More trees preserved and less active spaces: 3 (Surveys L, M and N)

6. Other ideas and/or suggestions for the park:
• (Survey F) -- A new play structure for slightly older kids (in addition to the small structure for ages 2-
5). No basketball court is needed there (the park space is small enough as it is), would not like
to see more space taken up by a court. Is there space to put a half court at Sunshine? I live on
Bluebird st. and nearly every other parent I have spoken to said the play structure needs to be
larger to accommodate for a wider age group of kids.
• (Survey G) -- My kids would love a bigger park that they can play at. Some of their ideas are a
zipline, shaky bridge, parallel bars that can act as a slide, swings, tic tae toe board, tire swing,
rock wall, fireman pole, water mister, tunnels, large slides, cargo net, climbing spider web,
little cave, little free library, monkey bars, large teeter totter, different size pull-up bars, and
glider. Thank you!
• (Survey H) -- volleyball court and or picnic shelter/sitting area for adults while children play
• (Survey I) -- My property backs up to the park, and we are often finding our house vandalized,
most recently bottles of sand thrown at our windows. We don't want to call the police, as we
fear this will make it worse. There are often children smoking in the park, in particular in the
little tunnel where they think they cannot be seen. My preference would be that the city
provide more open space and fewer places for children to hide. The way the park is currently
set up, the trees and the fences shield the play areas from the view of the street.
• (Survey J) -- It's always good to have trees and shade at parks. The park needs to have
playground equipment for children older than five. The current equipment can only be used by
children for a couple of years before they outgrow it. I wish it would've had that when it was
originally designed. Thanks for the potential update.
• (Survey L) -- No basketball court.
• (Survey M) -- This park has frequently been a place for older kids to gather and misbehave. I
am not sure that updating this park is worth our tax dollars.
• (Survey N) -- This park is more of a gathering place for older kids at night. I see very little
activity in this park by younger children. I have had to call police for fighting during the day
and noise complaints at night. I am not sure that spending money on this park is the best
interest of the neighborhood.
• (Survey P) -- I think having a mix of items for 2-12 and even young teens would be a good
idea. I do not think a sand box is a good idea. Children come to the park to play on the
equipment not in a sandbox, not to mention sandboxes that are left uncovered are not very
sanitary. I believe if you asked the others that respond to this survey or that are part of the
Neighborhood Park Committee will agree the space set aside for a sandbox could be better
used for equipment. I also think it would be great if you were able to make a hockey rink/skate
parkibasketball court combo, that way the space would be used all year for all age groups.
7. If necessary would you be willing to serve on a Neighborhood Park Committee to develop a
playground plan and/or other improvements, evaluate proposals received and make a
recommendation to the Park and Recreation Commission? This may involve approximately 2
or 3 evening meetings.

COMPLETED PROJECTS —
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly will be due in
January.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be due in January.
• Andover Lions Park — The existing playground equipment has been removed. If the weather holds
the Parks Maintenance Department staff is still looking at installing the equipment the week of
November 28`"
• Fox Meadows Park — The City Council will be ordering of the plans and specifications (grading and
irrigation well) at their next meeting on December 6t". Once the draft plan has been prepared, a copy
of the plans will be presented to the Park and Recreation Commission for your review later on this
winter or early spring.
• Shadowbrook East Park —new playground equipment for 5-12 years olds has been ordered. Due to
the size of the fall zones, staff was able to find a structure that is very close to the structure that was
destroyed arson. The City will need to cover about $10,000 from Public Works playground equipment
replacement fund and the remainder will be covered by insurance.
• Chesterton Commons Park— Item is on the agenda.
• Update on Existing and Future Park Facilities Chart/Zone C and D — Item is on the agenda to
review portions of Zone D. The remainder of Zone D is being evaluated and should be available for
the January meeting for review.
ON -HOLD PROJECTS — None at the time.
UPDATE OFANDOVER COMMUNITY CENTER ADVISORY BOARD — Commissioner Butler
OTHER ITEMS OF INTEREST —
• Update of Park Signage Along Countv Roads/City Streets — Nothing new to report. The County
has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine
Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the
winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department
for their review and approval. If the sign locations are approved they would be installed sometime in
the spring or summer of 2017.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
•'r 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140th Avenue NW.
❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility.
• Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project will be rebid sometime this fall or winter with construction
starting in the spring of 2017.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2017.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.

Weekly Parks Maintenance Update
11/19/16
• Completed final mowing of athletic fields as needed and mulching leaves.
• Trash service done in all parks.
• Continued inspecting parks inventory for Area "D".
• Continued irrigation well house work at Terrace Park.
• Completed hockey rink repairs and painting.
• Removed tennis court nets at Northwoods West Park.
• Removed Crooked Lake Boat Landing dock for the season.
• Completed turf aeration of all non -irrigated parks.
• Removed graffiti at Timber Trails Park.
• Installed new AED in the City Campus warming house.

SUBJECT: A. Review 2016 Existing and Future Park Facilities Chart/Park Zone D

INTRODUCTION
The Park and Recreation Commission is requested to review 2016 Existing and Future Park
Facilities Chart for Zone D.
DISCUSSION
A copy of the most current 2016 Existing and Future Park Facilities Chart for Zone D (partial
only) is located in the side pocket of the packet. This spreadsheet only identifies some of the
parks that are located in Zone D of the City Parks Map. The Parks Maintenance Department
recently updated the left column of the spreadsheet (Existing) so the Commission has an idea of
what currently exists in each park. This column will continue to have revisions made through the
end of the year as projects are completed (example would be Andover Lions Park). The middle
column of the spreadsheet (Future Facilities) are items that will be used to determine Park
Dedication Fee which items that were discussed last year as suggested by the Park and
Recreation Commission. The right column of the spreadsheet is replacement items that are being
recommended to be replaced over the next 5 years by the Parks Maintenance Department. A copy
of the replacement items are included with this item on separate spreadsheet and will be included
on the chart.
If no changes are recommended for those parks that have been updated in Zone D, the Parks
Maintenance Department will continue updating the remainder of the parks for Zone D of the
City Parks Map. The remainder of the parks will be presented to the Park Commission at a
meeting in January 2017. Zone D has the largest number of parks of any of the Zones and will
take some time to gather the existing items within each park.
ACTION REQUIRED
The Park and Recreation Commission is requested to review 2016 Existing and Future Park
Facilities Chart for some of Zone D.
