Consider Application for Scheduled Use of Recreational Facilities/Constance Homeschool Co-op DATE: November 17, 2016 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of the Prairie Knoll Park hockey rink as requested by Constance Homeschool Co-op. DISCUSSION The day that has been requested is as follows: • Friday, December 9, 2016 from 11:25 am- 12:30 PM at Prairie Knoll Park. Note: Since the rink is not open until 4:00 pm on that day, the church group will need to check out the necessary keys to open the warming house if they would like to use it. A key deposit will be required for the warming house portion of the building. Since this is a one -day request, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Note: Just so you know, the free skating is open to the public. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first-come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider Hockey Tournament Application/Andover Huskies Winter Classic November 17, 2016 INTRODUCTION The Park and Recreation Commission is requested to consider approving the attached application for the Annual Andover Huskies Winter Classic Tournament at the City Complex Outdoor Hockey Rinks as requested by the Andover Huskies Youth Hockey Association (AHYHA) for January 13-15, MIT DISCUSSION Attached is the application received from AHYHA. The days that are being requested are as follows: • Friday, January 13, 2017 from 5 pm to close at City Complex Outdoor Hockey Rinks (both east and west rink). • Saturday, January 14, 2017 from 8 am to 6 pm at City Complex Outdoor Hockey rinks (both east and west rink). • Sunday, January 15, 2017 from 8 am to 6 pm at City Complex Outdoor Hockey rinks (both east and west rink). Note: If the weather is bad on either one of the 2 days, AHYHA will need Sunday, January 15`b as a backup day. AHYHA has requested Public Works Parks Maintenance Department to provide rink maintenance during the jamboree. The required fees were submitted with the application. No Rink Maintenance 0 Adult - $200.00 rink reservation fee is for the use of up to 2 rinks (*). 0 Youth - $200.00 rink reservation fee is for the use of up to 2 rinks (*) for all youth organizations not affiliated with Andover youth (to be considered an organization from Andover, a minimum of 51 % participation of Andover residents shall be required based on the previous year participation of the organization or association). Note: (') This rink reservation fee is used to secure the use of the rink(s). If your organization schedules more than 2 rinks an additional $100 will be charged per rink. If your organization uses more than the approved number of rinks, the organization will be charged double per rink plus a 15% administration fee. (Example: Additional hockey nets, bleachers, snow removal) The application will be considered by the Park & Recreation Commission at the next available meeting. The Park and Recreation Commission meet on the first and third Thursday of each month. A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due at the time of application is made to the City. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Department. If the tournament organization is requesting a Non -Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Rink reservation fees for tournaments shall be paid at the time application is made to the City. If the tournament/jamboree is cancelled, the Rink Reservation Fee and/or the Non -Intoxicating Liquor License Fee will not be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755-5100. I believe this condition of the permit was ignored because of costs and as a result, it created a very dangerous situation. The Anoka County Highway Dept. will issue a Special Event Permit for 2017 for your event with all of the same Special Conditions of last year, subject to the submittal of a traffic control plan, a letter of support from the Anoka County Sheriff's Dept. and it shall include confirmation that you have hired ACSO Deputy(s) to flag the temp crosswalk during all hours of the event. This must be received and approved by the Anoka County Highway Dept. prior to the issuance of the Special Event Permit. The Special Event Permit fee is $50.00. Consider 2016-2017 Hockey Rink Schedule DATE: November 17, 2016 INTRODUCTION This item is in regard to considering the 2016-2017 hockey rink schedule for the upcoming season. DISCUSSION Attached is the application from the Andover Huskies Youth Hockey Association (AHYHA). The associations of Anoka, Coon Rapids and St. Francis Youth Hockey Associations have been aware that rinks were available for them to reserve but over the past few years none of them have responded since they have their own outdoors rinks that they use. Attached is the proposed schedule and the rinks that AHYHA plan on using for the 2016-2017 season. As you can see from the attached schedule, AHYHA will be responsible to provide supervision (either a coach or member of the association) on Monday's, Tuesday's and Thursday's from 4 pm until 8:30 pm at City Hall Outdoor Hockey Rink Complex, Hawkridge Park, Prairie Knoll Park and Crooked Lake School Rink. The City will need to provide a warming house attendant on all the other days of the week (Wednesday's, Friday's, Saturday's and Sunday's). DATE: November 17, 2016 INTRODUCTION The Park and Recreation Commission are requested to consider Minnesota Department of Natural Resources grant opportunities. DISCUSSION Attached is the list of recreational grants that will be available to governmental agencies or other state wide associations (such as snowmobile organizations). The two Park and Trail Grant Programs that staff recommends applying for are the Outdoor Recreation Grant Program and the Local Trail Connections Program. Information and details of these two grant programs is attached for your review. Kelsey Round Lake Park would be a good candidate to receive funding from the Outdoor Recreation Grant Program. If the Commission would like to see the trail along the west side of the park paved and/or other improvements that are identified in the Master Plan the Park and Recreation Commission should make a recommendation to the City Council to apply for this grant. If the Commission is interested in expanding the current of City trail system the Local Trail Connection Program grant should be recommended to the City Council. The segment that the Commission could consider again which meets the criteria that the grant requires would be the ASN trail extension between the Kensington Estates and Andover Station North Ball Field Facility. This segment has been applied for a couple of times in the past and staff would recommend reapplying for this grant again. ACTION REQUIRED The Park and Recreation Commission is requested to consider Minnesota Department of Natural Resources grant opportunities and recommend to apply for the two grants. Lication cycle: Minnesota DNR Page 1 of 0" 2- � Outdoor Recreation Grant Program Program purpose: To increase and enhance outdoor recreation facilities in local and community parks throughout the state. This program is established in Minnesota Statutes 85.019. How it works: Provides matching grants to local units of government for up to 50% of the cost of acquisition, development and/or redevelopment of local parks and recreation areas. Eligible applicants: Cities, counties, townships and recognized tribal governments. Eligible projects: Park acquisition and/or development/redevelopment including, internal park trails;. picnic shelters, playgrounds, athletic facilities, boat accesses, fishing piers, swimming beaches and campgrounds. All park projects must meet requirements for perpetual outdoor recreation use. Minimum requirements: Project proposals must include at least one of the eligible primary outdoor recreation facilities in the Program Manual FP-97Fandhave a total project cost of at least $10,000. Support facilities such as restrooms and parking lots can only be funded as part of a larger project that includes a primary recreation facility. Land proposed for development and/or redevelopment must be owned by the applicant or be part of an acquisition project. Level of assistance: Grants are reimbursed based up to 50 percent of the total eligible costs. The maximum grant award is $100,000. The local share can consist of cash or the value of materials, labor and equipment usage by the local sponsor or by donations or any combination thereof. Costs must be incurred and paid for before reimbursement can be made. Applicants are eligible to receive more than one grant. Significant progress must be completed on active projects before an additional proposal can be submitted. The program finances projects using federal funds through the Land and Water Conservation Fund (LAWCON„). Historically, some state dollars authorized by the Minnesota State Legislature have been available. The amount of grant dollars available for distribution varies. Federal funds available for 2016 are $374,142. Funding priorities: The 2014-2018 State Comprehensive Outdoor Recreation Plan (SCORP) is Minnesota's outdoor recreation policy plan. This plan was developed with the input of Minnesota outdoor and natural resource leaders. It establishes outdoor Outdoor Recreation Grants - kation cycle: Minnesota DNR Page 2 of,.3 recreation priorities for Minnesota to assist outdoor recreation and natural resource managers, the state legislature, and the executive branch in decision- making about the state's outdoor recreation system and sets out criteria for awarding grants consistent with these identified priorities. A majority of the review and selection process will focus on guidelines outlined in the 2014-2018 SCORP. Additional review components will assess the design of the proposed project and existing park facilities. Project design should be compatible with the physical characteristics of the site, consistent with generally accepted engineering and architectural design standards, in accordance with accessibility standards and minimize risk to the health and safety of users. Grant awards: The Department of Natural Resources will review and rank applications during the spring of 2016. Preliminary grant awards will be announced in the summer of 2016. Project period: Projects cannot begin until all requested final documentation has been submitted and an agreement between the applicant and the state has been signed. If the weather holds the Parks Maintenance Department will be installing the equipment possible the week of November 14th. The ball field fencing has been completed along with reshaping the ag-lime infield. • Fox Meadows Park — The layout is being presented to the City Council at their November 15cn meeting. Chairman Stenzel will provide an update at the meeting. • Shadowbrook East Park — new playground equipment for 5-12 years olds has been ordered. Due to the size of the fall zones, staff was able to find a structure that is very close to the structure that was destroyed arson. The City will need to cover about $10,000 from Public Works playground equipment replacement fund and the remainder will be covered by insurance. • Chesterton Commons Park — The residents have until November 18th to submit the survey to the City. The neighborhood meeting is scheduled for December 1, 2016. As of now the City has received 15 surveys back. At this point there should be enough Public Works maintenance funds to purchase and upgrade the park in 2017. • Update on Existing and Future Park Facilities Chart/Zone C and D — Item is on the agenda to review Zone C. Zone D is being evaluated and should be available for December 1" or the 15th for review. ON -HOLD PROJECTS — None at the time. UPDATE OF ANDOVER COMMUNITY CENTER ADVISORY BOARD — Commissioner Butler OTHER ITEMS OF INTEREST — • Update of Park Signage Along County Roads/City Streets — Nothing new to report. The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the sign locations are approved they would be installed sometime in the spring or summer of 2017. • Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows: •S 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140`h Avenue NW. ❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. • Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake —The contractor was not able to comply with a few items of the contract. The project will be rebid sometime this fall or winter with construction starting in the spring of 2017. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2017. DISCUSSION A copy of the most current 2016 Existing and Future Park Facilities Chart for Zone C is located in the side pocket of the packet. This spreadsheet only identifies parks that are located in Zone C of the City Parks Map. The Parks Maintenance Department recently updated the left column of the spreadsheet (Existing) so the Commission has an idea of what currently exists in each park. This column will continue to have revisions made through the end of the year as projects are completed (example would be Andover Lions Park). The middle column of the spreadsheet (Future Facilities) are items that will be used to determine Park Dedication Fee which items that were discussed last year as suggested by the Park and Recreation Commission. The right column of the spreadsheet is replacement items that are being recommended to be replaced over the next 5 years by the Parks Maintenance Department. A copy of the replacement items are included with this item on separate spreadsheet and will be included on the chart. If no changes are recommended in Zone C, the Parks Maintenance Department will begin preparing information for Zone D of the City Parks Map. Zone D has the largest number of parks of any of the Zones and will take some time to gather the existing items within each park. Staff is working on having Zone D available at the December 151 meeting.
