Hold Public Information Meeting/14-15/Fox Meadows Park Date: November 3, 2016 INTRODUCTION The Park and Recreation Commission is requested to hold a public information meeting regarding the draft layout of Fox Meadows Park. DISCUSSION Attached is a copy of the draft layout (located in the side pocket of the packet) of Fox Meadows Park that was presented to the Park and Recreation Commission at their last meeting on October 6, 2016. Based on direction of the Park and Recreation Commission two soccer/football/lacrosse fields have been identified on plan. One of the fields is a full size field and the other is a medium sized field for the younger age groups which also could be used for practice by the various associations. The full size field has been adjusted further north and west (identified in red) which will provide somewhat closer access to the parking lot at the north end of the park. There is existing sliding hill closer to the northeast corner of the full size field that was rarely used by the residents that will be permanently removed. The sand from the sliding hill area will be used to grade the site. A sliding hill nearby is at Pine Hills North with other hills within Andover located at Prairie Knoll Park and Andover Station North. To date the City has received one letter from the neighborhood (see attachment) since the notification letter was sent out. An aerial view of the park that identifies the proposed locations of the fields is attached for your review. An Information Meeting is scheduled for Thursday, November 3, 2016 at 7 pm at Andover City Hall Council Chambers. This is a public meeting and we encourage residents to participate. One of the things we have thought would be a nice addition would be a paved walking path for bikes, skating and just plan walking/running that follows the parameter of the park. Also a tennis court would be a great addition to the multiple other sports that the park plans on updating like the soccer field. Since our children both participate in these sports it would be a great location close to our house that we could all enjoy. Thanks for your consideration. Consider Purchase of Bleacher/16-12/Timber Trails Park Ball Field Date: November 3, 2016 INTRODUCTION The Park and Recreation Commission is requested to consider the purchase of a bleacher for the ball field at Timber Trails Park. DISCUSSION Now that the park has been completed, the Park and Recreation Commission may want to consider having a bleacher for the ball field. A bleacher is not requirement but may be a nice amenity for those that would prefer to watch the game from behind home plate. The estimate cost for a couple standard types of bleachers are as follows: • Standard 3 row bleacher $1200 plus freight. • Standard 5 row bleacher $2900 plus freight. Note: A bleacher pad was constructed as part of the installation of the new ball field fencing. If the Park and Recreation Commission would like to hold off and see if there are requests for bleachers by the association or by the public, that option would be something to consider. BUDGET IMPACT Funding of the bleacher would be from 2016 or 2017 annual miscellaneous fund allocated for these types of purchases. A deputy responded to a call of juveniles at the park knocking over a garbage can and trying to set it on fire. Deputies arrived and witnesses stated there were 5 juveniles involved. 06.30 1:11 PM Purple Park ZA16013953 "This report was not included in the 2nd quarter Report. A deputy was dispatched to the park due to a garbage can on fire. The Fire Department arrived and extinguished the fire. 07.09 8:16 PM Sunshine ZA16014756 A deputy responded to a conflict between a driver and some kids long boarding. Both parties yelled at one -another and then the driver ran over one of the kids' long boards. The deputy located the vehicle and spoke with the registered owner who stated his son was driving the vehicle. The parent handled the discipline and the broken long board was replaced. 07.11 9:03 PM Crooked Lake Boat Landing ZA16014966 A resident reported a theft from vehicle at the location. The driver's side window was broken and a wallet, tool bag, computer and plow controller were stolen. 07.24 7:22 PM Red Oaks West ZA16016092 A caller reported that an unknown person cut a tree down along the bike path at the park. The deputy responded and Public Works was notified. 08.07 5:43 PM Terrace ZA16017274 A caller reported two females at the park possibly dealing drugs. The deputy arrived and made contact with the females who were waiting for a friend so they could go to the beach. No narcotic indicators observed. 08.16 7:53 PM Crooked Lake Boat Landing ZA16018022 A resident reported a theft from vehicle at the location. A flashlight, phone charger, and keys were stolen. 08.20 4:55 PM Terrace ZA16018307 A deputy was dispatched to an unresponsive male under a picnic table. When the deputy arrived he located the male who appeared intoxicated and unable to talk. He was transported by ambulance. 08.21 10:36 PM Coon Creek ZA16018413 Caller reported kids at the railroad tracks near the walking bridge. A deputy arrived and could not find anyone in the immediate area but did locate 4 juveniles on bikes near the north end of the park. He advised them the park was closed and asked them to leave. Nothing suspicious noted. 08.26 11:21 AM Sunshine ZA16018814 A deputy responded to a skateboarding accident involving a broken ankle. The victim was transported by ambulance. 09.01 12:20 PM Timber Trails ZA16019294 A deputy responded to a porta potty fire; the deputy was able to put the fire out with his extinguisher. Two juveniles were identified and the investigation is continuing. 09.01 2:47 PM Langseth ZA16019305 A deputy responded to plastic trash bin on fire at the park. When he arrived, the Fire Department had already extinguished the fire. A witness described seeing two juvenile males in the park. One juvenile was located and has been questioned. 09.08 7:43 PM Creek View Crossing ZA16019974 A deputy was called to the park on suspected narcotics activity. He made contact with the reporting party who state he observed individuals making hand-to-hand exchanges in the park. Extra patrol was relayed to Andover cars. 09.09 10:23 PM Creek View Crossing ZA16020070 A caller complained of juveniles in the park possibly doing drugs. When the deputy arrived he observed a large group in the park and noticed one juvenile with a strong alcoholic smell on his breath. The group said they were meeting in the park and going to a home nearby. All juveniles were advised to leave, and the juvenile with the alcohol on his breath — his parents were contacted and advised to come pick him up from deputies. 09.14 9:02 PM Red Oaks West ZA16020438 A caller reported two teens — 10 minutes' prior — tried to start a garbage can on fire. It was smoking but no flames were visible when deputies arrived. 09.16 10:54 PM Terrace ZA16020627 A porta potty was on fire near the basketball court. Deputies arrived and the fire was extinguished. 09.20 11:04 AM Sunshine 16216007 On routine patrol the SRO from the HS noticed a backpack sticking out of the trash can and it appeared someone had tried to light it on fire. The deputy located the owner of the backpack who stated he forgot it at the park on Friday and then found it today but left it in the trash can due to the damage from being lit on fire. 09.29 4:29 PM Sunshine 16221091 A deputy responded to the skate park for an assault report between a juvenile male and juvenile female. Deputies spoke to both juveniles and their parents. The victim did not want to pursue charges and the parents felt this is something they will handle. 09.29 12:19 AM Shadowbrook East 16220616 A deputy was called to the location because the playset was on fire; the fire department arrived and extinguished the fire. Deputies searched the area for evidence. Review Outstanding Items/Maintenance Update DATE: November 3, 2016 Issues list as of 10/31/16 COMPLETED PROJECTS — • Timber Trails Park — The project has been completed. • Maple View Park— The project has been completed. ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly will be due in January. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report will be due in January. • Andover Lions Park — The playground equipment has been ordered. The Parks Maintenance Department will be installing the equipment as time permits later this fall or next spring. The ball field fencing has been completed along with reshaping the ag-lime infield. • Fox Meadows Park -- Item is on the agenda to discuss the proposed layout with the neighborhood. • Shadowbrook East Park — A new playground equipment for 5-12 years olds has been ordered. Due to the size of the fall zones, staff was able to find a structure that is very close to the structure that was destroyed arson. The City will need to cover about $10,000 from Public Works playground equipment replacement fund and the remainder will be covered by insurance. • Chesterton Commons Park — The resident survey is now available on the City website. The neighborhood meeting is scheduled for December 1, 2016. As of now the City has received 12 surveys back. At this point there should be enough Public Works maintenance funds to purchase and upgrade the park in 2017. • Update on Existing and Future Park Facilities Chart/Zone C and D — Item is on the agenda. ON -HOLD PROJECTS — None at the time. UPDATE OFANDOVER COMMUNITY CENTER ADVISORYBOARD — Commissioner Butler OTHER ITEMS OF INTEREST — • Update of Park Signage Along County Roads/City Streets —Nothing new to report. The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the sign locations are approved they would be installed sometime in the spring or summer of 2017. • Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows: ❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140`h Avenue NW. ❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. • Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake —The contractor was not able to comply with a few items of the contract. The project will be rebid sometime this fall or winter with construction starting in the spring of 2017. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2017. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. Weekly Parks Maintenance Update 9/30/16 • Completed full mow cycle of all parks and trails, complete trash service of all parks and cleaned ASN and Sunshine Park buildings. • Groomed ASN ball fields per ABA request for October 2°d event. • Installed "under surveillance" signs at Sunshine Park, Skate Park, Purple Park and RR Bridge. • Secured area around Shadowbrook East playground structure after it was vandalized. • Cleaned up medians at Skate Park parking lot (pruning, mulch, etc.). • Repaired Pine Hills North east field soccer damage with soil and new athletic field mix seed. • Continue turf aeration of irrigated athletic fields. • Training new seasonal parks maintenance worker who will be working through this fall. • Removed shrubs and stumps from north side of City Hall. 10/8/16 • Completed full mow cycle of all parks and trash service. • Cleaned buildings at ASN and Sunshine Parks. • Removed Shadowbrook East playground structure that was vandalized. • Cleaned up shrubs and weeded the medians at Crooked Lake boat landing. • Continue turf aeration of irrigated athletic fields. • Continue work on Andover Lions Park ball field restoration. • Completed Timber Trails Park concrete work. • Assisted with planting a Plum tree at Fire Station 41. • Cleaned up trash can that was vandalized at Sunshine Park south parking lot (arson). 10/15/16 • Completed one full mow cycle of all park athletic fields and mowed all trails. • Full trash service in all parks and cleaned buildings at ASN and Sunshine Parks. • Mowed ASN and Pine Hills North sliding hills. • Mowed, weed whipped and cleaned up the Tot Lot area. • Continued turf aeration of irrigated athletic fields. Started final fertilizer application of the growing season. • Started pulling ball field bases. • Installed the new park sign at Maple View Park and Open Space. • Continue irrigation system winterizations. • Mowed no mow area (berm) at Terrace Park. 10/22/16 • Completed one full mow cycle of parks, trails and open spaces. • Completed full trash service of all parks and cleaned buildings at ASN and Sunshine Parks. Repaired damaged toilet at Prairie Knoll Park. • Cleaned up the Community Garden area (collected organic debris & flail mowed plots). • Completed turf aeration of irrigated athletic fields. • Completed final fertilizer application of the growing season. • Continue winterizing irrigation systems. • Staff is working on playground inspections. • Conducted October Toolbox Safety meeting on Personal Protective Equipment (PPE). • Smoothed gravel lots and repaired Round Lake Boat Landing. • Installed boot brushes and signs at Martin's Meadows and Northwoods Open Space. 10/29/16 • Completed mow cycle of athletic fields, full trash service and all irrigation systems are winterized. • Staff continues to do playground inspections and repairs. • A special Kaivac disinfectant cleaning of the ASN and Sunshine Park buildings was completed. • Weed whipped and mowed around hockey ice rinks. • Repaired Timber Trails washouts • Collected and stored baseball field bases for the season • Completed Tot Lot project near Re/Max fence. • Continued edging of mow strips around ball fields (Sunshine Park is complete). • Completed picnic table repairs. • Started equipment winterizations and storage. Subject: Discuss Future Emerald Ash Borer (EAB) Management in Parks f Date: November 3, 2016 INTRODUCTION The Emerald Ash Borer (EAB) is an invasive pest that kills all of our native ash trees. It was found in the City of Andover in August. Thus, it now threatens to spread into other parts of the City. Our parks system has a lot of ash trees that are at risk. DISCUSSION EAB is a big threat to the City of Andover and the state of MN as a whole. Since being found in Detroit, Michigan in 2002, it has killed millions of ash trees and has cost different agencies millions of dollars. Thus, staff is gearing up for its inevitable spread in the City and has updated its EAB Management Plan/Program and applicable ordinances and policies. Now is the time to decide what management approaches to take. Our City parks have a significant number of ash trees, so it's important we plan ahead and determine how best to proceed. We need to come up with a plan for our parks. Do we want to treat some ash trees? Start to remove some? What about replanting? These are all items worthy of discussion. BUDGETIMPACT EAB will eventually kill our ash trees unless they are treated with appropriate chemicals. Dead/dying trees will need to be removed and many parks will benefit from being re -planted with a variety of other native tree species. Staff will be seeking bids from licensed tree care companies this winter with anticipation of hiring a "City Contractor" next spring for chemical injections. Currently, this company would give bids for treating ash trees on private properties. Perhaps it could also be utilized to treat ash in our City parks. ACTION REQUESTED Staff needs direction on how to proceed with management of ash trees in our park system. DISCUSSION Zone C is currently being prepared by staff. Once a draft of Zone C has been prepared a copy will be forwarded by e-mail to the Park and Recreation Commission so each of the members will have a chance to review the chart before the November 17`h meeting. DISCUSSION To date staff has not heard back from the individual that attended the September 15, 2016 meeting about potential improvements to the park. Staff has been to the home and left information about contacting staff to see what improvements they would like to make to Rose Park. Staff will continue to try to make contact with the homeowner.
