INTRODUCTION
The Park and Recreation Commission is requested to review the draft layout of Fox
Meadows Park and schedule the public informational meeting.
DISCUSSION
Attached is a copy of the draft layout of Fox Meadows Park. Based on direction of the
Park and Recreation Commission two soccer/football/lacrosse fields have been identified
on plan. One of the fields is a full size field and the other is a medium sized field for the
younger age groups which also could be used for practice by the various associations.
The full size field has been adjusted further north and west (identified in red) which will
provide somewhat a closer access to the parking lot at the north end of the park. There is
existing sliding hill closer to the northeast corner of the full size field that was rarely used
by the residents that will be permanently removed. The sand from the sliding hill area
will be used to grade the site. A sliding hill nearby is at Pine Hills North with other hills
within Andover located at Prairie Knoll Park and Andover Station North.
It is recommended that a public informational meeting be scheduled for Thursday,
November 3, 2016.
ACTION REQUESTED
The Park and Recreation Commission is requested to review the draft layout of Fox
Meadows Park and schedule the public informational meeting for Thursday, November 3,
2017 at 7 pm at Andover City Hall.

INTRODUCTION
This item is in regards to proposed park improvements, draft neighborhood letter, and
resident survey for Chesterton Commons Park, Project 17-14.
DISCUSSION
As previously mentioned to the Commission at the August 18, 2016 meeting, staff had
indicated that the existing playground equipment at the park is due for replacement and is
the next piece of playground equipment that is recommended to be replaced in 2017. The
Parks Maintenance Department has determined the entire structure will need to be
replaced. Also new concrete boarders and falls zones will be included in the replacement
of the structure.
Please review the attached draft letter, map, and survey and provide comments at the
meeting for discussion.
BUDGETIMPACT
Improvements will be funded from the annual playground replacement fund that is
allocated each year for these types of projects.
ACTION REQUESTED
The Park and Recreation Commission is requested to review the draft letter and survey
and provide comments at the meeting before the letter is sent to residents near Chesterton
Commons Park.

Re: Park/Public Information Meeting and Resident Survey
Dear Resident:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, December 1, 2016 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
improvements to Chesterton Commons Park. The existing playground
equipment is proposed to be replaced along with the installation of new
concrete edging. The fall zones around the new equipment will have woodchips
installed which is being done at many of the parks throughout Andover. Also a
new sand box will be included in the park layout. The park location map is on
the back side of this letter.
For the Park Commission to consider what other improvements could be made
to the park, the City would like to receive input from the neighborhood. The way
you can participate in this is by completing the on-line survey that is available
on the City of Andover's Website at http://www.andovennn.gov/and click on
City Services. Once you get to this part of the website, click on Andover Park
Survey's, then click on Chesterton Commons Park Neighborhood Park Survey.
For the Park Commission to consider your comments, the survey must be
completed by 4:30 p.m. on Friday, November 18, 2016.

CHESTERTON COMMONS PARK
NEIGHBORHOOD PARK SURVEY
The Andover Park and Recreation Commission is considering new park improvements be provided at
Chesterton Commons Park in 2017. In order to determine the best playground plan and/or other
improvements to the park, your help is needed. Please take a few minutes to complete the following
survey.
Park improvement plans being considered by the Park Commission will be discussed at their
meeting on Thursday, December 1, 2016 at 7 P.M. or shortly thereafter for resident input at
Andover City Hall.

COMPLETED PROJECTS —
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be
on November 3`d agenda.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be on November 3`d agenda.
• Andover Lions Park — The grant has been approved by the City Council and the playground
equipment has been ordered. The City Council also approved the donation that was made by Willy
McCoy's of Andover. The Parks Maintenance Department will be installing the equipment as time
permits later this fall or next spring. The ball field fencing posts and concrete mow strips has been
completed. The remainder of the fencing will be completed shortly.
• Timber Trails Park — The project is substantially complete. Only minor grading remains. Stop by
and check it out when you get a chance.
• Maple View Park — The playground equipment and swing set has been installed along with the wood
chips. The footings for the shelter have already been installed. The shelter is anticipated to be
delivered and installed very soon. The park has been seeded and trees have been planted.
• Fox Meadows Park -- Item is on the agenda to discuss the proposed layout and schedule public
information meeting.
• Chesterton Commons Park — Item is on the agenda to discuss the neighborhood letter and draft
survey that will be sent out to area residents near the park.
ON -HOLD PROJECTS — None at the time.
UPDATE OFANDOVER COMMUNITY CENTER ADVISORYBOARD — Commissioner Butler
OTHER ITEMS OF INTEREST —
• Update of Park Signage Along County Roads/City Streets — Nothing new to report. The County
has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine
Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the
winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department
for their review and approval. If the sign locations are approved they would be installed sometime in
the spring or summer of 2017.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 1401h Avenue NW.
❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility.
• Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake —The contractor was not able to comply with a few items of the contract.
The project will be rebid sometime this fall or winter with construction starting in the spring of 2017.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2017.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.

Weekly Parks Maintenance Uvdate
9/17/16
• Supervisor attended the Park and Recreation Commission meeting, September 15"' at Rose Park.
• Completed full mow cycle and trash service of all parks and trails. Replenished dog pot bags in the
parks.
• Groomed all ball fields.
• Cleaned up vandalism, graffiti and trash, at the Skate Park.
• Repaired playground set at Sophie's Park.
• Painted hockey rink at Prairie Knoll Park.
• Delivered wood chips to Fire Station 3.
• Delivered one pallet of field chalk to Sunshine Park for Andover fast pitch (AAA).
• Installed irrigation and seeded Timber Trails Park ball field infield.
9/24/16
• Completed a full mow cycle of all parks and trash service in all parks.
• Groomed all ball fields. Cleaned park buildings at ASN and Sunshine Parks.
• Cleaned up vandalism (graffiti and trash) at the Skate Park.
• Seeded and fertilized Timber Trails Park ball field perimeter areas.
• Over seeded Forest Meadows Park and Timber Rivers Park.
• Aerated, seeded and fertilized Prairie Knoll Park west football field.
• Removed vines and cut down shrubs on north side of City Hall building.
• Cleaned up and removed the portable restroom at Terrace Park that was vandalized Friday, 9/16.
