SUBJECT: 4. Update of Andover Lions Park Playground Equipment/14 -24

INTRODUCTION
The item is an update as to the status of the playground equipment at Andover Lions Park.
DISCUSSION
Staff has been working with the neighborhood about selecting playground equipment for the
park. The neighborhood's budget for playground equipment is $19,000. After spending time
reviewing various playground structures with a couple playground venders catalogs and their
websites, it was determined by the neighborhood that the playground structure for the park based
of the funds that are available would be too small since the park in the past has had a lot of users
and with the park located next to a regional trail system and Bunker Hills Park (located on the
across Bunker Lake Boulevard NW) the neighborhood feels additional funds should be allocated
to purchase a larger playground structure.
During staff's discussion with the neighborhood about requesting additional funds from the City,
staff was notified by one of the playground equipment suppliers about a matching grant program
that became available to the Cities to apply for. Once the neighborhood identified a playground
structure that was large enough to meet their needs and was within the budget, the application
was submitted. The playground equipment that the neighborhood has selected is about $33,000.
The playground manufacturer will let the City know soon about the status of the grant and how
much the City will be receiving that would be used towards the purchase of the equipment. The
neighborhood is aware that the grant may not be 100% matching so most likely a donation may
be necessary to purchase the equipment.
ACTION REQUIRED
No action is necessary unless the City receives notified by the playground manufacture regarding
the award of the grant.

INTRODUCTION
The Park and Recreation Commission is requested to consider the Rose Park shelter repairs or
determine if the existing shelter should be replaced with a new shelter.
DISCUSSION
As discussed at the meeting on May 5, 2016 it was the direction of the Park and Recreation
Commission to hold off on the discussion regarding the shelter until September and invite the
neighborhood (see attached letter) to the meeting at the park to hear what they say about the use
of the shelter and determine if the shelter repairs should be made or if the shelter should be
replaced. The Presidents of the Andover Baseball Association and the Andover Football
Association were also invited to the park since both of their associations schedule the fields for
practices and /or games. Staff has previously mentioned that if a new structure is being considered
that a larger shelter should be considered. The existing concrete slab will need to be removed
since it doesn't match the existing elevations or size of the proposed shelter.
Based on the discussion with the Finance Department, it has been determine that the Park and
Recreation Commission could advance fund the construction of a new shelter and any future
lease rental fees received from Verizon would reimburse the fund.
BUDGET IMPACT
Existing and future lease rental fees from Verizon would be used to fund the construction of the
new shelter.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the Rose Park shelter repairs or
determine if the existing shelter should be replaced with a new shelter and recommend the
funding of the shelter repairs or replacement.

Re: Rose Park Picnic Shelter Discussion /14 -13
Dear Resident:
The Andover Park and Recreation Commission will be meeting at Rose Park
Thursday, September 15, 2016 at 7:00 p.m. to discuss the existing picnic
shelter at the park. The existing shelter is over 25 years old and is need of
some repairs. There is potential to replace the existing shelter with a new
shelter, but before any recommendations can be made to the City Council the
Park and Recreation Commission would like to hear from the area residents
about the use of the shelter and any other thoughts you may have regarding the
shelter.

The Commissioners are being requested tonight to rank the three trail projects on the flipchart
provided. Commissioner Miskowiec stated the Commission does not know the costs of these
projects and Mr. Haas stated the Council will need to decide how to fund the projects. The
results of the ranking will be provided to the City Council.
Motion by Miskowiec, seconded by Marinello, to provide the ranking as follows: 1 (Crosstown
Blvd); 2 (Andover Blvd); and 3 (ASN Trail connection to Kensington Estates development) to
the City Council as the Park and Recreation Commission's recommendation. Motion carried on
a 5 -ayes, 0 -nays, and 2- absent (Elstrom and Lewnau) vote.
RECONSIDER ROSE PARK SHELTER REPAIRS 114 -13 CONT.
Mr. Haas reviewed the item and requested the Park and Recreation Commission to reconsider
Rose Park shelter repairs that are planned for 2016. As discussed at the last meeting on April 7,
2016 it has been recommended by City Staff that the shelter at Rose Park be replaced rather than
spending money to re -roof it. The item was tabled to determine if a larger shelter could be
constructed and if future lease rental fees from Verizon could be used to reimburse the fund. Mr.
Haas stated he and the building inspector visited the park this morning and looked at the shelter.
The gutter systems on the roof are coming apart at the seams. The vertical columns as suggested
by the Building Official would need to be made sturdier. Monies from the Verizon fund can be
used towards a new structure or for a larger structure or to repair what needs to be done to the
existing shelter to prolong its life. Currently there is one large picnic table under the shelter.
Commissioner Butler stated he has seen the shelter used but could be used more if the shelter
were larger.
Based on the discussion with the Finance Department, it has been determined that the Park and
Recreation Commission advance fund the construction of the shelter and any future lease rental
fees received from Verizon would reimburse the fund.
As far as the size of the shelter, staff has been to the site and there is room to have a larger
shelter constructed. The existing concrete slab will need to be removed since it doesn't match the
existing elevations or size of the proposed shelter.

Commissioner Miskowiec asked if another picnic table could be under the shelter.
Commissioner Lindahl asked for a budget cost for constructing a larger shelter 25% larger than
existing. Mr. Berkowitz estimated $30,000 for a larger shelter including a new cement pad being
laid as the current pad needs to be replaced. The current shelter is considered a medium -sized
shelter.
Commissioner Butler stated he would like to see a larger shelter with the two fields and would be
a good gathering spot for teams before and after games. He would like to see a much larger
shelter.

Commissioner Stenzel asked what it would cost to fix the shelter and Mr. Berkowitz stated it
would cost approximately $5,000 - $7,000 to prolong the life of the shelter 5 -10 more years.
Commissioner Lindahl asked if the neighborhood had any comments and noted this shelter is in
poor shape. There is a similar shelter at Fox Meadows Park and Hawkridge Park.
Commissioner Stenzel asked what is coming in from Verizon and Mr. Berkowitz stated about
$900 /month with $23,000 already available. He suggested it be included in the CIP. He would
suggest fixing it now and then re- looking at it for replacement in the future getting input from the
neighbors.
Commissioner Miskowiec suggested waiting until 2018 when all monies would be in the
Verizon fund. Mr. Berkowitz stated if it were repaired now the expectation would be for it to last
for 8 -10 years more.
Commissioner Butler stated he would like to see firmer costs, get input from the neighborhood,
and see plans. Mr. Berkowitz stated if construction is delayed there is a chance the current
Building Maintenance Staff employee who has built many of the shelters may retire and if the
individual retires before the shelter is built there will additional labor costs in addition to the
purchase of the shelter materials.
-k' Commissioner Stenzel requested the September Park Commission meeting be held at Rose Park
and invite the neighbors.
CONSIDER PAVING PARK PARKING LOT /COUNTRY OAKS NORTH 2N0 ADDITION
Mr. Haas reviewed the item and requested the Park and Recreation Commission to consider
paving the proposed park in the Country Oaks North 2nd Addition. As part of the development of
Country Oaks North 2nd Addition a park will be dedicated in the first phase of the development,
which will be recorded at Anoka County Recorder's Office within the next couple months. The
proposed plan as of right now is to construct the parking lot (class 5) and driveway apron.
The developer has expressed interest to staff that they would like to see the parking lot paved by
the City since it is located near an urban area. The estimated cost to pave the remainder of the
parking lot is $6,600 with the understanding that Public Works would stripe the parking lot.
The funding for paving the parking lot would come from the Park Improvement Fund.
CONSIDER PROPOSAL FROM SW LAND, LLC (DEVELOPER- COUNTRY OAKS
NORTH 2ND ADDITI019
Mr. Haas reviewed the item and requested the Park and Recreation Commission to consider a
proposal from SW Land, LLC regarding the park located in Country Oaks North 2nd Addition.
The proposal from SW Land, LLC was provided for Commission review. The Developer is
requesting the City to contribute approximately $100,000 towards the improvements (playground
equipment, shelter, etc.) in which they would construct the park similar to what was done for the
Country Oaks West development (Country Oaks Park).

COMPLETED PROJECTS —
• The 8 foot bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon
Creek Drive has been completed.
• 5 foot Concrete sidewalk along Bunker Lake Blvd (south side) from Yukon Street NW to Hidden
Creek North Park has been completed.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report _- Next quarterly report will be
in October.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be in October.
• Andover Lions Park — Item is on the agenda to update the Park Commission as to the status of the
ball field fencing, irrigation and playground equipment.
• Timber Trails Park — The grading of the soccer and ball field is complete. The irrigation system has
been installed for the soccer field and baseball field and the fields have been seeded. The gravel for
the parking lot and paving of the trail and driveway entrance is scheduled for completion this week.
• Maple View Park — The playground equipment was recently installed. Parks Maintenance
Department will be placing wood chips for the fall zones soon. The footings for the shelter have
already been installed. The shelter is anticipated to be delivered and installed sometime in the last 2
weeks of September.
ON -HOLD PROJECTS — None at the time.
UPDATE OF ANDOVER COMMUNITY CENTER ADVISORYBOARD — Commissioner Butler
OTHER ITEMS OF INTEREST —
• Update of Park Signage Alone County Roads /City Streets — Nothing new to report. The County
has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine
Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the
winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department
for their review and approval. If the sign locations are approved they would be installed sometime in
the spring or summer of 2016.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140th Avenue NW.
❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility.
• Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — There is still a delay in awarding the contract. Time frame for the
construction is unknown at this point. The tree removal has been completed. As part of this project
trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions
reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also
the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail on the
north side of Bunker Lake Blvd NW will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park.
• Update of Scheduline Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2017.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is
considering.

Weekly Parks Maintenance Update
8/6/16
• Completed full mow cycle of all parks and trails, full trash cycle and ball field grooming on City
fields.
• Continue irrigation installation at Terrace & Timber Trails Parks.
• Completed 2nd Round of turf fertilizer application
• Setup for August 5 -7 ABA Tournament of Champions at Andover Station North, Hidden Creek
North, Shadowbrook East and Pine Hills South.
• Completed cleaning up mow strips at Andover Station North, Hidden Creek North and Pine Hills
South.
• Responded to ball field lights not working at Sunshine Park. Had an electrician in the next day to
make repairs. All four baseball field lights are now working.
• Turned on scoreboard and lights at Prairie Knoll and Sunshine Parks for upcoming Football /Soccer
seasons.
8/13/16
• Completed full mow cycle of all parks and open spaces, full trash cycle and groomed all ball fields.
• Continue irrigation installation at Timber Trails Park.
• Cleanup after ABA Tournament (on Aug 5 -7) at Andover Station North, Shadowbrook East, Hidden
Creek North, and Pine Hills South.
• Prepped area east of YMCA Building (along trail) for a YMCA perennial garden.
• Cut back grasses along Kelsey Park boardwalk.
• Completed August Toolbox Safety meeting: Forklift & Bucket Truck training video.
• Removed hanging limbs from Hawkridge, Green Acres, Pine Hills North and along Tom Anderson
Trail.
9/20/16
• Completed full mow cycle of all parks, full trash cycle and groomed all ball fields.
• Continue irrigation installation at Timber Trails Park. Graded Timber Trails Park soccer field; ready
for lime and seed once irrigation is completed.
• Groomed all gravel parking lots prior to Calcium application.
• Finished preparing area east of YMCA building (along trail) for a perennial garden.
• Removed fencing and bases at Andover Lions Park in preparation for new fencing installation coming
soon.
• Removed all lacrosse nets except Oak View.
• Cleaned up weeds in playgrounds at various parks including: Hidden Creek South, Andover Lions
Park —among others. Pruned back landscaping around Kelsey Round Lake sign (off Xenia Street).
• Repaired Country Oaks West Park playground climbing wall handles.
• Storm related cleanup Friday, 8/19/16.
8/27/16
• Completed full mow cycle of all parks and trails, full trash cycle and groomed all ball fields.
• Started up and tested irrigation well at Timber Trails Park, Tuesday, 8/23.
• Finished irrigation installation at Timber Trails Park soccer and ball fields (playground area
remaining). Seeded and fertilized Timber Trails Park soccer and ball fields.
• Set up extra trash/recycling containers prior to AFA Football Fall Preview Event at Sunshine Park,
8/27 -8/28.
9/03/16
• Attended the National Public Works Expo at the Minneapolis Convention Center 8/30.
• Completed full mow cycle of all parks.
• Completed full trash cycle.
• Cleaned ASN and Sunshine Park buildings.
• Prepped Lions Park for new fence, concrete mow strips and bleacher pad.
• Cleaned up after AFA Football Fall Preview Event at Sunshine Park, 8/27 -8/28.
