Present: Commissioners Sheri Goodrich, Mike Knig Timothy Cleven Absent: Also present: APPROVAL OF May 3, 2016, Motion ayes, 1 None Executive Director, Community Develc Public Works Direc at 6:14 p.m.), James is, Joyce Twistol and Dave Carlberg r, Dave Berkowitz the minutes as written. Motion carried 5 Mr. Carlberg reviewed staff has been working on a sign location on Hanson Boulevard and 133`d Avenue. The original location north of 133`d Avenue was not supported by the Anoka County Sheriff s Office. Staff and the sign company re- evaluated the Hanson Boulevard corridor and believes a possible location for the sign exists just north of the frontage road. Since the location is not close to a traffic light, intersection staff is suggesting an entrance sign be placed at the location with a message board sign being placed elsewhere, perhaps 7`h Avenue and Bunker Lake Boulevard. Commissioner Holthus asked if the Sheriffs Office would approve of the location just north of the frontage road. Mr. Carlberg answered the Sheriff s Office is fine with the location, staff would need approval from the Anoka County Highway Department. President Trade asked about putting the sign at the Hanson Boulevard/Bunker Lake Boulevard intersection. Mr. Carlberg stated the only location at the intersection would be the southeast corner and several trees would need to be removed, adding to the cost and would need approval Andover Economic Development Authority Meeting Minutes —dune 7, 2016 Page 2 1 from the Anoka County Highway Department. 2 3 The EDA discussed the area. Most were against a message board on Hanson Boulevard, north of 4 the frontage road since vehicles would be traveling at 50 mph, the sign could be a distraction. 5 6 Commissioner Bukkila stated she is not in favor of an entrance sign unless it is at the Andover 7 border. 8 9 President Trude suggested staff contact the City of Coon Rapids regarding placement of a sign 10 on the southeast corner of 133`d Avenue and Hanson Boulevard. Commissioner Holthus 11 suggested staff contact Xcel Energy regarding the placement of an entrance sign on the west side 12 of Hanson Boulevard and confirm the regulations of the powerline easement. 13 14 Direction to staff: 15 • Contact the Sheriff s Office regarding the placement of a small entrance sign north of 16 133`d Avenue and Hanson Boulevard. 17 • Contact the City of Coon Rapids regarding the placement of an entrance sign on their 18 property, southeast corner of 133`d Avenue and Hanson Boulevard. 19 • Contact Xcel Energy regarding the powerline easement along Hanson Boulevard. 20 • Contact the Anoka County Highway Department regarding the placement of a message 21 board on the southeast corner of Hanson Boulevard and Bunker Lake Boulevard. 22 23 MEDL4NS ONBUNKER LAKE BOULEVARD NW 24 25 Mr. Carlberg updated staff has been working with Prairie Restorations. Prairie Restorations 26 scheduled a median burn the morning of June 8th. They will re -seed the entire median and plant 27 larger plants on the end caps. 28 29 REDEVELOPMENT UPDATE 30 31 Mr. Dickinson stated at this time there is nothing for sale or lease in the Bunker Lake Boulevard 32 area between Crosstown Boulevard and Crosstown Drive. He spoke with a couple property 33 owners, at this time they have no interest in selling. 34 35 Mr. Dickinson updated 2 TIF Districts in the city will decertify at the end of the year. Those 36 districts being Hughes Industrial area TIF (1 -4) and The Farmstead TIF (1 -3). 37 38 OTHER BUSINESS 39 40 Mr. Carlberg indicated staff has received two complaints regarding the temporary banner at 41 Depot Pond. Both complaints were pointing out that the train on the temporary banner is a 42 British train. 43 44 Mr. Carlberg indicated there are new owners of the strip mall where Festival Foods is located. 45 The company is out of Wayzata and also owns other buildings and strip malls in Coon Rapids 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 Andover Economic Development Authority Meeting Minutes —June 7, 2016 Page 3 and Anoka. President Trude asked about the Shops of Andover located at the corner of Bunker Lake Boulevard and Hanson Boulevard. Mr. Carlberg answered the property owner, HK Andover LLC will not be disclosing the businesses going into the building until leases have been signed. ADJOURNMENT Motion by Bukkila, Seconded by Goodrich to adjourn. Motion carried unanimously. Carlberg, Community Develop -Ment Director SUBJECT: Update on Commercial Development Activity DATE: August 16, 2016 Acapulco Restaurant (13753 Ibis Street NW) The MetroNorth Chamber of Commerce's Grape Vine Wine Club wine dinner scheduled for August 16th has been rescheduled for September 20th. They will also be conducting a ribbon cutting ceremony with this event. The owner, Sam Leon has indicated that they will have a soft opening the week of August 22 "a Remax Results (2677 Bunker Lake Blvd. NW) The building construction and site improvements are to be completed by October 31, 2016 on this 13,000 s.f. two story office building. A color adjustment has been made to the exterior architectural steel going from the planned dark gray to a bronze. Staff has also assisted the developer with moving an interior lot line to create two developable parcels. Shoes na, Andover (13650 Hanson Blvd. NW The shell of the 13,000 s.f. building and site improvements are scheduled for completion by October 14, 2016. The developer has received signed leases from Dunkin Donuts, AT &T retail store and an Asian style restaurant with the name of the restaurant to be Joy Kitchen. 60% of the building has been leased. Andover Animal Hospital (1730 139th Lane NW) The contractor is to complete the building and site improvements by late October early November on the 5,500 s.f. veterinary building.
