Consider 2016 Fall Softball/Baseball/Football Schedule DATE: July 21, 2016 INTRODUCTION This item is in regard to approving the 2016 fall softball/baseball /football schedule. DISCUSSION Attached are applications received from the Andover Athletic Association (AAA), Andover Baseball Association (ABA) and the Andover Football Association (AFA). The proposed 2016 fall softball/baseball /football schedule is attached for your review. The City has received applications for use of the fields from the following groups: * Information submitted as part of the spring/summer application. Note: Copies of the By -Laws for AFA (no changes from 2015 season) are available from City staff if you would like to review them. Update on Usage of Fields/North Metro Soccer Association DATE: July 21, 2016 INTRODUCTION The Park and Recreation Commission is requested to review the information regarding the usage of fields by North Metro Soccer Association (NMSA). DISCUSSION Based on the discussion and input at the joint meeting with the City Council on June 27, 2016 staff did contact NMSA for the information relating to the number of participation for 2016 spring/summer season and the fields that were being used both in Andover and other communities. Attached is the information from NMSA based on 2016 spring/summer program since the participation rate and usage of fields is highest during this period. The results are as follows: 2016 Spring /Summer Total Program Participants — 1413 2016 Spring /Summer Total Program Participants from Andover — 662 Percentage of Participation from Andover — 46.85% 2016 Spring /Summer Total Number Fields being used by NMSA — 41 2016 Spring/Summer Total Number Fields being used by NMSA in Andover — 13 Percentage of Fields being used in Andover — 31.7% 2016 Spring /Summer Total Number Games Played — 593 2016 Spring /Summer Total Number Games Played in Andover — 218 Percentage of Games Played in Andover — 36.76% David Tarleton NMSA President, and Scott Skrypek, NMSA Field Director will be at the meeting to answer any questions the Park and Recreation Commission may have. The reason that you being notified is because your property is adjacent to south soccer /football field at Sunshine Park. Some of you may be aware that there is general agreement with neighbors that once the regular school session has started that the field lights are to be off by 9 pm during the weeknights. The Andover Football Association has requested the City to allow them to play games until at 10 pm (generally most games the association will be done by 9:30 pm) on a couple weeknights (generally Tuesday and Thursday nights unless the association needs to schedule a makeup game). DISCUSSION Based on the discussion and input at the June 27, 2016 joint meeting with the City Council staff has determined the annual City related expenses (reviewing, installing, and removing signs) and have made some recommended changes based on that information. The annual City staff related cost is $120 per year per sign or $240 per two year sign agreement. Note: Staff also made some recommended changes as to where signs are to be installed. Advertising signs shall only be allowed on the outfield fences of baseball and softball fields at Hawkridge Park, Pine Hills North, Sunshine Park, Eveland/Andover High School Fields, and Andover Station North Ball Field Facility. 2. Ball Field and Scoreboard Advertising Signs: Ball field advertising and scoreboard advertising signs shall be permitted in all districts subject to the provisions of this chapter and with the following conditions: a) Ball field advertising signs shall not be visible from adjacent residential properties when viewed at ground level. b) Scoreboard advertising signs shall be placed in such a way so as to minimize to the greatest possible extent the exposure to adjacent residential properties. C) Ball field scoreboard advertising signs shall not be illuminated when not in use for ball games. 3. Only the City or a party or parties who have a valid lease agreement with the City shall place signs in the approved parks. 4. Signs shall be no larger in size of 5' high by 10' wide. 5. The signs shall be designed so as not to inhibit the ability of players to see the ball in play. 6. Signs shall not be placed prior to April 1St and shall be removed by November 1St each year. 7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are prohibited, as are signs containing offensive or obscene language. 8. The content of all signs shall be subject to approval by the City of Andover before installation. 9. Signs shall be installed and removed by the City of Andover. A deputy responded and spoke with 3 juveniles. The kids advised they were building a dam and the deputy told them they could not do that — he also advised them of the complaint and lectured them on their behavior. Review Outstanding Items/Maintenance Update DATE: July 21, 2016 Issues list as of 7/18/16 COMPLETED PROJECTS — • Forest Meadows Park — The Parks Maintenance Department staff is done installing the playground equipment along with fall zones. The Commission is scheduled to meet at the park at 6:15 PM prior to the regular meeting. • Kelsey Round Lake Park Master Plan — The final draft of the Master Plan is scheduled for City Council approval at their June 7h meeting. ON -GOING PROJECTS - Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda. Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda. Andover Lions Park — Staff has been in touch with the neighborhood representative. The neighborhood is currently reviewing the quotes that the City has received from the vender for the playground equipment they would like to purchase. Along with new playground equipment a new irrigation system for the existing ball field is planned along with new backstop and sideline fencing. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. It is staffs understanding that the neighborhood has been out and about gathering donations for the playground equipment. Pine Hills South Park Update — As mention by staff at the April 7`h meeting, the Parks Maintenance Department indicated that the playground equipment will require parts of the playground equipment to be replaced or refurbished (there is a chance the entire structure may need to be replaced). After further investigation the existing playground equipment will most likely need to be replaced due its age and condition (paint is peeling and the platforms rubber coating is wearing out). Staff has now received information from the Game Time representative (MN -WS Playground) but has not had the opportunity to meet on site and evaluate the structure since the Parks Maintenance Department crews are very busy mowing grass and making repairs at various parks. Once staff has had the opportunity to evaluate the structure to determine if the playground equipment needs to be replaced or can be refurbished, Parks Maintenance Department will be requesting that this replacement or refurbishment be done in 2017 along with the installation of the wood chips and the additional concrete borders. • Timber Trails Park — The grading of the soccer and ball field is nearly completed. The irrigation system for the soccer field is currently being worked on. The irrigation well is also very close to being done and ball field fencing has been completed. • Maple View Park — The playground equipment has already been delivered to the City and the shelter has been ordered. City staff is working with MN -WS Playground staff on the final layout that includes the playground equipment and shelter. The grading is anticipated to start soon by the developer. • City Campus Expansion Master Plan — Nothing new to report. Now that the Master Plan has been approved by the City Council, the City Administrator and the various departments will continue looking at improvements that are a priority and identify them in the 5 year Capital Improvement Plan. ON -HOLD PROJECTS — None at the time. UPDATE OF ANDOVER COMMUNITY CENTER ADVISORYBOARD — Commissioner Butler OTHER ITEMS OF INTEREST — Prairie Knoll Park Turf Improvements — Item is on the agenda regarding scheduling of fields. Just as a reminder, the west field is shut down for the 2016 season. The east field will be available for use for this fall by the football association. Update of Park Signage Along County Roads /City Streets —Nothing new to report. The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the sign locations are approved they would be installed sometime in the spring or summer of 2016. Update of Pedestrian Trails — The trails that are planned for 2016 are as follows: ➢ 8 foot Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. This section of trail is currently under construction and is anticipated to be completed by September 1St. This project will be paid for from the trail fund. ➢ 5 foot Concrete sidewalk along Bunker Lake Blvd (south side) from Yukon Street NW to Hidden Creek North Park. This section of sidewalk will be under construction soon and is anticipated to be completed by September 2nd. This project will be paid for from the trail fund. Note: As of right now the City Council is looking at the trails sections for the following years: ❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140th Avenue NW. ❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — It is now anticipated that the road reconstruction will begin in early August. The tree removal has been completed. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail on the north side of Bunker Lake Blvd NW will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission has indicated that they would like to meet at Rose Park in September (most likely on September Is' or 15th) to discuss the shelter with the neighborhood and the Andover Baseball Association.
