Haas, Assistant Public Works Discuss 2017 -2021 Park CIP - Engineering June 27, 2016 rJ Engineer- Coordinator AAG INTRODUCTION The City Council is requested to review the final draft 2017 -2021 Parks CIP as recommended by the Park and Recreation Commission. Attached is the proposed 2017 -2021 Park CIP for your review. Listed below are the current projects listed for 2017 -2021 and the recommendation of each: 2017 • Small irrigation project - $20,000. • Pine Hills North/Construction of storage building - $100,000 (to be funded by donations) Note: At this point no association has stepped forward to offer to build a storage building. Leaving this on the spreadsheet does not impact the park improvement fund balance. • Fox Meadows Park - $457,300 (site improvements to the park including site grading, irrigation, and new well). • Nordeen's Park - $7,500 (this is based on petition from the neighborhood in 2015 for a new basketball court). • Annual Misc. Projects - $15,000. 2018 • Small irrigation project - $20,000. • Annual Misc. Projects - $15,000. 2019 • Small irrigation project - $20,000. • Annual Misc. Projects - $15,000. 2020 • Pine Hills North/Parking lot with curb - $120,000. • Wild Iris Park Irrigation Project – $42,500 Irrigation and water service. BUDGETIMPACT The Finance Department has indicated to the Park and Recreation Commission that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. The Park and Recreation Commission have indicated that they would like to have a discussion on the CIP and funding options before any revisions are made. Haas, Assistant Public Works irector /Parks Coordinator SUBJECT: Discuss Park Advertisement Policy Amendments - Engineering DATE: June 27, 2016 INTRODUCTION The City Council is requested to discuss proposed amendments to the Park Advertising Policy and Agreement as recommended by the Park and Recreation Commission. DISCUSSION Attached is a copy of the proposed amendments to the Park Advertising Policy and Agreement. The Park Advertisement Policy has only one minor change which is identified in red. The Agreement has a couple changes which are also identified in red. The most significant change to the Agreement is that the fee the City would receive would change from 10% of the proceeds to $250 per sign per year in which $200 of the fee collected would be for improving local park improvements utilized by the local sporting associations and the remaining $50 for an administrative fee. The Agreement is for a 2 year period for a total of $500. The total fees that have been received by the City since the start of the policy in 2009 are approximately $1100. If the City Council is in favor of the proposed amendments, this will be scheduled for the next City Council meeting for formal approval. ACTION REQUIRED The City Council is requested to discuss the proposed amendments to the Park Advertising Policy and Agreement as recommended by the Park and Recreation Commission and provide direction to staff on how to proceed. Advertising signs shall only be allowed on the outfield fences of baseball and softball fields at Hawkridge Park, Pine Hills North, Sunshine Park, Eveland/Andover High School Fields, and Andover Station North Ball Field Facility. 2. Ball Field and Scoreboard Advertising Signs: Ball field advertising and scoreboard advertising signs shall be permitted in all districts subject to the provisions of this chapter and with the following conditions: a) Ball field advertising signs shall not be visible from adjacent residential properties when viewed at ground level. b) Scoreboard advertising signs shall be placed in such a way so as to minimize to the greatest possible extent the exposure to adjacent residential properties. c) Ball field scoreboard advertising signs shall not be illuminated when not in use for ball games. 3. Only the City or a party or parties who have a valid lease agreement with the City shall place signs in the approved parks. 4. Signs shall be no larger in size of 5' high by 10' wide. 5. The signs shall be designed so as not to inhibit the ability of players to see the ball in play. 6. Signs shall not be placed prior to April 1st and shall be removed by November 1St each year. 7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are prohibited, as are signs containing offensive or obscene language. 8. The content of all signs shall be subject to approval by the City of Andover before installation. 9. Signs shall be installed and removed by the City of Andover. Off - season storage of signs shall be the responsibility of the lessee(s). Approved by the Andover City Council- May 2, 2006 10. Signs shall be kept in good repair, in conformance with City Code section 12 -16- 7-.. The lessee(s) shall be responsible for the maintenance, repair, and replacement of damaged, vandalized, or dilapidated signs. 11. All signs shall comply with the Andover City Code. 12. Proceeds from the program shall be used to improve local park facilities utilized by local sporting associations. Revised by City Council 11/17/09 2/16/16 Approved by the Andover City Council- May 2, 2006 DRAFT AN AGREEMENT BETWEEN THE CITY OF ANDOVER (LESSOR) AND THE (LESSE), GOVERNING THE USE OF CITY PARK FACILITIES FOR THE SALE OF ADVERTISING SPACE 1. The lessees may place advertising signs on the outfield walls of baseball and softball fields at Hawkridge Park, Pine Hills North, Sunshine Park, Eveland /Andover High School Fields, and Andover Station North Ball Field Facility. 2. The City shall receive 4814 $250 ($200 to improve local park facilities utilized by local sporting associations and $50 for an administrative fee) of the proceeds from each advertising sign per year. All signs shall conform to the City of Andover Park Advertising Policy. 4. All signs shall be maintained during the season and stored during the off - season by the lessee. 5. Any damage to the park property caused by the sign program shall be paid for by the lessee. 6. Sponsorship, promotion, and administration of the advertising sign program shall be the sole responsibility of the lessee. 7. Mr. Haas indicated it would be approximately $12,000 maybe more. Commissioner Miskowiec wondered if it was possible to sell the person that strip of land. Mr. Haas stated it was not because it is dedicated park land at part of the platting of Fox Meadows. There was discussion regarding moving the fence. Commissioner Butler indicated he was not in favor of moving the fence and would it really be necessary to move it. Chairperson Stenzel felt that if it helps to determine where the park ends then it is worthwhile. Further discussion ensued in regard to the Park Capital Improvement Plan. REVIEW 2016 EXISTING AND FUTURE PARK FACILITIES CHART /PARK ZONE A. CONT. , Mr. Haas explained that this item is in regard to the 2016 Existing and Future Park Facilities Chart for Zone A. He reviewed the Future Park Facilities Chart with the Commission. No comments were made by the Commission. Public Works staff will begin working on Zone B and will present those at a future meeting when they are ready for review. DISCUSS PARKADVERTISING POLICY, CONT. Mr. Haas explained that this item is in regard to reviewing the City of Andover Park Advertising Policy. Chair Stenzel felt there was a lot of holes in the advertising policy and wondered if they want advertising at their ballfields. Commissioner Miskowiec felt they should have a set fee for advertising in parks because was not sure that the ten percent fee they are changing is enough to cover all of the fees they incur. Chairperson Stenzel agreed and thought they should start having discussions on this. Commissioner Butler felt they needed to set a minimum fee, not necessarily as a set fee. Maybe they should up the percentage from ten to twenty -five percent that would at least cover some of the costs of labor. Mr. Haas stated City Staff reviews the signs to make sure they look good, all the same height and he did not think it took a lot of time and does not take up a lot of storage space because they do roll up and can be placed in a corner. He noted it is up to the Commission if they want to increase the fee or not. Chairperson Stenzel thought the fee should be determined on the size of the sign. Regular Andover Park & Recreation Commission Meeting Minutes —April 7, 2016 Page 7 X Commissioner Miskowiec wondered if it should be based on season or by a number of months. Mr. Haas thought it would be a headache for staff it they were based it on that so he suggested the fee be for putting the sign up in the spring and taking it down in the fall. Chairperson Stenzel asked if a discount should be offered for local businesses versus businesses outside of the City. He thought it was nice to offer incentives to companies advertising locally. The Commission discussed the requirements of being local. Chairperson Stenzel suggested they raise the minimum charge to $200 with an administrative fee of $50. Mr. Haas stated he would update this item and bring it back to the next Park meeting for further review and discussion.
