The City Council and I are very appreciative of all the hard. To address the main topic of the presentation, I thought it would be appropriate to recap the direction of the Council relative to the discussion at the meeting and what will be needed from the Community Center Advisory Committee in the coming months to assist with future expansion discussions. The City is interested in working with our Community Center to help maintain current success, to achieve fixture success and to appropriately assist with program and space needs of the City and our partners. In doing so the City Council along with staff and our various cormnissions /committees will need to continue to the evaluate programs and space needs for the broader City Campus Master Plan along with those of the Community Center and be cognizant of the fiscal restraints the City faces providing City -wide basic municipal services and capital projects to the residents of Andover. Relative to the City Campus Master Plan, the City Council has stated its top priority is to meet the needs of Public Works, but the Council has also indicated that it is important to meet the needs of our partners at the Community Center. I will focus my remaining comments there. I have had continued discussions with the YMCA of the Twin Cities, the YMCA has indicated a desire for future expansion in Andover. The YMCA is currently wonting on a scope document for each branch that it operates, that scope document will then be evaluated for return on investment (ROI), that process is anticipate to be complete by the fall of 2016 (early indications are that priorities will be multipurpose space and childcare). Market tests are also being conducted by the National YMCA, anticipated completion of those market tests is the summer of 2016. After the studies are completed and analyzed by YMCA of the Twin Cities, branch projects will be prioritized and fundraising for those projects would then start late 2017 or early 2018. In addition, I have continued to discuss with the Anoka- Hennepin School District about the potential of a cooperative agreement with the City to get the Oak View Middle School Pool open. I've had conversations with the YMCA, and they have expressed interest in working with the City on operating and programming the pool if such an agreement could get put together. As the City continues working on setting the scope of a Community Center expansion, that scope sizing could be impacted significantly if working with the school district on opening the pool and achieving some aquatic programming could be achieved. The City has recently started our 2017 -2021 Capital Improvement Plan (CIP) development process and the appropriate placement of projects (including Community Center expansion) identified in the City Campus Master Plan will be integrated into the CIP being cognizant of the fiscal restraints the City faces providing City -wide basic municipal services and capital projects to the residents of Andover. I see the following as what I would like to see from the Andover YMCA Community Center Advisory Committee to assist with the proper placement of a Community Center expansion project(s) within the 2017 -2021 CIP: • Continue discussions with current stakeholders and partners to solidify their growth needs (short and long term) and identify potential partners and stakeholders that will compliment. • Solidify the internal and external facility space needs of the City /partners /stakeholders and prioritize the importance of each. • Prepare suggested questions that may be included in a City commissioned community survey.
