Recommend 2017 -2021 Parks Capital Improvement Plan DATE: June 2, 2016 INTRODUCTION The Park and Recreation Commission are requested to review the final draft 2017 -2021 Parks CIP and consider recommending the approval to the City Council. DISCUSSION The Park and Recreation Commission at the last workshop meeting on May, 19, 2016 meeting reviewed the draft 2017 -2021 Park CIP. Based on the consensus of the Commission it was suggested that the proposed Park CIP be considered on a regularly scheduled agenda to present the CIP and allow the public to provide any input they may have on proposed improvements. Attached is the proposed 2017 -2021 Park CIP for your final review before it is presented to the City Council at a future meeting (joint meeting has not yet been determined). Listed below are the current projects listed for 2017 -2020 and the recommendation of each: 2017 • Small irrigation project - $20,000. • Pine Hills North/Construction of storage building - $100,000 (to be funded by donations) Note: At this point no association has stepped forward to offer to build a storage building. Leaving this on the spreadsheet does not impact the park improvement fund balance. • Fox Meadows Park - $457,300. (site improvements to the park including site grading, irrigation, and new well). • Nordeen's Park - $7,500 (this is based on petition from the neighborhood in 2015 for a new basketball court). • Annual Misc. Projects - $15,000. 2018 • Small irrigation project - $20,000. • Annual Misc. Projects - $15,000. 2019 • Small irrigation project - $20,000. • Annual Misc. Projects - $15,000. 2020 • Pine Hills North/Parking lot with curb - $120,000. • Wild Iris Park Irrigation Project— $42,500 Irrigation and water service. 2021 • No projects currently identified as of yet. BUDGETIMPACT The Finance Department has indicated to Public Works staff that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. The Park and Recreation Commission have indicated that they would like to have a discussion on the CIP and funding options before any revisions are made. ACTION REQUIRED The Park and Recreation Commission is requested to review the final draft 2017 -2021 Parks CIP and consider recommending the approval to the City Council. Discuss the Scheduling and Use of City Fields/Facilities DATE: June 2, 2016 INTRODUCTION The Park and Recreation Commission is requested to discuss the scheduling and use of City fields and facilities for the upcoming fall season. DISCUSSION Due to the overuse of Prairie Knoll Park fields last fall, the City would like to establish a reasonable number of games and/or practices that should be allowed during the week which would also include playoff games after the regular season is over. Based on advice of experts in the area of field maintenance and what Public Works staff has seen in the past, it is being recommended that 2 days (1 game per night per field) be scheduled during the week (Monday Thursday) and I day on the weekend (either Saturday or Sunday) be scheduled for games with the maximum of no more than 2 games per day per field. In addition it is very important that the football association evaluate when games should be postponed due to inclement weather and/or field conditions which may be too wet from previous rain events and/or if it raining at the start of the game. Public Works staff will monitor the condition of the fields throughout season and will provide to the Commission an update at the end of the season to determine if any adjustments should be made for the 2017 football season. Note: Public Works staff will also be providing recommendations for limiting the number of games prior to 2017 spring/summer season scheduling. Review Outstanding Items/Maintenance Update DATE: June 2, 2016 Issues list as of 5/31/16 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be in July. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism —Next quarterly report will be in July. • Andover Lions Park —Nothing new to report. The City Council has approved the 2015 funding for replacing the playground equipment be carried over into 2016 along with the installation of the irrigation system. The backstop and sideline fencing will also be done in 2016. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. The water service and irrigation system will also be done in 2016. Staff has met with the neighborhood representatives to discuss playground equipment options and we are still waiting to hear back from them. It is staff's understanding that the neighborhood has been out and about gathering donations for the playground equipment. • Pine Hills South Park Update — As mention by staff at the April 7`' meeting, the Parks Maintenance Department indicated that the playground equipment will require parts of the playground equipment to be replaced or refurbished (there is a chance the entire structure may need to be replaced). After further investigation the existing playground equipment will most likely need to be replaced due its age and condition (paint is peeling and the platforms rubber coating is wearing out). Staff has now received information from the Game Time representative (MN -WS Playground) but has not had the opportunity to meet on site and evaluate the structure since the Parks Maintenance Department crews are very busy mowing grass and installing the playground equipment at Forest Meadows Park. Once staff has had the opportunity to evaluate the structure to determine if the playground equipment needs to be replaced or can be refurbished, Parks Maintenance Department will be requesting that this replacement or refurbishment be done in 2017 along with the installation of the wood chips and the additional concrete borders. • Forest Meadows Park — The Parks Maintenance Department staff is done installing the playground equipment but has not completed the fall zones. If you get a chance, stop by and check it out. Timber Trails Park — The grading of the site has started to allow the fencing contractor to get started. The remainder of the site grading will start soon. Kelsey Round Lake Park Master Plan — The final draft of the Master Plan is scheduled for City Council approval at their June 7th meeting. City Campus Expansion Master Plan — Nothing new to report. Now that the Master Plan has been approved by the City Council, the City Administrator and the various departments will continue looking at improvements that are a priority and identify them in the 5 year Capital Improvement Plan. ON -HOLD PROJECTS — None at the time. UPDATE OFANDOVER COMMUNITYCENTER ADVISORYBOARD — Commissioner Butler OTHER ITEMS OF INTEREST — • Prairie Knoll Park Turf Improvements — Item is on the agenda regarding scheduling of fields. Just as a reminder, the west field is shut down for the 2016 season. The east field will be available for use for this fall by the football association. • Update of Park Sienaee Alone County Roads /City Streets — Nothing new to report. The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the sign locations are approved they would be installed sometime in the spring or summer of 2016. • Update of Pedestrian Trails — The trails that are planned for 2016 are as follows: ➢ 8 foot Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. Note: The City did not receive any funding from the Safe Routes to School grant for this project. This project will be paid for from the trail fund. ➢ 5 foot Concrete sidewalk along Bunker Lake Blvd (south side) from Yukon Street NW to Hidden Creek North Park. Note: Item is on agenda to recommend to the City Council the trail locations as part of the 2017 -2021 CIP. Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — It is anticipated that the road reconstruction will begin in mid to late June. The tree removal has been completed. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail on the north side of Bunker Lake Blvd NW will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission has indicated that they would like to meet at Rose Park in September (most likely on September I") to discuss the shelter with the neighborhood and the Andover Baseball Association. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering. Weekly Parks Maintenance Update 5/20/16 • Completed full mow cycle • Softball Tournament clean up • Completed full trash cycle • Continued concrete work at Forest Meadows Park for playground border • Continued working with the Street Department on trial patching • Ballfield grooming on all City fields • Continued working on irrigation repairs • Sprayed weeds along backstops and fence lines • Mowed all trails including open space trails • Worked with Kameron Kytonen on cleaning up the Crooked Lake Boat Landing • Completed field set up for the Andover Fast pitch Youth Night 5/28/16 • Completed full mow cycle, trash cycle and ball field grooming on City fields. • Softball Tournament cleanup. • Installed Forest Meadows playground. • Working with the Street Department on trail patching. • Continue to work on irrigation repairs. • Fertilized Prairie Knoll Park athletic fields.
