The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider Park Dedication Requirements/Eggen Property Sketch Plan DATE: May 5, 2016 INTRODUCTION This item is in regards to reviewing and determining the park dedication requirements for the proposed sketch plan of the Eggen Property. DISCUSSION A copy of the sketch plan is in your side pocket of the packet for review. The Developer is proposing new single family homes as a Planned Unit Development (PUD). Attached is a Narrative dated March 22, 2016 for review so the Commission has an idea of what is being proposed. There is a couple existing parks in the general area (Oak Hollow Park and Country Oaks Park). Since this a rural area of the City, staff is recommending the park dedication be cash in lieu of land. The developer and/or a representative have been invited to attend the meeting to provide an introduction to the proposed development and answer any questions the Commission may have. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed sketch plan and provide direction on the park dedication requirements for the proposed Eggen Properties. The site includes one parcel, approximately 30 acres, that is currently used for an existing single family home. Our redevelopment plan includes a plat to create 13 new parcels and a new street to serve the future residents. We are excited about the improvements proposed for this site. SKETCH PLAN REVIEW Metrowide Development is requesting staff review of a sketch plan to subdivide one existing lot into 13 single family residential lots. At this time, we are planning to preserve the existing home. The parcel is heavily wooded and contains large wetlands. We are proposing to create custom home sites to allow for flexibility for the buyer. Each lot will be custom graded to allow for construction of the individual homes in a manner that meets the needs of the homeowner and allows them to design a site that works with the natural features of the lot. Therefore, the grading plan and tree preservation plan would be provided at the time of building permit. This approach will allow flexibility in the placement of single family homes on each lot while preserving the natural environment. The proposed subdivision is located in the R -1 Single Family Rural Zoning District and is guided rural residential in the Comprehensive Plan. We are requesting a PUD to allow flexibility from the typical R -1 standard. Our sketch plan is a concept for how our project could develop, but if the City supports the Vision, we will proceed with a survey and begin preparation of detailed plans. Lot standards Single- family homes in the R -1 district require a minimum lot size of 2.5 acres, a minimum setback of 300 feet and a minimum lot depth of 150 feet. The Comprehensive. Plan allows Rural Residential land use districts a maximum density of 0.4 units per acre. We are requesting for flexibility in the bulk area standards of the R-1 district, including lot size, dimension and density, primarily in order to have the flexibility to-minimize tree removal and wetland impacts. A large wetland in the southwest corner of the site is avoided by shifting the new street to the east, which results in slightly smaller lots in that area. However, the impact of these minor lot size reductions is minimized by the fact that the property directly to the east is an not developable due-to the fact that a wetland makes it inaccessible. Our sketch plan shows how minimum lot sizes could be met if we included the land to the parcel on the west that is undevelopable due to the presence of wetland. VEN16001 L A N D F O R M March 22, 2016 Sketch Plan Narrative 2 Street Improvements We are requesting flexibility in the street right -of —way width (ROW). Section 11 -3 -3 of the Subdivision Ordinance requires local rural city streets to be constructed with a 60 -foot ROW. Section 11-4 -8 of the Subdivision Ordinance requires concrete curb and gutter to be installed for new streets with municipal sanitary sewer and /or water, however, the code does not require curb and gutter for street improvements without municipal sanitary sewer and /or water. We are proposing to construct the street generally in accordance with City Standard Drawing No. 513F design for typical rural section with ditches. We are proposing a 24 -foot wide street in a 50 -foot ROW. In return for a rural street section in a reduced ROW, we are proposing a wider drainage and utility easement adjacent to the right -of -way, which will provide adequate space for utilities and drainage. We are proposing a street design for a rural section that includes ditches for low- impact stormwater management. This design will also reduce the number of trees removed because we will not need ponding to achieve stormwater requirements. We have been in contact with Anoka County to determine any improvements required for Crosstown Boulevard and will continue to work out any issues with the County as the proposal progresses. We are currently proposing to provide a deceleration lane to provide access from vehicles traveling northeast on Crosstown Boulevard; however, we do not believe a by -pass lane is warranted because the visibility is adequate to provide safe access. Connectivity: Our sketch plan provides an example of how the newly constructed street would connect to new development in the future. We are proposing future connectivity to the south of the site. Our ghost plat shows how the property to the south could develop and the street extended, but we are not proposing any development on that property. The ghost plat is provided at the request of City staff simply to show how the future street connection could occur. PUD FLEXIBILITY We are requesting City approval for flexibility from area standards in the R -1 district and minimum ROW width. In return, our PUD proposal will provide a low- impact, creative stormwater design, minimize tree removal and minimize wetland impact. Section 13 -3 -11 of the Zoning Code outlines nine design qualities that the City desires in PUDs. Our plan is consistent with these requirements, specifically: 1. Achieves efficiency in the provision of streets and utilities and preserves area to achieve the elements of design qualities described in this chapter. VEN16001 L A N D F 0 R M March 22, 2016 Sketch Plan Narrative 3 Our proposed plan will achieve development efficiency and allow for low- impact design by preserving trees and reducing wetland impacts. Our linear cluster development allows preservation of natural features and provides creative design elements, as described above. 2. Provides convenient and safe access for vehicles and pedestrians and all types of activity that are anticipated to be a part of the proposed development. The proposed development is not anticipated to generate substantial traffic volumes. The narrower rural street and ROW will be sufficient for the anticipated traffic that will be generated from residents Within the subdivision and potential visitors. We are working with the County to determine the improvements to Crosstown Boulevard and are confident our proposed improvements will provide convenient and safe access for vehicles. 3. Provides a buffer between different uses, adjacent properties, roadways, between backyards of back -to -back lots. Adequate buffers between different uses are provided in the development sketch plan. The development is clustered in a linear fashion and the lots on the east side will be buffered from existing and future development because the abutting land is comprised of mainly wetland and is undevelopable. The existing vegetation will screen this project form adjacent properties. 4. Preserves existing stands of trees and /or significant trees. The narrower rural section street and reduced ROW allow for a number of significant trees to be preserved. Allowing flexibility in the lot sizes and configuration of development allows a greater number of trees to be preserved. Shifting the development to the east will allow the bulk of trees on the west to be preserved. Additionally, the proposed design includes utilizing ditches as part of the low impact stormwater management practices, which will allow a greater number of trees to be preserved because ponding (which requires tree removal) will not be required to meet stormwater design standards. 5. Provides considerable landscaping treatments that complement the overall design and contribute toward an overall landscaping theme. Each custom -build lot will allow residents to provide landscaping that is consistent with City Code and will be reviewed at the time of building permit. Additionally, as part of the storm water management plan, individual lots will provide bio swale gardens (rain gardens) adjacent to the driveway. Preserves significant usable space on individual lots or through the provision of open space within the development. As described above, a linear cluster development preserves significant open space and natural features 7. Provides an attractive streetscape through the use of undulating topography, landscaping, decorative street lighting, decorative mailbox groupings, retaining walls, boulders, fencing, area identification signs, etc. This level of detail has not been determined at this stage of development but will be incorporated at the time of preliminary plat submittal. 8. The proposed structures within the development demonstrate quality architectural design and the use of high quality building materials for unique design and detailing. The details of the structures within the development will provide quality design. The details will be provided at the time of preliminary plat. 9. The lasting quality of the development will be ensured by design, maintenance and use guidelines established through an owners' association. (Ord 296, 8 -4 -2004) There will not be an owner's association for the proposed development. Consider Request from Neighborhood/Hickory Meadows Park DATE: May 5, 2016 INTRODUCTION The Park and Recreation Commission is requested to consider a request from Hickory Meadows Park neighborhood to make some improvements for the youth to have an open area to play various activities. DISCUSSION Attached is the request from Sheila Tollefson and Rachelle Fitzhenry who are representing the neighborhood and will be at the meeting to make a short presentation and answer any questions the Park and Recreation Commission may have. Attached are photos of the park identifying the existing trees the neighborhood would like to remove to allow the youth to run, play_ baseball, football, and just to have wide open area to other neighborhood games or activities. Staff has also attached the 2010 Existing and Future Park Facilities Chart so the Commission has idea of what the planned future improvements have been identified (irrigation, 1/2 basketball court, picnic shelter) for the park. As far as the removal of the trees, the City has allowed the residents to remove trees as long as they sign a waiver. In regards to the grading of the site, it would preferable if the City prepared a grading plan and grade the site. It has been common practice to not allow residents to use their own equipment on city owned property to grade the site. As of right now, we have a wonderful playground structure and a small patch of wooded area next to it. That area was mapped out for a basketball court and pavilion area and we were told its on the 5 -10 year plan. In the past two years our development has become fully developed and we also have had it opened up to Catchers Creek Development. While it has been great having more families move in, it also has created a lot more traffic then anticipated. We have met with most of the families in our neighborhood and they all are in agreement on this proposal. We would like to make the future pavilion area useable now if possible. It would be the perfect place for the kids to run, play baseball, football and just have a nice wide open area! This would require trees to be removed and the area cleaned out and also seed/irrigation for area after clearing it out. My husband owns a home building company and would be happy to supply the bobcat work/hours needed to level out the area. This change would make the most use out of the land for the park, help the park be more visible to traffic and also not give the new homeowners reasons to believe that the trees would be there for the future as they were going to come down soon anyways. Our neighborhood already did a lot clean out last weekend and removed all the trash and tons of debris and fallen trees. Please consider doing this for our neighborhood as it will really make the most use of our park area! ! DATE: May 5, 2016 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2017 -2021 Trail Capital Improvement Plan (CIP). DISCUSSION The Park and Recreation Commission at the last meeting identified 3 trail projects the City Council should consider as part of the 2017 -2020 Capital Improvement Plan (CIP). At this meeting the Commission will need to rank the projects in order of priority and make a recommendation to the City Council. The 3 trail projects that have been identified by the Park and Recreation Commission are as follows: • Andover Boulevard NW between Bluebird Street NW and Vale Street NW • Crosstown Boulevard NW between Bunker Lake Boulevard NW and 140`h Avenue NW • ASN Trail between Kensington Estates 71h Addition and Andover Station North Ball Field Facility BUDGET IMPACT The funding for trail projects has not been identified for 2017 -2021. The City Council will need to determine how they will fund the trail improvements. ACTION REQUIRED The Park and Recreation Commission is requested to begin discussions on the 2017 -2021 Trail Capital Improvement Plan. DATE: May 5, 2016 INTRODUCTION The Park and Recreation Commission is requested to reconsider the Rose Park shelter repairs that are planned for 2016. DISCUSSION As discussed at the last meeting on April 7, 2016 it has been recommended by City staff that the shelter at Rose Park be replaced rather than spending money to re -roof it. The item was tabled to determine if a larger shelter could be constructed and if future lease rental fees from Verizon could be used to reimburse the fund. Based on the discussion with the Finance Department, it has been determine that the Park and Recreation Commission advance fund the construction of the shelter and any future lease rental fees received from Verizon would reimburse the fund. As far as the size of the shelter, staff has been to the site and there is room to have a larger shelter constructed. The existing concrete slab will need to be removed since it doesn't match the existing elevations or size of the proposed shelter. BUDGETIMPACT Existing and future lease rental fees from Verizon would be used to fund the construction of the new shelter. ACTION REQUIRED The Park and Recreation Commission is requested to recommend the approval of replacing the existing shelter with a larger shelter and funding shelter would come from existing and future lease rental fees from Verizon. The proposed plan as of right now is to construct the parking lot (class 5) and driveway apron. The developer has expressed interest to staff that they would like to see the parking lot paved by the City since it is located near an urban area. The estimated cost to pave the remainder of the parking lot is $6,600 with the understanding that Public Works would stripe the parking lot. The City Council has approved the 2015 funding for replacing the playground equipment be carried over into 2016 along with the installation of the irrigation system. The backstop and sideline fencing will also be done in 2016. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. The water service and irrigation system will also be done in 2016. Staff has met with the neighborhood representatives to discuss playground equipment options and we are still waiting to hear back from them. It is staff s understanding that the neighborhood has been out and about gathering donations for the playground equipment. Pine Hills South Park Update — As mention by staff at the last meeting on April 7th, the Parks Maintenance Department has indicated that the playground equipment will require parts of the playground equipment to be replaced or refurbished (there is a chance the entire structure may need to be replaced). After further investigation the existing playground equipment will most likely need to be replaced due its age and condition (paint is peeling and the platforms rubber coating is wearing out). Staff is waiting for the playground supplier to respond as to the condition of the entire structure to determine if the entire structure should be replaced or refurbished (replace the existing equipment but possibility keep the posts and rebuild with a new playground structure). If it is determined that the playground equipment needs to be replaced or can be refurbished, Parks Maintenance Department will be requesting that this replacement or refurbishment be done in 2017 along with the installation of the wood chips and the additional concrete borders. Forest Meadows Park — The playground equipment has been delivered. Parks Maintenance Department will be installing the equipment sometime this spring. Timber Trails Park — The grading of the site has started to allow the fencing contractor to get started. The majority of the grading will start around May 19`h Kelsey Round Lake Park Master Plan — The final draft Master Plan will be discussed by the City Council at their May 24"' Workshop meeting. City Campus Expansion Master Plan — Nothing new to report. Now that the Master Plan has been approved by the City Council, the City Administrator and the various departments will continue looking at improvements that are a priority and identify them in the 5 year Capital Improvement Plan. Still waiting for them to indicate when they are planning on starting on the construction. • Prairie Knoll Park Turf Improvements — Just as a reminder, the west field will shut down for the 2016 season. The field has been already reshaped and reseeded since the weather was pretty decent in early November. The east field has also been worked on. Staff has notified the soccer, lacrosse and football associations about the east field being shut down for a while in the spring and possibly into summer. The Park Commission will need to discuss the use of the fields and the number of games /practices that would be allowed per week to prevent overuse of fields for the upcoming fall season. Staff will provide a recommendation as part of that discussion. of — Nothing new to report. The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the sign locations are approved they would be installed sometime in the spring or summer of 2016. • Update of Pedestrian Trails — The trails that are planned for 2016 are as follows: ➢ 8 foot Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. Note: The City did not receive any funding from the Safe'Routes to School grant for this project. This project will be paid for from the trail fund. ➢ 5 foot Concrete sidewalk along Bunker Lake Blvd (south side) from Yukon Street NW to Hidden Creek North Park. Note: Item is on agenda to recommend to the City Council the trail locations as part of the 2017 -2021 CIP. Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — It is anticipated that the road reconstruction will begin in mid to late June. The tree removal has been completed. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail on the north side of Bunker Lake Blvd NW will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if they would like to have a meeting this spring or summer in 2016. DATE: May 5, 2016 INTRODUCTION The Park and Recreation Commission are requested to continue discussing the 2017 -2021 Parks Capital Improvement Plan (CIP). DISCUSSION Now that Timber Trails Park reconstruction project is moving forward, the Park Improvement Fund Projected Fund Balance spreadsheet has been updated to reflect those improvement costs. Staff has also increased the proposed budget for Fox Meadows Park to $457,300 (see attached cost estimate). The reason for the increase cost is the cost estimate for the well is higher and the cost reflects the project construction to be performed by a contractor and not Parks Maintenance Staff. Additional facilities and the addition of irrigation to parks have increased responsibilities to maintain the current park system (mowing, dragging fields, maintaining playground areas, etc.). For this reason it has been determined by the Public Works Director that large site construction by staff can no longer be provided. There will some smaller projects that the Parks Maintenance Department will continue to do but these larger grading projects will be done by private contractors. David Berkowitz, Public Works Director, will be present at the meeting to answer any questions the Park and Recreation Commission may have on this. An updated copy of the draft layout of Fox Meadows Park is located in the side pocket of the packet for your review. Other improvements within Fox Meadows Park (which will increase the cost estimate) that the Commission may want to consider are as follows: Pave parking lot /driveway and relocate the existing fence at south end of the park. Staff has also included a basketball court at Nordeen's Park on the draft Park Improvement Fund spreadsheet. As you may recall, a petition from the neighborhood was submitted last year to construct this. The draft Park Improvement Fund spreadsheet does identify the City Campus Hockey Rinks (pave rinks and parking lot) along with the Langseth Park Trail Improvement being removed. As a reminder the target date for draft CIP is June 3rd. Also attached is a projected fund balance sheet that was prepared recently by the Finance Department. The Commission will need to make revisions for 2017 -2020 so that the ending balance for each year has a positive balance of $50,000.00 or more. The only significant improvement that is planned for 2017 is the renovation of Fox Meadows Park. Listed below are the current projects listed for 2017 -2020 and the recommendation of each: 2017 • Small irrigation project - $20,000 (no recommended changes from staff). • Pine Hills North/Construction of storage building - $100,000 (to be funded by donations) Note: At this point no association has stepped forward to offer to build a storage building. DISCUSSION A copy of the most current 2016 Existing and Future Park Facilities Chart is located in the side pocket of the packet. This spreadsheet only identifies parks that are located in Zone B of the City Parks Map. The Parks Maintenance Department recently updated the left column of the spreadsheet (Existing) so the Commission has an idea of what currently exists in each park. This column also includes all improvements that are anticipated in 2016. The middle columns of the spreadsheet (Future Facilities) are items that will be used to determine Park Dedication Fee including items that were discussed last year suggested by the Park and Recreation Commission. The right column of the spreadsheet is replacement items that are being recommended to be replaced over the next 5 years by the Parks Maintenance Department in Zone B only. At this point no replacement items have been identified over the next 5 years in this Zone. If no changes are recommended in Zone B, the Parks Maintenance Department will begin preparing information for Zone C of the City Parks Map. Zone C has quite a few parks and will take some time to gather the existing items within each park. SW Land is requesting funds to build a small park in Country Oaks Second Addition. This park/open space parking will benefit the approximately 164 additional households in Country Oaks North 1,2,3,4 paying park fees of approximately $500,000. The site is partially wooded and on a slight side slope. We would propose to lay the park out to fit the new grades. It would be our vision to reduce the parking lot to eight stalls from ten and possibly shorten the entrance to 1671" street, pave the parking lot and add curb. We think with the sloping grade curb would be necessary. We would like to do a paved trail to the edge of the tree line and then continue to the open space with a wood chip trail. On the east side of parking lot and trail, we would landscape with pine and maple trees and mulch, up to the curb and asphalt trail. There will be a street light near the park entrance. We would provide an area for a tot lot with a concrete curb on three sides and the trail on the 4"' side. Fabric and park approved mulch would be used here. We propose a picnic shelter 24 x 12 with a concrete slab approximately 32 x 24. The shelter would be the typical post and roof construction at an estimated cost of $25,000 for both slab and shelter. This will allow an area under roof for picnic tables as well as an expanded area out in the open for possible additional tables. We are budgeting $25,000 for (4) picnic tables and park equipment. The west side of the trail and parking lot would be seeded in a draught resistant grass seed or could be left in a native grass. The park will have minimal maintenance and be a great asset to the community. This is what the neighborhood people believe they would like to see. With equipment, shelter, landscaping, trails, curbs and parking lot we feel this will cost $100,000 which will be a valued asset and a good price being done with the street construction project. Advertising signs shall only be allowed on the outfield fences of baseball and softball fields at Hawkridge Park, Pine Hills North, Sunshine Park, Eveland/Andover High School Fields, and Andover Station North Ball Field Facility. 2. Ball Field and Scoreboard Advertising Signs: Ball field advertising and scoreboard advertising signs shall be permitted in all districts subject to the provisions of this chapter and with the following conditions: a) Ball field advertising signs shall not be visible from adjacent residential properties when viewed at ground level. b) Scoreboard advertising signs shall be placed in such a way so as to minimize to the greatest possible extent the exposure to adjacent residential properties. C) Ball field scoreboard advertising signs shall not be illuminated when not in use for ball games. 3. Only the City or a party or parties who have a valid lease agreement with the City shall place signs in the approved parks. 4. Signs shall be no larger in size of 5' high by 10' wide. 5. The signs shall be designed so as not to inhibit the ability of players to see the ball in play. 6. Signs shall not be placed prior to April 1" and shall be removed by November 151 each year. 7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are prohibited, as are signs containing offensive or obscene language. 8. The content of all signs shall be subject to approval by the City of Andover before installation. 9. Signs shall be installed and removed by the City of Andover. DISCUSSION Attached is the proposal from developer SW Land, LLC. The Developer is requesting the City to contribute approximately $100,000 towards the improvements (playground equipment, shelter, etc.) in which they would construct the park similar to what was done for the Country Oaks West development (Country Oaks Park). If it is recommended to fund the improvements that are being proposed, this will have an impact to other projects the Park and Recreation Commission has been considering as part of the 2017- 2021 Park Capital Improvement Plan (CIP). The Developer will be present at the meeting to discuss the proposal. BUDGETIMPACT The funding for the improvements would come from the Park Improvement Fund.
