Motion carried 5 the closing took placc, April 4th for the property located at 2677 Bunker property was sold to Final Results of Andover, LLC, a 13,000 square foot constructed on the property this summer. Staff is close to approving the Mr. Carlberg stated a deed of access easement between the City and Final Results of Andover, LLC was recorded, so the City has access to the property to the east of the parcel. Mr. Carlberg explained the building materials that will be used for the office building. President Trade asked if the zoning code allows for those types of materials to be used. Mr. Carlberg answered the code does allow for the materials and feels it will be a very attractive building. Commissioner Holthus asked what the status is on the two City owned parcels to the east. Mr. Carlberg indicated the City owned parcels are not park dedicated but the parcels are being used as a park. Mr. Dickinson informed the EDA that Kottkes Bus Service sold their business to Landmark Student Transportation out of Canada. The company currently owns 7 businesses in Canada and 8 in the United States. DEPOT POND SIGNAGE Mr. Carlberg indicated he is looking for direction from the EDA on the placement for the pond name sign. He suggested using the existing poles by Bunker Lake Boulevard, those poles were used for the concert in the park banner and he also suggested some type of placard could be placed by the pergola and by other benches around the pond with a description of the area's history. Mr. Carlberg stated the placards could be a Boy Scout project. President Trude suggested having an inexpensive temporary banner placed on the existing poles and liked the idea of the permanent signs explaining the area history to be placed around the pond. The EDA concurred. Mr. Carlberg indicated he will bring possible sign ideas to a future meeting. UPDATE/TRIDENT DEVELOPMENT Mr. Dickinson updated the EDA that Trident Development is pursuing another investor for their Estates at Arbor Oaks project. Their plan is to move forward with the project presented to the EDA and not scale back on the project. REDEVELOPMENT UPDATE Mr. Dickinson indicated staff continues to monitor the area. Staff will not pursue the six -plex, the property owner of the six -plex feels the property is worth more than what the City is willing to pay. OTHER BUSINESS Mr. Carlberg reviewed the placement of the message reader board on 133`d Avenue and Hanson Boulevard. The placement has been staked out and the Sheriff's Office is in agreement with the placement. President Trude and Commissioner Bukkila have concerns with the placement of the sign. They feel it is too far back from the intersection and would be hard to read when going 50 m.p.h. Commissioner Bukkila stated she would like the opinion of the sign installment company on the placement of the sign and the size of the sign, before making a decision on the sign. 1 2 3 4 5 6 7 8 9 10 11 12 Andover Economic Development Authority Meeting Minutes — April S, 2016 Page 3 Mr. Carlberg indicated he will bring information from the sign company to a future EDA meeting. Carlberg, Community Development Director SUBJECT: Hanson Blvd. /133`d Ave. Entrance/Monument Sign DATE: May 3, 2016 INTRODUCTION The EDA has directed staff to pursue a new entrance /monument sign in the area of Hanson Boulevard NW and 133`d Avenue NW. The following is an update on this EDA directed activity. DISCUSSION Staff has been working to locate a sign at the above stated location for several weeks. Staff with the assistance of the sign company staked the proposed location for the sign on the northeast corner of Hanson Blvd. and 133`d Ave. for the Anoka County Highway Departments (ACHD) and the Anoka County Sheriff's Office (ALSO) review and approval. Staff also asked each EDA Commissioner to review the proposed location as well. Staff has been directed by the ACSO to look for an alternative sign location as the ACSO believes the proposed sign location may confuse people to thinking that the building is City Hall and secondly, that two large non- matching monument signs. in the same vicinity would not be the most aesthetically pleasing. Attached is an aerial map identifying the ACSO preference for the sign location for EDA consideration. Any location along this line will need to be reviewed and approved by the ACHD for sight distances. ACTION REQUESTED Receive a presentation and provide direction to staff. Carlberg, Community Development Director SUBJECT: Depot Pond Signage — Temporary Banner Design DATE: May 3, 2016 INTRODUCTION The EDA is requested to review and approve a design for the temporary banner for the Depot Pond located on the south side of Bunker Lake Boulevard NW. DISCUSSION The EDA at the April 5, 2016 meeting directed staff to have a sign company design some options for a temporary banner for the "Depot Pond" located on Bunker Lake Boulevard NW in the Andover Station development.
