Consider 2016 Application for Scheduled Use of Recreation Facilities /Andover High School Fast Pitch Booster Club DATE: March 17, 2016 INTRODUCTION The Park and Recreation Commission is requested to consider the Application for Scheduled Use of Recreation Facilities as requested by the Andover High School Girls Fast Pitch Booster Club. DISCUSSION Attached for your review is the application that has been submitted by the Andover High School Fast Pitch Booster Club (9A/9BB- Squad/JV/Varsity) to play fast pitch softball games at Sunshine Park on fields 1 -4 on Friday, 201" from 1 pm to 10 pm. Since this is a one day request it is recommended to waive the Guideline requirements to use this facility. ACTION REQUIRED The Park and Recreation Commission is requested to approve the 2016 Application for Scheduled Use of Recreational facilities as requested by the Andover High School Fast Pitch Booster Club. DISCUSSION Attached for your review is the application that has been submitted by Kevin Torgerson to play a baseball games at Shadowbrook East Park (north field only) and at Pine Hills South Park on Sunday, April 10th from noon to 6 pm. Note: Mr. Torgerson is aware that if the fields are not ready to play on due to snow or frost in the ground that they will need to cancel the games. Since this is a one day request it is recommended to waive the Guideline requirements to use this facility. Consider 2016 Spring/Summer Softball/Baseball Schedule DATE: March 17, 2015 INTRODUCTION This item is in regard to consider approval of the 2016 spring/summer softball/baseball schedule. DISCUSSION Attached for your review is the proposed 2016 softball/baseball schedule. The City has received two (2) applications for use of the fields for the upcoming season from the Andover Athletic Association (AAA) and the Andover Baseball Association (ABA). At this point, AAA has indicated that they would like maintain the same arrangement with the Andover Baseball Association (ABA) regarding the use of Sunshine Park Fields 5 and 6 on Tuesday's and Thursday's. This means ABA would only use these fields on Tuesday's and Thursday's when they have games scheduled. AAA has also requested to use Sunshine Park Fields 5 and 6 on Friday nights. Rose Park ball fields are available for scheduling and Timber Trails Park ball field is closed due the reconstruction that is going to occur this upcoming summer. The City has received applications for use of the fields from the following youth groups: Note: Copies of the certification of participants, By -laws, the 5010's, the certificate of insurance and the established grievance procedures for the AAA and ABA are available from City staff if you would like to review them. DISCUSSION Attached is the draft February City Council workshop minutes for your review. Also attached is a Marine's biography about Lyle Bradley regarding is US Marine Corps Reserve service. The policy for naming and renaming of parks, park facilities and trails is attached for your review. Items 1 and 2 of Procedure II of the policy have been met. It is now up to the Park and Recreation Commission to discuss the merit of the name and make a recommendation to the City Council. This resolution has too much County influence. She said she would prefer to support a bill from someone who is working at the local level before being elected to the Legislature. Councilmember Goodrich commented he didn't think this should be approved as presented. Mayor Trude said the region should be considered for planning instead of city boundaries. For example, Coon Rapids has public transportation, and Andover doesn't. People from Andover can drive to Coon Rapids to use public transportation. Planning should be a regional concern. The Council discussed the proposal, and no consensus was reached. General discussion took place regarding Met Council transportation funding allocation. JANUARY 2016 BUDGET PROGRESS REPORT Mr. Dickinson presented a progress report of the January 2016 budget. He encourages Department Heads to find creative ways to use their budget. There are some small 2015 budget carry forwards, these will be addressed further in the February report. He reviewed several line, items in detail. Discussion took place on staffing related to the retirement of the Parks Maintenance Supervisor. Mr. Dickinson noted there is a request for continuing with a Parks Maintenance Supervisor, focusing primarily on just maintenance. He is looking at moving some of the recreation management tasks around to other positions. Also, he said parks scheduling may be handled a little differently now with electronic records. JANUARY 2016 CITY INVESTMENTS REVIEW Mr. Dickinson reviewed the January 2016 City investment portfolio. OTHER BUSINESS Mayor Trade reviewed the policy for naming and re- naming parks. Any Andover resident can make a request. She explained when there was a contest for "Name the Pond ", there were a lot of requests to name it after Lyle Bradley, a retired Biology teacher. He has been in the local news, and is well loved. She proposed a small canoe launch within Strootman Park be named after him. She suggested it be called Bradley Launch. She asked that staff take this recommendation to the Park and Recreation Commission for consideration. Mr. Dickinson said after a background investigation is done, and the Park and Recreation Commission has discussed, the item will come back to the Council for further consideration. Consensus was reached to move this request forward. Consider Naming of Canoe Landing - Strootman Park At the February 23rd City Council workshop the Council agreed to forward to the Parks and Recreation Commission the potential naming of the canoe launch at Strootman Park. The launch is proposed to be named : Bradley Launch. Proposal/Background - (Provided by Mayor Trude) Name: Bradley Launch Location: Canoe launch, the portion of Strootman Park separated from the major area of Strootman park by the city street. This would be a location within the park, now receiving a designated name and city sign. Reason: Lyle Bradley was a pilot whose aircraft was launched off aircraft carriers during WWII in the Pacific. He is a long -term resident of Andover who built his home on the Rum River over 40 years ago, just a few hundred feet south of this location. He should be honored for his long- term service to our community and to our country. A few highlights justifying this naming include: *Residents have sought to have the Bradley name memorialized in our city. Six residents submitted his name for the pond in Andover Station North, noting his service as a teacher and his service as a veteran in WWII and the Korean Conflict. *Lyle Bradley's appreciation for nature included getting the Rum River cleaned up. As a pilot he flew the entire length of the Rum River to determine locations of pollution that included sewage and garbage being dumped into the river. He led efforts to reduce and remove the sources of pollution and contaminants. He also organized citizens and students in his efforts to clean up the river and its banks to restore the river's health. Today, we enjoy a clean Rum River largely because of his efforts. *Along the river, he enjoys viewing birds, including his recording of over 200 species from his home on the river. As a birder, he became interested in aviation. He attributes some of his success as a war -time pilot in his ability to recognize the distinct silhouettes of aircraft, noting it is much like noting the silhouettes of birds. *Bradley is a veteran. He was a Marine pilot during WWII. He flew many successful bombing missions from aircraft that were "LAUNCHED" off aircraft carriers in the Pacific. That is why the specific name for this location where residents can now launch a canoe or other watercraft into his much beloved Rum River, should be called: Bradley Launch. *Bradley flew missions as a Marine Air Corps Reserve officer during the Korean Conflict, including one mission that involved flying in dangerous weather, next to a mountain during a snowstorm. His mission saved the lives of many American soldiers who were in an isolated zone facing imminent attack by enemy troops who greatly outnumbered them. [Story from Marine Wings.] *He was a 35 -year science teacher at Anoka High School, teaching many who now live in our city. He is married to Carol and together they have raised 5 children in the house they built next to the Rum River in Andover when it was Grow Township. WINGS Lyle Bradley Flight in birds, insects, and airplanes has fascinated me since my conscious life started in Dubuque, Iowa, in 1924. At nine my Dad and I flew in a Ford Trimotor. At 16 came Pearl Harbor. At 18 1 left the University of Dubuque for Naval Aviation tests in Minnesota. My first training was at Aberdeen, South Dakota, in Civilian Pilot Training. Next was Iowa City, Iowa, for preflight fitness, then on to Minneapolis for E- Base and Stearman biplanes, followed by Pensacola Naval Air Base for BT -13 and SNJ trainers. Wings of Gold were won April 1944. Wildcat fighters (F4Fs) came next, followed by our dream airplane, the F4U Corsair. On the west coast we prepared for combat. Went to Hawaii for aircraft carrier checkout and then flown to Guam to join VMF -123 on the USS Bennington (CV 20). Returned from combat in seven months when the carrier was damaged. After WW II entered Iowa State Univer- sity in science. In 1950 left graduate school for an aerial crop- spraying job. Our Minnesota reserve recalled me for the Korean War. After a year in Korea with VMF -214 I spent two years as a flight instructor at NAS Pensacola, Florida. Carried on civilian work while in the Minnesota Reserve Squadron. Became a wildlife warden /biologist in Texas and spent 35 years as a science educator in Anoka, Minnesota. Was a naturalist for state and national parks in summers, and president for eight organizations. During this time married Carol, raised five children, built a house, led over 1,000 field trips, discovered dinosaurs, and traveled to 50 states and 15 countries. Retired as lieutenant colonel with a few awards in 1967. My years in the USMCR has energized, expanded, and educated me. This policy and procedure has been adopted by the City of Andover to provide the proper procedure and guidelines for any .naming or renaming of said amenities II. Procedure Original naming of a park, park facility and trial will be done as part of the platting process guided by the City of Andover's subdivision ordinance. Subsequent renaming will use the following procedure: facility or trail. 6. The name of a person who donates a major part or all of the land for the park, - park facility or trail. 7. The name of a person of significant stature within the community (with the permission of the honoree, immediate family or designated representative). He/she must adhere to at least one of the following credentials and complete a 1. Funds for Concrete Curb/Timber Rivers Park DATE: March 17, 2016 INTRODUCTION The Park and Recreation Commission is requested to approve the use of 2016 Annual Miscellaneous Funds for concrete curb at Timber Rivers Park as requested by Public Works. DISCUSSION Attached is drawing of where curbing is necessary. The bituminous curbing at the west end of the parking lot has deteriorated and there has been some erosion occurring with sediment ending up in the storm sewer system, which ultimately could enter the Rum River. With the efforts of the different governmental agencies to control erosion concerns and protecting the river, the City should be making every effort to do their part to repair the erosion issue. The new curbing will also help deter vehicles from driving in the park. The estimate to install the concrete curbing is estimated at $2,550.00. Since the curbing needs to be done it is also recommended to include the handicapped ramp (estimated at $1,600.00) that will be required at some point. The work will be done as part of the annual curb replacement program that is done each year throughout the City on various streets where curb needs to be replaced. BUDGETIMPACT The cost of the concrete curb and pedestrian ramp will be funded by the 2016 Annual Miscellaneous Fund that is available. The backstop and sideline fencing will also be done in 2016. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. The water service and irrigation system will also be done in 2016. Staff has met with the neighborhood representatives to discuss playground equipment options and we are still waiting to hear back from them. The neighborhood has been out and about gathering donations for the playground equipment. • Pine Hills South Park — In 2016, the Parks Maintenance Department will be replacing the sand that is currently in the fall zone areas with wood chips. Also additional concrete borders will be installed. The Parks Maintenance Department will also do an audit to see if any of the parts on the playground equipment need to be replaced. A cable will be installed this spring at the opening to keep vehicles from driving out into the field. • Forest Meadows Park — The playground equipment has been ordered. Parks Maintenance Department will be installing the equipment sometime this spring. • Timber Trails Park — The bids for the installation of the well was recently opened and will be considered for approval by the City Council at the March 15th meeting. • Kelsey Round Lake Park Master Plan — This final draft Master Plan was discussed at the joint meeting with the City Council on January 26th. The next step is stake out the proposed location of the trail and schedule a time for everyone to meet in either April or May. • City Campus Expansion Master Plan — Now that the Master Plan has been approved by the City Council, the City Administrator and the departments will start looking at improvements that are a priority and identify them in the 5 year Capital Improvement Plan. • Update on Parks Department Website — Nothing new to report at this time. This is still currently being worked on. ON -HOLD PROJECTS — None at the time. UPDATE OFANDOVER COMMUNITY CENTER ADVISORY BOARD —Commissioner Butler OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Prairie Knoll Park Turf Improvements — Just as a reminder, the west field will shut down for the 2016 season. The field has been already reshaped and reseeded since the weather was pretty decent in early November. The east field has also been worked on. Staff has notified the soccer, lacrosse and football associations about the east field being shut down for a while in the spring and possibly into summer. The Park Commission will need to discuss the use of the fields and the number of games /practices that would be allowed per week to prevent overuse of fields for the upcoming fall season. Staff will provide a recommendation as part of that discussion. • Update of Park Signage Along County Roads /City Streets — The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the sign locations are approved they would be installed sometime in the spring or summer of 2016. • Update of Pedestrian Trails — The 2016 -2020 Capital Improvement Plan for trails has been approved by the City Council. There are some new proposed projects that are being identified. Listed below are some of the pedestrians and bike trail segments that have been identified by the City Council over the next five years: ➢ 2016: 8 foot Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. ➢ 2016: 5 foot Concrete sidewalk along Bunker Lake Blvd (south side) from Yukon Street NW to Hidden Creek North Park. ➢ 2017: 8 foot Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to Vale Street NW. ➢ 2018: 8 foot Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker Lake Blvd to 140'h Avenue NW. ➢ 2019: 8 foot Bituminous trail along Crosstown Blvd from 159`h Ave to Prairie Road. ➢ 2019. 10 foot Bituminous trail from Kensington Estates 7th Addition to Andover Station North. Note: The Park Commission will start reviewing possible trail locations as part of the 2017 -2021 CIP at the March 171h meeting. Possible locations will need to be recommended to the City Council for their consideration. • Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project is on schedule for this year with tree removal starting in March. Otherwise most of the construction will be done by the end of fall of this year. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if they would like to have a meeting in the spring of 2016. DISCUSSION It is that time of the year to begin discussing the 2017 -2021 Trail CIP. The target date for draft CIP is Friday, June 3rd. Attached are the following items for your review: • 2016 -2020 New Pedestrian Trail and Sidewalk Segments from the CIP. • Detailed trail improvements that were identified by the City Council in 2016. The 2 projects identified for 2016 (Crosstown Boulevard Trail and the sidewalk segments along Bunker Lake Blvd). • Figure 24 (Proposed Regional Trails Plan) from Chapter 7 of the City of Andover Transportation Plan identifies where the existing and proposed Regional Trails are located. • Page 17 from the CIP on the funding sources that are proposed for trails. The funding for the 2016 trails /sidewalk improvements have approved using a combination of general funds and trail funds that have been received from new developments. Funding of improvements for 2017 -2021 have not been identified and will need to be determined by the City Council. Note: It has been quite a few years since the Park and Recreation Commission has had any input to the regional trail improvements. The City Council would like for the Park and Recreation Commission to provide input to possible new trail segments that are of higher priority or where uncompleted segments should be extended for the next 5 years. BUDGETIMPACT The funding for trail projects has not been identified for 2017 -2021. Depending on what the Commission would like to recommend for projects, the City Council will need to determine how they will fund the trail improvements. If funding is not available to fund all the suggested trail improvements, the City Council may to eliminate a project or show the improvement in later portion of the CIP. The only significant improvement that is planned for 2017 is the renovation of Fox Meadows Park. Staff is recommending increasing the proposed budget that has been identified on the spreadsheet. Staff will provide the proposed new budget allocation at the meeting. Leaving this on the spreadsheet does not impact the park improvement fund balance. • Fox Meadows Park - $200,000 (it is being recommended to increase the proposed budget) • Annual Misc. Projects - $15,000 (no recommended changes from staff) Note: Staff is recommending that a basketball court be consider at Nordeen's Park as requested by the neighborhood. Projects - $15,000 (no recommended changes from staff) 2019 • Small irrigation project - $20,000 (no recommended changes from staff). • Langseth Park/Trail improvement - $20,000 (it is recommended to remove this improvement from the spreadsheet). If property owner at some has a change of heart to allow the trail to be constructed through their property so residents have access to the park from the north, the City can look at using the park improvement funds since this a small ticket item. • Annual Misc. Projects - $15,000 (no recommended changes from staff) 2020 • Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this project will be done in 2020 or beyond or if the project should be removed from 5 year plan). 2021 • No projects identified as of yet. As mentioned previously in the past there are a number of parks that do not have security lights. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot throughout the parks system. If the Commission is interested in knowing the planned improvements for all the parks, review Section F of the Information Packet (20 10 Existing and Future Park Facilities Chart). Staff BUDGET IMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. Begin Discussions on Parks and Open Space Plan Update DATE: March 17, 2016 INTRODUCTION The Park and Recreation Commission is requested to begin discussing the Parks and Open Space Plan. DISCUSSION The City of Andover along with other Metro Cities has been notified that it is time again for the Cities to begin updating their City Comprehensive Plan. Chapter 5 of the existing Andover Comprehensive Plan is in regards to the Parks and Open Space Plan. A copy of the current Parks and Open Space Plan is Tab E of your Information Packet for your review. It is recommended to familiarize yourself with this Chapter and determine if any changes /updates should be made and/or if there is a new vision the Park and Recreation Commission would like to consider. Attached is the Met Council Regional Parks Statement for Andover and Table 3 -1 (Classification System for Local and Regional Facilities). The Park and Recreation Commission have until December 2016 to prepare a draft to the Andover Planning Department so this Chapter can be included with the other Chapters of the Andover Comprehensive Plan. Once all the Chapters have been received from the various departments, the draft will be sent to Metro Council for their review most likely in early 2017. Haas Attachments: Regional Parks System Statement; Table 3 -1 REGIONAL PARKS SYSTEM STATEMENT City of Andover The Regional Parks System includes 62 regional parks, park reserves, and special recreation features, plus more than 340 miles of regional trails that showcase the unique landscapes of the region and provide year -round recreation. The Regional Parks System is well -loved by our region's residents and attracted over 48 million annual visits in 2014. The organizational structure of the Regional Parks System is unique, built upon a strong partnership between the Council and the ten regional park implementing agencies that own and operate Regional Parks System units. The regional park implementing agencies are: Anoka County Ramsey County City of Bloomington City of Saint Paul Carver County Scott County Dakota County Three Rivers Park District Minneapolis Park and Recreation Board Washington County The 2040 Regional Parks Policy Plan was developed based on furthering the Thrive MSP 2040 outcomes of Stewardship, Prosperity, Equity, Livability, and Sustainability. Thrive MSP 2040 states that the Council will collaborate with the Metropolitan Parks and Open Space Commission, the regional park agencies, and state partners to: • Expand the Regional Parks System to conserve, maintain, and connect natural resources identified as being of high quality or having regional importance, as identified in the 2040 Regional Parks Policy Plan. • Provide a comprehensive regional park and trail system that preserves high - quality natural resources, increases climate resiliency, fosters healthy outcomes, connects communities, and enhances quality of life in the region. • Promote expanded multimodal access to regional parks, regional trails, and the transit network, where appropriate. • Strengthen equitable usage of regional parks and trails by all our region's residents, such as across age, race, ethnicity, income, national origin, and ability. Key Concepts in the 2040 Regional Parks Policy Plan The 2040 Regional Parks Policy Plan includes the following policies, each with specific associated strategies: • Recreation Activities and Facilities Policy: Provide a regional system of recreation opportunities for all residents, while maintaining the integrity of the natural resource base within the Regional Parks System. rage -J1 j • Siting and Acquisition Policy: Identify lands with high - quality natural resources that are desirable for Regional Parks System activities and put these lands in a protected status so they will be available for recreational uses and conservation purposes in perpetuity. • Planning Policy: Promote master planning and help provide integrated resource planning across jurisdictions. • Finance Policy: Provide adequate and equitable funding for the Regional Parks System units and facilities in a manner that provides the greatest possible benefits to the people of the region. • System Protection Policy: Protect public investment in acquisition and development by assuring that every component in the system is able to fully carry out its designated role as long as a need for it can be demonstrated. The 2040 Regional Parks Policy Plan is the metropolitan system plan for regional recreation open space with which local comprehensive plans must conform. This system statement highlights the elements of the system plan which apply specifically to your community. Find the complete text of the 2040 Regional Parks Policy Plan on the Council's website. 2040 Regional Parks System Facilities The Regional Parks System is comprised of four main types of facilities: regional parks, park reserves, special recreation features and regional trails. Regional Parks Regional parks most notably contain a diversity of nature -based resources, either naturally occurring or human - built, and are typically 200 -500 acres in size. Regional parks accommodate a variety of passive recreation activities. Park Reserves Park reserves, like regional parks, provide for a diversity of outdoor recreation activities. One major feature that distinguishes a park reserve from a regional park is its size. The minimum size for a park reserve is 1,000 acres. An additional characteristic of park reserves is that up to 20 percent of the park reserve can be developed for recreational use, with at least 80 percent of the park reserve to be managed as natural lands that protect the ecological functions of the native landscape. Special Recreation Features Special recreation features are defined as Regional Parks System opportunities not generally found in the regional parks, park reserves or trail corridors. Special recreation features often require a unique managing or programming effort. Regional Trails Regional trails are classified as 1) destination or greenway trails and 2) linking trails. Destination or greenway trails typically follow along routes with high - quality natural resources that make the trail itself a destination. Linking trails are predominately intended to provide connections between various Regional Parks System facilities, most notably regional parks or park reserves. Page -33 1 ?J15SYSTEM T. R i�!.>., PH!PKS 2040 Regional Parks System Components The 2040 Regional Parks Policy Plan identifies six components which together comprise the vision for the Regional Parks System in 2040, as described below. Existing Regional Parks System Facilities: include Regional Parks System Facilities that are open for public use. These facilities include land that is owned by regional park implementing agencies, and may include inholding parcels within the boundaries of these parks and trail corridors that have not yet been acquired. Existing regional trails may include planned segments that will be developed in the future. Planned Regional Parks System Facilities (not yet open to the public): include Regional Parks System Facilities that have a Council- approved master plan and may be in stages of acquisition and development, but are not yet open for public use. Regional Parks System Boundary Adjustments: include general areas identified as potential additions to existing Regional Parks System Facilities to add recreational opportunities or protect natural resources. Specific adjustments to park or trail corridor boundaries have not yet been planned. Regional Park Search Areas: include general areas for future regional parks to meet the recreational needs of the region by 2040 where the regional park boundary has not yet been planned. Regional Trail Search Corridors: include proposed regional trails to provide connections between Regional Parks System facilities where the trail alignment has not yet been planned. 2040 Regional Trail Search Corridor System Additions: include regional trail search corridors that were added to the Regional Parks System as part of the 2040 Regional Parks Policy Plan. Key Changes in the 2040 Regional Parks Policy Plan Adopted by the Metropolitan Council in February 2015, the 2040 Regional Parks Policy Plan incorporates the following changes: Identify all proposed regional trails as regional trail search corridors All proposed regional trails that are not yet open to the public and do not have a Metropolitan Council approved master plan are represented as a general regional trail search corridor. The 2030 Regional Parks Policy Plan depicted these trails with a proposed alignment. The alignment of these regional trails will be determined in the future through a planning process led by the regional park implementing agency. The alignment of these trails is subject to Metropolitan Council approval of a regional trail master plan. Acquire and develop ten new regional trails or trail extensions to meet the needs of the region in 2040. DISCUSSION Staff would like to provide an update as to the status of the park projects that are planned for 2016. They are as follows: • Timber Trails Park Reconstruction — Bids for the well have been received. The low bid was $181,655.00. The budget for the improvement is $200,000. There are a number items that still need to be done including fencing (staff is in the process of obtaining quotes which are due March 3151), paving of the driveway and trail, installation of the irrigation system, etc. The Commission will need to recommend to the City Council if the budget for this project should be increased to continue moving the project forward. Additional information on this will be provided at the meeting. • Terrace Park Irrigation Project — The Parks Maintenance Department will be gearing up for this project this spring. Project is still on schedule. • Forest Meadows Park Playground Equipment — The equipment has been ordered and is planned to be installed this spring. • Andover Lions Park Playground Equipment, Irrigation/Water Service Project and Ball Field Fence Replacement — Staff has not heard from the neighborhood on the playground equipment selection as of yet. Ball field fence and irrigation/water service is planned for later on this summer depending on the Bunker Lake Blvd reconstruction project and when the section west of Prairie Road will be shut down. • Pine Hills South Park Playground(Fall Zone — The Parks Maintenance Department will be replacing the sand in the fall zone with wood chips. Additional concrete borders will be added to complete the playground area. • Kelsey Round Lake Park Master Plan Update - Staff will be staking the proposed west trail most likely in April so that the Park Commission, City Council and neighborhood can meet and walk the route to determine if the trail location is acceptable. The date to meet has not yet been determined. Rose Park Shelter Upgrades — The Commission has approved repairing the roof on the existing shelter. The work is planned for this spring. Sunshine Park Scoreboard Installs — Staff is obtaining quotes to install both scoreboards for the middle and south fields. Wunderlich -Malec (electrical designer) is preparing the plans and specs for the electrical work that needs to be done. The goal is to install scoreboards this spring or early summer. Advertising signs shall only be allowed on the outfield fences of baseball and softball fields at Hawkridge Park, Pine Hills North, Sunshine Park, Eveland/Andover High School Fields, and Andover Station North. 2. Ball Field and Scoreboard Advertising Signs: Ball field advertising and scoreboard advertising signs shall be permitted in all districts subject to the provisions of this chapter and with the following conditions: a) Ball field advertising signs shall not be visible from adjacent residential properties when viewed at ground level. b) Scoreboard advertising signs shall be placed in such a way so as to minimize to the greatest possible extent the exposure to adjacent residential properties. C) Ball field scoreboard advertising signs shall not be illuminated when not in use for ball games. 3. Only the City or a party or parties who have a valid lease agreement with the City shall place signs in the approved parks. 4. Signs shall be no larger in size of 5' high by 10' wide. 5. The signs shall be designed so as not to inhibit the ability of players to see the ball in play. 6. Signs shall not be placed prior to April I" and shall be removed by November I't each year. 7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are prohibited, as are signs containing offensive or obscene language. 8. The content of all signs shall be subject to approval by the City of Andover before installation. 9. Signs shall be installed and removed by the City of Andover. Off - season storage of signs shall be the responsibility of the lessee(s). Approved by the Andover City Council- May 2, 2006 10. Signs shall be kept in good repair, in conformance with City Code section 12-16 - 7-B. The lessee(s) shall be responsible for the maintenance, repair, and replacement of damaged, vandalized, or dilapidated signs. 11. All signs shall comply with the Andover City Code. 12. Proceeds from the program shall be used to improve local park facilities utilized by local sporting associations. Revised by City Council 11/17/09 2/16/16 Approved by the Andover City Council- May 2, 2006 AN AGREEMENT BETWEEN THE CITY OF ANDOVER (LESSOR) AND THE (LESSE), GOVERNING THE USE OF CITY PARK FACILITIES FOR THE SALE OF ADVERTISING SPACE 1. The lessees may place advertising signs on the outfield walls of baseball and softball fields at Sunshine Park, Eveland Fields, and Andover Station North Ball Field Facility. 2. The City shall receive 10% of the proceeds from each advertising sign per year. Full payment shall be made by October 1 st of each year. 3. All signs shall conform to the City of Andover Park Advertising Policy. 4. All signs shall be maintained during the season and stored during the off -season by the lessee. 5. Any damage to the park property caused by the sign program shall be paid for by the lessee. 6. Sponsorship, promotion, and administration of the advertising sign program shall be the sole responsibility of the lessee. 7. The lease agreement shall expire on , 2016, and is renewable upon agreement by both parties for two -year periods.
