DECEMBER 17, 2015
MINUTES
A Regular Meeting of the Andover Park and Recreation Commission was called to order
by Chair Stenzel on December 17, 2015, 7:00 p.m., at the Andover City Hall, 1685
Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Char Shane Stenzel, Vice Chair Jim Lindahl
Commissioners Ted Butler, Sarah Elstrom, Alisa Lewnau,
Angela Marinello and Mark Miskowiec
Commissioners Absent: None
Also Present: Assistant Public Works Director, Todd Haas

No one appeared to address the Commission.
APPROVAL OF MINUTES — November 19, 2015
Motion by Lindahl, seconded by Elstrom, to approve the minutes from the November 19,
2015 Park and Recreation Commission Meeting as presented. Motion carried on a 6 -ayes,
0 -nays, 0- absent, 1- present (Marinello) vote.
HOLD PUBLIC MEETING /FOREST MEADOWS PARK
The Park and Recreation Commission is requested to review the survey results and hold a
public information meeting with the neighborhood regarding improvements to Forest
Meadows Park. A copy of the letter that was sent to the owner /occupant and location map
of the area where the park is located was provided for Commission review. The results of
the neighborhood survey that was sent out a couple of months ago was also provided.
Mr. Haas stated the playground equipment was removed 8 -10 years ago because it was
outdated and did not meet ADA requirements. Last summer the residents approached the
Commission about installing playground equipment at the park.
Kim Kramer of 1110 -179x' Avenue NW stated they could not get the survey to work so
she sent an email to the City. She stated there are 13 kids under the age of 18 in the
neighborhood. The majority of the children are under 10 year olds. She feels a
playground structure would be good for the neighborhood. The closest park is about a
mile away west of Hanson Boulevard NW (Hawkridge Park). Approximately ten of the
neighbors signed the petition for the park to be improved with new playground
equipment.

• Commissioner Miskowiec asked how many can are parking in the park. Ms. Kramer
indicated most of the time there are teenagers parked in vehicles hanging out in the
parking lot.
Chair Stenzel asked if a parking lot was necessary, as most of the neighbors would walk
to the park. The reason for the parking lot was because there was a soccer field there
years ago that was being used by the soccer association. Mr. Haas stated the parking lot
could be removed.
Ms. Kramer stated the speed limit of the street is 35mph. Parking could be done on the
street but would not allow two vehicles to pass.
Commissioner Butler suggested there be two diagonal parking spaces if needed.
Mr. Mike Hemp of 18041 Vale Street NW, stated he agreed there are quite a few kids in
the neighborhood that would utilize a park. He stated he has a special needs daughter that
would definitely utilize the park. He does not know if there is electrical service available
for a security light. There have been issues in the past but he believes the individuals
causing the problems are gone. It would be a nice place for the youth to play at.
Commissioner Miskowiec stated sometimes a light is beneficial and sometimes
• detrimental. Mr. Hemp stated the problem is vehicles are parking in the park and he feels
a light would deter some of that activity.
Molly Rowenhorst of 17911 Vale Street NW stated she has 4 kids under 7 years old so
they will use the park. She indicated the neighborhood has been remodeled and homes
have been updated. She also feels that having new park equipment would add to the
renovation of the neighborhood.
Chair Stenzel asked Mr. Haas to look at the area for parking and identify another location
in the city for the woodchips.
Commissioner Butler stated a couple of parking spots that would be very visible from the
street might solve the issue.
Mr. Haas stated he will get an estimate from Connexus Energy for a security light. This
will be brought back to the Commission in the future for consideration.
Motion by Marinello, seconded by Miskowiec, to approve development of a
park/playgmund at Forest Meadows Park. Motion carried on a 7 -ayes, 0 -nays, 0- absent
vote.
UPDATE OF KELSEY R0UND LAKE PARR DRAFT MASTER PLAN
• Mr. Haas reviewed the Park and Recreation Commission is requested to review the
estimated costs that have been determined by WSB that will be included as part of the

• Kelsey Round Lake Park Master Plan. A table with the probable development costs for
all the improvements that have been recommended by the Commission was provided in
the packet. Items that were reviewed are as follows:
• Item 2.02 (small picnic shelter with tables): This shelter is the one located in the
middle of the park on the north side prairie restoration area. Staff is requesting the
Commission to reconfirm that this is to be included on the Master Plan.
• The last item to discuss is the prioritization of components in the far right column
of the table to determine which items are high, medium or low priority.
Staff will follow up with WSB on any questions the Commission may have, as WSB will
not be attending the meeting. The final draft of the Master Plan and table with estimated
costs along with the priority of each component will be presented at the January 7, 2016
Park and Recreation Commission meeting to make any final changes before it is
presented to the City Council.
Chair Stenzel stated the consensus of the Commission is only to look at a shelter by the
parking lot (north end). Chair Stenzel noted the general site work is necessary for the
other projects.
Commissioner Miskowiec suggested one trail loop could be done at a time.
• Commissioner Lindahl stated it would be most cost effective to have the entire earthwork
done at the same time.
Commissioner Butler suggested the trail loops and way- finding signs would be higher
priority and the building would be a lower priority.
Chair Stenzel suggested the highest priority would be to complete the existing items first
which will require the earthwork to be done along with adding the new trails and that the
nature play areas being a lower priority. Chair Stenzel asked if grant funding would be
available. Mr. Haas stated the trails would probably be the best bet for receiving any
grants. Mr. Haas reviewed some of the grants currently available. Some of the grants are
25% paid by City and 75% paid by State. The grant process takes 6 -8 months once they
we submitted for consideration. Chair Stenzel asked if there are grants for the existing
boardwalk repair. Mr. Haas stated he will research and bring back to the January meeting
the grants that are available and what each is for.

Commissioner Butler stated there could be phases of the park, first the trails, then the
other amenities.
Chair Stenzel stated priorities could change, as grant monies are available.
The next step after the January 7`s meeting is for the Park and Recreation Commission to
present the Master Plan to the City Council for final approval. The joint meeting is
tentatively scheduled for Tuesday, January 26, 2016 at 6 p.m.
REVIEW DRAFT PLAN /TIMBER TRAILS PARR RECONSTRUCTION
• Mr. Haas reviewed the Park and Recreation Commission is requested to review the draft
plan for Timber Trails Park. The proposed plan for the ball field is being designed to
accommodate 2 different age groups. The base paths can be set at 75 feet or 90 feet
depending on which age group is planned to use it for a particular day. The outfield fence
will be constructed at a 10 foot height at the request of the baseball association. The
outfield fence will be located at 280 feet from home plate down the first and third
baselines. The standard backstop will be constructed.
Both the ball field and soccer field will be irrirted. Staff will be meeting with the
consulting engineer the week of December 14 to discuss the design of the well. Other
improvements that are included on the plan are to complete the paved trail from the east
side of the park to the existing parking lot. The entrance driveway will need to be paved
since there has been erosion issues ending up in the street and the storm sewer. Mr. Haas
noted the playground equipment in the park is about 3-4 yews old.
The soccer field will be regraded and irrigation installed. This is a medium size soccer
field. The number of parking stalls may need to be reviewed to see if additional stalls can
be added when both soccer and baseball games are going on at the same time.
One other item that staff would like the Commission to consider is the paving of the
existing parking lot. There has been a lot of activity with vehicles spinning around in the
gravel parking lot and paving the lot will eliminate the damage that is done to the gravel
• surface. This could be combined with a street project within a mile from the park. The
location of the well still needs to be decided.

• Chair Stenzel noted the ball field has aglime. Mr. Haas stated there are a lot of sandburs
in the field. Sheila Schueller of the Andover Baseball Association told the Commission
that there is a need for another larger field within the City for the association to use.
REVIEW OUTSTANDING ITEMS /MAINTENANCE UPDATE
Mr. Haas reviewed on projects and other items of interest along with the weekly parks
maintenance update.
