The number of people in the building is increasing. Soccer and Lem to Skate programs will begin in October. Fall pickleball hours started today. Cindy spoke about the Introduction to Ice Program and shared that daytime classes will be offered throughout the winter months. Special information sessions will be held during Tot -Time Open Gym to help market the program. Kids will have the opportunity to get their pictures taken with the Zamboni and learn about our ice skating programs. Mike Knight wondered how the numbers are coming in for hockey. Tony Peterson shared that they've seen a 17% growth. There are a lot of young families moving to Andover to play hockey. The Jr. Huskie registrations are coming in strong. Tony Peterson indicated high school hockey coaches have to cut practices short due to the ice shortage. Joy said that it would be more economical to run 2 rinks than I rink and lose revenue. Frank arrived at 6:20 pm Approval of Minutes August 25, 2015, Regular Meeting: Frank Kellogg requested a correction to page two, line 4, sentence should read "projects as well as identifying a more realistie refined budget projection for 2016." Motion by Tony Howard, Seconded by Joy Orvis, to approve the minutes as indicated above. Motion carried unanimously. • Andover YMCA Community Center Advisory Commission Minutes September 9, 2015 ACC Marketing Plan Joy has taken a look at various websites to help her develop a marketing outline which she distributed to commission members. The commission wants to ensure we continue to serve our senior community. Ted Butler said there are stages when a marketing plan can be implemented. Some now and some later. The ideal time -frame would be to have something in place by Summer 2016. Frank suggested to we identify areas to help reduce the 2016 budget due to CIP items. Joy would like to look at increasing trade shows. Areas we identified immediately are lock -ins and birthday party packages. These are areas Joy can assist staff in marketing immediately. Ted reminded commission that we need accessibility to building and need to keep open gym and open skate for the general public, keeping in mind that these things do not create a lot of revenue, but are necessary. Commission suggested black light dodgeball, Sr. all night parties and other lock -ins. Some additional expenses may be incurred to start some of these programs, i.e. black lights, etc. Mike Knight wondered about adult broomball, Erick said it was really difficult to program as ice is not available until late at night. • The Commission would like to look at the 10 pm — Midnight time and wondered what could be programmed for teens and young adults. Frank would like to meet with Tom with the Anoka Hennepin School Board. Joy stated she knows Tom's wife and that maybe should could discussions with them. Joy said that OVMS and the YMCA are in discussion again about competitive swim pool. Mike Knight reminded commission about the additional senior housing being added into the city. Joy, Cindy and Erick will meet to discuss future marketing plan and bring to commission for approval and identify a target date for implementation. City Campus Expansion Master Plan The commission summarized all the plan comments for the architects. Erick will follow -up with city engineering regarding the road South of the facility to see if there would be an option to remove that road, allowing for more green space. General Comments Pertaining To All Concepts • Health and safety is our main concern. • We want to ensure fiscal pmdency is maintained during this process. • • Change proposed Ice Arena to Multi Use Sports Facility. • With the proposed Multi- Purpose (Ice), ensure space is large enough to accommodate a dryland space, and locker rooms area to accommodate both the indoor rink(s) and outdoor rink(s). Andover YMCA Community Center Advisory Commission Minutes September 9, 2015 • Parking — revisit the amount of parking spaces proposed for the Andover YMCA Community Center. According to the plans, the facility is proposed to expand by 80 %; however the plan indicates only a 30% parking increase. Could multi -level parking ramps be considered? • A road must be located on the North side of AYCC building to allow for exhibitor and equipment load and unloading area and deliveries. • Overall traffic flow around the Andover YMCA Community Center needs to be revisited. • Could the service road to the South of the Andover YMCA Community Center be eliminated to allow more green space? The splash pad and playground could be re- located to this area. • Are the added parking spaces at the water treatment facility necessary? • Move the splash pad closer to the existing YMCA pool area, to share existing water resources. Consider an option to have the YMCA manage the additional water area on the South side of the facility. • YMCA is concerned that not enough green space has been reserved around the Andover YMCA Community Center facility for their summer sports programs. • YMCA would ideally like to see a green space reserved to accommodate a free standing facility to house a daycare center. Additional dialog is required to determine city fiscal loss and the potential that a YMCA Daycare Center may compete with others within the community. • Sidewalks need to be kept at current widths to allow for pedestrian and bike traffic, prefer some • sidewalks remain as asphalt finish. • The commission questioned whether the pedestrian tunnel is located at the right location. Could it be moved to the East, closer to Andover City Hall and Andover YMCA Community Center? If a tunnel was created, video surveillance and lighting in the tunnel would be a must! • Look at alternative energy options • Concerned how the roundabout would affect the Andover Family Fun Fest parade? Pi Andover YMCA Community Center Advisory Commission Minutes September 9, 2015 Concept A (assuming oo aaaaiono] land Rom doe school boost) • Move public works building to where the performance area/flexible open space area is located. Should the large trucks be using the boulevards? Public works needs a direct in and out access, utilizing industrial type roadways. • Another option to explore would be to move public works completely off this site. Explore opportunities with the Anoka County Highway Department in sharing or partnering resources at their location off Bunker Lake Blvd. • Performance area/flexible open space area — Since the ball field would be eliminated in this plan, could 2 -3 soccer fields be moved from another city park location and be placed in this open space area? New ball field(s) could then be constructed where the soccer fields were once located. A small band shell could be located in this area as well, keeping co- utilization in mind — not in favor of creating stadium type seating as it would limit over all use of this area. • Move outdoor ice rinks closer to the existing ice arena at the ACC so resources can be shared • The right in and right out, turn only off Hanson Blvd. is not ideal. • The proposed gym addition, could it be moved to the South side of the Andover YMCA Community • Center? Concept C (ideas Gam concept B have been incospono si assuming additional land Rom school bceN) • Concerned that vehicle traffic will significantly increase if the campus roadways are connected with the 154a intersection at Oak View Middle School (OVMS). This could become a major short-cut for local residents. This could compromise overall pedestrian safety. OVMS would need to restructure their student drop off protocol and student crossing options, allowing safe access to the school entrance. As it's laid out now, students would need to cross this road to gain entrance into the school. • Explore moving public works North allowing green space to the south, additional ball fields could be located in this space to tie in with Sunshine Park. • Another option would be to move public works completely off this site. Explore opportunities with the Anoka County Highway Department in sharing or partnering resources at their location off Bunker Lake Blvd. • Take overall facility infrastructure footprint of the Andover YMCA Community Center proposed layout from concept A and put into concept C. • The performance area/flexible open space should be discussed with OVMS in deciding what this space or infrastructure should include. Possible shared fields, etc. • Move the outdoor ice rinks slightly to the North, again allowing space for a road to be constructed at the North side of the building for deliveries and vendor load/unload area. • If splash pad were to be moved south, could additional parking be located here? • Ted Butler left the meeting at 8:25 pm Mike Knight left the meeting at 8:30 pm Andover YMCA Community Center Advisory Commission Minutes • September 9, 2015 Erick indicated a meeting will be held in late September or October where the architects will share final plan comments with all the stakeholders. Staff will keep the commission informed to let them know when that meeting date has been set. Commission Input Joy wondered if anyone would be participating in the YMCA golf tournament this year. The next meeting is tentatively scheduled for Monday, October 12'n; staff will need to check if we can meet on Indigenous Peoples' Day (formerly Columbus Day) Meeting adjourned at 9:40 pm Submitted by, Cindy Ramseier • •
