INTRODUCTION
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of the hockey rink as requested by Constance Free Church.
DISCUSSION
The day that has been requested is as follows:
• Wednesday, February 24, 2016 from 6:30 pm- 9 pm at Prairie Knoll Park.
Note: A key deposit will be required for shutting off the light unless they want to be done by 8:30
pm which is when the skating rink attendant closes the warming house for the evening. Since this
is a one -day request, the Commission may want to consider waiving the requirements that are to
be submitted as part of the Guidelines to use the facility.
Also attached is the proposed revised 2015 -2016 hockey rink schedule.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled Use
of Recreational Facilities for use of the hockey rink at Prairie Knoll Park as requested by
Constance Free Church.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first- served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

INTRODUCTION
The Park and Recreation Commission is requested to consider approving the 2 softball
tournament applications for the upcoming 2016 softball/baseball season as requested by the
Andover Athletic Association (AAA).
DISCUSSION
Tournament applications are due by the 4th Friday of December for the following summer. Listed
below are the 2 applications received and the dates that have been requested for a
tournament/multi -day event/jamboree by AAA.

INTRODUCTION
Kim Olson, a paddle board instructor, has expressed interest in having a Paddle Board Class 101
at Round Lake.
DISCUSSION
Kim Olson will be in attendance to discuss her interest in having a paddle board instruction
course at Round Lake tentatively scheduled on Monday, June 201h.
This is not being sanctioned by the City but just a way to see if there is interest by residents in
trying paddle boarding since this meeting is being televised. The Commission had expressed
interest in the past of trying to promote water sport activities (kayaking, canoeing, etc.) at Round
Lake.
Kim will also discuss how she would promote the class. If you are interested in more

® Subject: Update on Natural Resource Management and Emerald Ash Borer

INTRODUCTION
Staff wanted to give an update on current natural resource management activities going on in our
Park and open space properties, including Kelsey Round Lake Park and Martin's Meadows. In
addition, staff will provide an update on Emerald Ash Borer (EAB), which threatens to move into
the City.
DISCUSSION
The City has been fortunate enough to be the recipient of various grants including habitat
improvement, invasive species control and tree planting opportunities. Kelsey Round Lake Park
and Martin's Meadows has benefited from these grants, as the City has been able to work on
eradicating buckthorn and plant a variety of native trees back in.
EAB is a big threat to the City of Andover and the state of MN as a whole. Since being found in
Detroit, Michigan in 2002, it has killed millions of ash trees and has cost different agencies
millions of dollars. Thus, staff is gearing up for its inevitable arrival by updating its EAB
Management Plan/Program, updating applicable ordinances and policies and deciding what
management approaches to take. Our City parks have a significant number of ash trees, so it's
important we plan ahead and determine how best to proceed.
Staff will give a slide show presentation elaborating on the above items.
BUDGET IMPACT
Grants continue to help the City improve its Park system with alternative funding sources. Staff
will continue to seek various opportunities that arise.
EAB will eventually kill our ash trees unless they are treated with appropriate chemicals.
Dead/dying trees will need to be removed and many parks will benefit from being re- planted with
a variety of other native tree species.

The Park and Recreation Commission is requested to review the final draft that has been
prepared by WSB for Kelsey Round Lake Park Master Plan.
DISCUSSION
Attached is the final draft for your review. If you have any revisions that you would like to make,
please let staff know at the meeting. If there are some obvious changes that need to made, please
let staff know before the January 21St Park Commission meeting so changes can be made prior to
the final draft going before the City Council at the scheduled January 26th joint meeting with the
Park and Recreation Commission.
WSB will not be at the Park Commission meeting but will be at the joint meeting to present the
plan. The Park Commission will need to be prepared to answer any questions from the Council
about why certain items were included in the plan and why certain items were excluded.
As a reminder the joint meeting is scheduled for Tuesday, January 26, 2016 at 6 pm.

Park Master Plan Summary:
This Master Plan was prepared for the City of Andover Park and Recreation Commission as an
update to the long range plan for this Community Park. A number of developments have been
proposed as part of this plan based on information provided by City Staff and the Andover Park
and Recreation Commission, as well as information obtained from the public input at
neighborhood meetings and through the web -based feedback tool, mysidewalk.com. The major
developments / re- developments include:
1. Development of a Picnic Shelter with Restroom Facility
2. Development of Smaller Picnic Areas
3. Enhanced Trail system with additional Loop Opportunities
4. Addition of a Dock on Round Lake
5. Development of a Nature Play Circuit
6. Enhanced Wayfinding Signage throughout the park
7. Introduce Interpretive Elements / Signage throughout
8. Add and replace seating options
9. Enhance existing Natural Systems /Habitat
10. Delineate Potential Native American Burial Area
11. Identify Maintenance programs or procedures
All illustrations prepared during this planning process are
provided in the "Graphic Attachments" section of this report.
The total estimated cost to construct these improvements is $1,957,530.00. A detailed
breakdown of the costs associated with each individual development is included in the "Cost
Analysis" (pages 4 -5) section of this report.
Picnic Shelter with Restroom Facility
This development will provide an area within the
park that may be used to host medium group
picnics /gatherings in a sheltered facility. This
improvement will be placed in close proximity to
the existing parking lot at the north entrance of
the park. Major improvement items include:
Covered picnic structure with tables, a vault
restroom system attached to the facility and a
small nature play area located near the structure
This space is intended to be used by casual users,
medium sized groups and /or school groups.
Picnic Areas:
Two other areas have been identified in the Master Plan as additional picnic opportunities. One
is in the center of the site near a natural play element, while the second is at the far south end of
the site near the lake. These areas would be simple in nature — small clearings with 1 -3 picnic
tables for park users to casually use. The picnic area at the south end of the site will be placed in
an upland area with views overlooking Round Lake.
Trails
During the master planning process, additional trails and trail connections were identified as
desired development opportunities. The Master Plan includes the addition of two connections
to the surrounding neighborhoods — one to the northeast side of the park and another to the
west. A third connection to the southeast is suggested, but would require the purchase of
additional park property or an acquired easement.
Existing trails within the park have several dead ends, so trail connections are planned to create
walking loops and gain access to a larger portion of the park. A trail along the upland ridge in the
south end of the park is proposed to create a closer connection to Round Lake.
Proposed trails are suggested to be primarily 8' wide bituminous where soil conditions are dry
and stable enough to support them. In other seasonally wet or wetland areas, a boardwalk
system is planned to make the trail connections.
Existing bituminous and boardwalk trails have some irregularities in the form of wear cracks and
loose or uneven boards. Repairs should be made to ensure adequate accessibility to all areas
throughout the park.
Dock on Round Lake
A physical connection to the lake was identified during the
master planning process as a missing element within
Kelsey Round Lake Park. While the site is situated directly
on the lake, the majority of the lake edge is thick, wetland
vegetation making it hard to see or experience the larger
body of water. The upland ridge towards the south end
of the site comes closest the open water, making it an
ideal location for a dock structure reaching out to the
open water. The dock structure is intended primarily for
viewing the lake and wildlife and fishing activities. The
structure is not intended to be a launch point for canoes
or kayaks.
Nature Play Circuit:
Currently, the park does not include any built play areas for children. While there is a desire to
keep the park natural and free of typical play structures, there is also a need for exploration and
play areas throughout the park. Five areas have been identified for play features within the
park. These play areas should encourage nature based activities such as climbing, balancing,
jumping or swinging. Each of these features should be unique and mimic something found in
nature. These areas can be as simple as cut logs or stumps to climb, or as complex as a
simulated eagles nest

Wayfinding Signage:
Mapping and signage will be expanded throughout the park to enhance the user experience.
New signage should fit into the natural setting of the park using neutral color schemes and
natural materials. Maps and signage should be clear and concise and match the standards found
in the signage throughout the Andover parks system.
Additional signage should be placed as appropriate throughout the neighborhoods near the park
entrances to draw users to the park, as well as draw attention to the increased pedestrian
activity on the local streets near the park.
Interpretive Elements / Signage:
A number of features throughout the park can provide a unique and interesting educational
opportunity. Signage or demonstration areas throughout the park can highlight the following
features:
• Prairie Restoration
• Invasive plant/ reforestation
• Wetlands — Natural vs. Constructed
• Birds / Wildlife / Habitat/ Pollinators
• Round Lake
• Potential Native American burial area
• Historical clay mining / brick production
Signage and exhibits should be clear and concise and match the standards found in the signage
throughout the Andover parks system. These elements should fit into the natural setting of the
park using neutral color schemes and natural materials.
Benches:
Currently benches throughout the park are located sporadically and are in disrepair. Eight areas
along the trails have been identified to receive new benches for park users to rest and enjoy this
nature park.
Natural Systems /Habitat:
Maintaining, preserving and enhancing existing natural systems and animal habitat were
determined as important missions for Kelsey Round Lake Park. Any development that takes place
within the park shall respect the current natural conditions and minimize disturbance within the
park. Existing riparian and prairie areas should be cleared of invasive plant species to maintain
their integrity and provide adequate habitat for the birds and animals which live within them.
Additional habitat opportunities such as bird and bat houses are encouraged to be added and
replaced throughout the park property.
Potential Native American Burial Area:
The area along the lake edge to the east has been previously identified as a potential Native
American Burial area. Due to the unknown limits or archeological verification of the mounds, this
area was avoided for future uses or development. An archeological exploration and study is
suggested to determine the limits and significance of this potential park feature.

Maintenance:
Proposed developments will bring a need for additional maintenance operations as they are
implemented. The following maintenance procedures are expected:
1. Picnic Shelter with Restroom Facility: Periodic cleaning and garbage pickup. Vault toilets
will need to be serviced with regular pumping (depending on level of use) as well as
periodic disinfectant / interior washing.
2. Smaller Picnic Areas: Small clearings will need regular mowing, garbage pickup and
monitored for vandalism damage.
3. Trail system: Trail system will require increased sweeping and snow removal operations.
Bituminous trails will require periodic crack sealing or sealcoating. Boardwalk trails
will require regular inspection and replacement for cracked, checked or loose boards.
4. Dock: Dock will need to betaken in and out of the lake annually for winter. Dock will
require regular inspection and replacement for cracked, checked or loose boards.
5. Nature play elements: Actual maintenance will be determined by final design and
construction type of each piece. Play features are intended to be natural in composition,
so they shouldn't need extensive maintenance procedures. Play features may need to
be changed or adjusted due to rotor decay of wood elements or surfaces. Woodchip
surfaces will need periodic replenishment and features will need to be monitored for
vandalism damage.
6. Signage and interpretive features: Elements will need to be monitored for vandalism
damage and periodically cleaned of dirt and debris.
7. Benches: Small clearings will need regular mowing, garbage pickup and monitored for
vandalism damage.
8. Enhance existing Natural Systems /Habitat
Cost Analysis:
The following tables provide a breakdown of the costs associated with each development, as well
as the level of priority as to which they should be addressed moving forward in development.
This cost estimate defines the estimated costs associated with each component of the master
plan. It is based on a combination of site - specific development requirements and projects of
similar size and complexity. These estimated costs are also based on having the work
completed by private contractors and specialists. It does not take into consideration work that
could be performed by City staff, volunteer groups, or by other means.
The cost figures are based on master plan level evaluation, which brings with it inherent
limitations. The costs are meant to establish general budgets useful for project phasing and
comparing the relative cost of one item to that of another. It should be expected that the
estimates will require refinement as the design progresses into more detail along with a higher
level of base mapping and geotechnical information. The costs are in 2016 dollars. Although
intended to be conservative, actual costs will vary depending on the year that each aspect of the
master plan is implemented, implementation parameters, economic conditions affecting bidding,
and unexpected site conditions found in the field during construction.

is the time to bring them up. The Council agenda item will be finalized by staff on January22,
2016.

SUBJECT: 11. Considering Recommending Timber Trails Park Plan /16 -12

INTRODUCTION
The Park and Recreation Commission is requested to recommend approval of the proposed plan
for Timber Trails Park, Project 16 -12.
DISCUSSION
A copy of the proposed plan is in side pocket of the packet. As far as the construction of any
paving, at a minimum the driveway at the west end is recommended by staff to be paved along
with the proposed trail on the east side of the park. Staff will obtain quotes for each of the items
(curbing of the parking lot and entrance, paving of the trail, entrance and parking area). If there is
not enough funding to pave and /or curb the parking lot, the City Council will have to consider
waiving the requirement until such time the City can fund the paving and curbing of the parking
lot. The site grading of the park will be done by Parks Maintenance Department.
This plan also identifies the location of where the new well will be constructed (just north of the
playground area). The outfield fence will be 10 feet high and the sideline fencing will be 8 feet
high. The fence behind home plate will be a standard backstop fence.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend to the City Council approval of
the proposed plan for Timber Trails Park, Project 16 -12.

activity for the 4"' quarter.

A caller reported that he felt that the people using the park turned the lights on without permission. A
deputy responded to the park and spoke with the group that was playing flag football and they stated
they had rented the park from the city. Nothing suspicious.

An anonymous caller reported vehicles illegally parked on the grass at the location. A community
service officer responded and issued three citations.
10.03 22:21 Kelsey Round Lake 15213716
On routine patrol a deputy located a vehicle in the lot and stopped to identify the occupants. One
occupant had a warrant and meth was located in the vehicle. A male was arrested.
10.04 15:27 Purple 15214174
Residents waived a deputy down to report a bike that was left at the park. The bike was taken to the
ACSO evidence room by the deputy.
10.07 16:14 Lund's North 15216594
A caller reported several juveniles being loud and disturbing at the park. The deputy arrived and
could not locate any juveniles.
10.09 18:40 Lund's North 15218420
An anonymous caller reported juveniles at the park and she stated she believed they were
transferring alcohol from one vehicle to another. When the deputy arrived he was advised by the
caller that the vehicle left and went to a nearby address. The deputy went to the address and talked
to those involved. The driver advised he met a friend at the park and they were transferring camping
gear from one car to another. Nothing appeared suspicious.

A caller reported someone lighting off fireworks in the park. The deputy arrived and located a truck
with three occupants in it. The occupants originally denied lighting off he fireworks but eventually
admit it was them. The suspects were juveniles and they were given a verbal warning and told to
leave. They complied.
10.11 08:46 Shadowbrook East 15219804
On routine patrol a CSO observed vandalism to the fabric backing of the outfield fence. He advised
the city.
10.13 07:24 Round Lake Boat Landing 15218938
An anonymous caller complained of duck hunters at the landing. The deputy arrived and located two
men and advised them they could not hunt on the lake. The deputy contacted the city and advised
them to make the "no hunting" signs more visible.
10.14 22:15 Pine Hills 15221830
On routine patrol a deputy observed an occupied vehicle in the parking lot. He stopped and made
contact with the occupants who stated they were trying to decide what to do and waiting for a call
from a woman named "Katie ". While the deputy was speaking to the driver he received a call from
"Katie ". They were advised to leave; they complied.
10.15 15:34 Sunshine 15223298
A passerby reported juveniles fighting at the skate park. The deputy arrived and everything appeared
normal. When speaking with the kids at the park they stated there had not been a fight.

A caller reported three kids playing with fire in the outhouse. A deputy arrived, along with Andover
Fire, and there was not a fire. The deputy checked the area and could not locate any juveniles.
10.20 20:01 Prairie Knoll 15227511
A caller reported 50 vehicles parked illegally at the park. Deputies arrived and found four cars parked
illegally. Two of the owner's came to move their car when the deputy arrived and before the deputy
had an opportunity to issue the other two citations he was dispatched to a priority call in the city and
had to leave.

An anonymous caller reported multiple vehicles parked on the grass at the location. A deputy arrived
and issued 4 citations.
10.24 17:49 Pine Hills 15230732
A caller reported a vehicle doing "donuts" in the parking lot. The deputy ran the license plate
provided by the caller and contacted the registered owner and asked him to return to the park. The
owner returned and admitted to doing the "donuts" and he was issued a citation for unreasonable
acceleration.

A caller reported teens swearing and littering at the skate park. The deputy arrived and spoke with a
group of teens and children. The deputy explained that a family walking by was offended by their
language. The group agreed to tone -it -down. The deputy observed minimal litter on the ground and
advised the group to pick it up. They complied.

An anonymous caller reported a fight at the park involving two parents. The deputies arrived and the
parents were gone. Witnesses stated that the two parents were ejected from the game and left the
field.
10.29 14:15 Sunshine 15234247
On routine patrol a CSO observed an illegally dumped fridge in the parking lot. The CSO contacted
public works and then went to the recycling center to see if anyone was on the cameras attempting
to bring in a fridge that day.

A caller reported police tape attached to a slide at the park. The deputy contacted Andover Public
Works; it was determined it was a Halloween prank.

A caller reported a young male walking with an adult male on a trail in the park and the caller felt the
young male looked afraid. The deputy located the two in the park and it was a father and step -son
out for a walk with their dog. Nothing suspicious.

Suspicious activity. Caller reported a suspicious vehicle. The deputy arrived and it was parked legally
and unoccupied. The deputy tried to contact the registered owner but their phone was disconnected.

Vandalism report. On routine patrol a deputy was flagged down at the park by a resident who
observed some vandalism.

breaking the skin.

A deputy responded to an occupied suspicious vehicle in the park. He identified the occupants and
found out the driver did not have a driver's license. The vehicle did not belong to the driver so the
registered owner was contacted. The RO did not give permission to the driver to take the vehicle and
she responded to the location to pick up her vehicle. The driver was issued a citation.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism - Item is on the
agenda.
• Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground
equipment be carried over into 2016 along with the installation of the irrigation system. The backstop
and sideline fencing will also be done in 2016. The existing monument sign will be relocated further
back outside the right of way so a sidewalk can be constructed. The water service and irrigation
system will also be done in 2016. Staff has met with the neighborhood representatives to discuss
playground equipment options and we are waiting to hear back from them.
• Pine Hills South Park — In 2016, the Parks Maintenance Department will be replacing the sand that
is currently in the fall zone areas with wood chips. Also additional concrete borders will be installed.
The Parks Maintenance Department will also do an audit to see if any of the parts on the playground
equipment need to be replaced. A cable will be installed this spring at the opening to keep vehicles
from driving out into the field.
• Forest Meadows Park — The City Council has approved the 2015 funding for installing a new
playground structure. Staff recently met with the neighborhood representatives to discuss playground
equipment options and we are waiting to hear back from them.
• Timber Trails Park — Item is on the agenda to recommend approval of the plan to the City Council.
• Kelsey Round Lake Park Master Plan — Item is on the agenda to review the draft Master Plan.
There will be a joint meeting scheduled with the City Council for January 26th so the Park
Commission can make a presentation on the final draft of the Master Plan.
• City Campus Expansion Master Plan — HCM and City staff will be providing the City Council an
update after the joint meeting that same night. Commissioners are mote than welcome to stay and
listen about the options to address pedestrian movements near the school and vehicle access to the
City Campus site. The other item that that needs to be addressed by HCM is the cost to relocate
Public Works building further west and compare the cost to remodel the existing building and to
accommodate additional building space.
• Update on Parks Department Website —Nothing new to report at this time. This is still currently
being worked on.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Prairie Knoll Park Turf Improvements — Just as a reminder, the west field will shut down for the
2016 season. The field has been already reshaped and reseeded since the weather was pretty decent in
early November. The east field has also been worked on. Staff has notified the soccer, lacrosse and
football associations about the east field being shut down for a while in the spring and possibly into
summer.
• Update of Park Signage Alone County Roads /City Streets — The County has indicated that it is
possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for
neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan
has been drafted, staff will meet the Anoka County Highway Department for their review and
approval. If the sign locations are approved they would be installed sometime in the spring or summer
of 2016.
• Update of Pedestrian Trails — The 2016 -2020 Capital Improvement Plan for trails has now been
approved by the City Council. There are some new proposed projects that are being identified. Listed
below are some of the pedestrians and bike trail segments that have been identified by the City
Council over the next five years:
2016: 8 foot Bituminous trail along Crosstown Blvd (west side) from Coon Creek
Bridge to South Coon Creek Drive.
➢ 2016: 5 foot Concrete sidewalk along Bunker Lake Blvd (south side) from Yukon Street
NW to Hidden Creek North Park.
➢ 2017: 8 foot Bituminous trail along Andover Blvd (south side) from Bluebird Street
NW to Vale Street NW.
➢ 2018: 8 foot Bituminous Trail and boardwalk along Crosstown Blvd (east side) from
Bunker Lake Blvd to 140`h Avenue NW.
➢ 2019: 8 foot Bituminous trail along Crosstown Blvd from 159th Ave to Prairie Road.
➢ 2019. 10 foot Bituminous trail from Kensington Estates 7th Addition to Andover Station
North.
• Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is on schedule for this year with tree removal starting in
March. Otherwise most of the construction will be done by the end of fall of this year. As part of this
project trail segments along the north side of Bunker Lake Boulevard will either be left in place or
portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity
Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A
new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions
Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway
Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not
be constructed over the railroad tracks due to the cost of the bridge.
• Update of Scheduline Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if they would like to have a meeting in the spring of 2016.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is
