However, the Council may establish boards or commissions as set forth in this title to investigate subjects or to perform quasi-judicial functions. Additional administrative boards or commissions shall be established as required by law or for the administration of a municipal function jointly shared with another political subdivision. (Ord. 202,2-18-1997) CHAPTER PLANNING AND ZONING COMMISSION SECTION 2 -2 -1: Commission Established; Powers And Duties 2 -2 -2: Composition; Appointments And Removals; Vacancies; Term Of Office 2 -2-3: Absences 2 -2-4: Officers 2 -2 -5: Meetings 2 -2 -6: Voting 2 -2 -7: Powers And Duties 2 -2 -1: COMMISSION ESTABLISHED; POWERS AND DUTIES: The Planning and Zoning Commission is established pursuant to the Minnesota Municipal Planning Act' and has the powers and duties assigned to it by that act, by this chapter and state law. (Ord. 202, 2 -18 -1997) 2 -2 -2: COMPOSITION; APPOINTMENTS AND REMOVALS; VACANCIES; TERM OF OFFICE: The Planning and Zoning Commission shall consist of seven (7) members from the city. The members shall be appointed at large and may be removed by a majority vote of the City Council. Members of the commission are appointed by the Council for staggered terms of three (3) years, expiring January 1 of each year. Original and successive appointees shall hold their offices until their successors are appointed and qualified. Vacancies during a term shall be filled by the City Council for the unexpired portion of the term. All members shall serve with compensation as established by City Council resolution. The City Attorney and Engineering, Community Development, Planning and Zoning Department and Building Department staff shall attend meetings of the Planning and Zoning Commission in an advisory capacity at the request of the chairperson. (Ord. 202, 2 -18 -1997; amd. 2003 Code) MSA § 362,351 et seq. 2 -2 -3: ABSENCES: Three (3) consecutive Planning and Zoning Commission meeting absences of a member sha II constitute an automatic resignation from office. A leave of absence for medical reasons in excess of two (2) consecutive meetings may be granted at the discretion of the chairperson for up to three (3) months, inclusive of consecutive time away from duties, at which time the leave shall be reviewed and the member may be discharged. (Ord. 202, 2 -18 -1997) 2 -2-4: OFFICERS: The Chairperson and Vice Chairperson of the Planning and Zoning Commission are appointed by the Commission from among the members of the Commission, subject to approval by the City Council, for a two (2) year term. No member of the Commission may vote on any question in which the member is directly or indirectly interested. (Ord. 202, 2 -18 -1997) CHAPTER PARK AND RECREATION COMMISSION SECTION: 23 -1: Commission Created; Composition 2 -3 -2: Appointment And Term Of Office 2 -3 -3: Removal From Office; Vacancies 2 -3-4: Absences 2 -3 -5: Officers 2 -3 -6: Meetings 2 -3 -7: Duties 2 -3 -8: Compensation 23 -1: COMMISSION CREATED; COMPOSITION: There is hereby created a Park and Recreation Commission which shall consist of seven (7) members who are residents of the city. (Amended Ord. 229, 9 -2 -1997) 2 -3 -2: APPOINTMENT AND TERM OF OFFICE: The members shall be appointed by the City Council by a majority vote and shall be appointed for three (3) year staggered terms. After spending the last three years on this Committee, I feel that I have developed many skills that help me provide necessary information to the City Council. I would very much like to continue honing these skills, and continue to improve in this role. Throughout my life, I have made efforts to work towards the betterment of the community in which I five. In addition to my "normal" 9 -5 job working for Target, I have always found organizations where I could contribute my time and efforts. It could be as simple as working in a soup kitchen in Saint Paul, serving as President of the Andover High School Band Boosters, or sitting on the Board of Directors for a non-profit school and daycare in Fridley. When I started on the Planning & Zoning Committee three years ago, I had little to no experience in Planning & Zoning for a city. I did have skills from my professional career. I worked professionally managing both local and international projects for a Computer Engineering group. I have to understand the "rules and regulations" surrounding each project, gather information from others, write reports, advise management, and other types of due diligence for each project. Now, I have seen how these professional skills are relative to the Plamting & Zoning Committee, and I've spent the last three years learning how to be an effective Commissioner. Therefore, I am confident that I can continue to use these skills, and continue to develop and enhance them. I am hoping for the opportunity to continue serving my community. First, we continue to have challenges meeting the recreational demands of our local youth associations, which I think is imperative to having a thriving city that residents continue to want to move into. Addressing those demands is priority for me. Second, we have a few projects that are not quite "finished" most notably Pine Hills North, which is already an asset to the city but once completed will be one of those parks that provides an abundance of recreational opportunities to residents and gives visitors to Andover the positive feelings about our city that we hope to engender from our parks. Third, I want to continue the process of trying to get more uses from our existing parks. Andover has a history of building smaller parks with one main amenity (such as a ball field). While that might not fit today's needs ideally, I look forward to looking at all of H:0.c ..b\0WADVISAPP(1).d our parks and considering what we might be able to do to enable further use of the park whether for organized sports or informal recreation by the community. Rose Park is a recent example where we made, I feel, excellent improvements to an existing park, doubling the use for organized sports while providing an improved casual recreational area (green space) for the neighborhood. Describe your education/experience, which qualifies you to serve on this commission: I have tried to use my skills developed as a finance manager and administrator at the University of Minnesota to assist the park commission in planning, budgeting, and adjusting to unforeseen circumstances (such as the recession of 2008 -10). One of the most important things I've taken from my career is that while budgeting is critical, a budget is just a plan and plans can change due to unforeseen events. I feel that during my time on the commission we have tried to balance "sticking to the plan" with unforeseen opportunities (Pine Hills North) and emerging resident and neighborhood desires (Sophie's Park for example). Describe your professional, civic or community activities, which may be relevant to this commission: I have served 9 years on the Andover Park & Recreation Commission, 8 years on the Community Center Advisory Commission, and previously on the Anoka- Hennepin Community Education Advisory Board and YMCA community board. I currently serve as the Director of the Andover Athletic Association K -5 Track & Field program and am a board member of Andover Athletic Association. I also serve on the Adventures Plus Parent Advisory Board for Crooked Lake Elementary. My experience goes beyond serving on boards, however. I have coached baseball and T -ball with Andover Baseball Association H U �Dac. As a lifelong leamer I continue to expand my understanding of the balance of nature and the native ecological community specific to Minnesota. Minnesota Ecology Experience: Growing up on a dairy farm in Wisconsin I learned the value of community connections and the importance of being a stewardof the land. Our farm experienced problems with high nitrates levels in the water and worked to resolve those issues. This experience contributed to my interest in the important balance of animals and humans and preserving a healthy water source for both.
