2 -1 -1: COUNCIL AUTHORITY: The Council performs the duties and
exercises the powers of administrative boards or commissions. However, the
Council may establish boards or commissions as set forth in this title to
investigate subjects or to perform quasi-judicial functions. Additional
administrative boards or commissions shall be established as required by law or
for the administration of a municipal function jointly shared with another political

2 -2 -1: COMMISSION ESTABLISHED; POWERS AND DUTIES: The
Planning and Zoning Commission is established pursuant to the Minnesota
Municipal Planning Act' and has the powers and duties assigned to it by that
act, by this chapter and state law. (Ord. 202, 2 -18 -1997)
2 -2 -2: COMPOSITION; APPOINTMENTS AND REMOVALS;
VACANCIES; TERM OF OFFICE: The Planning and Zoning Commission
shall consist of seven (7) members from the city. The members shall be
appointed at large and may be removed by a majority vote of the City
Council. Members of the commission are appointed by the Council for
staggered terms of three (3) years, expiring January 1 of each year. Original
and successive appointees shall hold their offices until their successors are
appointed and qualified. Vacancies during a term shall be filled by the City
Council for the unexpired portion of the term. All members shall serve with
compensation as established by City Council resolution. The City Attorney
and Engineering, Community Development, Planning and Zoning Department
and Building Department staff shall attend meetings of the Planning and
Zoning Commission in an advisory capacity at the request of the chairperson.

MSA § 362,351 et seq.
2 -2 -3: ABSENCES: Three (3) consecutive Planning and Zoning
Commission meeting absences of a member sha II constitute an automatic
resignation from office. A leave of absence for medical reasons in excess of two
(2) consecutive meetings may be granted at the discretion of the chairperson for
up to three (3) months, inclusive of consecutive time away from duties, at which
time the leave shall be reviewed and the member may be discharged. (Ord. 202,
2 -18 -1997)
2 -2-4: OFFICERS: The Chairperson and Vice Chairperson of the Planning
and Zoning Commission are appointed by the Commission from among the
members of the Commission, subject to approval by the City Council, for a two
(2) year term. (Ord. 202, 2-18-1997)
2 -2 -5: MEETINGS: The Commission shall hold at least two (2) regular
meetings on the second and fourth Tuesdays of each month and shall hold as
many additional meetings per month as the City Council or Commission shall
deem necessary. (Ord. 202, 2 -18 -1997)
2 -2 -6: VOTING: All members of the Commission may vote on all
questions before the Commission. No member of the Commission may vote on
any question in which the member is directly or indirectly interested. (Ord. 202, 2-
18 -1997)

created a Park and Recreation Commission which shall consist of seven (7)

2 -3 -2: APPOINTMENT AND TERM OF OFFICE: The members shall be
appointed by the City Council by a majority vote and shall be appointed for three

2 -3 -6: MEETINGS: The Park and Recreation Commission shall hold
regular meetings on the first and third Thursdays of each month. The
Commission may hold as many additional meetings per month as the City
Council or Park and Recreation Commission may deem necessary. The
Commission shall adopt rules for the transaction of business and shall keep a
record of its resolutions and transactions. (Amended Ord. 229, 9 -2 -1997)
2 -3 -7: DUTIES:
A. The Commission shall research and advise the City Council concerning parks
and recreation programs.
B. Fees and deposits shall be reviewed by the Commission on an
annual basis and a recommendation made to the City Council.

23-6: COMPENSATION: All commissioners shall serve with such

Dear Ms. Hanson
I am writing to express my interest in working with the Zoning & Planning Committee for the City
of Andover. After spending the last three years on this Committee, I feel that I have developed
many skills that help me provide necessary information to the City Council. I would very much like
to continue honing these skills, and continue to improve in this role.
Throughout my life, I have made efforts to work towards the betterment of the community in which
I five. In addition to my "normal" 9 -5 job working for Target, I have always found organizations
where I could contribute my time and efforts. It could be as simple as working in a soup kitchen in
Saint Paul, serving as President of the Andover High School Band Boosters, or sitting on the Board
of Directors for a non-profit school and daycare in Fridley.
When I started on the Planning & Zoning Committee three years ago, I had little to no experience in
Planning & Zoning for a city. I did have skills from my professional career. I worked professionally
managing both local and international projects for a Computer Engineering group. I have to
understand the "rules and regulations" surrounding each project, gather information from others,
write reports, advise management, and other types of due diligence for each project.
Now, I have seen how these professional skills are relative to the Plamting & Zoning Committee, and
I've spent the last three years learning how to be an effective Commissioner.
Therefore, I am confident that I can continue to use these skills, and continue to develop and
enhance them. I am hoping for the opportunity to continue serving my community.
I have included a very brief resume detailing some of the community service work I have done. I can
certainly provide more detail or references if needed.
I look forward to pursuing furthering my knowledge of Planning & Zoning for the City of Andover

Having served on the park commission for the past 9 years, I look forward to continuing to
.serve in this role fora variety of reasons. First, we continue to have challenges meeting the
recreational demands of our local youth associations, which I think is imperative to having
a thriving city that residents continue to want to move into. Addressing those demands is
priority for me. Second, we have a few projects that are not quite "finished" most notably
Pine Hills North, which is already an asset to the city but once completed will be one of
those parks that provides an abundance of recreational opportunities to residents and gives
visitors to Andover the positive feelings about our city that we hope to engender from our
parks. Third, I want to continue the process of trying to get more uses from our existing
parks. Andover has a history of building smaller parks with one main amenity (such as a
ball field). While that might not fit today's needs ideally, I look forward to looking at all of

our parks and considering what we might be able to do to enable further use of the park
whether for organized sports or informal recreation by the community. Rose Park is a
recent example where we made, I feel, excellent improvements to an existing park, doubling
the use for organized sports while providing an improved casual recreational area (green
space) for the neighborhood.
Describe your education/experience, which qualifies you to serve on this commission: I have
tried to use my skills developed as a finance manager and administrator at the University
of Minnesota to assist the park commission in planning, budgeting, and adjusting to
unforeseen circumstances (such as the recession of 2008 -10). One of the most important
things I've taken from my career is that while budgeting is critical, a budget is just a plan
and plans can change due to unforeseen events. I feel that during my time on the
commission we have tried to balance "sticking to the plan" with unforeseen opportunities
(Pine Hills North) and emerging resident and neighborhood desires (Sophie's Park for
example).
Describe your professional, civic or community activities, which may be relevant to this
commission:
I have served 9 years on the Andover Park & Recreation Commission, 8 years on the
Community Center Advisory Commission, and previously on the Anoka- Hennepin
Community Education Advisory Board and YMCA community board. I currently serve
as the Director of the Andover Athletic Association K -5 Track & Field program and am a
board member of Andover Athletic Association. I also serve on the Adventures Plus Parent
Advisory Board for Crooked Lake Elementary. My experience goes beyond serving on
boards, however. I have coached baseball and T -ball with Andover Baseball Association

and Anoka- Hennepin Community Education for the past 6 years and previously coached
with Andover Football Association for 3 years as well. I continue to umpire youth and high
school baseball games on a limited basis, which further gets me into our parks and those of

for the Open Spaces concept. Andover has an impressive record for encouraging and promoting
the efforts of individual property owners to preserve the natural features of their land. I would be

design would easily transfer value to the commission and its goals. I am a long time resident of
Andover and enjoy the parks and spaces created by my city. ,

• Minnesota Ecology Education
I recently completed the Ecology & Conservation Biology of Minnesota class at
Metro State University. The class instilled a passion for understanding the physical nature
of our world, specifically the important balance of ecosystems. The Open Spaces Advisory
Commission would benefit from my education in data collection and analysis of field
studies. As a lifelong leamer I continue to expand my understanding of the balance of
nature and the native ecological community specific to Minnesota.
Minnesota Ecology Experience:
Growing up on a dairy farm in Wisconsin I learned the value of community
connections and the importance of being a stewardof the land. Our farm experienced
problems with high nitrates levels in the water and worked to resolve those issues. This
experience contributed to my interest in the important balance of animals and humans and
preserving a healthy water source for both. Much of what I have learned I practice in my
gardens that not only add value to my property and community but also support the many
ecosystems that rely on the native plants.
Project Management Experience:
As a project manager I have extensive experience researching and leading projects
while inspiring others to participate toward shared goals. My solid track record for
developing exceptionally trusting relationships within diverse and multicultural settings
would be an asset to the Commission.
My experience of effectively maintaining the framework of multiple US and EU
government regulations and standards while creating new product labeling is extensive.
These skills represent my ability to work within government regulations while problem
solving unexpected issues to keep projects on track. Sometimes while tasked with tight
deadlines and limited resources, I have the ability to be creative and meet goals for any type

• JDRF Walk to Cure Diabetes Team Leader: Organized a team of volunteers to walk at the Mall
of America for the JDRF Walk in order to raise money for the cause.
• Clothesline Project volunteer: Contributing as an artist for a traveling clothesline exhibit of
shirts which represent Minnesota domestic violence victims and their families. This compelling
visual helps to bring awareness to the issue.
• Medtronic MiniMed Ambassador: Acting as an ambassador for Medtronic, helping to bringing
patients and products together such as new technology in insulin pumps through social media and
one on one meetings. Helping the community benefit from products that improve the quality of
life.
• Boy Scouts and Venture Crew committee member: Participated as a parent volunteer for Anoka

I'm writing to you today to express my interest in joining the Andover Open Space
Advisory Commission. As an avid outdoors person and resident of Andover, I am
excited to apply for the open position. My husband and I moved to Andover in 2009 and
one of the primary reasons that we selected this area to live and raise our children was the
access to parks and open spaces. I am a strong believer in civic engagement and
passionate about making smart plans for our natural spaces; being outdoors and getting
others to recreate and appreciate the outdoors is a role that comes easily to me.
Currently, I am the Biomass and Renewable Energy Coordinator for the State of
Minnesota with the Department of Natural Resources. Specifically, I work in the
Division of Forestry where I've had significant experience thinking critically about how
to best use our natural resources and devise strategic plans to accomplish agreed upon
goals. I have a Bachelor's degree in Environmental Biology and a Master's degree in
Natural Resource Science Management. I am also a mother of two and enjoy running,
hiking, skijoring, biking and canoeing. I am organized, self - motivated and a strong
communicator. For these reasons, I hope you will give serious consideration to my
application for the Open Space Advisory Commission.

renewable energy programs and policies within both the Division of
Forestry and for the entire department. Specific job responsibilities

bioeconomy projects, 2) outreach and education to communities,

• Represent the State of Minnesota in criminal proceedings.
• Prosecute complex financial and violent crimes; including approximately forty jury trials.
