INTRODUCTION
The Park and Recreation Commission is requested to review the survey results and hold a
public information meeting with the neighborhood regarding possible improvements to
Forest Meadows Park.
DISCUSSION
Attached is a copy of the letter that was sent to the owner /occupant and location map of
the area where the park is located. Also attached are the results of the neighborhood
survey that was sent out a couple months ago.
ACTION REQUESTED
The Park and Recreation Commission is requested to review the survey results and hold
the public information meeting with the neighborhood regarding possible improvements
to Forest Meadows Park.

Re: Forest Meadows Park/Public Information Meeting and Resident Survey
Dear Resident:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, December 17, 2015 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
redevelopment or improvements to Forest Meadows Park. The existing
playground was removed by the City a few years ago as the playground
equipment was outdated and did not meet handicapped requirements and to
date has not been replaced. The City did receive a petition this past summer
from the neighborhood expressing interest in having new playground installed.
The funding for a new playground has been approved for 2016. Park location
map is on the back side of this letter.
For the Park Commission to consider what improvements (including equipment
replacement) could be made to the park, the City would like to receive input
from the neighborhood. The way you can participate in this is by completing the
on -line survey that is available on the City of Andover's Website at
http: / /Www.andovermn.gov /and click on City Services. Once you get to this part
of the website, click on Andover Park Survey's. Then click on Forest Meadows
Park Neighborhood Park Survey. For the Park Commission to consider your
comments, the survey must be completed by 4:30 p.m. on Friday, November
27, 2015.

NEIGHBORHOOD PARK SURVEY
The Andover Park and Recreation Commission is considering new park improvements be provided at Forest
Meadows Park in 2016. In order to determine the best playground plan and/or other improvements to the park, your
help is needed. Please take a few minutes to complete the following survey.
Park improvement plans being considered by the Park Commission will be discussed at their meeting on
Thursday, December 17, 2015 at 7 P.M. or shortly thereafter for resident input at Andover City Hall.

(Survey A) — This isolated park seems to attract random vehicles that park there to meet up with other
vehicles, perhaps engaging in illegal activities. We would welcome a park with more positive activity.
(Survey 13) -- Not many kids in neighborhood. Don't want skank drug addicts hanging out there either. Plant
more tree's. Make it more animal friendly. It would be nicer if we had sidewalks so we could bike to Hanson
without getting hit by a car.
(Survey C) — We have changed our mind about having a playground installed. The previous playground,
when there were more children, was not used by the neighborhood and was then vandalized. There are a few
children in the neighborhood and the person who started the petition now has their home for sale. We feel the
money could be put to better use to benefit all of Andover. WE feel the money spent to install a playground is
not a wise use of tax payer's money.
Independent Copy (missed the survey due date) -- We were out of town and missed the deadline to submit our
survey regarding Forest Meadows Park. We are very excited to hear the park will be improved with up to
date equipment for our family to enjoy. We have lived in the neighborhood since 1987, and our family grew
up using the park. It has been greatly missed! The only traffic there now is folks shoveling up wood chips
that have been dumped there, or teens using it for no good activities. We were once told that there was a
$50,000 improvement on its way shortly after the old equipment was removed, but nothing. We have seen
our neighborhood buzzing with children and their parents, with nowhere to play. Road 58 is not very safe for
walkers or bikers, due to no shoulders and hills. Please consider a significant improvement for us to enjoy.
If necessary would you be willing to serve on a Neighborhood Park Committee to develop a playground plan
and/or other improvements, evaluate proposals received and make a recommendation to the Park and
Recreation Commission? This may involve approximately 2 or 3 evening meetings.

INTRODUCTION
The Park and Recreation Commission is requested to review the estimated costs that have been
determined by WSB that will be included as part of the Kelsey Round Lake Park Master Plan.
DISCUSSION
Attached is a table with the probable development costs for all the improvements that have been
recommended by the Park and Recreation Commission. Items that need to be discussed with the
Commission are as follows:
• Item 2.02 (small picnic shelter with tables): This shelter is the one located in the middle
of the park on the north side prairie restoration area. Staff is requesting the Commission
to reconfirm that this is to be included on the Master Plan.
• The last item to discuss with the Park Commission is the prioritization of components in
the far right column of the table to determine which items is high, medium or low
priority.
WSB will not be at the meeting but if the Commission has any questions, now is the time to
address them so City staff can follow up with WSB. The final draft of the Master Plan and table
with estimated costs along with the priority of each component will be presented at the January 7,
2016 Park and Recreation Commission meeting to make any final changes before it is presented
to the City Council.
The next step after the January 7ch meeting is for the Park and Recreation Commission to present
the Master Plan to the City Council for final approval. The joint meeting is tentatively scheduled
for Tuesday, January 26, 2016 at 6 pm.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the estimated costs and provide staff
the priority for each component so that this can be included as part of the draft Kelsey Round
Lake Park Master Plan.

5. Public Comments:
a. Dislike the idea of introducing a structure and restroom at the park. Feel like it will increase
opportunity for vandalism and create a place for undesired activities.
b. Trails are too extensive. May impact natural habitats within park.
c. Native American Burial ground area may be lost opportunity. Archeological study would be a
good idea to know what is actually on the site and the limits of those artifacts.
d. Park works well as it is. Why change anything?
e. Like the proposed trail loops, but also want to minimize development.
f. Overall, the increased connections to the community are good. How will connection on east side
happen through homeowner's yard? (Commission did a good job of explaining the scenario if the
parcel is ever up for sale, the city could act on this part of the plan).
g. Proposed dock is in an area which is considered pristine and has contained a loon nest and an
Eagle's nest. Would new trail / dock disrupt this habitat and bring too much foot traffic to the
area?
h. Bench seating is preferred over "picnic areas" throughout the park
i. Existing trail maintenance /replacement is a higher priority than new trails.
j. Proposed trails should be farther from bordering properties than what is shown on the plan.
k. North End of the park should have increased police patrol / presence to reduce inappropriate
uses. Lighting should be enhanced.
I. Existing boardwalk is unsafe and needs repair. Would prefer fewer proposed boardwalks to keep
this issue to a minimum.
m. Public doesn't see a need for play areas. This isn't a playground park.
n. Do all trails need to be paved? Can there be mowed grass trails instead of paving everything?
o. Interpretive signage may be another opportunity for vandalism. Make sure maintenance costs
are identified and prepared for.
p. What are the priorities? Which items would be first?

Estimate of Probable Development Costs

This cost estimate defines the estimated costs associated with each component of the master plan for Kelsey
Round Lake Nature Park. It is based on a combination of site - specific development requirements and projects of
similar size and complexity. These estimated costs are also based on having the work completed by private
contractors and specialists. It does not take into consideration work that could be performed by City staff,
volunteer groups, or by other means.
The cost figures are based on master plan level evaluation, which brings with it inherent limitations. The costs are
meant to establish general budgets useful for project phasing and comparing the relative cost of one item to that
of another. It should be expected that the estimates will require refinement as the design progresses into more
detail along with a higher level of basemapping and geotechnical information. The costs are in 2015 dollars.
Although intended to be conservative, actual costs will vary depending on the year that each aspect of the master
plan is implemented, implementation parameters, economic conditions affecting bidding, and unexpected site
conditions found in the field during construction.

INTRODUCTION
The Park and Recreation Commission is requested to review the draft plan for Timber Trails Park.
DISCUSSION
A copy of the draft plan is in the side pocket of the packet. The proposed plan for the ball field is being
designed to accommodate 2 different age groups. The base paths can be set at 75 foot or 90 foot
depending on which age group is planned to use it for a particular day. The outfield fence will be
constructed at a 10 foot height at the request of the baseball association. The outfield fence will be
located at 280 foot from home plate down the first and third baselines. The standard backstop will be
constructed.
Both the ball field and soccer field will be irrigated. Staff will be meeting with the consulting engineer
the week of December 14th to discuss the design of the well.
Other improvements that are included on the plan is to complete the paved trail from the east to the
existing parking lot. The entrance driveway will need to be paved since there has been erosion issues
ending up in the street and the storm sewer.
One other item that staff would like the Commission to consider is the paving of the existing parking lot.
There has been a lot of activity with vehicles spinning around in the gravel parking lot and by paving the
lot will eliminate the damage that is done to the gravel surface.

• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be
in January.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be in January.
• Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground
equipment be carried over into 2016 along with the installation of the irrigation system. The backstop
and sideline fencing will also be done in 2016. The existing monument sign will be relocated further
back outside the right of way so a sidewalk can be constructed. The water service and irrigation
system will also be done in 2016.
• Pine Hills South Park — In 2016, the Parks Maintenance Department will be replacing the sand that
is currently in the fall zone areas with wood chips. Also additional concrete borders will be installed.
The Parks Maintenance Department will also do an audit to see if any of the parts on the playground
equipment need to be replaced.
• Forest Meadows Park — Item is on the agenda.
• Timber Trails Park — Item is on the agenda. The park will be receiving some new improvements and
upgrades in 2016. The improvements include a new well so that the ball field and soccer field can be
irrigated. Upgrades will include a new backstop and sideline fencing. The ball field will also be
receiving a new outfield fence for the first time. Engineering Department has surveyed the site.
• Kelsey Round Lake Park Master Plan — Item is on the agenda to discuss the estimated costs that
have been prepared by WSB. In addition, most likely there will be a joint meeting scheduled with the
City Council for January 26 h so the Park Commission can make a presentation on the final draft of
the Master Plan. The Parks Maintenance Department and the City Natural Resource Technician are
working with a couple groups in repairing the bird and bat houses at the park yet this fall and/or over
winter months.
• City Campus Expansion Master Plan — After some discussion by the City Council at their last
workshop meeting on October 27th, it was determined that a traffic study needs to be done to address
pedestrian movements near the school and vehicle access to the City Campus site. The other item that
that needs to be addressed by HCM is the cost to relocate Public Works building further west and
compare the cost to remodel the existing building and to accommodate additional building space.
Update on Parks Department Website — Nothing new to report at this time. This is still currently
being worked on.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
Prairie Knoll Park Turf Improvements — Just as a reminder, the west field will shut down for the
2016 season. The field has been already reshaped and reseeded since the weather was pretty decent in
early November. The east field has also been reseeded and fertilized. Staff has notified the soccer,
lacrosse and football associations about the east field being shut down for a while in the spring and
possibly into summer.
Update of Park Signage Along County Roads /City Streets — The County has indicated that it is
possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for
neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan
has been drafted, staff will meet the Anoka County Highway Department for their review and
approval. If the sign locations are approved they would be installed sometime in the spring or summer
of 2016.
Update of Pedestrian Trails — The 2016 -2020 Capital Improvement Plan for trails has now been
approved by the City Council. There are some new proposed projects that are being identified. Listed
below are some of the pedestrians and bike trail segments that have been identified by the City
Council over the next five years:
➢ 2016: 8 foot Bituminous trail along Crosstown Blvd (west side) from Coon Creek
Bridge to South Coon Creek Drive.
➢ 2016: 5 foot Concrete sidewalk along Bunker Lake Blvd (south side) from Yukon Street
NW to Hidden Creek North Park.
➢ 2017: 8 foot Bituminous trail along Andover Blvd (south side) from Bluebird Street
NW to Vale Street NW.
➢ 2018: 8 foot Bituminous Trail and boardwalk along Crosstown Blvd (east side) from
Bunker Lake Blvd to 140'h Avenue NW.
➢ 2019: 8 foot Bituminous trail along Crosstown Blvd from 159'' Ave to Prairie Road.
➢ 2019. 10 foot Bituminous trail from Kensington Estates 7th Addition to Andover Station
North.
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is still scheduled for 2016. Most of the construction will be
done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard
will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near
the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in
the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if they would like to have a meeting in the spring of 2016.
