Consider Hockey Tournament Application/Andover Huskies Youth Hockey Association Jamboree November 19, 2015 INTRODUCTION The Park and Recreation Commission is requested to consider approving the attached application form for the 6U' Annual Winter Classic Tournament at City Complex Outdoor Hockey Rinks as requested by the Andover Huskies Youth Hockey Association ( AHYHA) for January 15 -16, 2016. DISCUSSION Attached is the application received from AHYHA. The days that are being requested are as follows: • Friday, January 15, 2015 from 5 pm to close at City Complex Outdoor Hockey Rinks (both east and west rink). • Saturday, January 16, 2015 from 8 am to 6 pm at City Complex Outdoor Hockey rinks (both east and west rink). Note: If the weather is bad on either one of the 2 days, AHYHA will need Sunday, January 17"' as a backup day. AHYHA has requested Public Works Parks Maintenance Department to provide rink maintenance during the jamboree. The required fees were submitted with the application. No Rink Maintenance ❑ Adult - $200.00 rink reservation fee is for the use of up to 2 rinks ( *). ❑ Youth - $200.00 rink reservation fee is for the use of up to 2 rinks ( *) for all youth organizations not affiliated with Andover youth (to be considered an organization from Andover, a minimum of 51% participation of Andover residents shall be required based on the previous year participation of the organization or association). The Park and Recreation Commission meet on the first and third Thursday of each month. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due at the time of application is made to the City. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Department. If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: `Rink reservation fees for tournaments shall be paid at the time application is made to the City. If the tournament /jamboree is cancelled, the Rink Reservation Fee and /or the Non - Intoxicating Liquor License Fee will not be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. Consider 2014 -2015 Hockey Rink Schedule DATE: November 19, 2015 INTRODUCTION This item is in regard to considering the 2015 -2016 hockey rink schedule for the upcoming season. DISCUSSION To date the City has only received an application from the Andover Huskies Youth Hockey Association ( AHYHA). Anoka, Coon Rapids and St. Francis Youth Hockey Associations were notified that rinks were available for them to reserve but none of them have responded. Attached is the proposed schedule and the rinks that AHYHA plan on using for the 2015 -2016 season. As you can see from the attached schedule, AHYHA will be responsible to provide supervision (either a coach or member of the association) on Monday's, Tuesday's and Thursday's from 4 pm until 8:30 pm at City Hall Outdoor Hockey Rink Complex, Hawkridge Park and Crooked Lake School Rink. The City will need to provide a warming house attendant on all the other days of the week (Wednesday's, Friday's, Saturday's and Sunday's). AHYHA will not be providing supervision at Prairie Knoll Park for the upcoming season so the City will need to provide a warming house attendant each day of the week it is open. DISCUSSION Jason Amberg and Jeff Feulner of WSB will be attending this portion of the meeting to see if the Park and Recreation Commission is interested in any additional ideas or suggestions that were brought up by the public during the Open House in regards to the Master Plan. The next step will be for WSB to begin preparing cost estimates for the proposed improvements that are identified on the Master Plan. Update of Request to Reallocate Cell Tower Rental Fees from Park Property to Park Improvement Fund DATE: November 19, 2015 INTRODUCTION This item is an update in regards to the request by the Park and Recreation Commission to redirect cell tower rental fees from a specific park property (Rose Park) to the Park Improvement Fund. DISCUSSION Attached is a copy of the minutes from the last Park and Recreation Commission meeting of October 22, 2015 regarding Rose Park. Staff has discussed the 2 motions made by the Park Commission with the City Administrator and Finance Department and their responses to the motions made by the Commission are as follows: • In response to the first motion made to recommend the City Council create an additional line item showing that the $15,435 in cell phone revenue has already spent in that park and the remaining fund balance can be relieved for future projects. The City Administrator and Finance Department response is that the City Council action regarding proceeds received from the lease has already been approved and specifically earmarked for Rose Park. For the proceeds from the lease to be used towards the construction of the parking lot would need approval from the City Council since the parking lot was specifically identified to be funded from the Park Improvement Fund. Attached is the February 5, 2014 City Council agenda item, meeting minutes and the approved resolution approving the Lease Agreement at Rose Park. • In response to the second motion made to recommend the City Council to take future revenues from the cell phone towers and place those funds into the Park Improvement Fund. The City Administrator has discussed this in the past with the City Attorney and to meet the "spirit' and "intent' of park dedication guidelines it was determined any proceeds received from any lease agreement should specifically be earmarked for the location of where the cell tower proceeds are generated from. It should also be noted the aforementioned was what was communicated to the neighborhood when the tower was proposed and approved. If the Park and Recreation Commission have any questions regarding the lease agreements and the proceeds that are received from the agreement prior to the meeting, feel free to contact Jim Dickinson, City Administrator /Finance Director. Informational; no action required. DISCUSS PROPOSED PARK PLAYGROUND IMPROVEMENTS /DRAFT NEIGHBORHOOD LETTER AND SURVEY /PINE HILLS SOUTH PARK Chair Stenzel asked if this would be similar to the previous item on the agenda. Mr. Haas explained that the improvements occurring at this park are minimal maintenance items and therefore the neighborhood does not need to be alerted and surveyed. He also noted the proximity to the large park across the street. Informational; no action required. CONSIDER REPLACEMENT OF PICNIC SHELTER AT ROSE PARK /14 -13, CONT. Commissioner Miskowiec suggested that this item be tabled until the clarification on funding is known. Commissioner Lewnau agreed with Commissioner Miskowiec Chair Stenzel stated that the Commission asked the question on the Verizon Tower rental fees received, which appears to be about $15,000. He asked why those funds were not used for the updating. Commissioner Miskowiec stated that the improvements for Rose Park are almost complete. He asked and received confirmation that the decision has been made by the City Council that the funds remain in the park. He commented that perhaps the funds should be placed in the general fund that could fund improvements in other parks as well. Mr. Haas noted that if the funds were placed in the general fund the Commission would have the chance that those funds would be lost. Chair Stenzel stated that the funds could be placed in the park improvement fund. He asked how much funds are in the account for that park at this time as the improvements were under budget. Mr. Haas stated that approximately $50,000 was left over from the improvement project Special Andover Park & Recreation Commission Meeting Minutes — October 22, 2015 Page 6 Chair Stenzel stated that the $15,000 should be considered as already spent on the improvements that occurred and the remaining funds from the improvement project should be made available for future improvements. Line item that the $15,435 has already been spent in that park and the remaining fund balance can be relieved for construction at $65,435 for future projects Motion by Stenzel, seconded by Lindahl, to recommend the City Council create an additional line item showing that the $15,435 in cell phone revenue has already been spent in that park and the remaining fund balance can be relieved for future projects. Motion carried on a 4 -ayes, 0 -nays, 3- absent (Butler, Elstrom and Marinello) vote. Motion by Stenzel, seconded by Miskowiec, to recommend the City Council take future. revenues from cell phone towers and place those funds into the park improvement fund. Motion carried on a 4 -ayes, 0 -nays, 3- absent (Butler, Elstrom and Marinello) vote. Motion by Lewnau, seconded by Miskowiec, to table the decision regarding replacement of picnic shelter at Rose Park. NPDES (NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM) PRESENTATION & PUBLIC MEETING / 14 -1 Natural Resources Technician Kytonen provided a presentation on the National Pollutant Discharge Elimination System ( NPDES) regulations as set forth by the Minnesota Pollution Control Agency (MPCA) and updated the Council on the inspection process for the City's stormwater infrastructure. © Natural Resources Technician Kytonen reviewed a PowerPoint presentation with the Council and noted there is a requirement to hold a public meeting as part of our storm water permit to receive public feedback. He reviewed the pollutants and maintenance challenges the City has. Councilmember Trude asked if it was typical to see residents mow their lawns close to collection ponds and other outfall utilities in the City. Natural Resources Technician Kytonen explained residents are not allowed to put grass clippings in these collection ponds. He stated this accelerates algae growth and makes filtration less effective. He stated in the case of illicit discharges the source is identified and penalties or fines may be enforced. He stated the City sweeps all the streets twice a year and then sweeps in some areas as needed. He explained the GEO Moose GIS system the City uses and what information is available for all the storm water outfalls in the City. This information is then shared with the Public Works Department so they can determine what maintenance needs to be done. Councilmember Trude clarified that the City employees would be properly identified if they were doing work in residential yards. A ground. structure located in Rose Park is part of this agreement DISCUSSION The attached lease agreement with Verizon Wireless LLC was a contingency of a recent CUP approval (Attached) for wireless antenna installation on Tower 1 in Rose Park. The term of the Agreement would commence upon the date Verizon Wireless LLC begins construction of the Tenant Facilities or six months following the date of full execution of the agreement, whichever first occurs and shall terminate on the tenth anniversary of the commencement date unless otherwise terminated as provided by the agreement. Verizon Wireless LLC would have the right to extend the term for three (3) successive five (5) year periods ( "Extended Terms') on the same terms and conditions as set forth in the agreement. The Agreement shall automatically be extended for each successive Renewal Term unless either party notifies the other of its intention not to renew. The attached agreement is comparable in form and compensation with other agreements in the Twin Cities Metro area. The City Attorney has reviewed and provided comments on the Lease Agreement; those comments have been inserted into the agreement. DATE: November 19, 2015 INTRODUCTION The Park and Recreation Commission is requested to consider replacing the existing picnic shelter at Rose Park. DISCUSSION This item was tabled from the October 22, 2015 meeting to allow staff to follow up on the funding of the Rose Park shelter. In discussing the repairs that are needed for the shelter with others, it is only the roof that is leaking. The Park Commission has options to just replacing the roof to replacing the entire shelter. If only the roof is to be replaced, the funding can be from either park maintenance funds or proceeds from the lease agreement. If the entire shelter is to be replaced, the cost of the roof would be funded from either park maintenance funds or proceeds from the lease agreement and the remaining portion of the shelter (beams and posts, etc.) could be funded from proceeds from the lease agreement or from park improvement funds since the existing shelter is in good condition. Also any cosmetic improvements (such as adding some rock or brick around the columns) to the shelter would be funded from proceeds from the lease agreement or from park improvement funds. The estimated cost to replace the existing shelter roof is $2,000. The cost to replace the existing structure with a new basic gable shelter similar to what is already there is about $12,000 which does not include the labor to construct it. If the Commission is interested in constructing a shelter similar to what was constructed at Crooked Lake boat access is about $20,000 - $25,000. If the Park and Recreation Commission recommends approval of the existing shelter being replaced, this will be forwarded to the City Council for their consideration. Otherwise if any of the Commissioners have any questions regarding the options to fund the shelter, feel free to contact Lee Brezinka, Assistant Finance Director. BUDGETIMPACT A combination of cell tower lease proceeds, park maintenance funds and /or Park Improvement Fund could be used to construct the shelter depending on which structure the Commission would like to recommend. The backstop and sideline fencing will also be done in 2016. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. The water service and irrigation system will also be done in 2016. • Pine Hills South Park — In 2016, the Parks Maintenance Department will be replacing the sand that is currently in the fall zone areas with wood chips. Also additional concrete borders will be installed. The Parks Maintenance Department will also do an audit to see if any of the parts on the playground equipment need to be replaced. • Forest Meadows Park — Letters have been sent to the neighborhood and the park survey is now available on the City website. Surveys are due by Friday, November 27"'. A new playground structure will be installed in 2016. • Timber Trails Park — The park will be receiving some new improvements and upgrades in 2016. The improvements include a new well so that the ball field and soccer field can be irrigated. Upgrades will include a new backstop and sideline fencing. The ball field will also be receiving a new outfield fence for the first time. Staff will be meeting with the Andover Baseball Association President to discuss the height and location of the outfield fence. Engineering Department has surveyed the site. • Kelsey Round Lake Park Master Plan — The Open House is scheduled for 5:45 pm in City Hall Conference Room A. The item is also on the regular Park Commission agenda to determine if there are any changes that need to be made to the Concept Plan before WSB starts determining costs. The Parks Maintenance Department and the City Natural Resource Technician are working with a couple groups in repairing the bird and bat house at the park yet this fall and/or over winter months. • City Campus Expansion Master Plan — After some discussion by the City Council at their last workshop meeting on October 27th, it was determined that a traffic study needs to be done to address pedestrian movements near the school and vehicle access to the City Campus site. The other item that that needs to be addressed by HCM is the cost to relocate Public Works building further west and compare the cost to remodel the existing building and to accommodate additional building space. • Update on Parks Department Website — Nothing new to report at this time. The IT person at the City has indicated it can be done but information on what other Cities are doing will be helpful in putting it all together. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Prairie Knoll Park Turf Improvements — Just as a reminder, the west field will shut down for the 2016 season as the field will be reshaped and reseeded starting this fall. The east field has also had some damage from the football games the past few weeks and will need some work yet this fall. It is also staff s opinion the east field is being over used and some of it also had to do with the fields still being saturated after rain event. The east field will be shut down for a bit in the spring until the turf has re- established. Staff has notified the soccer, lacrosse and football associations about the east field being shut down for a while in the spring. • Update of Park Signage Alons County Roads /City Streets — The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the sign locations are approved they would be installed sometime in the spring or summer of 2016. • Update of Pedestrian Trails — The 2016 -2020 Capital Improvement Plan for trails has now been approved by the City Council. There are some new proposed projects that are being identified. Listed below are some of the pedestrians and bike trail segments that have been identified by the City Council over the next five years: ➢ 2016: 8 foot Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. ➢ 2016: 5 foot Concrete sidewalk along Bunker Lake Blvd (south side) from Yukon Street NW to Hidden Creek North Park. ➢ 2017: 8 foot Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to Vale Street NW. ➢ 2018: 8 foot Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker Lake Blvd to 140th Avenue NW. ➢ 2019: 8 foot Bituminous trail along Crosstown Blvd from 159`h Ave to Prairie Road. ➢ 2019. 10 foot Bituminous trail from Kensington Estates 7`h Addition to Andover Station North. October 24, 2015 • Finished grading and dirt work for fencing projects at Terrace Park and Hills of Bunker West Park. • Sweepingiblowing trails, sweepingiblowing leaves at Purple Park behind City Hall, aerating playing fields, adding chips to various playgrounds and doing full trash pickup. • Removed grass and debris from concrete mow strips at Hidden Creek North Park and Shadowbrook East Park and reseeded areas. • Delivered lacrosse goals to Sunshine Park. • Wiring for the field lighting at Sunshine Park and wiring for the City Hall hockey rink lights were stolen. Aircon Electric Service has been replacing the stolen wiring. • Working on hockey rinks and board repairs. • The Parks Maintenance staff has been getting snow plows ready for the upcoming winter season. • Continue Blowing out all irrigation systems and shutting the systems down for the season. • Re- crowning ball fields and cleaning up sidelines. • Finished installing fall zone and chips at Timber River Park rebuild. • Worked on last quarter budget. October 31, 2015 • Rebuilding baseball /softball infields, aerating playing fields, blowing out irrigation systems, mow as needed, blowing leaves, full trash service and cleaning shop areas. • Working on repairs to various play structures. • Took out large fort and debris on the Tom Anderson trail. • Weed spray and cleanup on Jay Street medians and sidewalk. • Planting large balled and burlap trees at ASN and Pine Hills North. • Working with Eagle Scouts on various projects. • Getting plows set and mounted. Getting trail rigs set up. • Cleaned and rototilled the Community Gardens. • Worked on the budget and CIP items. • Chipping wood and Buckthorn at Pine Hills North. Electric repairs /trenching at City Hall rinks. Survey property lines at Shadowbrook. • Continue to work on making new trail bollards. • Hockey rink board repairs /replacements as needed. November 7, 2015 • The Parks Department has been taking advantage of the great weather. All main playing fields have been aerated and fertilized. • All heavily used ball fields are being re- arched and infields rebuilt with new aglime. Most pitching mounds have been rebuilt. • Installed two new trail bollards on new trails, one in Carson Ridge and one in White Pines Wilderness 2nd Addition. A total of six new bollards have been made in- house. • Installing new signs in various parks, on trails and open space. • Playing fields have been destroyed at Prairie Knoll by simple over use of the fields, as well as playing on wet fields. Staff is rebuilding both full size fields starting next week. It will consist of taking out all destroyed turf, building up the crown with an 80 -20 mix, blending sand mix and topdressing the entire field. We are using sand mix and topsoil that was hauled in from other rebuilds in the last two years. Will most likely seed the east field and sod the west field, depending on what the next two weeks of weather looks like. We are working with an outside contractor who has worked on Target Field. • The lighting repairs are almost complete from the wires from being stolen from the City Campus Hockey Complex.
