PLANNING AND ZONING COMMISSION MEETING — MARCH 10, 2015 The Regular Bi- Monthly Meeting of the Andover Planning and Zoning Commission was called to order by Acting Chairperson Nemeth on March 10, 2015, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Commissioners absent Also present: APPROVAL OFMINUTES. February 10, 2015 Acting Chairperson Kyle Nemeth, Commissioners Jeff Sims, Lynae Gudmundson, and Bert Koehler IV. Chairperson Daninger, Commissioners Timothy Cleven and Steve Peterson. Community Development Director Dave Carlberg Others Acting Chairperson Nemeth indicated in the February 10, 2015 Workshop minutes Commissioner Sims named was misspelled. He noted it was also misspelled using Simms instead of Sims in multiple places in the February 10, 2015 minutes. Acting Chairperson Nemeth indicated in the approval of the 2015 meeting schedule the motion is showing the year as 215 and should be 2015. He also noted in regards to the adjournment of the meeting, it is showing 7:00 p.m. and should be reflected as 6:55 p.m. because he believed they adjourned slightly before 7:00 p.m. Acting Chairperson Nemeth stated on the regular minutes under Approval of Minutes; page one, first paragraph, second sentence the word "pair" should be "peer ". On page three, fifth paragraph, third sentence should read "An obstacle, need to be pruned more and encroach onto the roadway." Motion by Gudmundson, seconded by Koehler, to approve the minutes as amended. Motion carried on a 4 -ayes, 0 -nays, 3- absent ( Daninger, Cleven, Peterson) vote. Regular Andover Planning and Zoning Commission Meeting Minutes — March 10, 2015 Page 2 PUBLIC HEARING: Comprehensive Plan Amendment —Tract A, RLS No. 262 — 3200 South Coon Creek Drive — Incorporate Property into MUSA and Change Land Use Designation from OS, Open Space to URL Urban Residential Low Density Community Development Director Carlberg noted the purpose of this item is to hold a public hearing and take input on a Comprehensive Plan Amendment — Tract A, RLS No 262 — 3200 South Coon Creek Drive, to incorporate property into MUSA and change land use designation from OS, Open Space to URL Urban Residential Low Density. Community Development Director Carlberg reviewed the proposed Comprehensive Plan Amendment with the Commission. Commissioner Koehler asked what the premise of designating a land as open space and what was the guideline for it. He wondered whether there was some sort of stipulation on open space land that it should never be changed to anything else. Mr. Carlberg stated the open space designation; land use designation, was put on any properties that were considered to never be developed. He noted there has been a resident who expressed concern with the proposed open space land use change and how the City can change the designation. He indicated there is a difference between the land use designation and properties that have been purchased with open space monies from the 2006 bond referendum. In this case, the property was not purchased with those funds and the designation can be changed because it is land use designation. Commissioner Gudmundson asked why they would put all of the golf course land into the MUSA sometime in the future. Mr. Carlberg stated if it does not count against their density requirements they have with the Met Council it is probably better to be put into the urban service area so the City does not have islands within the MUSA boundary. This would be a map clean up item. Commissioner Gudmundson asked if it was an error that this was labeled as open space and zoned R -4. Mr. Carlberg stated this area has been zoned R -4 since the late 1980's when the Woodland Creek Golf Course PUD was developed which included the course and the adjacent residential housing units. The Open Space land use designation was added in 2008. Commissioner Sims requested that an explanation for the difference between an open space designation and a zoning designation. He questioned whether a piece of land can have two different labels. Mr. Carlberg stated they could. He discussed the land use designation map and gave the definition of both types of land labels. Commissioner Sims indicated he was confused and wondered why a piece of land can have an open space designation and also be labeled R -4 Zoning. Mr. Carlberg stated there is no open space zoning designation but they have a land use designation that guides it. Regular Andover Planning and Zoning Commission Meeting Minutes —March 10, 2015 Page 3 Acting Chairperson Nemeth asked how many additional lots will be added. Mr. Carlberg stated there will be six. Commissioner Koehler stated there will also be a limited number of parking spaces in the development to provide access for people to access this open space area which was the former golf club. Mr. Carlberg indicated that was correct and indicated there would be four parking spaces and trail access to the open space. Commissioner Gudmundson asked if the resident who wrote the email lived in the vicinity. Mr. Carlberg stated she did not. Commissioner Sims asked if the intent of this would be open space for the public to use but is not covered the bond issue. Mr. Carlberg indicated that was correct. Commissioner Sims inquired whether in the future the land use could be changed. Mr. Carlberg stated it would not be because the City is working collaboratively with the Board of Water and Soil Resources on establishing a conservation easement over the property for the development of a wetland banking program which will restore the wetland areas that were filled when the golf course was developed. Motion by Koehler, seconded by Gudmundson, to open the public hearing at 7:22 p.m. Motion carried on a 4 -ayes, 0 -nays, 3- absent (Daninger, Cleven, Peterson) vote. Mr. Ron Dombeck, 3272 143`d Avenue NW, stated he wondered how much of a mess is the construction going to create for the residents because they all have to use the same drive off of South Coon Creek. He thought there will be mud brought in onto the roads which will make a mess for the people who live in the area. He wondered if there was some stipulation that the contractors are required to clean up after themselves. Mr. Carlberg stated the City does require the streets are cleaned and swept. The construction company will do a rip rap rock type entrance to the site and grading should occur on the property itself and they will not be bringing fill and dirt onto the site. He stated there will be heavy equipment and through the City's approval process they make sure the streets are clean and that the developer implements erosion control measures on the site. Commissioner Koehler stated in that area they can have a lot of dust blowing around so the contractor will water down the area at the end of the day to help alleviate that issue. Mr. Dombeck asked how large the lots will be. Mr. Carlberg stated there will be six homes with at least a half -acre in size. Commissioner Koehler stated one of the concerns the City had while reviewing the site plan was the value of the neighborhood and plans were reviewed and the homes look really nice and would benefit residents of the neighborhood. Community Development Director Carlberg stated that this item would be before the City Council at the March 17, 2015 meeting. OTHER BUSINESS. a. Discuss Participation in Andover Family Fun Fest City Booth Community Development Director Carlberg stated the City gets a booth every year and traditionally the City Council attends and spends time in the booth. In recent years, the Open Space Commission and Park and Recreation Commission have started participating in the booth and giving out information. He thought this was a good resource booth for the different Commissions to spend time in and he wondered if the Planning and Zoning Commission would like to spend some time in the booth volunteering. He stated if interested the Commissioners could email him. Community Development Director Carlberg updated the Planning and Zoning Commission on related items. ADJOURNMENT. Hanson, City Planner SUBJECT: PUBLIC HEARING: Residential Sketch Plan for a plat known as Country Oaks North Second Addition located north of 161 st Avenue NW and Wintergreen Street NW — SW Investments LLC DATE: April 14, 2015 INTRODUCTION The Planning and Zoning Commission is asked to review a sketch plan for a 100 lot single family mixed urban and rural residential development known as Country Oaks North Second Addition requested by SW Investments LLC. DISCUSSION Background The Andover Review Committee (ARC) reviewed the sketch plan and submitted comments to the applicant. These comments have been attached for your review. Staff suggests the comments be reviewed as part of the sketch plan process. The applicant and staff met to discuss the comments. Conformance with Local and Regional Plans and Ordinances 1. A portion of the properties are located within the 2020 Metropolitan Urban Service Area (MUSA) Boundary and within the current stage of sewer expansion. The MUSA boundary will need to be expanded to accommodate the unsewered area of the plat. This will require a Comprehensive Plan Amendment (CPA) that will need to be approved by the Metropolitan Council and the City Council for the project to move forward. 2. The properties are zoned Single Family Rural Residential (R -1). It will be necessary to rezone portions of the plat to allow the project to move forward. Access Access would be provided from Wintergreen Street NW via 161st Avenue NW /County Road 20. The City of Andover Transportation Plan (adopted in May 2009) depicts Wintergreen Street as a Municipal State Aid (MSA) designation and proposes a future connection to Hanson Boulevard and Ward Lake Drive. As part of this plat, the street known as 167'h Avenue will continue to the west with a connection to Hanson Boulevard. The Anoka County Highway Department is in the process of reviewing the sketch plan; therefore staff has not received a written review letter from county staff. Trail System It should be noted that a trail exists on the east side of Evergreen Street. The trail will be extended to the north along Wintergreen Street and the west along the north side of 1671h Avenue to Hanson Boulevard. Utilities Trunk sewer and water lines are located south of the land within the Country Oaks North development. The North Bluebird Trunk System has capacity for an additional 84 hook ups. The sketch plan proposes 85 sewered lots. The developer will either need to reduce the amount of sewered lots to 84 or secure an additional sewer hookup from another area located within the North Bluebird Trunk System service area. There are 17 of the lots in the southwestern corner of the sketch plan that are proposed to be sewered; however they are located outside the 2020 MUSA boundary. A CPA will need to be approved prior to the extension of utilities. Lots The proposed sketch plan shows 100 -lots. Proposed lots are as follows: 85 lots are proposed to connect to municipal services. These lots meet the minimum lot requirements for the R4 — Single Family Urban district. This includes: 1. Lot size requirements are 11,400 square foot. 2. Lots must be 80 feet wide at the front yard setback. Corner lots must be at least 90 feet wide at the front setback line. The preliminary plat will need to include the front setback line for each parcel. 3. Corner lots must be a minimum of 100 feet wide as measured at the building setback line or 90 feet wide for back to back lots. 15 lots are proposed to be served by individual septic systems and wells. These lots do not meet the minimum lot requirements for the RI — Single Family Rural district. RI minimum requirements are as follows: 1. Lot size requirement is 2.5 acres. 2. Lots must be 300 feet wide at the front yard setback line. The 15 lots are proposed to be 1 acre in size and are located along the northern boundary of the plat, acting as a buffer between the urban and rural land use and the urban and open space land use. Staff suggests the developer continue to work with City officials' and staff to best address the proposal of 1 acre lots; either through the creation of a new land use and zoning district or during the platting process with a Planned Unit Development. 2 Wetlands There is a minimal amount of wetlands as part of this plat. Wetlands will be required to be delineated and the report will need to be submitted as part of the preliminary plat process. A map has been attached that shows the existing wetlands. Lower Rum River Watershed Management Organization ( LRRWMO) Once the overall layout of the sketch has been agreed upon, the developers will prepare a grading plan, hydrology calculations and a soils report that will be reviewed by the City, an engineering consultant and the LRRWMO. The LRRWMO will need to have reviewed the preliminary plat and the developer will need to address any issues that are raised during that review before a public hearing will be scheduled for the preliminary plat. Park and Recreation Commission The Park and Recreation Commission reviewed the sketch plan at their April 2, 2015 meeting. The Commission is in support of a park within the development, as shown on the sketch plan. The Commission, in addition to the land dedication, will also recommend cash in lieu of land for park dedication. Coordination with other Agencies The developer and/or owner are responsible to obtain all necessary permits (Minnesota Department of Natural Resources, U.S. Army Corp of Engineers, LRRWMO, Minnesota Pollution Control Agency, LGU and any other agency that may have an interest in the site). Initial contact shall be made with the City Engineering Department regarding this item. ACTION REQUESTED The Planning and Zoning Commission is asked to hold a public hearing, take public feedback on the proposed sketch known as Country Oaks North Second Addition, and informally advise the applicant on adjustments to the proposed project to conform to local ordinances and review criteria. Haas, Assistant Public Works Director /Parks Coordinator DATE: March 30, 2015 REFERENCE: Country Oaks North 2nd Addition — Sketch Plan Review 41 The following items are in regards to Review # 1 of the Sketch Plan 1. A wetland delineation will be required which must be approved by the Lower Rum River Watershed Management Organization ( LRRWMO). There is no indication on the sketch plan that the LRRWMO has approved the wetland boundaries. 2. The developer is responsible to obtain the necessary permits from the LRRWMO, DNR, U.S. Army Corps of Engineers, MPCA or any other agency that is interested in the site. 3. Need to meet the storm water design requirements of the City of Andover Water Resource Management Plan. 4. Need to identify the designated Federal Emergency Management Agency (FEMA) floodplain boundari es on the sketch plan. It appears they may overlap the south western corner of the plat. 5. A buffer strip will be required for wetlands and storm water areas. Some of the lots in the development may be impacted by the floodplain areas, wetlands and /or buffer strip areas. The developer's surveyor /engineer will need to evaluate this closer to see if lots can be made buildable due to these impacts. 6. A copy of the sketch plan should be forwarded to the Anoka County Highway Department for their review even though the property is not adjacent to a County road. 7. A 20' radius is required for the intersection of right -of -ways where City streets intersect with City streets. Cul de sac radii for right of way shall be 60'. 8. Front building setbacks on cul de sacs shall be measured along the curve or arc, not straight across the lot as currently shown. 9. All streets are required to be public. 10. Need to work with the planning department on PUD, or revised zoning, for the proposed 1 acre lots. 11. The water main shall be looped along the northeast corner of the plat along the proposed roadway. It may make sense to serve the one acre lots fronting this with City water versus private wells. 12. Is the lot on the south side of 167`h Avenue on the west side of the plat just below the curve in the MSA route buildable and /or meet the dimension requirements for lot depth? 13. The design of the curve of the MSA route on the west side of the plat will need to meet State Aid standards. City engineering staff has contacted MnDOT State Aid to discuss this curve. The developer has indicated to staff that a 30 mph curve would likely result in less impacts to the wetland in this area. There are several issues at play for the design of this curve, including Cuban (curb and gutter) vs. rural (ditch section), urban vs. rural residential district, and State Aid Design standards. It appears this section may meet the rural residential district requirement (300' max driveway spacing for [VE I I qi II ..Firg'..Pi - -ts \Open PIats',Courfi y Oa' <s North 2nd Ad ' ?.roc Y mile or more) which would allow a 35 mph speed limit. Per Mn Rules 8820.9920, design speed shall be between 40 -60 mph for a rural district, however, subpart "d" states that "subject to terrain ", in suburban areas, the minimum design speed may be equal to the current legal posted speed limit (or 35 mph). One other option might be to construct an urban section (curb and gutter) through the curve, then Mn Rules 8820.9936 would apply, allowing for a 30 mph design. From my discussions with MnDOT State Aid, they would likely approve a design with 30 mph curves if this was an urban section. HOWEVER, the speed limit would still need to be 35 mph due to the rural residential district requirement, so a speed study would likely be needed after construction and it's possible they could post a speed limit greater than 30 mph. If any of these requirements are not met, it's possible to go through the variance process as well do get approval on a 30 mph curve based upon the wetland impacts issue. If this is the desired option, a rough layout would need to be turned in to MnDOT by mid May to meet the mid June variance committee meeting. As the roadway extends further west with no homes fronting, the legal posted speed limit will be 55 mph pending a potential speed study to lower it. This topic should be discussed in further detail with the Engineering staff to determine the best option for this roadway. 14. All streets in the proposed residential areas are to be concrete curb and gutter. Note: The only street section where curb may not be required is along the MSA Road west of the residential area. Further discussion with the engineering department will be necessary. 15. For the cul de sac in the middle of the plat, discuss with Engineering staff either making this a "T" intersection, or possible using a flatter curve in this location. 16. Need to indicate the existing right -of -way width and all existing drainage and utility easements within and adjacent to the site to allow for a proper review of the sketch plan. 17. Are there any existing easements (private or public) that need to be vacated? If there are, they should be clearly indicated on the sketch plan so that it can be determined if the easement needs to be vacated. 18. An existing bikeway /walkway trail will need to be extended north from the Country Oaks North development along Wintergreen Street NW and also extended west along 167`" Avenue to the limits of this plat. The trail along 167t1i Avenue will ultimately extend west to Hanson Boulevard. 19. The developer will need to pay park dedication fees as required. 20. The proposed sketch plan includes 85 sewered lots, however, there is only sewer capacity available for 84 lots north of County Oaks North. The sketch plan shall be revised accordingly to show no more than 84 potential sewered lots unless the developer makes an agreement with potentially sewered lots that are tributary to the downstream bottleneck u1 the sanitary sewer. Discuss firther with engineering staff if the developer attempts to go this route. 21. Lot 1 along the railroad tracks needs to be discussed with the City Council to determine if they wish to maintain this location as a potential future crossing of the railroad tracks. It's currently identified as such. 22. For the Preliminary Plat Submittal, refer to requirements in the City Code, Engineering Plan Review Checklist, and the Preliminary Plat checklist, which can be obtained from the Planning Department. 23. When beginning the platting process the plat, the grading plan and all other plans must utilize the Anoka County coordinate system and NAVD 1988 datum so the information can be transferred to the City's GIS mapping. 24. Bulk storage of liquid fuels in larger than 1,000 gallon tanks is permitted with a conditional use permit in the R -1 Single Family -Rural zoning district. The applicant is proposing to add three 30,000 gallon mounded tanks directly west of the current mounded tanks. DISCUSSION Centerpoint energy is requesting the three new tanks to provide additional capacity to serve the growing gas loads in the area. There currently are eight tanks on site, three of which are mounded. The three new mounded tanks will be installed directly west of the three current mounded storage tanks and will be installed in a similar mounded configuration. The project will also include the addition of piping and controls to connect the new storage to the process. The site grading and security fencing will also be adjusted to accommodate the added tanks. There will be no changes to any of the existing buildings on the site. The site has operated a peak shaving station facility since 1967, starting with three propane tanks. A Special Use Permit was approved in 1977 to allow for two additional propane storage tanks to be located on the site, bringing to total to five tanks. An amendment to the Special Use Permit was approved in 2001, which included the replacement of gas production equipment, the addition of three mounded propane storage tanks, the addition of gas and fire detection equipment, the addition of remote monitoring equipment, and additional landscaping. Site Operation The applicant stated the days of operation at the facility will be almost exclusively a few days in the winter months when propane usage is at its peak. The tanks are for use on the extreme cold days when additional energy supply is required. The additional 90,000 gallons of storage will allow the plant to run longer to support the growth in the area. About once a month, general maintenance will occur on the site to ensure that the site is running correctly. Traffic In order to initially fill the three additional tanks, it will take approximately nine propane tankers to fill them over the span of three days. After the initial fill, it will take an additional two to three tankers a year to keep them filled. The site currently uses approximately six tankers once every fall to fill the tanks. With the additional three mounded tanks to be added, the number of tankers per year will be approximately eight, depending on the propane used in the previous winter. There will be no day -to -day traffic at the site. Health and Safety The applicant stated there has been no fire issues on the site related to the current mounded tanks. The mounded configuration provides the highest level of fire protection for propane tanks. The plant does create minimal noise when it is operating during peak usage times. The addition of the three tanks will not create any additional noise when the site is operating. Review Criteria 12 -14 -6 B: Criteria for Granting Conditional Use Permits: 1. In granting a Conditional Use Permit, the City Council shall consider the advice and recommendation of the Planning and Zoning Commission and: a. DATE: April 14, 2015 INTRODUCTION Mr. Smith is proposing to borrow (mine) up to 57,500 cubic yards of materials from the properties he owns along Andover Blvd NW and Butternut St NW. The materials will then be transported and used on the Catcher's Creek Second Addition and Hickory Meadows Second Addition residential development sites located at the SE corner of Prairie Rd NW and Andover Blvd NW. City Code 12 -16 requires an interim use permit for mining materials on a property. DISCUSSION Background In March 2014, Mr. Smith originally submitted a request for a CUP to mine up to 110,000 cubic yards of material from the site; however, in April 2, 2014 he reduced the amount to 65,000 cubic yards. In April 2014, Mr. Smith was granted a Conditional Use Permit (CUP) to remove up to 65,000 cubic yards of soil from the properties. The soils were used as part of the Catcher's Creek residential development. Mr. Smith is proposing to remove an additional 57,500 cubic yards of materials to be used in the proposed Catcher's Creek Second Addition and Hickory Meadows Second Addition residential developments. The materials will be used for soil corrections needed for the construction of streets and building pads. Engineering Department Review The Engineering Department completed a review of the proposed plan. As part of the review process, the Engineering Department verifies that after the removal of the materials, the final grade of the site will still allow for future development to occur. In this particular instance, engineering needed to verify that future sanitary sewer and residential homes with basements can still be constructed even with the lowering of the elevation throughout the site. The March 31, 2015 comment letter is attached for your review. Coon Creek Watershed District A permit from the CCWD has been approved. Escrows associated with the permit must be paid prior to the commencement of work. Silt fence and seeding to establish groundcover after project completion will be required through the CCWD permit. Transportation The materials are proposed to be delivered to Catcher's Creek Second Addition through Catcher's Creek located off Prairie Rd NW. The materials are proposed to be delivered to Hickory Meadows Second Addition through Hickory Meadows, located off of Andover Blvd. Staff is recommending the applicant use Andover Blvd to Prairie Rd through Catcher's Creek and enter Hickory Meadows Second Addition on the west side of the development. This route will eliminate hauling through the established Hickory Meadows neighborhood. The transportation route is shown on the attached mining and grading plan. Interim Use Permit Criteria City Code 12- 14 -12(D) states that the Planning and Zoning Commission shall recommend an interim use permit and the Council shall issue such interim use permit only if it finds that such use at the proposed location: 1) Will not create an excess burden on parks, streets, and other public facilities 2) Will not be injurious to the surrounding neighborhood or otherwise harm the public health, safety, and general welfare 3) Will not have a negative effect on values of properties and scenic views 4) Will not impose additional unreasonable costs to the public 5) Will be subjected to, by agreement with the owner, any conditions the City Council has deemed appropriate for permission for the use, including a condition that the owner may be required to provide an appropriate financial surely to cover the cost of removing the interim use and any interim structures upon the expiration of the interim use permit. Approval of a request shall require a four -fifths (4i5) vote of the entire City Council. (D) Standards. The Planning Commission shall recommend an interim use permit and the Council shall issue such interim use permit only if it finds that such use at the proposed location: (1) Will not create an excess burden on parks, streets, and other public facilities; (2) Will not be injurious to the surrounding neighborhood or otherwise harm the public health, safety, and general welfare; (3) Will not have a negative effect on values of property and scenic views; (4) Will not impose additional unreasonable costs on the public; (5) Will be subjected to, by agreement with the owner, any conditions that the City Council has deemed appropriate for permission of the use, Including a condition that the owner may be required to provide an appropriate financial surety to cover the cost of removing the interim use and any interim structures upon the expiration of the interim use permit; (E) Termination. An interim use permit shall terminate upon the occurrence of any of the following events, whichever occurs first: (1) Five (5) years from the date of approval; or (2) The date or event stated in the_permit; or (3) An amendment to the City Code that either no longer allows the interim use or now permits the interim use; or (4) The use has been discontinued for six months. DATE: April 14, 2015 INTRODUCTION The proposed preliminary plat would re- subdivide two existing lots platted in 2008 as the Andover Station North 3'd Addition for the purposes of allowing an addition to the existing Foundation Hill Montessori School and the creation of a lot for future development. Review Process City Code Title 11 provides the requirements for preliminary plat review. The Planning Commission is asked to review the proposal for conformity with these requirements as well as for conformity with the Comprehensive Plan. DISCUSSION City Code 11 -3 -1 General Requirements Conformance with Comprehensive Plan. The Land Use Classification is General Commercial. General Commercial (GC) is intended to be the focal point of commercial activity in the city on a larger scale than the Neighborhood Commercial District and may serve a trade area that extends beyond the City limits. This district provides a complementary mix of uses, including retail, service, office, entertainment and civic facilities. Site design must provide convenient access for both pedestrian and vehicular traffic. The architecture of structures must complement an overall architectural theme for that district. City Code 11 -3 -1 General Requirements B -F. The attached preliminary plat covers all of the owner's contiguous land and shows adjacent properties within 100 feet as required. Both proposed parcels will have access to public streets either directly or through a joint access and parking agreement. The development will be required to provide infrastructure (sewer, water, storm sewer, etc) within the plat to meet their needs. City Code 11 -3 -4 Easements The proposed plat provides drainage and utility easements as required by the City Code. Existing easements approved with the Andover Station North 2nd Addition plat will be vacated prior to the recording of this plat. City Code 11 -3 -6 Lots The proposed lots exceed the minimum lot width (100 feet), lot depth (150 feet) and lot area (20,000 square feet) as required by City Code 12 -3 -4. City Code 11 -3 -7 Parks Playgrounds, Open Space and Public Uses: Park dedication requirements were satisfied with the original platting of the parcels. City Code 11 -4 -9 Drainage Facilities The proposed grading plan has been reviewed by the city for compliance with its Water Resource Management Plan. Review and approval by the Coon Creek Watershed District (CCWD) will also be required for compliance with their requirements. Preliminary review by their staff indicates that the current proposal and site plan can meet their standards. Coordination with other Agencies The developer and /or owner is responsible to obtain all necessary permits (Minnesota Department of Natural Resources, U.S. Army Corp of Engineers, Coon Creek Watershed District, Minnesota Pollution Control Agency, LGU, Anoka County Highway Department and any other agency that may have an interest in the site). Initial contact shall be made with the City Engineering Department regarding this item. Staff Recommendation Staff recommends the Commission forward this application to the City Council with a recommendation of approval. ACTION REQUESTED The Planning Commission is asked to review the proposed plat and discuss the items noted in the staff report.
