SUBJECT: 4. Review of Kelsey Round Lake Park Master Plan Concepts /15 -11

INTRODUCTION
The Park and Recreation Commission is requested to review the proposed Kelsey Round Lake
Park Master Plan concepts that have been prepared by WSB.
DISCUSSION
Jason Amberg and Jeff Feulner of WSB will be attending the meeting to discuss the attached
concepts. Concepts 1 and 2 were ideas based on suggestions from the Park Commission and
input from the neighborhood. Each concept has different ideas of how the trail system can be
looped and what other improvements could be included (picnic shelters, playground equipment,
wayfinding signs, benches, etc.). Concept 3 is a concept that is being recommended by City staff.
City staff (City Engineer, City Administrator, Natural Resource Technician, and Parks
Maintenance Supervisor) when reviewing both Concepts 1 and 2 liked a few of the ideas in each
concepts and thought it would be good idea to create a 3`d concept. When staff was considering
the ideas into the 3`d concept, there was a lot of discussion in regards to certain items such
impacts to wetlands (which should be avoided when possible), future maintenance of the
facilities, and location of trails adjacent to existing residents.
If the Park and Recreation Commission have any additional suggestions or would like to modify
any of the ideas to Concept 3, please bring them at the meeting so they can be discussed. If there
are no modifications or slight modifications to Concept 3, an updated plan will be presented to
the City Council at their next workshop meeting that is scheduled for Tuesday, October 27th.
After the City Council has had an opportunity to review the plan, if there are no revisions that
need to be made, staff will contact the Anoka Union about doing an article about the draft plan
and the open house meeting that is scheduled for November 19th. Staff will also contact QCTV
about promoting the open house and show the public about what being considered in the Master
Plan.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed Kelsey Round Lake
Park Master Plan concepts that have been prepared by WSB.

INTRODUCTION
This is an update item in regards to the 2016 -2020 Park Replacement List.
DISCUSSION
Attached is a 2016 -2020 Park Replacement List that has been prepared by the Parks Maintenance
Department. The park replacement items identified on the spreadsheet have been prioritized on a
scale of 1 -3 with 1 being the highest priority. This spreadsheet is intended to be updated yearly so
this can be utilized as part of the 5 year Capital Improvement Plan (CIP) discussion from year to
year.
ACTION REQUIRED
No action is necessary from the Park and Recreation Commission.

INTRODUCTION
This is an update item in regards to the City Comprehensive Plan and the Parks Chapter of the
Plan.
DISCUSSION
The City of Andover received our Policy Planning Statements for the Met Council which means
it's time to start planning for the next Comprehensive Plan Update. The Community
Development Department will begin the update in the Spring of 2016. The Community
Development Department is requesting the Parks Commission update the Comprehensive Plan
Chapter Five: Parks and Open Space Plan and have a draft completed by December 2016.
The Park and Recreation Commission will need to begin its review and revisions to the Parks
Chapter sometime late winter or early spring of 2016 after the appointments of the Park
Commission have been made by the City Council. For those Commissioners that would like to
get an early start in reviewing the existing Parks Chapter of the Comprehensive Plan, it is
available in your information packet.
ACTION REQUIRED
No action is necessary from the Park and Recreation Commission.

since the park is located in the rural area of the City. The letter indicates how area
residents can enter the City's website so they can complete the City's park improvement
survey.
Please review the attached draft letter, map, and the survey and provide comments at the
meeting for discussion.
BUDGETIMPACT
A total of $50,000 has been preliminarily approved for 2016 for playground rebuilds plus
a carryover of funds from 2015 that will be utilized at Andover Lions Park for the park
playground rebuild.

The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, December 17, 2015 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
redevelopment or improvements to Forest Meadows Park. The existing
playground was removed by the City a few years ago as the playground
equipment was outdated and did not meet handicapped requirements and to
date has not been replaced. The City did receive a petition this past summer
from the neighborhood expressing interest in having new playground installed.
The funding for a new playground has been approved for 2016. Park location
map is on the back side of this letter.

INTRODUCTION
The Park and Recreation Commission is requested to consider replacing the existing picnic
shelter at Rose Park.
DISCUSSION
The Park and Recreation Commission has indicated interested in replacing the existing picnic
shelter with a new shelter to match the Verizon building that was constructed this past summer
next to the water tower. The existing picnic shelter metal roof is leaking and would require a new
metal roof. The estimated cost to replace the existing shelter with a new shelter is about $20,000
- $25,000. Approximately $4,400 would be funded by the Parks Maintenance Department and the
remainder would need to be funded from the Park Improvement Fund.
If the Park and Recreation Commission recommends approval of the shelter being replaced, this
will be forwarded to the City Council for their consideration.
BUDGETIMPACT
The Parks Maintenance Department has indicated that the current 2015 budget would be able to
fund the $4400. The Commission could consider using the Verizon tower rental fees which are to
be used specifically towards Rose Park. As of September 30`h, $15,435 is currently available to
apply to a specific improvement in the park. The remaining funds would come from the Rose
Park reconstruction project that was under budget.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider replacing the existing picnic
shelter at Rose Park.

COMPLETED PROJECTS —
Timber Rivers Park — The installation of playground equipment is now completed.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda.
• Update of Ouarterlv Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground
equipment be carried over into 2016 along with the installation of the irrigation system. The backstop
and sideline fencing will also be done in 2016. The existing monument sign will be relocated further
back outside the right of way so a sidewalk can be constructed. The water service and irrigation
system will also be done in 2016.
• Kelsey Round Lake Park Master Plan — Item is on the agenda. The final draft of the Master Plan
will be presented at an open house meeting on November 19th which is scheduled to start at 5:45 pm.
WSB is scheduled to attend both meetings. The Parks Maintenance Department and the City Natural
Resource Technician is working with a couple groups in repairing the bird and bat house at the park
yet this fall and /or over winter months.
• City Campus Expansion Master Plan — The City Council will be discussing stakeholder comments
for the Master Plan on Tuesday, October 27th at 6 pm. The Park Commission and other Stakeholder
groups are requested to attend. Your input to the plan will be helpful. Any questions feel free to
contact David Berkowitz, City Engineer.
• Update on Parks Department Website — Nothing new to report at this time. The IT person at the
City has indicated it can be done but information on what other Cities are doing will be helpful in
putting it all together.
• Update on Sandbox Dieeers — The installation of the diggers is anticipated to be completed sometime
the week of October 19tH
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• _Update of Park Sienaee Alone County Roads /City Streets — The County has indicated that it is
possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for
neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan
has been drafted, staff will meet the Anoka County Highway Department for their review and
approval. If the sign locations are approved they would be installed sometime in the spring or summer
of 2016.
• Update of Pedestrian Trails — Listed below are some of the pedestrians and bike trail segments that
have been identified by the City Council over the next few years:
➢ 2015. Nothing is planned for 2015.
➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to
South Coon Creek Drive.
➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to
Vale Street NW.
➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker
Lake Blvd to 140th Avenue NW.
2019. Bituminous trail along Crosstown Blvd from 159`h Ave to Prairie Road.
➢ 2019. Bituminous trail from Kensington Estates 7th Addition to Andover Station North.
• _Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is still scheduled for 2016. Most of the construction will be
done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard
will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near
the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in
the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge.
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facili —
The Commission will need to determine if they would like to have a meeting in the spring of 2016
since it is now getting too late for a fall meeting.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is
considering.

Weekly Parks Maintenance Update
October 3, 2015
• Continue to mow all parks.
• Shutting down many ball fields for the season. Pulling bases and final infield work.
• Fertilized heavily used playing fields, turf repairs in many areas, dragged gravel parking lots, cleaned park
buildings and full trash service.
• Installing irrigation at Pine Hills South Park.
• Replacing various parts on a few playground structures.
• Working on fencing and concrete projects at Terrace Park, Pine Hills North and Hills of Bunker Lake West
Park.
• Hauled woodchips to Forest Meadows Park for public use.
• Removed downed trees in the new open space for access.
October 10, 2015
• Working on concrete work for new fencing at Hills of Bunker West Park field and installed a concrete ramp at
Crooked Lake School hockey rink to meet ADA handicapped requirements. Backfilled new concrete areas
with topsoil.
• Mowed all parks and trails, cutting dead trees, dragged /level all gravel parking lots, spray weeds, fertilize
small areas, blow out leaves, full trash service and cleaned park buildings.
• Replaced tot swings at Meadows of Round Lake Park playground.
• Finished irrigation installs at Pine Hills South Park.
• Working on irrigation repairs and shut downs.
• Worked with two Eagle Scouts on project building bird and duck houses.
• Putting some summer equipment in storage.
• Various sign installs.
• Watered new trees and shrubs at Strootman Park canoe landing.
• Started more inventory items and five year capital plans /quotes and schedules.
• Purple Park and Sunshine Park were both hit with vandalism and trash issues this week.
• Changed batteries in all smoke detectors in Sunshine Park building.
• Inspected skateboard equipment. It's getting many cracks and breaks in the black panels. Needs
service.
