INTRODUCTION
This item is in regard to reviewing and determining the park dedication requirements for the
proposed preliminary plat of Catchers Creek 2 "d Addition.
DISCUSSION
A copy of the preliminary plat is in your side pocket of the packet for review. The Developer had
the option by City Code of presenting a sketch plan to the City for review but decided against this
opportunity.
There is an existing park (Hickory Meadows Park) to the northeast of the area being considered
for development. There is also a park north of Andover Boulevard NW called Prairie Knoll Park.
A map of the area is included in the packet of where both parks are located.
Staff is recommending the park dedication be cash in lieu of land.
The developer and/or a representative have been invited to attend the meeting to answer any
questions the Commission may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed preliminary plat and
provide direction on the park dedication requirements for the proposed Catchers Creek 2nd
Addition.

ACTION REQUESTED
Citv Administration will be present at the meeting to provide a brief presentation on the
reassignment of tax levy dollars from the Park Improvement Fund to the Parks
Maintenance Budget in the General Fund as part of the 2016 City of Andover Budget/Levy.
The presentation will focus on the rationale behind the reassignment of funds and how the
funds are intended to be expended.
Background for the Discussion:
History of the supplemental Park Improvement Funding_
In 2002, City Council committed $50,000 in tax levy to underwrite park improvement projects as
recommended by the Park and Recreation Commission and approved by City Council. That levy
was intended to be a supplemental source of capital funding for park projects as development
started to slow down and minimal park dedication funds were available. As of 2015, that levy
was up to $61,500 of which $15,000 is designated towards miscellaneous items that come up
throughout the year,
New direction of the Funding:
With an emphasis on maintaining/preserving parks the City currently has, through the 2016
Preliminary Budget / Levy approved by the City Council, $46,500 was re- assigned to the
General Fund to focus on Park's maintenance /replacement items. The $15,000 will remain in the
Park Improvement Fund to take care of miscellaneous items that come up throughout the year
that the Park and Recreation Commission will continue to participate in. A total of $90,000
proposed 2016 tax levy ($46,500 combined with an additional $43,500 of General Fund levy
funding) will now be identified as part of the General Fund levy to replace playground
equipment, fences, pedestrian bridges in parks, parking lot reconstruction, etc. The Parks
Maintenance Department will determine which replacement items have the highest priority
through the Capital Improvement Plan (CIP). Any unused funds will be specifically designated
or carried forward for park replacement items. If a park is to be reconstructed as recommended
by the Park and Recreation Commission and approved by City Council through the CIP process,
the Park and Recreation Commission will work with the Parks Maintenance Department to
determine which items are replacements and which items are considered new and/or
enhancements to determine the mix of funding sources to accomplish the project.

SUBJECT: 6. Update on the 2016 -2020 CIP Replacement/Repair of Play Structures

INTRODUCTION
This is an update of the 2016 -2020 CIP Replacement/Repairs of Playground Structures.
DISCUSSION
Depending on which City Campus Master Plan concept drawing is recommended and approved
by the City Council, the location of a new playground structure on the City Campus will most
likely be located elsewhere from its current location. In the previously proposed CIP the
playground structure at Purple Park was proposed by Park Maintenance Department to be
replaced in 2016 along with the replacement of the playground structure at Pine Hills South Park.
With the request from the neighborhood of Forest Meadows Park to install playground
equipment, the Parks Maintenance Department is recommending to the City Council to revise the
CIP to replace playground equipment at Pine Hills South and install playground equipment at
Forest Meadows Park since it has been 10 years since the equipment was removed and was never
replaced.

7. Consider Replacement of Picnic Shelter at Rose Park/14 -13

INTRODUCTION
The Park and Recreation Commission is requested to consider replacing the existing picnic
shelter at Rose Park.
DISCUSSION
The Park and Recreation Commission has indicated interested in replacing the existing picnic
shelter with a new shelter to match the Verizon building that was constructed this past summer
next to the water tower. The existing picnic shelter metal roof is leaking and would require the
existing roof to be removed and replaced with a new metal roof. The estimated cost to replace the
existing shelter with a new shelter is about $20,000 - $22,000. Approximately $4400 would be
funded by the Parks Maintenance fund and the remainder would need to be funded from the Park
Improvement fund.
If the Park and Recreation Commission recommends approval of the replacement, this will be
forwarded to the City Council for their consideration.
BUDGETIMPACT
The Parks Maintenance Department has indicated that the current 2015 budget would be able to
fund the $4400. The Commission could consider using excess funds from the Kelsey Round
Lake Park Master Plan. The budget for professional services to prepare the Master Plan was
$50,000. The contract approved with WSB was just under $20,000 leaving approximately
$30,000 available.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider replacing the existing picnic
shelter at Rose Park.

ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be
in October.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be in October.
• Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground
equipment be carried over into 2016 along with the installation of the irrigation system. The backstop
and sideline fencing will also be done in 2016. The existing monument sign will be relocated further
back outside the right of way so a sidewalk can be constructed.
• Timber Rivers Park — The installation of playground equipment is going on right now. A couple
adjustments are being made to the slides on the main structure to meet fall zones requirements. The
concrete borders will be completed by mid - October after the slides have been installed including the
wood chips for the fall zones.
• Kelsey Round Lake Park Master Plan — The Park and Recreation Commission will be reviewing
draft plans at the October 15`h meeting based on input from the neighborhood and from the Park
Commission. The final draft of the Master Plan will be presented at an open house meeting on
November 19`h which is scheduled to start at 5:45 pm. WSB is scheduled to attend both meetings.
The City Natural Resource Technician is working to see if any Eagle Scouts are interested in repairing
the bird and bat house at the park yet this fall or winter.
• City Campus Expansion Master Plan — Stakeholders comments have been submitted to the
architect. Revisions based on comments will be made to the options previously presented. The City
Council will be reviewing the revised options at their workshop towards the end of October. Any
questions feel free to contact David Berkowitz, City Engineer.
Update on Sandbox Diggers — The installer has determined there was a fabrication issue with the
diggers. GameTime will be fabricating new ones and will deliver as soon as they are able. The
installer from MN -WS Playground will install as soon as they are delivered.
Update on Parks Department Website — Chairman Stenzel will be providing information on how
the City of Minneapolis handles requests. The IT person at the City has indicated it can be done but
information on what other Cities are doing will be helpful in putting it all together.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Update of Park Signage Along County Roads /City Streets — The County has indicated that it is
possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for
neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan
has been drafted, staff will meet the Anoka County Highway Department for their review and
approval. If the signs locations are approved they would be installed sometime in the spring or
summer of 2016.
• Update of Pedestrian Trails — Listed below are some of the pedestrians and bike trail segments that
have been identified by the City Council over the next few years:
➢ 2015. Nothing is planned for 2015.
➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to
South Coon Creek Drive.
➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to
Vale Street NW.
➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker
Lake Blvd to 140'x' Avenue NW.
➢ 2019. Bituminous trail along Crosstown Blvd from 159th Ave to Prairie Road.
➢ 2019. Bituminous trail from Kensington Estates 7th Addition to Andover Station North.
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is still scheduled for 2016. Most of the construction will be
done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard
will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near
the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in
the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge.
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if they would like to have a meeting in the spring of 2016
since it is now getting too late for a fall meeting.

Weekly Parks Maintenance Update
September 12, 2015
• Mowing parks and all trails, dragging infields and parking lots, cleaning park buildings and full trash service.
Serviced all mowers.
• Set up for a tournament at Sunshine Park.
• Set up for a neighborhood party at Meadowoods Park.
• Picked up a memorial plaque at Elk River Brick and Stone for Timber Rivers Park. Worked on the issues at
Timber Rivers Park playground.
• Staked out new fencing projects.
• Set up tree planting project with Grace Lutheran Church.
