Adjournment X PARK AND RECREATION COMMISSION WORKSHOP MEETING SEPTEMBER 3, 2015 MINUTES A Workshop Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on September 3, 2015, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl, Commissioners Sarah Elstrom, Alisa Lewnau, and Mark Miskowiec Commissioners Absent: Commissioner Ted Butler and Angela Marinello Also Present: Assistant Public Works Director, Todd Haas RESIDENT FORUM No one appeared to address the Commission APPROVAL OF MINUTES — August 20, 2015 Minutes Motion by Lindahl, seconded by Lewnau to approve the minutes from the August 20, 2015 Park and Recreation Commission Meeting as presented. Motion carried on a 4 -ayes, 0 -nays, 2- absent (Butler and Marinello), 1- present ( Elstrom) vote. DISCUSS CITY CAMPUS EXPANSION MASTER PLAN 115 -22 Mr. Haas reviewed the Park and Recreation Commission is requested to review the Master Plan Concepts A, B and C. He provided draft Master Plan Concepts A, B, and C. The Commission will need to review and consider one of the options which were presented to the City Council workshop on August 25th. All stakeholder groups have been given until September 18"' to submit comments so the architect can make revisions to the concepts. The City Council will be reviewing the revised Master Plan concepts possibly at the September workshop which will be scheduled towards the end of the month. Note: If the City Council does not review the revised Master Plan in September the plan will be reviewed most likely in October. Commissioner Miskowiec asked about the Public Works building and whether the current building wouldn't be used. Mr. Haas stated the building needs to be expanded so the question is whether it would remain on the same location or completely rebuilt in a different location on the property. Commissioner Miskowiec asked if it is cheaper to build or renovate. Commissioner Lindahl stated the building is old and public works wants to get their building set. X Workshop Andover Park & Recreation Commission Meeting Minutes — September 3, 2015 Page 2 Chair Stenzel stated he liked the layout of the Concept A with the division of the different areas. He doesn't see a sportsdome ever happening. Commissioner Lindahl stated the sportsdome would act as the bone for the School District to provide the land. Commissioner Miskowiec stated Anoka Hennepin School District 11 will most likely have artificial turf in the future at the high school. He does not feel the City of Andover with 30,000 residents should fund for a dome for school use. The splashpad is too large. Commissioner Lindahl stated splashpads use a large amount of water as most systems are not re- circulating. Chair Stenzel stated the splashpad should be tied in with the Community Center. Moving the outdoor ice rinks near the current indoor ice rink would be desired. It was suggested a refrigerated outdoor ice rink next to the existing Community Center ice rink was suggested. Chair Stenzel stated he does not like the performance area near the neighborhoods. Commissioner Lindahl stated this concept would ease in transportation as far as public works vehicles being able to access on Nightingale Street NW rather than disrupting the entire complex. The Commission indicated that Public Works Staff would most likely be in favor of supporting Concept C. Chair Stenzel stated he likes C for the Concept of Public Works building location and the Community Center location. He does not like the Performance Area location and noted it will cost a lot in future maintenance. Terracing always moves when it is constructed versus a natural terrace. He would like to see ball fields in place of the performance area location on Concept C. Commissioner Lindahl stated the performance area could be used for weddings and events and performances. Commissioner Miskowiec stated he would be in favor of the Public Works building being located near Nightingale Street NW rather than in the middle of the complex. Commissioner Lindahl stated that would be better for public safety and general public. The consensus was the Commission agreed. Chair Stenzel stated operations could continue in current public works building while the new building is being constructed. Chair Stenzel stated he does not like having two roundabouts on Concept C. The flexible green space in the middle is perfect and it is possible to move the performance area to the middle, larger picnic area, shelters closer to the parking area, one large shelter. The consensus would be no sports dome. The Council wants to have a road going up to the school. It would be nice to have a pinwheel or partial pinwheel for field of some type. Move the picnic tables closer to the playground between the two shelters. The playground does not to be as large as on the plan. Don't identify what type of athletic field at this time as they could be soccer, baseball, etc. The school does not want to have to walk across a street to reach the athletic fields. Workshop Andover Park & Recreation Commission Meeting Minutes — September 3, 2015 Page 3 0 Chair Stenzel stated the memorial gardens would need to be maintained and questioned who would maintain them. He would propose a memorial monument by Veterans Memorial Boulevard NW with a small flower garden and landscaping. Mr. Haas stated comments from staff included there would be issues with snow storage in the complex, the ice rinks should be layout in a north -south direction, too much open space, and there is a lot of landscaping that would need maintenance. Commissioner Lindahl suggested the park be closer to Sunshine Park or closer to the school. REVIEW OUTSTANDING ITEMS /MAINTENANCE UPDATE Mr. Haas reviewed on- projects and other items of interest along with the weekly parks maintenance update. The Parks and Recreation Commission will be meeting with the Kelsey Round Lake neighborhood on September 17 starting at 5:45 p.m. CHAIR'S REPORT 0 None. ADJOURNMENT Motion by Lewnau, seconded by Lindahl, to adjourn the workshop meeting at 7:35 p.m. Motion carried on a 5 -ayes, 0 -nays, 2- absent (Butler and Marinello) vote.
