Ted Butler (arrived at 6:34 pm)

Approval of Minutes
Motion by Howard, Seconded by Knight, to approve the June 1, 2015 minutes as written. Motion carried
unanimously.
Hagen, Christensen & McIlwain Architects — City Campus Master Plan Study
Frank welcomed everyone to the meeting. A brief introduction was made by each person in attendance.
HCM provided handouts of the City Campus Master Plan Study. Jerry Hagen thanked the commission for
taking the time to meet with them. Dan Lind lead the discussion and reviewed the current square footage of
existing spaces and reviewed potential square footage desired if an expansion was made to the facility.
Areas of discussion were as follows:
Andover Community Center
• Lobby - Increase size
• Indoor playscape — Increase size — current projected size would probably only hold 30 — 40 kids.
• Dan Lind asked how many sports teams were typically in the building at one time, the commission
indicated there could be as many as 10 -12 teams coming and going at the same time, especially if
practices /games were being played in both the ice arena and field house.
• Frank shared that the after school program occurs each weekday from 3 -5 pm and they currently
utilize the community rooms and field house for the program, therefore agreed with the additional
space indicated for a youth/senior center.
• Ted reiterated that he'd like to see a space set -aside for a dine -in restaurant and/or retail — The
facility could look at leasing part of the building to help finance the facility. Joy suggested the
restaurant should be "kid friendly ".

• Revise the Multi- Purpose Space (size of full gym) to reflect current square footage as 0 (The YMCA
does not currently have this space), with a desired size of 6,000 square feet.
• Kids gym area — desired to be'' /z of a full gym
• Possibly add a larger playscape.
• The kids' stuff area typically see's around 70,000 visits per year. Depending on the ages of the kids,
staff will move them into separate areas within kids' stuff; playscape or gym area. The gym and
playscape area would need to be located near each other.
• The YMCA would also like to explore opening a licensed day care facility. Ideally this would be a
separate building for the younger kids, allowing a separate entrance /exit for security reasons. Older
kids could possibly remain onsite. The child care facility would need to be located near the facility
so they could access Y amenities. Building size desired, approx. 12,000 sq feet.
• Frank asked Allison what type of child care they would provide. Allison indicated that they would
need to research, but were looking at possibly offering full day child care option as well as before
and after school child care.
Additional Building Spaces
• Moving forward, the commission has requested that HCM change the name of the Full Ice Sheet to
Multi- purpose sports arena.
• If a multi - purpose sports arena was added onto the facility, Tony Howard would like to explore
putting in a concrete floor into the existing ice rink.
• Commission would like to ensure that there is plenty of room near the current ice arena and the
multi - purpose sports arena for traffic flow or a mezzanine in between the two areas. Commission
wondered to if an elevated track should be considered in one of these areas.
• Storage - AHYHA requested that additional sq footage be added for storage
• Multi - purpose Training Area - AHYHA would like to see a 5,000 sq ft. area be reserved for dryland
training. Jim Dickinson asked if AHYHA would need to have the training area attached to the
Andover YMCA Community Center or if a training space could be located somewhere within the
City's master campus, would that be adequate? Tony Peterson indicated that it would not need to
be attached to the existing building, if it were located somewhere on the city's campus that would
be adequate.
Outdoor Spaces
• YMCA Large Outdoor Play Area- Allison stated the YMCA is short on outdoor green space. They
host a number of youth outdoor programs for school aged kids (Archery, Soccer, etc.) in the
evenings and weekends and are currently using spaces at local churches to accommodate their
needs.
• HCM indicated that the number of parking spaces will be doubled.
• HCM and Jim Dickinson indicated that the Anoka Hennepin School district is considering donating
5 acres of land to the City of Andover (area where OVMS ball field is located). The school district
has approached the city and asked if a joint partnership could be established if a multi- purpose
sports dome was built on this 5 acre parcel.
• Mike Knight would like to see a street go all the way through the city campus from Nightingale to
Hanson Blvd.

• Ted Butler wanted to remind the commission and HCM to keep pedestrian traffic in mind when
laying out the city campus plan. There is a number of individual's crossing over from Sunshine
Park to the North Side of Crosstown.
• Tony Howard wants to make sure that the city is planning for the future and to keep in mind that in
30 years we may have 50,000 people living in our community. He also encouraged everyone to
think about expansion possibilities being built up, rather than out.
• Frank asked Allison to provide a brief YMCA recap to HCM, so they fully understand the number
of people that visit the facility.

0 10,000 — 12,000 members, currently the 2nd largest YMCA In their association
0 50% of their memberships are from Andover residents, the other membership families are
from surrounding communities.
0 400 Youth daily for Summer Power Programs
• Allison also wanted to point out that an Elevator is needed near the YMCA entrance, this will assist
members in accessing 2nd floor fitness area more efficiently and increase safety.
Frank wants to make sure that the YMCA and AHYHA are happy with the facility.
