DISCUSSION Jason Amberg and Jeff Feulner of WSB will be at the meeting and will provide a short history of the park along with a presentation of where we are at in the process and what the next step is after the neighborhood provides input of possible ideas or concepts into the Master Plan. Attached is the letter that was sent to the neighborhood and a map of the area. Also attached is a list of Potential Program Elements and the project schedule. At this meeting the Andover Park and Recreation Commission, WSB (Consultant that will be preparing the plan on behalf of the City) and City staff will be available to provide an overview of the existing park and concepts that could be included in the overall Master Plan. The Park and Recreation Commission would like to hear your opinions and suggestions as to what should be included into the Master Plan. What ideas do you have for this nature park? Are there things you like or dislike about the park? What could be improved to better serve the needs of the community? A map of the area so you get an idea of the property boundaries for Kelsey Round Lake Park are on the back side of this letter. Discuss Kelsey Round Lake Park Master Plan /15 -11 DATE: September 17, 2015 INTRODUCTION The Park and Recreation Commission is requested to consider ideas or concepts for the Kelsey Round Lake Park Master Plan that were brought up by the neighborhood during the public information meeting that was held earlier in the evening. DISCUSSION Jason Amberg and Jeff Feulner of WSB will be attending the meeting to see if the Park and Recreation Commission is interested in any additional ideas or concepts that were suggested by the neighborhood for the Master Plan. The next step will be for WSB to prepare the initial concepts. The review of the initial concepts will be presented to the Park and Recreation Commission on October 15th. As a reminder, the Public Open House to review concepts is scheduled for November 19tH ACTION REQUIRED The Park and Recreation Commission is requested to consider ideas or concepts that were brought up by the neighborhood during the public information meeting. DISCUSSION The item was tabled from the last meeting on August 20, 2015. Attached is an update from the Andover Baseball Association (ABA) as to the status of proposals from the fencing contractor. If an ABA representative is not in attendance, this will be removed from the agenda and placed in the Outstanding Items portion of the agenda until staff hears back from ABA that they are ready to discuss the netting at ASN with the Commission. ACTION REQUIRED If ABA is not ready to discuss this yet, the item is to be tabled until they are ready to discuss options with the Park and Recreation Commission. I spoke to him today and they have been delayed due to his work schedule. He said he will have them over to me in the next couple of days. Additionally, he mentioned if they are able to do this work during the off - months, we could get it at a discounted price, which I told him didn't see a problem with that as the focus is to have it in place for the 2016 season. I know Vicki Kruth was at the last meeting to represent ABA, but unfortunately didn't have all of the information. We are looking at a two - phased project. One addresses the main threat, which is the balls coming over from the other field. The second is addresses the balls that go up higher (for a lack of a better definition). Josh's proposals addresses the main threat. He was not comfortable attaching anything to the building without running it by some type of engineer. Berkowitz, Director of Public Works / City Engineer Kevin Starr, Parks Maintenance Supervisor FROM: Lee Brezinka, Assistant Finance Director (, SUBJECT: 2016 Park Improvement Fund Levy Reallocation DATE: September 17, 2015 INTRODUCTION In 2002, City Council committed $50,000 in tax levy to underwrite a wide range of park improvement projects as recommended by the Park and Recreation Commission and approved by City Council. That levy was intended to be a supplemental source of capital funding for park projects as development started to slow down and minimal park dedication funds were available. As of 2015, that levy was up to $61,500 of which $15,000 is designated towards miscellaneous items that come up throughout the year. DISCUSSION With the latest emphasis on maintaining/preserving parks the City currently has, through the 2016 Preliminary Budget / Levy approved by the City Council, $46,500 was re- assigned to the General Fund to focus on Park's maintenance /replacement items. The $15,000 will remain in the Park Improvement Fund to take care of miscellaneous items that come up throughout the year that the Park and Recreation Commission will continue to participate in. A total of $80,000 proposed 2016 tax levy ($46,500 combined with an additional $33,500 of General Fund levy funding) will now been identified as part of the General Fund levy to replace playground equipment, fences, pedestrian bridges in parks, parking lot reconstruction, etc. The Parks Maintenance Department will determine which replacement items have the highest priority through the Capital Improvement Plan (CIP). Any unused funds will be specifically designated or carried forward for park replacement items. If a park is to be reconstructed as recommended by the Park and Recreation Commission and approved by City Council through the CIP process, the Park and Recreation Commission will work with the Parks Maintenance Department to determine which items are replacements and which items are considered new and/or enhancements to determine the mix of funding sources to accomplish the project. Consider Revising 2016 -2020 Parks Capital Improvement Plan DATE: September 17, 2015 INTRODUCTION The Park and Recreation Commission is requested to consider revising final 2016 -2020 Parks Capital Improvement Plan (CIP) to the City Council. DISCUSSION Based on the previous agenda item, project items that are considered replacements will be funded by the Parks Maintenance Budget based on budget availability. For example, at Timber Trails Park, the Parks Maintenance Department will determine the value of the existing baseball fencing since the fence does not meet the current standards. That value of the existing fence will be funded from the Parks Maintenance Budget. The remaining cost of the fence will be funded from the Park Improvement Fund. The same will need to be determined for Fox Meadows Park. Note: Staff is currently reviewing replacement items for both Timber Trails Park and Fox Meadows Park. The estimated cost will be provided at the meeting. As far as other proposed improvements in the 2016 -2020 CIP, the Park and Recreation Commission will need to determine if the City Hall Outdoor Hockey Rinks paving of the rinks and parking lot should remain in the CIP or removed. At this point, with the discussion and planning of the City Campus Master Plan is in its early stages, the Commission may want to remove from the CIP and wait on the final Master Plan to be approved by the City Council. Discussion still needs to take place by the City Council in regards to how the City Campus improvements will be funded. One other item that should be considered to be removed from the CIP is the Langseth Park Trail Improvement of $20,000. If the property owner decides to change their mind regarding an easement in the future, the Park Improvement Fund would most likely have funds available to fund the project. BUDGETIMPACT With $46,500 being allocated to the Parks Maintenance in the General Fund, the Park Improvement Fund for the years 2017 -2020 have an ending fund balance below the $50,000 contingency so revisions should be made as recommended by the Finance Department. The sand box digger has been installed. ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be in October. • Update of Quarterly Sherifrs Department Report on Park Patrol & Vandalism — Next quarterly report will be in October. • Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground equipment be carried over into 2016 along with the installation of the irrigation system. The backstop and sideline fencing will also be done in 2016. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. • Timber Rivers Park — The installation of playground equipment is going on right now. A couple adjustments are being to the slides on the main structure to meet fall zones requirements. The concrete borders will be completed within the next couple weeks. The swings will be ready for use by the public sometime during this week. The final completion is expected within the next 2 -3 weeks. • Kelsey Round Lake Park Master Plan — The Park and Recreation Commission will be meeting with the neighborhood on the September 17th. Meeting starts at 5:45 pm so make sure you are arrangements to be there to meet with the neighborhood. WSB will be at the meeting to review the process with the neighborhood. The Commission will need to solicit input from the neighborhood to determine if other concepts that should be considered. • City Campus Expansion Master Plan — A draft copy of the September 3`d Park and Recreation Commission workshop meeting minutes have been forwarded to the City Engineer to discuss with the architect. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower —Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Update of Park Signage Along County Roads /City Streets — The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the signs locations are approved they would be installed sometime in the spring or summer of 2016. • Update of Pedestrian Trails — Listed below are some of the pedestrians and bike trail segments that have been identified by the City Council over the next few years: ➢ 2015. Nothing is planned for 2015. ➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. ➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to Vale Street NW. ➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker Lake Blvd to 140U' Avenue NW. ➢ 2019. Bituminous trail along Crosstown Blvd from 1591h Ave to Prairie Road. ➢ 2019. Bituminous trail from Kensington Estates 7'h Addition to Andover Station North. • Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project is still scheduled for 2016. Most of the construction will be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduling Park and Recreation Commission meeting at a City Park Facility — The Commission will need to determine if they would like to have a meeting in the spring of 2016 since it is now getting too late for a fall meeting. Cleaning park buildings. • One of the large capacity mowers is down again. • Working on the new playground area at Timber Rivers Park. • Helping work on the new hockey rink at Crooked Lake School. • Worked with contractors on the new scoreboard installs at Prairie Knoll Park. September 5, 2015 • Continue full mowing cycles, spraying bee nests, trimming shrubs /trees, dragging infields and spraying weeds. • Working on new playground at Timber River Park.
