Room for stand- alone Child Care center by the Y? Allison, YMCA • Concerns about the amount of available green space around the Y for youth and summer programs. Allison,YMCA • I like the plans that had the playground closer to the Community Center than not. Allison, YMCA • Splash Pad— traditionally attached to the Y— proximity to the Y would be beneficial if this amenity will be operated by the Y. Allison, YMCA • Key question... can the City get any acreage from the school district? If so ...5 and or 20 acres? Dictates If A and or B and C Isvlabie. Frank • Road connecting Veterans Memorial to 154th in all 3 plans, with Plan B having the best connection. Joy This provides another access point from Nightingale onto the campus, but most importantly to the middle school. When my teen was at Oak View, the drop off and pickup situation was a nightmare and not ideal for children commuting in cars and crossing this line of traffic. Having another access point will help to alleviate traffic on Hanson and provide more options to creating a better traffic pattern for the school. • The addition of a 2nd ice arena in all 3 plans —Joy All of my children use the outdoor rinks and the arena. With my younger 4 children, I am concerned if we are currently notable support our hockey programs how can we support them as this community grow. It is my understanding that the AHYHA currently buys 90% of their Ice time at another facility. That greatly concerns me as it will require 1 travel outside my city to another city frequently when my 4 little hockey players get to that level. This will tax my family's time and financial resources. Also, my husband and I come from legendary hockey communities such as Warroad and East St. Paul (Johnson HS). The legend of these hockey communities grew because of the support from the community as a whole. As an East Sider who didn't play hockey or have a family member that played hockey, it didn't stop me or my siblings from loving and appreciating the game. I believe Andover has a great foundation for becoming a great hockey town that can only be limited by a decision to not Invest in It as a community. If we do not build the arena now along with the campus improvements it could be another 10 years before it can be built and it will cost a lot more as a stand- alone build out. • Parking lot added in Plan A on the north east entrance Into the YMCACC parking lot. Joy This provides great overflow parking to the community center by the field house and ice area. Also, if the rinks are moved there it will be the best place to park for that space. • Plan A's preservation of the green space around Purple Park and the football field, track and soccer fields for the middle school. Joy Again since I have 4 more kids to one day attend Oak View, I do not like the Idea of losings that outdoor space. Also, as an frequent runner, I use that track as a training space as do other runners that do not have access to the high school track. a.a • Addition of green space in the city center. Joy Since my family participates in the Andover Fun Fest every year and runs in the 5K, I believe this would be the best location for that event. It keeps the venue on one site so there is no crossing Crosstown from where the bouncy houses are. It's also moves everything closer to the community center. • Like the flow of traffic. Would it be possible for Performance /Green Space and Public Works to switch locations? ACC Staff • Ideal if outdoor rinks could be placed closer to the ACC. ACC Staff • Like the Side by Side location of existing rink and possible multipurpose sports arena —they would share a common wall and share entrance. Make sure within this plan that a dedicated dryland area is identified. ACC Staff • Negative- Placement of the kids gym, splash pad and the playground are too far from the pool area and kids space at the YMCA. Joy Again as a mother with 4 toddlers, I frequently put my kids in the YMCA childcare. I do not like the Idea of having my kids travel so far from the kids area on the property. Ideally, I would like to seethe new kids gym, splash pad and playground placed at the south end of the YMCA community center. This may require the south connecting point between the east and west lots to be removed to allow for more space. This would also allow our kids to safety travel to those areas without having to cross traffic. I would also see this as a positive for the seniors who travel from the senior center at city hall to the community center. I would also recommend moving the entrance on the west side of city hall closer to Crosstown to allow for access to the east lot in front of city hall. This again would provide for more green space for adding a playground and splash pad around the water tower and up to the pool area and childcare area of the facility. Also, ifthe green space was in the city center, where the current public works space Is, this would allow participants using that space, like the Andover Fun Fest, to have easy access to the new kids space and have it be closer to where all the families will be congregating. Also, I know Andover Elementary has a yearend field trip to Purple Park where the classes walk from the elementary school across Crosstown along Hansen crossing In front of the YMCA. Having the park closer to Crosstown would eliminate any other traffic crossing points making their travel safer. Master Plan Concept— B • Is there appropriate space around the Community Center for expansion and /or build out? Room for stand- alone Child Care center by the Y? Allison, YMCA • Splash Pad — traditionally attached to the Y— proximity to the Ywould be beneficial if this amenity will be operated by the Y. Frank bA • Option B works from many perspectives but traffic flow advantages of option C seem to be a big positive. Ted • Road connecting Veterans Memorial to 154th in all 3 plans, with Plan B having the best connection. Joy • Moving the outdoor rinks closer to the Ice arena in Plan B and C. Joy Because my teen has used these rinks consistently every year since they opened, even in subzero temps, having It close to the community center gives the kids more amenities and a safer environment for our cold Minnesota winters. It also provides the community center with more options for using the ice sheets with Its current partners and future events. • The addition of a 2nd ice arena in all 3 plans. Joy • Addition of green space in the city center. Joy • Negative - The removal of the football field, track and the soccer fields at the middle school in Plan B and C. Joy Plan B had the best road plan for the connection to 154th that could keep the school's fields in tact if the sports dome is not placed there. Initially, we discussed a plan that would have the sports dome reside in the area where the north baseball diamond currently is. Then there would be a parking lot added to where the south baseball diamond is like in Plan A that I mentioned I liked earlier. I am not sure if there was enough space for the dome and parking lot there, but that is what we discussed would happen. • Negative - Placement of the kids gym, splash pad and the playground are too far from the pool area and kids space at the YMCA. Joy • With the uncertainty of the school district land access It's difficult to fully comment on this plan, however.... ACC Staff - Like location of the outdoor rinks. - Is there enough adon space for meeting rooms, pro shop expansion, offices, etc? - Do not favor round -about in middle of plan leading directly Into parking lot. - Like the dedicated dryland area located between the expanded multipurpose arena and expanded gym, however again prefer that rinks would be side by side. - Concerns about sharing 150 entrance with school and possible congestion. Master Plan Concept - C • Is there appropriate space around the Community Center for expansion and /or build out? Room for stand- alone Child Care center by the Y? Frank 0 • Traffic flow appears to be the smoothest and easiest to navigate for visitors. Ted • Allows for the community center expansion and also relocation of outdoor rinks to bring like amenities together. Ted • With a little modification, I think one of the open space areas could be used for ball fields to replace the two lost in this proposal. Joy • Moving the outdoor rinks closer to the ice arena in Plan Band C. Joy • Moving city public works she In Plan C. Joy This seems to be the most logical option. It allows for a true city center space that can be used for various activities. I also like that it has city trucks using a different access point. However, I would rather have the trucks enter and exit directly onto Crosstown instead of Nightingale from the new road on Veterans Memorial. Since I live just off of Nightingale, and with kids using the new road connecting to the middle school, it doesn't seem safe to have those trucks entering and exiting there. • Addition of green space in the city center. Joy • In favor of moving public works, like flow of traffic and overall plan. Concerned about school district traffic and flow. Again concerned that enough space Is Identifled for meeting rooms, storage, pno shop expansion, offices, etc (move from plan A to plan Q. ACC Staff • Could dryland area be moved horizontally to accommodate, ice rink, expanded multipurpose and gym areas? ACC Staff • Change performance area back to fields for OVMS. Performance /band shelter could be Included in the flexible open space area. Overall Campus Layout Comments: • Key thought process is fiscal prudency. Frank • Proximities. Frank - Relocating Public Works to the West allows all people use infrastructure to maintain its own space? - Incorporating closer proximities should realize economies of scale for operational purposes • Facility Expansion Square Footage. Frank - Primary debt service partners input • Taxpayers • The • AHYHA - Splash pad... depending on who operates the space... both City and the Y should figure this out, as R may look different both space and infrastructure within. - Ice arena ... Is it possible to Incorporate a sports dome and a 2•" sheet of ice together ... for a true multi- purpose facility and infrastructure within... particularly if it is most cost efficient in capital build out and operationally? - Absolute flexible... multl•use_.open spaces, buildings, etc ... CO- UTIUZATIONI - Incorporate alternative energy concepts - Parking ramp possibilities? - Vertical bulldout? Safety and Traffic Flow. Frank - Ensure appropriate sidewalks are incorporated - Creation of road build out within N side of the complex between Hanson and Nightingale - Vehicular circulation with boulevards... insure pedestrians and vehicles have clear pathways for visual site lines to eliminate vehicle and people accidents - Stop signs versus roundabouts so traffic is required to stop within the Interior roadways... roundabout from Hanson to Nightingale Street - 5 mile per hour speed limit within the complex - High visibility signs for vehicles and pedestrian...) have seen stop signs with the perimeters having blinking red lights that come on at night ... maybe solar? - Continue video surveillance within complex build out - Underground walk way ... Insure absolute lighting and video surveillance... insure adequate drainage support - Relocate public works to the West side of the complex... or is there an opportunity to relocate to different location... large trucks and people do not mix well, Its not if an accident will occur its simply when an accident happens - Splash pad build out as close to the Y as possible to minimize auto and people intermingling - Policing presence - Clear auto and people site lines Negative -I am greatly concerned with the replacement of the paved trail with a cement sidewalk in all 3 plans. Joy As a person that runs this route often each week along with many other people In Andover, I do not like the idea of running on such a hard surface. Also, I fearthe width of the path will be compromised which would be a great loss as well for how it Is currently being used. Most runners will opt to run on the grass or on the road instead of a cement sidewalk like we currently do along 157th Ln NW where the trail turns into a cement sidewalk. This obviousty is not as safe. Also, with the wonderful trail system we currently have, which is over 10 miles of trails that run throughout Andover, this would break the connection to the trail system around the most heavily used section of the trail. Many people use the YMCA as a starting and stopping point for their runs, walks and bike rides. Removing the smooth wide surface around the Ywould be a huge disturbance to the current use of that space. There are also a number of us moms and dads that drop our kids off at the Y In the childcare to run circles around the facility on the trail and the perimeter of the parking lot, which is a 1k route. This allows us to enjoy our run outside while our kids are being cared for. We cannot travel any further than that area since the Y does not allow for us to go off the property with our kids in childcare. Ideally, we would like to see a paved path not just where it currently is but also having It wrap around the property of the YMCA community renter and city hall so it is safer. That way we are not having to run along the vehicle access points as we are currently doing. I'm sure the seniors would appreciate the use of a paved trail vs a cement side walk around city hall also. • Negative - The roundabouts on Crosstown. Joy Since I live In Woodland Estates, the neighborhood east of Nightingale and north of Crosstown, my daily travel will be greatly effected as I drop my children off at Andover Elementary and go to the YMCA. It seems It would disrupt traffic a lot to have two so close together. Also, since Crosstown, between Nightingale and Hanson is the current parade & Sk route for the Andover Fun Fest I am not sure how the roundabouts will effect that. • Could Public Works be moved off City Campus completely?
