INTRODUCTION
The Park and Recreation Commission is requested to review the Master Plan Concepts A, B and
C.
DISCUSSION
Attached are the draft Master Plan Concepts A, B, and C. The Commission will need to review
and consider one of the options which were presented to the City Council workshop on August
25th. All stakeholder groups have been given until September 18th to submit comments so the
architect can make revisions to the concepts. The City Council is will be reviewing the revised
Master Plan concepts at the September workshop which will be scheduled towards the end of the
month.
If any of the Commission members have any questions regarding the concepts in the packet, feel
free to contact Dave Berkowitz, City Engineer/Director of Public Works.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the Master Plan Concepts A, B and
C and provide comments.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report —Next quarterly report will be
October.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be October.
• Hidden Creek East Park — The concrete work has been completed. The sand box digger has been
received by the City as of last Friday. The Parks Maintenance Department will be installed as soon as
they are able.
• Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground
equipment be carried over into 2016 along with the installation of the irrigation system. The backstop
and sideline fencing will also be done in 2016. The existing monument sign will be relocated further
back outside the right of way so a sidewalk can be constructed.
• Timber Rivers Park — Playground equipment has been delivered. The grading of the area has been
completed along with installing the retaining wall. Installation of the playground equipment will be
starting within the next week or two.
• Kelsey Round Lake Park Master Plan — The Park and Recreation Commission will be meeting
with the neighborhood on the September 17th. Meeting starts at 5:45 pm so make sure you are
arrangements to be there to meet with the neighborhood. WSB will be at the meeting to review the
process with the neighborhood. The Commission will need to solicit input from the neighborhood to
determine if other concepts that should be considered.
• City Campus Expansion Master Plan — Item is on the agenda.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower —Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Update of Park Signage Along County Roads /City Streets — The County has indicated that it is
possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for
neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan
has been drafted, staff will meet the Anoka County Highway Department for their review and
approval. If the signs locations are approved they would be installed sometime in the spring or
summer of 2016.
Update of Pedestrian Trails — Listed below are some of the pedestrians and bike trail segments that
have been identified by the City Council over the next few years:
➢ 2015. Nothing is planned for 2015.
➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to
South Coon Creek Drive.
➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to
Vale Street NW.
➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker
Lake Blvd to 1401h Avenue NW.
➢ 2019. Bituminous trail along Crosstown Blvd from 159`' Ave to Prairie Road.
➢ 2019. Bituminous trail from Kensington Estates 7 t Addition to Andover Station North.
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is still scheduled for 2016. Most of the construction will be
done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard
will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near
the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in
the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if they would like to have a meeting yet this summer.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is
considering.

Weekly Parks Maintenance Update
August 24, 201 S
• Set up for large football preview at Prairie Knoll Park.
• Dragged all infields.
• Mowing continues to be a challenge. One of the large capacity mowers is down again.
• Working on setting grade for new playground area at Timber River Park.
• Helping out constructing new hockey rink at Crooked Lake Elementary School.
• Adding wood fiber to playgrounds around the City.
• Spraying weeds, trimming shrubs at park signs.
• Worked at Prairie Knoll Park with contractors installing the new scoreboards.
• Full trash and litter service. Cleaning park buildings.
