Consider Request from Residents/Nordeen's Park DATE: August 20, 2015 INTRODUCTION This item is in regards to a request from the Nordeen's Addition neighborhood to consider installing a basketball court at Nordeen's Park. DISCUSSION Attached is a copy of the petition from the neighborhood. The location of the '/Z basketball court would be located in the free skating rink area. Public Works would prepare the base and spread the Class 5 aggregate. The City would need to hire a paving contractor to pave the court. BUDGETIMPACT The estimated cost for a % basketball court is estimated between $5500 and $7000 depending how busy paving contractors. This is not a budgeted item and would either need to be included in the 5 year CIP or the Park Commission has the option to utilize the $15,000 miscellaneous funds that are available. As of right now $5000 was utilized for the wall board at Hidden Creek East Park. ACTION REQUIRED The Park and Recreation Commission is requested to consider the request from the Nordeen's Addition neighborhood to consider installing a basketball court at Nordeen's Park. Consider Park Dedication Requirements /Country Oaks North 2nd Addition Preliminary Plat DATE: August 20, 2015 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of Country Oaks North 2 "d Addition. DISCUSSION A copy of the preliminary plat is attached to this item (Sheets C201 and C202) along with a drawing from the grading plan that provides good information about the wetlands and floodplain areas. The proposed preliminary plat is located just to the north and west of Country Oaks North. The proposed access road (167`h Lane NW) from Hanson Boulevard indicated on the preliminary plat is designated as a Municipal State Aid Street which tends to have higher traffic volumes since this will be a main street to enter and exit the development. The location of the park on the preliminary plat (Exhibit A) is proposed to be relocated further west from the previously recommended location identified as part of the sketch plan review (see Exhibit B). Based on information provided on the plat there are designated wetlands on the west and south portion of the lot. The 100 year flood elevation (which includes the wetland area) is designated as 894.8. The area outside of the wetland and 100 year flood elevation is about approximately 2 feet above the 100 flood elevation at approximately 896.0. As you can see from the drawing the north end of the park is slightly higher at 868.0. One other item to think about is the larger lots east of the park will not be served with municipal water or sanitary sewer as they are proposed to be served with private wells and septic systems. If the Commission would like to irrigate the park at some point, a well will need to be drilled. ACTION REQUIRED The Park and Recreation Commission are requested to review the proposed preliminary plat and recommend park dedication requirements to the City Council. Having the park at the end of the residential lots will require less residential homes backing up to the park and reducing the possibility of neighborhood complaints. This park will be in a rural setting not requiring curb and gutter, which substantially reduce the cost to complete the park. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl, Commissioners Ted Butler, Sarah Elstrom, Alisa Lewnau, Angela Marinello, and Mark Miskowiec Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas Others RESIDENT FORUM No one appeared to address the Commission APPROVAL OFMINUTES Motion by Commissioner Lindahl, seconded by Commissioner Marinello, to approve the minutes of the March 19, 2015 on a 6 -ayes, 0 -nays, 0- absent, 1- present ( Lewnau) vote. CONSIDER COUNTRY OAKS NORTH 2ND ADDITION SKETCH PLAN Mr. Haas presented a copy of the sketch plan to the Commission. He reviewed this is the same sketch plan that was previously sent to the Commission by email on March 12, 2015 so that the Commission had some time to review the sketch plan. The proposed sketch plan is located just to the north and west of Country Oaks North development. There was some discussion at the joint meeting with the Open Space Commission on December 18, 2014 about some potential ideas regarding the 10 acres that was not purchased as open space but for other possible improvements such as a new street out to Hanson Boulevard NW and possibly a park of some sort. The street is being proposed with a horizontal curve to avoid impacts to the existing wetlands to the west and south of the proposed development. The final alignment will be determined at a later date. The developer identifies on the plan that includes a small parking lot (8 -10 stalls), a playground area and a trail that would provide access to the open space property. The Regular Andover Park & Recreation Commission Meeting Minutes —April 2, 2015 Page 2 portion that the park is shown is on City owned property so the developer park dedication requirements will be cash in lieu of land. The developer and/or a representative have been requested to attend the meeting to answer any questions the Commission may have. Mr. Haas reviewed drawings of the sketch plan. The Commission is requested to review the sketch plan and provide a recommendation to the Planning Commission. The access road to Hanson Blvd. is a requirement by the City Council. Chair Stenzel asked if there would be access without that piece of land and Mr. Haas stated the City Council would still have the option to take keep some of land for an access. Commissioner Miskowiec asked if there was a parking lot and would this be the only access to the Open Space. Mr. Haas replied that yes this would be the only parking lot. As far as another access, it is proposed to provide a trail access from the single family portion of the development from the northwest comer of the sketch plan to the open space property. Chair Stenzel asked if there is a wetland and Mr. Haas referred to the area on the plan of the wetland delineation. Commissioner Miskowiec asked if irrigation was necessary and Mr. Haas stated irrigation would be nice to have at some point. Chair Stenzel stated there needs to be a parking area. Chair Butler stated the location proposed is a good one. This would provide an entry point from parkland to the Open Space. Commissioner Miskowiec agreed. Commissioner Lewnau asked if there is a way to add more parking and Mr. Haas stated 8 -10 parking spaces should be enough as proposed in the plan. Mr. Haas stated there is a trail proposed on the north side of the street that will extend from the new development to Hanson Blvd. Motion by Commissioner Lindahl, seconded by Commissioner Butler, to recommend the park location as identified on the sketch plan and accepting cash in lieu of land. Motion carried on a 7 -ayes, 0 -nays, 0- absent vote. CONSIDER IMPROVEMENTS TO ROSE PARK Mr. Haas requested the Park and Recreation Commission to consider additional improvements to Rose Park, Project 14 -13. Consider Protective Netting Quote at Andover Station North Ball Field Facility, Cont. /15 -34 DATE: August 20, 2015 INTRODUCTION This item is in regard to considering protective netting quote at Andover Station North Ball Field Facility. DISCUSSION The item was tabled from the last meeting on July 16, 2015. It staffs understanding that the Andover Baseball Association (ABA) will be meeting with the fencing contractor soon to discuss options for the netting. Jason Saulsbury, ABA, is aware the item is on the agenda and will be present at the meeting to provide an update to the Commission. BUDGETIMPACT As a reminder this is not identified in the Capital Improvement Plan for 2015. The Park Commission may wish to utilize the $15,000 annual miscellaneous fund that is available each year. With the higher cost, ABA is unsure what the financial commitment will be. ACTION REQUIRED The Park and Recreation Commission is requested to consider the option of netting and fencing of the west and middle field at Andover Station North Ball Field Facility. Update of Kelsey Round Lake Park Master Plan /15 -11 DATE: August 20, 2015 INTRODUCTION The item is an update regarding the Master Plan for Kelsey Round Lake Park. DISCUSSION Attached are the Potential Program Elements, Deleted Potential Elements and the Fun Fest Comments based on the discussions at the July 16, 2015 meeting with WSB. Kelsey Round Lake Park Project Schedule is attached for your information. A neighborhood meeting has been scheduled for Thursday, September 17`h from 5:45 pm — 7 pm at Andover City Hall. Andover Newsletter (September - October) will be sent to residents towards the end of August that includes the Park Place article which explains how residents will be able to provide input through MySideWalk.com website. This website will be going live around August 24th. Residents will have until Friday, September 181h to provide comments. As far as the Public Open House to review the initial concepts, staff would recommend the Open House be scheduled to November 19`h. The reason for this date is that the staff would like to place an article in the Andover Newsletter (November- December) about the Open House. The newsletter is a good way to notify residents about the Open House. Staff will also contact the Anoka Union about doing an article in early November to get the word out about the initial concept plan. Staff will also contact QCTV about having information advertised about the open house. ACTION REQUIRED The Park and Recreation Commission is requested to review the information and reschedule the Open House for Kelsey Round Lake Park Master Plan to November 19th. Review Outstanding Items DATE: August 20, 2015 Issues list as of 8/17/15 COMPLETED PROJECTS — City Hall Recycling Center Update -- Paving of the driveway from Crosstown Boulevard NW to the recycling center has now been completed. ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report will be October. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report will be October. • Hidden Creek East Park — The concrete work has been completed. The sand box digger has been ordered and will be installed as soon they arrive at Public Works. • Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground equipment be carried over into 2016 along with the installation of the irrigation system. The backstop and sideline fencing will also be done in 2016. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. • Timber Rivers Park — Playground equipment has been delivered. The grading of the area will be done the week of August 10th. Installation of the playground equipment will be starting within the next week or two. • Kelsey Round Lake Park Master Plan — Item is on the agenda. • City Campus Expansion Master Plan — The Park and Recreation Commission and other stakeholders groups have been invited to meet with the City Council on Tuesday, August 25th at 6 pm to review options on a draft Master Plan that has been prepared by HCM Architects. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. Update of Park Signage Alone County Roads /City Streets — The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the signs locations are approved they would be installed sometime in the spring or summer of 2016. Update of Pedestrian Trails — Listed below are some of the pedestrians and bike trail segments that have been identified by the City Council over the next few years: ➢ 2015. Nothing is planned for 2015. ➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. ➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to Vale Street NW. ➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker Lake Blvd to 1401h Avenue NW. ➢ 2019. Bituminous trail along Crosstown Blvd from 159�h Ave to Prairie Road. ➢ 2019. Bituminous trail from Kensington Estates 7th Addition to Andover Station North. Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project is still scheduled for 2016. Most of the construction will be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduline Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if they would like to have a meeting yet this summer. August 15, 2015 • Finished Rose Park irrigation and grade work. Seeded and dragged fields. • Dragging all infields, adding wood fiber to many playgrounds, full mowing cycle and cleaning park buildings. Backfilled new concrete pads. • Planting seedlings and some bare root shrubs. • Delivered many sets of Lacrosse goals, new picnic tables and repaired tables. • Cleaning trails and walkways, spraying weeds along trails and seeding bad turf areas. • Spraying bee and hornet nests.
