Adjournment C x (AND OVE PARK AND RECREATION COMMISSION SPECIAL WORKSHOP SESSION APRIL 27, 2015 MINUTES A Special Workshop Session of the Andover Park and Recreation Commission was called to order by Chair Stenzel on April 27, 2015 at 6:03 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota in Conference Room A &B. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl, Commissioners Ted Butler (arrived at 6:08 p.m.), Sarah Elstrom, and Mark Miskowiec Commissioners Absent: Commissioner Alisa Lewnau and Angela Marinello Also Present: Assistant Public Works Director, Todd Haas Others DISCUSS THE 2016 — 2020 PARK CAPITAL IMPROVEMENT PLAN Mr. Haas reviewed the Park and Recreation Commission is requested to continue discussing the 2016 — 2020 Parks Capital Improvement Plan (CIP). Mr. Haas stated based on discussion from the last workshop meeting on April 16, 2015, two Commissioners were assigned to evaluate one Zone (A,B,C, or D) based on the parks map to determine possible needs for facilities within each Zone. Keep in mind that Commissioners can list other improvements from outside the Zone they are responsible for evaluating. When evaluating the parks for the CIP, look at each park and determine which category they belong to. The 3 categories to use should be as follows: • 1" Category: Which parks have improvements but what does it take to finish the park. For example paving of the parking lot or does it need irrigation? • 2nd Category: Are there any existing features that need to be replaced or enhanced? For example Rose Park shelter which needs to be replaced or expansion of Prairie Knoll Park warming house (existing warming house is small) or adding restrooms to City Hall Outdoor Rink Warming House (currently portable restrooms are being used during the winter months). • 3rd Category: Is there an existing park that is currently undeveloped or is partly 10 developed and new improvements should be considered? For example Oak Hollow Park which is currently undeveloped. S Special Workshop Session — Park & Recreation Commission Minutes —April 27, 2015 Page 2 Proposed improvements for each park are identified in the Park and Recreation Comprehensive Plan in Section F of the Information Packet (2010 Existing and Future Park Facilities Chart). Estimated prices are also included on the very right side of the spreadsheet. A copy of the 2016 — 2020 Park CIP Projected Fund Balance Sheet that now includes Rose Park improvements (fencing and paving of parking lot) was provided for Commission review. Depending on what the Commission would like to recommend for projects, the ending fund balance for each of the 5 years shall be $50,000 or more. Chair Stenzel stated the Commission will work from the existing Comprehensive Plan adding a column for anticipated replacement cost. Mr. Haas noted there is currently not a Park Replacement Plan in place for equipment, wells, shelter, etc. Chair Stenzel stated he would like to present to Council replacement costs for parks. Commissioner Butler arrived at 6:08 p.m. Commissioner Butler stated replacement costs are an issue within the City. Mr. Haas stated the City Administrator has mentioned there needs to be plans for replacement costs. Right now there is one for playground equipment. Chair Stenzel stated this CIP will not be for new parks but rather to improve and maintain the 76 parks in the City. He visited a number of the parks over the weekend and asked park attendees what draws them to a particular park and they responded the amenities in the park. Commissioner Miskowiec asked if parking lot replacement comes out of the park fund and Mr. Haas stated it comes out of park maintenance. There are approximately 47 playgrounds within the City. Mr. Haas stated on occasion playground equipment is pulled out of parks when it is no longer usable. Approximately $50,000 a year is set aside for playground equipment replacement, which would mean it would take 23 years to replace all equipment. Commissioner Lindahl stated that anytime when there is an existing or future playfield, playground equipment is needed. Birch Ridge — Chair Stenzel stated he would like to see signs that identifies each park. There is not an identifiable entrance to the park. This is more of an open space /natural setting park. A U- shaped driveway of 181 sc Avenue was suggested. The park is better suited to be considered a nature preserve. Mr. Haas stated the County would want to keep traffic moving and have a parking lot. Consensus — A sign should be put up. LAW] Special Workshop Session — Park & Recreation Commission Minutes —April 27, 2015 Page 3 Hawkridge — Two more shelters (15 x 30) are needed one for each field minimum. A shelter could be added to the building. There needs to be more picnic tables (3 -4). This is a year -round park. The warming house /restrooms & storage could also act as meeting space. Landscaping is needed, as the park is very bare of trees and landscaping. Forest Meadows — The playground equipment has been removed. The soccer field was taken off -line. The parking lot is torn up with ruts all over. There is a shelter with one picnic table that could be removed. No maintenance is being done on the shelter. Could be converted to community gardens to the south and east of the railroad tracks. A shallow well could be put in. A tree nursery for the City could be put in that area. This could be identified as a natural area. The picnic table could be moved elsewhere. A gate was suggested to prevent people from spinning in the parking lot. Timber Trails — This should be a high priority park. There are two fields (one is for soccer and the other is for baseball). A medium shelter would be needed. This is not irrigated. There is newer playground equipment. The baseball field needs bleachers. It would be nice to connect the trail. There is potential for a sliding hill. A fence is needed for the baseball field. A backstop is needed. This playground is used a lot by the residents in the new homes being built. Remove half basketball court from the plan. Basketball hoops could be put near the parking lot when it is paved. Langseth — New playground has been put in. There is no irrigation. There is some open green space within the park. There are a couple shade trees but some new trees have been planted. A medium shelter should be put in there. A trail could not be constructed due to the high cost of the land from the homeowner to the north. Cedar Crest Estate — This is wetland with some high ground. This one could be sold. Cedar Crest — Make this one a pollinator park. It is being mowed and installing a small shelter by the pond would be nice. An upgraded sign is needed. A couple benches overlooking the pond are recommended. Installing some new wood duck houses would be nice. It was plowed years ago as a skating rink by Public Works. Martin Meadows — This is a natural area connecting to the Open Space. There is no parking except for the cul -de -sac. Benches, signage and picnic table are in the plan. This park is being looked at by the Open Space Commission. Directional signage would be nice to indicate how to get to the park. Mr. Haas will speak with the Community Development Director. White Oaks — This is mostly wetland. An identifying sign is needed. Woodland Meadows — The playground was redone a few years ago. The park is not irrigated. Special Workshop Session — Park & Recreation Commission Minutes —April 27, 2015 Page 4 © Valley View — The park is a fairly large area for wildlife. There is a ditch that runs through it. A trail connecting from one cul -de -sac to another cul -de -sac should be considered if at all possible. Staff mentioned that this park is mostly floodplain. Two signs one on the north access and one on the south access should be installed and along with a woodchip path. Lunds North — This needs irrigation for the new baseball field. The parking lot needs paving. No second ball field could be constructed due to lack of space. There are chain link dugouts and fences. Playground for 2 -5 year olds would be nice along with a medium shelter. The ball field is for 10 year olds and younger. Tulip Park — This is now part of Pine Hills North Facility and should be removed from the list. Pine Hills South — This is the park on the south of 161't Avenue NW. The future plan is good. Basketball court can be removed. There needs to be a fence between the parking lot and the field to prevent damage to the field. Pine Hills North — There is an approved Master Plan for the facility in place therefore no changes are recommended. © Oak Hollow — The park is considered half wetland and half upland and is undeveloped. There is a trail connection going through the neighborhood from the west (Millers Woods development) to the Oak Hollow development so the residents have access to the park. The Oak Hollow development has 2.5 acre lots or larger. A park identification sign is needed. No basketball court or playground equipment is needed. Would like to see some trail elements within the park. A woodchip trail would be sufficient. Fox Meadows — The current future plan is sufficient. Moores Estates — The area currently does not have city sewer and water — the area currently has private septic systems and well. The area has potential for park development so should keep in the comprehensive plan. Landlocked Park — Should be sold. Nordeens — The development has smaller lots with private septic system and wells. There is a skating rink (free skate). Playground was rebuilt about 4 -5 years ago. The backhoe digger for the sandbox should be installed. All diggers should be in all sandboxes throughout the parks system. The half basketball court should be left in place. Kelsey Round Lake — The future development of the park is on hold until the Master Plan has been prepared. H Special Workshop Session — Park & Recreation Commission Minutes —April 27, 2015 Page 5 © Strootman — Irrigation would be a priority for the existing ball field. Outfield fence is necessary. The existing shelter should be upgraded to a medium shelter with more picnic tables. The canoe landing signs needs to be upgraded. The parking lots on both sides of the street should be paved. City Hall North — The Council is working on the City Complex Master Plan. The volleyball nets need to be put up. Sunshine Park — The dugouts are completed. Skate park fencing may not be needed. This may be a place for an artificial turf field. All three soccer fields are lighted. The middle field could be done in artificial turf. Cost would be $650,000 - $1,000,000. The school district may be looking at installing artificial turf fields. This could be rented to recover some of the costs. Bleachers would be needed if it were to be rented. River Trail — A park identification sign is needed at the opening to the park at the street. There is no trail down to the Rum River. Prairie Knoll — The north lot needs to be paved. The east lot would not be needed. There is a sign that shows overflow parking in the north lot. The warming house needs to be bigger and would probably be more than $50,000. Restroom expansion would be needed. Budget for future should be increased to $150,000. ® Meadow Wood North — A medium shelter is needed. A sandbox and digger should be installed. A fence may be needed on the backside of the park between the volleyball court and the houses. Lighting may also be needed. Meadow Wood South — This small parcel is undeveloped. This is a dedicated park and cannot be sold. Sustainable landscaping & trees should stay in the plan. Round Lake Boat Landing — This will be considered as part of Kelsey Round Lake Park Master Plan. Oak Bluff — Irrigation has been installed. A basketball court is needed at the end of the parking lot. The park has been getting heavy use. A backstop (similar to what has been done at Green Acres Park) has been requested and could be put in at the north end of the park. A medium shelter is needed. Pleasant Oaks — Frisbee golf is available at the park. There is a fence along the west side of the park to keep balls from going into the street. Field is being used for practices by football and soccer associations. Irrigation should be installed. New playground equipment has already been installed. No volleyball or basketball courts will be constructed. © Meadows of Round Lake — Only a picnic table would be installed with no shelter. Needs a sandbox digger installed. Special Workshop Session — Park & Recreation Commission Minutes —April 27, 2015 Page 6 M Hartfiel's — The park is pretty much designated as a wetland. Hartfiel's nature area sign is needed. Dehn's — This is a nature area with a nice pond. A wildlife viewing dock could be installed. Put a bench on the end of the dock. This could possibly be a boy scout project. Shady Knoll — The playground equipment is nice. It has a basketball court. A medium shelter is needed. Need to clean up the pond rather than dredging the pond. This park has been adopted as part of the Adopt a Park program. The Oaks — Not conducive to having anything other than having the existing trail. A grant has been applied for to connect this section of trail to Andover Station North Ball Field Facility. Creekridse — The playground equipment was removed a few years ago. There is potential for a trail connection through the park. This could be enhanced with trails so that users of the wetland mitigation have other trail options in the neighborhood. Mowed trails were suggested. This will continue to be a nature area. A park identification sign should be installed. There are a number of homes near Creekridge and some light tree clearing would need to be done. The wetland mitigation area (the old golf course site) will not be worked on until 2016. Some playground equipment would be nice for those homes nearby. Signage could make it reasonably safe for children to cross to the park. This would be replacement playground equipment. Creekview CrossinE —Nothing to add as far as new improvements. Green Acres — This playground equipment is fine since the equipment is relatively new. Remove volleyball from the future improvements list. Rose — 37 parking spaces are planned along with 1 handicapped parking stall. The Utility Department will be installing the storm sewer. Paving and curbing will be done by a private contractor. Remove future items relating to hockey and remove the basketball court that was planned. A medium shelter is recommended to be included as an improvement to the park. Red Oaks West — No municipal services are currently available to the park. City sewer is in the area. Municipal water may be available at some point into the future once the Red Oaks development area is served. Irrigation is needed for the park. Red Oaks East — There should be a trail connecting to Andover Station North if at all possible. There are some existing wetlands in the vicinity that may make it difficult to make that connection. U Special Workshop Session — Park & Recreation Commission Minutes —April 27, 2015 Page 7 Northwoods East — The field needs to be irrigated. A backhoe digger should be installed. Currently no municipal water in this area is available. A medium shelter would be desirable with the baseball field if there is an area that it will fit in. Hills of Bunker Lake West — Needs irrigation. This field has been around for quite a few years. The field needs to be irrigated. The existing parking lot is not adequate so parking is an issue. Recommendation is to pave the parking lot and install a new outfield fence. Northwoods West — Lacrosse is currently using the field for practice. The tennis court is in good condition. The parking lot needs to be paved. Football also uses it for practice. Irrigation is needed. Volleyball and basketball court should remain in the plan. Red Wood Park — The parcel is mostly wetland and no improvements are being recommended. Wild Iris — The existing field needs to be irrigated and the Commission did indicate this as a high priority. Shadowbrook West — The only improvement that currently exists is a trail. Some noise walls will be constructed as part of the Bunker Lake Boulevard reconstruction project. Tot Lot on 1381h Avenue NW— Park should be renamed. This park may be relocated or eliminated depending on the redevelopment of the area. Hidden Creek North— Irrigation is in. Medium shelter, dugouts, scoreboards are in the plan. Lighting of the fields (baseball and soccer) should be added ($150,000 - $200,000), Crooked Lake Boat Landing — Security light should be added. Crooked Lake School Hockey Rink — The hockey rink will be reconstructed sometime during 2015. No other future plans are being considered. Hidden Creek East — The park is in need of irrigation. The concrete wall board is already approved to be installed. Staff is waiting for the neighborhood to determine its location. Medium shelter is recommended to be identified as a future improvement. Hidden Creek South — Add a backhoe digger and a couple of picnic tables. Remove small shelter from plan. Coon Creek Park/Tom Anderson Trail — There is an existing bituminous trail along with quite a few benches that do exist along segments of the trail. No shelter is needed. Andover Lions — Irrigation is a priority which is planned to be done in 2016 along with new fencing for the backstop and sidelines. This work will be done during the Bunker Special Workshop Session — Park & Recreation Commission Minutes — April 27, 2015 Page 8 ® Lake Boulevard road reconstruction project. A medium shelter is to be included as a future improvement to the park. Terrace — The park is in need of irrigation along with a new medium sized shelter. Frisbee golf baskets could be installed. There was a suggestion to move the ball field closer to the existing parking lot. Additional shade trees on the east or west side of the trail are recommended. Bleachers with concrete pad were also recommended along with a tennis court with lights. Football in the past has used the park for practices. Outfield fencing may not be necessary. Shadowbrook East — An additional medium shelter has been suggested as a future improvement to the park. Timber Rivers — Has two shelters next to each other. The Commission has identified irrigation as priority. Existing shelters need more tables. Playground equipment has been ordered. Needs signage directing how residents can get access to the park. The canoe access has been chained off as the Parks Maintenance Department is upgrading the canoe landing. Chesterton Commons — The Commission is recommending the park be irrigated, half basketball court installed and add new picnic tables. Eveland Fields — Remove the existing small shelter. Leave medium shelter with picnic table and grill. Space is limited for a large shelter. Recommend dugouts and scoreboards (south and middle fields). The school uses /controls the 3 fields 9 months of the year and the City uses /controls the 3 fields 3 months of the year (June thru August). Woodland Estates — Needs a sandbox and backhoe digger. Install park bench. This park is already irrigated. Oakview — The park should be irrigated. The Commission suggested a sandbox and a backhoe digger to be installed. Future park expansion can be removed from the plan. No shelter is needed and security lighting is recommended. Country Oaks West — Park is pretty much completed. Sophies — The park should be irrigated. Once the parcel to the south is developed, trail connections to the neighborhoods should be included. Woodland Crossing — The park should be irrigated. Andover Station North — Ballfield lighting (east field), medium shelter, netting around concession area, park benches, dugouts and half basketball court is recommended. The sliding hill needs to have more slope on the north side and mowed periodically thru the Special Workshop Session — Park & Recreation Commission Minutes —April 27, 2015 Page 9 ® summer and fall. Tops on dugout areas should be installed on all premium ball fields that have outfield fencing. Hickory Meadows — The park will need additional irrigation with the dedication of additional land to the west of the existing playground area. A half basketball court and medium shelter is to be included as future improvements to the park. City Hall Outdoor Campus Hockey Rink — Pave the parking lot and possibly one of the existing hockey rinks. Add restrooms as part of the existing building. There was a suggestion to provide Wi -Fi to make the building rentable. A third rink may be part of the overall Public Works complex development plan. Look at expanding the existing parking to the north. Enlarge the existing free skate rink. Look at outdoor refrigerated rink (estimated at $60,000). Chair Stenzel asked if neighborhood meetings should be held. Mr. Haas stated the Council should be talked to first. There are a number of fields if irrigated would be usable for the associations. Mr. Haas will have Kevin Starr in the Public Works Parks Maintenance Department provide a list of what needs to be replaced in all parks. The City Council will be meeting on May 5th to determine the date for a joint meeting with the Park and Recreation Commission.
