Adjournment Q KELSEY ROUND LAKE PARK TASK FORCE MEETING February 25, 2015 MINUTES The Meeting of the Kelsey Round Lake Park Task Force was called to order by Shane Stenzel on February 25, 2015 at 6:30 p.m. Committee Members Present: Shane Stenzel, Gretchen Sabel, Kyle Nemeth, Sarah Elstrom Committee Members Absent: Jim Goodrich Also Present: City Administrator Jim Dickinson, Assistant Public Works Director Todd Haas, Natural Resources Technician Kameron Kytonen DRAFT RFP FOR MASTER PLAN The majority of the discussion was spent on the contents and tasks of a draft RFP to be for a Master Plan of Kelsey Round Lake Park. Some things that need to be added in the "tasks" section of the master plan include additional management of the native prairie, wetlands and woodland areas and the construction and installation of additional habitat infrastructure (i.e. birdhouses). TRAIL AROUND LAKE Mr. Stenzel clarified that his thought for a trail around the lake is "separate" than the rest of the proposed Master Plan, and is a long -term goal (if attainable). It will be a challenge to get a trail around the perimeter of Round Lake at this time, as the likelihood of obtaining ownership or easement of all properties isn't good. Discussion of just having the trail or on- street designations along existing streets of the north and east sides of the lake seemed more realistic. Connecting Kelsey Round Lake Park to Pleasant Oaks Park was discussed but will be a challenge due to existing wetlands and private properties to make that connection work. The goal by the Task Force is to provide an assessment and options to include possible connection to other parks that are publically held around the lake and identify in the Master Plan for future land and /or easement acquisitions as needed. Perhaps a floating boardwalk could be constructed, which may alleviate the need for a permit. There may be grant opportunities available to help fund the boardwalk. INTERPETIVE CENTER It was decided that an interpretive center isn't feasible at this time. It would need staffing, heating, electricity, etc. This would result in high costs. This is a nature park, and a center like this would not be a good fit at this time. It was recommended to have "interpretive elements" for the park though. This includes © signage, kiosks, fliers, etc. so users can learn about the natural features the park possesses. Perhaps a picnic area and /or pavilion could be added in somewhere in the park, which could be used as a meeting place as well. IV5V 70I1001 Currently, the only parking lot for the park is on the north entrance. The other accesses don't have designated parking areas, but do allow for some parking on the streets. Do more parking spaces need to be created? The south access off of 149`h Avenue was talked about as a potential spot to create additional parking spaces, but the neighbors wouldn't likely be advocates of that. The more this topic was discussed, the less the group felt additional parking was very important. There are plenty of accesses, and the lot on the north side should suffice for now. TRAIL SIGNAGE/WAYFINDINGS SIGNAGE The Task Force is interested in evaluating what can be done as to what amenities are in the park and how to get to them. RESTROOMS Having restrooms available is important, it was suggested to consider a "vault" type © system. This would be significantly better than port-a -potty systems. NATURE PLAYGROUNDS It was recommended to add some playground equipment, and suggested to keep it consistent with the theme of the park. Natural play environments were mentioned, and thought to be a good fit for the park. These would include natural elements that would be appealing to children and let them recreate while enjoying the park. ARCHERYRANGE Although there is interest in an archery range at some location in the City, this park discussion ensued about whatever is the best location for this type of activity, but could be looked at as an option. WINTER ACCESS It may be nice to have some trails off of the main trails that traverse through the park that would allow users to snowshoe and ski through. These would be "offshoots" with appropriate signage and would likely go through the woodland portions of the park. INDIANBURLgL GROUND Need to be careful not to impede or impact the area designated as an Indian Burial Ground. OTHER Task Force Member Elstrom thought it would be good to have some sort of kayak rental capability, so users could come in from the public access on the east side of the lake and get out and enjoy the lake. Task Force Member Stenzel thought improvements to the access may need to be made, including paving the lot and getting a dock in. It was acknowledged that the lake is so shallow and not very conducive to a dock in that area. However, maybe a small, floating dock would make it more appealing to users. NEXT STEPS The group agreed to meet one more time prior to holding the meeting with property owners around the lake. Staff will notify the Task Force Members of potential dates for the next meeting.
