Adjournment ANDOVER ECONOMIC DEVELOPMENT A UTHORITY MEETING — MAY 19, 20l S MINUTES The Meeting of the Andover Economic Development Authority was called to order by President Julie Trude, May 19, 2015, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Mike Knight, Sheri Bukkila, Valerie Holthus, James Goodrich, Timothy Cleven and Joyce Twistol Absent: None Also present: Executive Director, Jim Dickinson Others APPROVAL OF MINUTES April 21, 2015, Regular Meeting: Correct as amended. Commissioner Holthus requested a correction on page two, line 37, the sentence should read: "The EDA decided to not reconnect the irrigation and see what happeni*gs with the additional..." She also wondered how they will make sure they discuss this in the fall. Mr. Dickinson stated Mr. Carlberg will keep track of this and bring it back for discussion. Motion by Twistol, Seconded by Cleven, to approve the minutes as indicated above. Motion carried 5 ayes, 0 -nays, 1 abstain ( Bukkila). ECONOMIC DEVELOPMENT UPDATES Mr. Dickinson updated the EDA on activities in the City. Foundation Hill Montessori School is moving along and plans are to open the school by August 2015. Regarding the property Foundation Hill is buying, the City did a land swap with Bruggeman Homes years ago and something came up in a title search and the City had to do some work to get that title issue cleared out. This is an SBA funding project so the closing was delayed a little, but the sale went off without a hitch. 10 President Trude thought they might want to have a clause that allows reasonable extensions included in the purchase agreement related to the closing date, instead of a time certain for a deadline date. © Andover Economic Development Authority Meeting Minutes — May 19, 2015 Page 2 The restaurant pad purchase agreement has been signed and they have a closing on or before June 30, 2015 with Leon properties. There should be building and site plans for that project in the next couple of weeks. Commissioner Knight wondered if there will be enough parking available on that site to accommodate the restaurant. Mr. Dickinson indicated there would and that there is also a cross access agreement with the two parcels behind it. President Trude stated the baseball association has concerns about the cross access agreement with TE Connectivity at the ballfields on Jay Street and she would like to have Todd Haas look into this. Mr. Dickinson stated a developer may want to build an office building at the old Stop -N -Shop gas station site because the restaurant site is now gone. He stated the EDA wanted to hold the parcel for a master plan of the area. Mr. Dickinson stated as he discussed the property, the developer wanted to know what the EDA was willing to sell the property for and what they would allow to be built. He stated the developer did not disagree on a purchase price similar to the restaurant site for the property and they may build something similar to the Molly Professional Building. They would also agree to a cross access agreement so the City has the ability to extend through their parking lot. QCommissioner Twistol thought they should go for it. Commissioner Holthus thought if the building is comparable to the Molly Professional Building and it has very nice landscaping with a route to the rest of the property into their plan she would be fine with it. Commissioner Goodrich asked if they received a good price for the parcel would it help with the sale of the other parcels east of it. Mr. Dickinson stated they would have more money available to acquire them. Commissioner Cleven asked how that will affect their plan overall for that region. Mr. Dickinson stated high density would be in the back and retail would be along Bunker Lake Boulevard. Commissioner Cleven stated the office building might work well for people who might want to live by where they work. Commissioner Knight thought if the office building was built they could start to develop the entire strip. Commissioner Bukkila stated she would not do it and thought they should hold out for the big concept. President Trude thought they should be cautious and see what they could do in that area. Mr. Dickinson stated if a developer comes forth with a proposal it will force the City to start planning what could be in this area. Mr. Dickinson stated staff will start work on some master planning of the area. Commissioner Holthus asked if they should look at the Sloth Nursery for redevelopment. Mr. Dickinson stated the owners would likely sell. President Trude stated it could be a nice © Andover Economic Development Authority Meeting Minutes — May 19, 2015 Page 3 restaurant on the lake. Mr. Dickinson updated the Commission on the Open to Business Organization. President Trude stated Northgate Liquors is having a craft beer grand opening Thursday - Saturday in their new addition. Mr. Dickinson showed the EDA a banner design and asked for the Commission's opinion on it for Andover Station banner replacement. Commissioner Twistol indicated she would like a white banner with black lettering. Commissioner Holthus stated she would like green with a tree and the C with A on it. Commissioner Bukkila noted she wanted to see something with a nicer looking train on it and no sunset/sunrise. REDEVELOPMENT UPDATES Mr. Dickinson updated the EDA on redevelopment activity in the City. 0 OTHER BUSINESS Commissioner Twistol stated they talked about the planting that the Boy Scouts did last fall around the sign at Bunker Lake Boulevard and Crosstown Boulevard and discussion was they could add some stuff to it as filler until the bushes grow. President Trude noted they do have money set aside for another monument sign with a reader board and she thought they might want to put a sign on Hanson Boulevard by the Sheriff's Department. Commissioner Knight wondered what they were going to do with the old liquor store site on 161" Avenue, Hughes Industrial Park. Mr. Dickinson reviewed the area with the Commission and indicated it is for sale but will be hard to market because there is no city sewer or water. ADJOURNMENT Motion by Commissioner Knight, Seconded by Commissioner Twistol, to adjourn. Motion carried unanimously.
