Advisory Commission Meeting Minutes
Monday, June 1, 2015

Call to Order 7:00 pm
Agenda Approval
Erick Sutherland recommended adding the Hagen, Christensen & McIlwain Architects questionnaire to the
agenda. Motion by Howard, Seconded by Knight, to approve the Agenda as amended above. Motion
carried unanimously.
Approval of Minutes
April 13, 2015, Regular Meeting: Correct as amended. Tony Peterson requested a correction on page three,
line 14, should read "estimates of 80 additional ice hours that will be needed for each team for the upcoming
hockey season, for a total of 160 additional ice hours." Motion by Kellogg, Seconded by Howard, to
approve the minutes as indicated above. Motion carried unanimously.
Facility Rates
Erick reviewed the rate handouts supplied in the meeting packet. Mr. Kellogg suggested Erick look at the
facilities current cost of goods and questions if there would be cost savings that could cover the Performa
shortfall of $6,300 if the proposed changes were approved. After further discussion. Motion made by
Howard, Seconded by Knight to approve the facility rental fees as proposed, $198 Prime Ice, $150 Non -
Prime Ice, $48 Prime Field House and $40 Non -Prime Field House. Motion carried unanimously.
Hagen, Christensen & McIlwain (HCM) Architects Questionnaire
Erick shared with the commission that he and additional city staff interviewed three firms who were finalists
for working on the city's master campus plan. After the interviews were completed, staff and council
choose HCM Architects. Some of their work includes the Anoka County Public Works facility as well as
the Bielenberg Sports Center in Woodbury. City staff have met with HCM and together identified
stakeholder's in the city's master campus plan. Each stakeholder will have the opportunity to meet with
HCM and fill out a similar questionnaire like the one Erick has brought to the meeting. HCM will be
meeting with the City Council throughout the process and will host an open house for all stakeholders to
attend before final proposal is submitted to the City Council for approval. Frank would like the commission
to receive 30/60/90 progress updates.

The commission collectively completed the questionnaire. Cindy will summarize and send out to
commission for approval. HCM would like document back by June 15`.
10 -Yr Anniversary Event Update
Invitations have been mailed. Mr. Kellogg suggested to make sure we extend invitations to the Anoka
Hennepin School District Board and Superintendent. Cindy will see that they receive invitations. Erick
asked Mayor Trade to speak at the event, which will be held immediately following the Andover Family
Fun Fest Parade (around 12/12:30 pm). Erick asked that all commission members attend the event.
Refreshments will be served in the pool conference room, located next to Subway. Staff will provide
facility handouts, giveaways and construction photos in the main hallway.
Staff Report
YMCA Update — Allison provided handout to the commission. Frank suggested that Allison send a revised
update to Mayor Trade to share at the June 2 council meeting. One item of importance is that 1,200
memberships are from Active Older Adults and of the remaining 3,500 memberships, 50% of the
memberships are from Andover residents. 50% is very high, most other Y's do not see that many residents
retain memberships.

Erick thanked Mayor Julie Trade for attending the meeting this evening.
The next meeting will be scheduled for July 13, 2015 at 6:30 pm at the Andover YMCA Community Center.
