Meet with Consultant /City Campus Expansion Master Plan /15 -22 DATE: July 16, 2015 INTRODUCTION The Park and Recreation Commission is requested to discuss the ideas that have been suggested with the Consultant (HCM) who will be at the meeting. DISCUSSION Attached are the draft meeting minutes from the June 25, 2015 which specified some of the thoughts of the Park and Recreation Commission to be included in as part of the master plan. ACTION REQUIRED The Park and Recreation Commission is requested to discuss the ideas that have been suggested with the Consultant (HCM) who will be at the meeting. Respectfully submitted, Todd J. Haas Attachments: draft meeting minutes Regular Andover Park & Recreation Commission Meeting Minutes — June 25, 2015 Page 5 them but want to meet with them before this winter to try to make some repairs and they are willing to meet but it has not been done yet. Commissioner Lindahl concurred with that because if they lose their dedication fees the Park Commission might as well end. Chairperson Stenzel stated even the fees were raised, they will still be behind. Commissioner Butler agreed and he wondered if the discussion point of taking away the $61,000, $2.00 per resident in Andover that goes into Park Capital Improvements, did not think the residents would support that and he thought that would be a serious mistake on the City's part to take that out of park Capital Improvements and shift the entire bourdon of the rest of the build out of the system on new developments when many of those improvements will actually benefit the entire City. Mr. Haas stated depending on how fast they move this item along, they will need to have another joint meeting with the City Council and they can bring up their issues and concerns then. Mr. Haas stated he would discuss at his next meeting to change this back to a five -year plan and that the Park Commission does not want to use the Park Dedication Funds for items that need to be replaced. The Commission concurred. DISCUSS QUESTIONNAIRE / CITY CAMPUS EXPANSION MASTER PLAN 115 -22 Mr. Haas explained that this item is in regard to City Campus Expansion Master Plan. Mr. Haas reviewed the Master Plan expansion with the Commission. Commissioner Lindahl asked if soccer fields would be added as part of the vision of the City in order to support a tournament. Mr. Haas stated right now it is open for anything the Commission is wanting for there. It is open for discussion. There is still talk about providing an underpass at the intersection for safe crossing back and forth between the City Campus. Commissioner Butler thought there may be some interest in adding a third rink because they are holding some big events there. They have to do something about the parking because it is inadequate and also they need water service to the building. The site to the north could be used for the expansion of a third rink, parking and maybe add some ball fields in that area. He could see the ball field to the north could be removed and add parking there and add ball fields towards Nightingale. Ideally he would like to see three or four fields added there. Mr. Haas stated the free skating rink should be expanded. There was quick discussion of where the free skating rink and a third hockey rink could be placed in the master plan. Regular Andover Park & Recreation Commission Meeting Minutes — June 25, 2015 Page 6 Commissioner Miskowiec asked which way the campus was going to expand. Mr. Haas stated a plan will be put together once all of the stakeholders are heard from. He indicated there would be another entrance coming from Nightingale to alleviate all of the congestion on Crosstown. Commissioner Lindahl stated he was not sure they would need any more baseball fields in the City but as lacrosse grows they are going to be hurting for fields for that sport. He thought they could add some soccer, lacrosse and football fields to the campus as well. Chairperson Stenzel disagreed and stated they just passed the CIP with two parks that will have those types of fields. He thought they had a good inventory of a lot of soccer fields. There was a short discussion regarding available baseball fields for youth in the City. Chairperson Stenzel stated he did not hear from soccer and lacrosse about needing more fields, he understood they had enough. He thought there could be a couple of small baseball fields. He would like to see a wading pool there in conjunction with the YMCA, an outside water feature would be nice. He thought sewer and water to the warning house is essential because it could be used for other things besides a warming house. He stated he would like to see a very large playground in the City, something unique with some nature or interpretive elements to it. He would also like to see some green space for people to gather for programed events, maybe with a small band shelter. He would also like to see additional parking with easy access to it. He would also like to see a sledding hill for the winter month activities. Commissioner Elstrom would also like to see a water feature and would like to see this be a showcase area for hockey and would like to see a larger park area as well. REVIEW OUTSTANDING ITEMS /MAINTENANCE UPDATE Mr. Haas reviewed outstanding items with the Commission. CHAIR'S REPORT Chair Stenzel stated when they were looking at all of the parks he thought it would be nice to have direction signs to them and wondered why they cannot have some. He stated he was in Blaine and they had directional signs so he did not know why Andover could not have any. Mr. Haas stated he would talk to the County. He thought the County might be more open to signs directing people to regional parks but he was not sure if they would allow them for small neighborhood parks. Consider Application for Scheduled Use of Recreational Facilities/Friday Family Flag Football July 16, 2015 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of Prairie Knoll Park football field as requested by John Francis. DISCUSSION The group has been using Prairie Knoll Park or Sunshine Park for the past few years on Friday nights. The first scheduled use of the field is September 11, 2015. Staff recommends that Prairie Knoll Park West Field be used. The group is not associated with an organized athletic association. They will be using the field lights so there is a fee associated with the use of the field since both adults and youth will be using the field. ACTION REQUIRED The Park and Recreation Commission is requested to consider approving the attached Application for Scheduled Use of Recreational Facilities for use of Prairie Knoll Park football field as requested by John Francis. DISCUSSION The item was tabled from the last meeting on June 25, 2015. Attached is a layout of where the netting would be placed and an estimate cost to purchase and install the netting. BUDGET IMPACT As a reminder this is not identified in the Capital Improvement Plan for 2015. The Park Commission may wish to utilize the $15,000 annual miscellaneous fund that is available each year. With the higher cost, it is unsure what the commitment will be from the Andover Baseball Association (ABA). Previously ABA committed to pay for half the cost but that commitment was based on netting of the backstop only. It is my understanding that ABA Board has met recently and may be present at the meeting to discuss this further. ACTION REQUIRED The Park and Recreation Commission is requested to consider the option of netting and fencing of the west and middle field at Andover Station North Ball Field Facility. Review Outstanding Items DATE: July 16, 2015 Issues list as of 7/13/15 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda. • Update ofOuarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda. • Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground equipment be carried over into 2016 along with the installation of the irrigation system. The backstop and sideline fencing will also be done in 2016. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. • Hidden Creek East Park — The wall board has been installed. At this point the concrete slab and concrete borders for the playground equipment should be poured by July 171h by the Parks Maintenance Department. • Timber Rivers Park — Playground equipment has been delivered. Installation will be starting within the next week or so. • Kelsey Round Lake Park Master Plan — Item is on the agenda as a work session with WSB shortly after the regular meeting (around 7:15 pm or shortly thereafter). • City Campus Expansion Master Plan -- Item is on the agenda as a work session which starts at 6 pm with HCM Architects. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • City Hall Recycline Center Update -- The City Council has approved the quotes for paving the driveway from Crosstown Boulevard NW to the recycling center. Paving will be done within a couple weeks after the Andover Fun Fest. • Update of Park Sienaee Alone County Roads /City Streets — The County has indicated that it is possible on larger sized parks (for example Kelsey Round Lake Park or Pine Hills North) but not for neighberhood or smaller type of parks. Staff will prepare a plan over the winter months. Once a plan has been drafted, staff will meet the Anoka County Highway Department for their review and approval. If the signs locations are approved they would be installed sometime in the spring or summer of 2016. Update of Pedestrian Trails — Listed below are some of the pedestrians and bike trail segments that have been identified by the City Council over the next few years: ➢ 2015. Nothing is planned for 2015. ➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. ➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to Vale Street NW. ➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker Lake Blvd to 140th Avenue NW. ➢ 2019. Bituminous trail along Crosstown Blvd from 1591h Ave to Prairie Road. ➢ 2019. Bituminous trail from Kensington Estates 7th Addition to Andover Station North. Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project is still scheduled for 2015 -2016. Most of the construction will be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if they would like to have a meeting yet this summer. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Selection or rejection of the proposal shall not affect this right. 4.0 SPECIFICATIONS AND REQUIREMENTS 4.1 Project Overview — Development of a Master Plan for the Kelsey Round Lake Park to provide clear vision, direction, goals and strategies for the next 15 -20 years of operation. The final product Master Plan should include the following Tasks as a minimum: Tasks: A. Mapping and evaluation of the current condition and function of the park and physical features of the grounds. B. Concept and schematic drawings showing the existing and future trails planned (winter and summer) within the park and provide evaluation of potential additional trail connections to the park from nearby neighborhoods. C. Assessment of possible interpretive center elements, way finding signage, park directional and location signage outside of park and other park features and facilities. D. Provide recommendations on the type of Natural Play Environments for playground /elements should be considered and where the location of these improvements should be within Kelsey Round Lake Park. E. Specific recommendations for providing displays and exhibits including educational topics, interactive features, themes, a history board and concepts as part of the interpretive elements. F. Development of a capital improvements plan (CIP) including estimates for each improvement being identified in the CIP for Kelsey Round Lake Park. G. Provide an assessment and options in regards to restrooms which could be a vaulted tank (requires pumping when necessary), septic system and /or portable bathroom system. 9 H. Provide recommendations /options in regards to kayaking, archery range, canoeing, snow shoeing and /or cross country skiing by possibly providing rental services either by the City or by a private vendor. I. Development of a staffing needed to meet future goals, including support services of the Parks Maintenance Department, e.g. maintenance /operations. J. An assessment or recommendation of Kelsey Round Lake Park as to how to promote the park (social media and other). K. Attend up to four meetings with City staff and up to four public meetings. The public meetings include meeting with the Andover Parks Commission and /or City Council, and one neighborhood informational open house meeting early in the process to collect input, plus another public information meeting after a draft plan has been created to solicit feedback. 4.2 SUB CONSULTANT MANAGEMENT The vendor shall identify all sub consultants to be utilized in the performance of this contract, including the type /amount of work /services they will be providing. If Sub consultants are used, the City of Andover will consider the proposing vendor to be the Prime Consultant and to be solely responsible in all contractual matters, including payment of any and all charges resulting from such sub - Consultant arrangements. The Prime Consultant will be fully responsible for the acts, errors, and omissions of the Sub - Consultant. The successful respondent shall cause appropriate provision of its proposal to be inserted in all subcontracts ensuing to assure fulfillment of all contractual provisions by sub consultants. The consultant shall be responsible for the management of all subcontracted personnel. The consultant shall provide the City with its policies and procedures for sub consultant management including the following: • Consultant's level of experience with the sub consultant(s). • Quality control measures. Consider 2015 Tournament Application/North Metro Firefighters Mutual Aid DATE: July 16, 2016 INTRODUCTION The Park and Recreation Commission is to consider a request from the North Metro Firefighters Mutual Aid for a softball tournament at Sunshine Park. DISCUSSION Attached is the application for your review. The proposed tournament would be Saturday, September 12, 2015 at Sunshine Park. The Tournament Director will be at the meeting to discuss the item and identify the number of fields that will be needed. The Tournament Director has indicated to staff that they will be requesting the tournament field reservation fee be waived. Just as reminder the Park Commission does not have the authority to waive the fee but can recommend to the City Council the waiving of the fee. Staff does not recommend waiving the damage deposit of $250 which has been applied to all no profit organizations (including youth associations such as baseball, softball, soccer, football, etc.) each year. The refundable damage deposit fee guarantees that litter /garbage in the fields, parking areas and other portions of the park have been cleaned up and that there has been no damage to the fields /facilities. A penalty of 50 percent of the field reservation fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees (including escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees (including escrows if maintenance is being requested) must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of the tournament have been determined by the Public Works Department. * If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, the field reservation fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament reservation fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament ".
