The Meeting of the Andover Economic Development Authority was called to order by President
Julie Trade, June 16, 2015, 6:00 p.m., at the Andover City Hall, :1685 Crosstown Boulevard NW,

Motion by Goodrich, Seconded by Twistol to add Item 3b (Approve Amendment One to
Purchase Agreement/Leon Properties Uno, LLC /Lot 2, Block 1, Andover Station North 2 "a

REVIEW BUILDING ELEVATIONS — ACAPULCO RESTAURANT
Mr. Carlberg reviewed i$JJuly, j2009 Andover Station North design standards were put into
place. The EDA is requirkibleview the building elevations of the Acapulco restaurant, 13753
Ibis Street and approve that the design meets the standards.
Mr. Carlberg reviewed the restaurant elevation plans, noting all materials are in compliance with
the guidelines.
President Trude thought the east elevation was very plain, she suggested a sign be placed on that
side. Mr. Carlberg indicated he will make the suggestion to the development team for Leon
Properties Uno, LLC. Commissioner Goodrich stated he doesn't have an issue with the side
being plain since it is mostly screened by the mature trees on the property to the east.

Motion by Knight, Seconded by Bukkila approving the building elevations for the Acapulco
Restaurant, 13753 Ibis Street NW. Motion carried unanimously.
APPROVE AMENDMENT ONE TO PURCHASE A GREEMENTILEON PROPERTIES
UNO, LLC/LOT 2, BLOCK 1, ANDOVER STATION NORTH 2iVD ADDITION
Mr. Carlberg indicated staff and the development team for Leon Properties Uno, LLC have been
working through the site plan review and approval process. Both parties agree that the process
will not be completed by the June 30' closing date. A 60 day extension is being requested to
close on or before August 26, 2015.
Motion by Twistol, Seconded by Bukkila approving the amendment to the Purchase Agreement
with Leon Properties Uno, LLC /Lot 2, Block 1, Andover Station North 2° Addition. Motion
carried unanimously.
ECONOMIC DEVELOPMENT UPDATES
Mr. Carlberg updated on the following:
Bunker Lake Boulevard Medians — Prairie Restorations was out today doing some maintenance
on the medians. They will be mowing the medians in a couple weeks and replacing the wild
flower plugs at their expense.
Andover Station Banners — Banner samples were reviewed. The approximate cost is $4,000-
$5,000 for the banners and brackets. The EDA majority chose banner #3 by Main Street.
Monument Signs — Natural Resource Technician Kameron Kytonen has ordered some additional
plants that will be placed at the Crosstown Boulevard/Bunker Lake Boulevard message board
sign landscaping. Staff will contact Anoka County to request the area around the sign gets
mowed more often.
Open to Business Program — The City will continue the program tbru the end of the year. Calls
increase when posted in the newsletter. Additional information will be provided at the end of the
month from Kathleen DuChene, Business Advisor. This information will be provided at a future
EDA meeting.
Foundation Hill Montessori School — Construction on the addition continues and should be
complete in August.
President Trade suggested a sign for overflow parking be placed in the TE Connectivity parking
lot for the Andover Station North Baseball Facility. TE Connectivity and the City have a
parking agreement for that purpose. Mr. Carlberg indicated he will contact Assistant Public
Works Director Todd. Haas regarding a sign.

Mr. Dickinson stated one parcel in the area recently sold. Staff continues to monitor the area.
Mr. Carlberg indicated a developer has shown interest in the Stop -N -Shop parcel for an office
building.
OTHER BUSINESS -
President Trade suggested a message board sign be placed on 133" Avenue and Hanson
Boulevard. Mr. Carlberg stated there is City owned property in that general location where the
sign could be placed.
The EDA agreed to have staff look at the property for placing a message board.
ADJOURNMENT
Motion by Bukkila, Seconded by Holthus, to adjourn. Motion carried unanimously. The meeting
adjourned at 6:54 p.m.

SUBJECT: Public Hearing on EDA Land Sale: 13725 Crosstown Drive NW
DATE: July 21, 2015
According to State Statute, the EDA must hold a public hearing prior to any land sale. The parcel
located at 13725 Crosstown Drive NW is being sold to Inventure Properties, LLC. The City is in
the process of executing a purchase agreement for said property with a proposed closing date of
October 23, 2015. The legal notice has been published at least ten days prior to this meeting (on
7/3/15).
ACTION REQUESTED
The EDA is requested to open the public hearing and request public comment. Upon receiving public
comment the EDA may close the public hearing and discuss the proposed resolution. The EDA should
pass a resolution indicating it is in the public's interest to sell the property and that the specified
intended use of the parcel is in keeping with the interest of the City of Andover EDA as it will increase
local jobs and increase the local tax base. (See attached resolution).
The EDA is requested to hold a public hearing and take public comment on the proposed land sale.
The EDA is also requested to review and consider the attached resolution. If the EDA agrees with
the findings in the resolution, a motion to approve the resolution and allow the land sale would be in
order.

RESOLUTION NO. - 15
A RESOLUTION APPROVING THE LAND SALE OF THE PROPERTY LOCATED AT
13725 CROSSTOWN DRIVE NW (PIN 33- 32 -24 -13 -0046)
WHEREAS, the City of Andover EDA has held a public hearing to gather public
comments on the proposed land sale and to disclose the pending sale of the property located at
13725 Crosstown Drive NW (PIN 33- 32 -24 -13 -0046) to Inventure Properties, LLC, and
WHEREAS, the findings substantiating that it is in the public interest to sell the EDA
owned parcel to the buyer include the following:
A. The land sale will increase local jobs and increase the local tax base.
NOW, THEREFORE, BE IT RESOLVED by the EDA of the City of Andover, Anoka
County, Minnesota, that the public hearing has been held and it has been found to be in the
public's interest to sell EDA owned land to Inventure Properties, LLC located at 13725
Crosstown Drive NW (PIN 33- 32- 24- 13- 0046).
Adopted by the EDA of the City of Andover this 21 at day of July, 2015.
