INTRODUCTION
The City Council and the Planning and Zoning Commission are requested to discuss City
regulations regarding subordinate classroom structures.
DISCUSSION
The Planning and Zoning Commission in November of 2014, while discussing an Interim Use
Permit for subordinate classroom structures for the Grace Lutheran Church at 13655 Round Lake
Boulevard NW, raised concern on whether these structures are subordinate (temporary) or
permanent. The discussion centered on the length of time these types of structures have been
allowed and that the type of construction seems to be more permanent in nature. In the case of
Grace Lutheran Church, the original granting of the Conditional Use Permit occurred in 2006 for
what was then classified as the placement of temporary structures. A 2009 expiration date was
set. In 2008, the City amended the City Code to define subordinate classroom structures and
establish when they are conditional or permitted uses. In 2009 Grace Lutheran Church requested
and was granted an Amended CUP to extend the CUP an additional five years expiring in
December of 2014. In April of 2014 the City changed the CUP requirement for subordinate
classroom structures to an Interim Use Permit. In November 2014 Grace Lutheran Church was
granted the maximum five year time period for the IUP expiring in December of 2019.

more appealing for potential businesses to come into that area. He though 's would also bring
business in closer to Hanson and Crosstown. He did not think a right -out would work and
three quarters at a minimum would be better.
Ms. Hailey Rider, 9201 Garland Lane, Maple Grove, Wor ' er of Great Clips, stated a lot of
her clients have asked if they are going to put in an a ess there. She thought if this were to be
approved and put into place it would definitely ben t all of their businesses. She stated people do
not know a lot of the businesses are:there the access is not close by.
Councilmember Orttel thought the ent sign approved in the PUD would help because it
would list all the businesses names.a thought this was supposed to be displayed awhile ago.
Mr. Jeff Smith, 2813 Silver L,9de, St. Anthony, the new owner of McDonalds for the past two weeks
stated he did not know if c is bad or not but they are busier than he thought they would be. He
stated he actually clos a McDonalds in Champlin because of traffic issues. He stated a lot people
do not know McD ds is there. He noted the 50MPH hurts them also because traffic goes by so
fast
Mayor,Q6mache thought any additional access would be better for business and indicated staffwould
wo on this to bring it to the Planning Commission for revision review.
DISCUSS ACCESSORFIEWORARYSTRUCTUREDEFINITIONSAND CODE
The Council's discussion on August 19, 2008 related to the temporary classrooms for the church
located at 16045 Nightingale brought up questions about how the code is currently worded and if it
should be reviewed. Staff was directed to look into how the code is currently written and offer
language that may be added to the code to make it clearer how temporary/portable classroom
facilities are regulated.
City Attorney Baumgartner reviewed the changes he would like made to the definition and code.
He suggested the language in the Code be written a little differently "a structure not permanently
erected on a site "without a foundation" other than a living unit that is used for emergency
purposes; er used on a construction site for offices and equipment storage during construction of
a permanent structure; or used as portable classrooms or offices". He thought by rewording it in
such a way they identify portable classrooms or offices as temporary structures in and of
themselves regardless whether or not there is an emergency purpose attached to it. He thought it
cleared the language up and made it clearer to the reader. He thought the changes made by staff
do tighten this up.
Councihnember Orttel asked if they are adding portable classrooms to the definition of
temporary structures. City Attorney Baumgartner stated that was correct Councilmember Orttel
asked if the language "portable classrooms" was not in the wording before. City Attorney
Baumgartner indicated it was not Councilmember Orttel wondered how they are regulating

them. Councilmember Trude thought the definition needed to clearly apply to that.
Councihnember Orttel stated he was concerned that portable classrooms were being considered
temporary structures when in reality they are not He wondered if the State Code referred to
them in this manner. Mr. Neumeister stated the way they dealt with this was that churches are
conditional uses so anytime they needed a temporary building they had to come through a CUP
process. There is hardly any language in the City's current temporary structure definitions or in
the language on the last two pages of the report that referred to a portable classroom. They feel it
is important to bring some of this into the Code. They also added a section on the last page of
the report that brings in temporary buildings such as this as a Conditional Use so there is not a
loophole for the schools to be exempt.
Councilmember Orttel wondered if there is something in the State Code that refers to portable
classrooms and the regulation of them. Councilmember Trude stated she was involved with
parents looking at this within the School District and what she understood was quite often the
State Fire Marshall was regulating them. Councilmember Ordel thought they may be putting too
many regulations on these things when they are regulated elsewhere.
Councilmember Knight agreed and stated when the schools get the buildings they are made
specifically for children in the classroom and that is not necessarily true of other temporary
classrooms. Councilmember Jacobson agreed with Councilmember Orttel and thought a school
was a school. Councilmember Trude stated she has dealt with these in other cities and the rooms
are built more like a modular home and only last twenty years or so before they need to be
replaced.
Councilmember Orttel stated his concern is that they would have a situation where in the future
the Council will not allow schools classrooms because they would rather have a new school built
or added onto and they would have that ability with this. He did not think this was proper and
safety wise they are covered by the Risk Management people at the School District, the Fire
Department and the City and probably by other codes that apply. Councilmember Trude stated if
they do not have something in place and they start getting these buildings second hand it
becomes a health safety issue.
Councilmember Jacobson asked if Councilmember Orttel was suggesting that if it is a portable
for use in a school situation that they should allow that without anything. Councilmember Orttel
thought it should require a building permit and subsequent review by the Fire Marshall.
Councilmember Jacobson asked if a school came in and indicated they were putting in a portable
classroom but it was not being used as such, it would be for office staff and lounge, would that
be allowed. Mr. Neumeister stated it would not because the City Attorney added the words "or
offices" in the definition because he foresaw that was a question they would have.
Councilmember Jacobson stated on page five, even if they had a temporary structure at the
school, they would have to get rid of them at the end or eight years or unless approved by the
City to continue to use them, but what criteria would they use for doing that.

Councilmember Trude thought it would be helpful to have some reports from people who
manufacture these to see what the useful life is and talk to some building officials in neighboring
cities. Councilmember Jacobson did not think they gained anything by this verbiage and what
changes they have from the last time they discussed this. City Attorney Baumgartner thought
they did gain something because the language they had did not identify a temporary structure as
being a portable classroom at all and regardless of how they want to address this, whether they
see it as something more than a temporary structure on a construction site or whether they see it
as some type of accessory structure he thought at least this language does further their
understanding by at least identifying a portable classroom whereas before it was not even
addressed. He thought the problem where it came in was the structure was not really identified at
all. He thought it was at least important to acknowledge and identify what a portable classroom
is or they will be back in the same situation again.
Councilmember Jacobson stated his concern is that they have temporary structures that are really
not temporary but permanent for twenty or thirty years. If they are temporary, they should be
temporary. He did not think they gained anything by changing the language.
Councilmember Trude asked if staff could do more research on these to find out how long the
temporary structures are meant to last.
Councilmember Orttel stated he was concerned by the language regulating the School District
ability to operate. He did not think it was the City's position to regulate this for the School
District.
The Council discussed with City Staff and the City Attorney regulations and safety inspections
regarding the temporary structures along with regulating churches versus schools.
Councilmember Orttel thought if there is no definition in the State Building Code but if they are
an accessory use to a primary building or location, a church school should have the same
treatment as a public school. He did not believe the City has the authority to regulate what
School Districts can do.
Councilmember Jacobson thought they could have the structures inspected by the Fire
Department and Building Department either every year or every other year on a continuing basis
to make sure they are suitable and meet all the codes. He thought they should direct staff to take
a look at this and come back with some new language incorporating the inspections and what
they are going to be looking for and the suggestion on the definition by the City Attorney is ok.
He thought staff needed to look at the issue on page 5, under Item E adding `Building
Department" after Fire Department.
Mayor Gamache asked if they are going to come back with the same basic Code that will still
include schools. City Attorney Baumgartner thought the first item they should do is identify
what a portable classroom is and from the discussion it seems that how it is described, it is more

of an accessory structure as opposed to a temporary structure being a secondary use. If looking at
the definition of accessory structure it seems that what they have been discussing and identifying
the portable classroom is a use that is subordinate to in serving the main structure whether it is a
church or school. It seems to more clearly fit an accessory structure type definition. Having said
that the rest of the code itself, in talking about accessory buildings only identifies garages so in
order to identify a portable classroom as an accessory structure there would have to be another
portion written into the code that specifically identifies a portable classroom as an accessory
structure. Yet dealing with that separate and distinctively from how they deal with an accessory
structure such as a garage. They would have to build something into the Code that targets the
portable classroom as an accessory structure and what type of permit or inspection process and it
would have its own separate section within the Code and for clarity sake that might be the way to
do it
Councilmember Trude indicated she would still like to get some information from the
manufacturers of these buildings to see if it conforms to building code. She did not know if their
design and materials would meet the City's requirements for an accessory structure.
Councilmember Trude wondered if they would have any length of time for the structures to be on
the property. The Council discussed what would be an adequate amount of time for the
structures along with health and safety issues.
Council directed staff to comeback at a future meeting with more definitive language.
APPROVE BOND SALE - $630,000 G. 0. EQUIPMENT CERTIFICATES, SERIES 2008A
The Andover City Council is requested to approve the sale of $630,000 General Obligation
Equipment Certificates, Series 2008A to provide financing for equipment purchases that were
approved as part of the 2008 City of Andover Operating Budget and 2008-2012 Capital
Improvement (CTP) Process.
Motion by Knight, Seconded by Jacobson, to approve the attached Resolution providing for the
Issuance and Sale of $630,000 General Obligation Equipment Certificates, Series 200A and levying
a Tax for the Payment Thereof. Motion carried unanimously. (RES. R073-08)

The Council is requested to schedule an EDA meeting at 6:00 p.m. before the October 7, 2008 City
Council meeting.
Motion by Trude, Seconded by Jacobson, schedule an EDA meeting on October 7, 2008 at 6:00 p.m.

PUBLIC HEARING: AMEND ZONING CODEIADD SUBORDINATE CLASSROOM
STRUCTURES
The Council approved a time extension for Andover Christian Church's portable classrooms on
August 19, 2008. Staff was directed to study the issue of how the code allows these and if the code
needed to be changed to make it clearer on how they are treated. That information was reviewed and
discussed atthe September 16, 2008 Council meeting. No conclusion was reached that evening and
the following week staff met with the City Attorney to put together a new recommendation on what
needed changing.
Motion by Knight, Seconded by Trude, to open the public hearing. Motion carried unanimously.
No one wished to address the Council.
Motion by Jacobson, Seconded by Trude, to close the public hearing. Motion carried unanimously.
Councilmember Jacobson stated one of the things they talked about was the inspection of the
subordinate classrooms and he was told by staff that fire inspections are held on a regular basis. He
asked about building inspections and was told they were not inspected unless something wrong is
detected by the Fire Department. He wondered if in the changes they wanted to make sure
inspections are done on a regular basis because they are public buildings and school children do use
them.
Councilmember Orttel indicated that they do not inspect schools so he did not know what the
difference was. Councilmember Jacobson stated schools are made better than the subordinate
classrooms.
Councilmember Trude supported going to the longer term on their use. She thought they should
allow a ten year term but have a walk through with the Fire Marshal since they are public assembly
places. She noted these buildings are supposed to be thirty year life span and a lot of them are
secondary market products.
Councilmember Knight thought they are getting into school territory and they are assuming they have
jurisdiction over school buildings. Councilmember Jacobson stated the Building Department would
be if they found a defect in the school building. Councilmember Orttel stated they are allowed to
protect the health, welfare and safety of the City. He did not know if everything would need to be
inspected or just the class but where does it end. He stated this is not the Building Department's job.

They are there to inspect buildings as they are being constructed. Councilmember Trude stated they
do inspections of rental units. Councilmember Orttel stated these do not come under the same
building code as other buildings, these are not the types of structures the Building Department
typically inspects.
City Attorney Baumgartner stated they have previously discussed this and he knows Mr. Dickinson
received a large packet of information from the School District regarding the inspections they do
themselves and the Council had the discussion as to whether or not they needed to do additional
inspections on top of what the School District inspected. In going through the packet with Mr.
Dickinson he knew it was quite extensive what the School District itself does when inspecting their
buildings. They have a right to inspect the buildings for the health, safety and welfare of their
citizens but felt it would be duplicating the process that is already being done by the School District.
He thought the list the School District provided as far as what they inspect going into these
structures is probably more significant than what the building inspector would do.
Councilmember Orttel felt they are back to where they started with Conditional Use Permits and how
churches are treated. He thought they were trying to change the time limit for reviewing these
subordinate structures.
The Council discussed the ordinance changes and what type of entity would require a Conditional
Use Permits versus permitted use buildings in the City.
Councilmember Orttel asked when it says on a licensed K-12 does that mean an entity needs to be
licensed for all grades or if there was just an elementary school would that be included.
Councilmember Trude thought on the license it could state "primary and/or secondary school
property".
Councilmember Jacobson stated he would drop the questions of inspections because he did not know
if it was going anywhere. Councilmember Trude stated she would support it but she did not think
the support was there.
Councilmember Jacobson stated if they do not have support for inspections then the amendment as
stands is the right one. Councilmember Trude stated with the one amendment to delete K-12 and
replace it with "primary and/or secondary school property". Councilmember Jacobson thought it
should be changed to "K-8 or K-12".
Motion by Jacobson, Seconded by Orttel, to adopt the proposed language into the Zoning Code with
the following change in the second paragraph, second underlined paragraph on the line that starts out
"on a licensed K-12", should read "On a licensed K-42 Primary and/or Secondary". Motion carried

ORDINANCE 374
AMENDING CITY CODE TITLE 12 TO ESTABLISH A DEFINITION OF
SUBORDINATE CLASSROOM STRUCTURES AND ESTABLISH
WHEN THEY ARE CONDITIONAL OR PERMITTED USES
WHEREAS, a public hearing was held before the City Council, and;
WHEREAS, the City Council reviewed the proposed code change; and
WHEREAS, the City Council has determined that the Zoning Code shall define "Subordinate
Classroom Structures" and differentiate between when they are associated with a church from when
they are associated with either a licensed K-8 or K-12 school in all residential zoning districts.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ANDOVER, DOES HEREBY
ORDAIN AS FOLLOWS:
City Code Title 12, is hereby amended as follows (underlining indicates new language and strikeouts
indicate language to be removed):
Subordinate Classroom Structures — Those structures erected upon a lot containing a school or
church structure as the principal use, for the purposes of either classroom instruction or office use
associated with the principal use, and which meet all state code requirements.
Amend Table of Uses to show "Subordinate Classroom Structures" as a permitted use when located
on a licensed Primary and/or Secondary school property in all residential zoning districts. Also
All other sections of the City Code shall remain as written and adopted by the City Council of the
City of Andover.
Adopted by the City Council of the City of Andover on this 2nd day of December, 2008.

12-14-12: INTERIM USE PERMITS:
(A) Purpose. Certain land uses might not be consistent with the land uses
designated in the Comprehensive Land Use Plan and they might also fail to meet
all of the zoning standards established for the district within which they are
proposed. Some such land uses may, however, be acceptable or even beneficial
if reviewed and provisionally approved for a limited period of time. The purpose
of the interim use review process is to allow the approval of interim uses on a
case-by-case basis. Approved interim uses shall have a definite end date and
may be subject to specific conditions considered reasonable and/or necessary
for the protection of the public health, safety and general welfare.
(B) Application/Fee. The person applying for an Interim Use Permit shall fill out
and submit to the Community Development Director a request for Interim Use
Permit form together with a fee as set forth by ordinance. The Community
Development Director shall have ten (10) working days from receipt of the
application to determine completeness. The Community Development Director
shall refer completed applications to the Planning and Zoning Commission.
(C) Procedures. The public hearing, public notice and procedural requirements
for interim use permits shall be as provided in 12-14-8. The City Council shall act
upon the interim use permit within sixty (60) days from the date of submission of
See subsection 1-7-3H of this code.
a complete application unless an extension has been provided pursuant to
Minnesota Statutes 15.99. Approval of a request shall require a four-fifths (4/5)
vote of the entire City Council.
(D) Standards. The Planning Commission shall recommend an interim use
permit and the Council shall issue such interim use permit only if it finds that such
use at the proposed location:
(1) Will not create an excess burden on parks, streets, and other public
facilities;
(2) Will not be injurious to the surrounding neighborhood or otherwise
harm the public health, safety, and general welfare;
(3) Will not have a negative effect on values of property and scenic
views;
(4) Will not impose additional unreasonable costs on the public;
(5) Will be subjected to, by agreement with the owner, any conditions
that the City Council has deemed appropriate for permission of
the use, including a condition that the owner may be required to
provide an appropriate financial surety to cover the cost of
removing the interim use and any interim structures upon the
expiration of the interim use permit;
(E) Termination. An interim use permit shall terminate upon the occurrence of
any of the following events, whichever occurs first:
(1) Five (5) years from the date of approval; or
(2) The date or event stated in the_permit; or
(3) An amendment to the City Code that either no longer allows the interim
use or now permits the interim use; or
(4) The use has been discontinued for six months.
(F) Revocation. The City Council may revoke any interim use permit for cause
upon determination that the authorized interim use is not in conformance with the
conditions of the permit or is in continued violation of the City Code or other
applicable regulations.
(G) Renewals. If an approved interim use is to be continued beyond the date of
its expiration or if an expired interim use is to be reinstated, an applicant shall
follow the above process for seeking a new interim use approval.
fH) Reapplication after Denial. No previously denied application for an Interim
Use Permit may be considered by City Council for a period of one year from the
date of its denial. (Amended Ord. 436, 4-15-2014)

SUBJECT: Discuss No Parking & Bike Route Signs/Woodland Estates Area -
Engineering
DATE: June 23, 2015
INTRODUCTION
The City Council is requested to discuss the No Parking/Bike Route in the Woodland Estates
development area.
DISCUSSION
A two question survey was sent out to the residents along the No Parking/Bike Route in the
Woodland Estates area to determine how many residents would prefer to have the No
Parking/Bike Route left in place as is with the understanding that it will need to be more actively
enforced, or if they would like the Bike Route removed and enforce conditional no parking
during school hours and events only. The surveys were due back by the end of the day Friday,
June 19th so by the time the packet went out all the surveys may not yet have been returned.
At the meeting a map will be presented of the mailing area and the results color coded based on
the response received from each property owner. The survey sheets that have been received
before the packet was sent to print are included for your information.
ACTION REQUIRED
The City Council is requested to review and discuss the survey results and direct staff on how to
proceed with the No Parking/Bike Route in the Woodland Estates development area.

Thank you for including homeowners along this route for their input. Until now, I was not even aware that no
parking was allowed on the street in front of my home. Were signs to be posted and enforced along the length
of 19th Ave as proposed, you might as well put a "No visitors allowed" sign along the street.
There is so little parking available in driveways, that beyond a few guests, you couldn't host a party without
parking on nearby north/south streets and taking up room in front of neighbors houses and forcing your guests
to walk many blocks to your home.
While the streets are none too wide, the real problem is not parking on the streets but rather excess speed by
passing traffic. If we were better able to police/enforce speed limits, 149th Ave would be much safer than
implementing a parking ban.

I reside at 2178 19th Ave. NW. the corner of Raven and 149th.
This is a very busy intersection. Parking is not the problem, the way it stands now is fine. Traffic is the issue.
The traffic on 149th travels several blocks un impeded and we witness near accidents with pedestrians on a
weekly basis.
I would look more into a stop sign and cross walk at this corner. I am amazed with th eamount of kids walking
to school and being dropped off that there is not at least school crossing.
I am constantly signaling for people to slow down through the neighborhood. Speed is a huge problem. There
are a lot of walkers and
kids playing. Someone is going to get hit.
I would appreciate no parking along either street. How it is now is fine. If restriction is lifted We will look like a
car lot most nights during events. my driveway is also a popular turn around. It us sometimes hard to enter and
leave my driveway with all the cars.
I would be happy to discuss this further or assist in anyway.

Works will prepare the gravel and complete additional site grading and restoration work when
the paving is complete.

INTRODUCTION

City Administration is starting to focus on the 2016 Annual Operating Budget Development
process and is looking for City Council direction as the preparation of the 2016 Annual
Operating Budget proceeds.
City Administration will review with the Council the bold italics items at the meeting.
DISCUSSION
The following are the 2016 Budget Development guidelines were adopted at the April 7th City
Council meeting:
1) A commitment to a City Tax Capacity Rate to meet the needs of the organization and
positioning the City for long-term competitiveness through the use of sustainable revenue
sources and operational efficiencies.
Note: Preliminary Anoka County Assessor taxable market value figures for the City of
Andover are reflecting a 4.36% increase in total taxable market value. (See attached City
ofAndover Pay 2016 Valuation Estimates).
2) A fiscal goal that works toward establishing the General Fund balance for working capital at
no less than 45% of planned 2016 General Fund expenditures and the preservation of
emergency fund balances (snow emergency, public safety, facility management &
information technology) through targeting revenue enhancements or expenditure limitations
in the 2015 adopted General Fund budget.
Note: With property tax revenues making up close to 80% of the total General Fund
revenues cash flow designations approaching 50% would be appropriate and are
recommended by the City's auditor: Emergency Fund Balances should be estimated to
stabilize the situation, not be the complete solution. Staff will review with the Council a
2014-2015 General Fund Balance Analvsis that will be distributed at the meeting
3) A commitment to limit the 2016 debt levy to no more than 25% of the gross tax levy and a
commitment to a detailed city debt analysis to take advantage of alternative financing
consistent with the City's adopted Debt Policy.
Note: The adopted 20-15 debt levy was 17.65% of the gross tax levy, 25% will provide a
reasonable margin to accommodate a 2016 Equipment andlor Improvement Bond. Also if
an additional debt issuance was considered in 2015, the impact to the levy could be
accommodated and any 2016 issuance adjusted accordingly. (Staff will review with the
Council at the meeting the attached City ofAndover Debt Service Levy Summary)
4) A comprehensive review of the condition of capital equipment to ensure that the most cost-
effective replacement schedule is followed. Equipment will be replaced on the basis of a cost
benefit analysis rather than a year based replacement schedule.
Note: The City Vehicle Purchasing Committee is currently performing this analysis, and will
make recommendations to the City Council as part of the 2016-2020 Capital Improvement
Plan development process.
5) The use of long-term financial models that identify anticipated trends in community growth
and financial resources that will help designate appropriate capital resources for future City
needs. The financial models will be used in the budget planning process to ensure that key
short-term fiscal targets are in line with long-term fiscal projections.
Note: The City continually maintains various financial models to determine the long-term
impacts of present day expenditures and financing decisions. Fiscal assumptions are based
upon a complex set of financial data including growth factors, tax capacity valuations, per
capita spending and debt ratios.
6) A team approach that encourages strategic planning to meet immediate and long-term
operational, staffing, infrastructure and facility needs.
Note: A strategic planning session has been conducted with the City Council, the final
document is working through the draft format.
7) A management philosophy that actively supports the funding and implementation of Council
policies and goals, and a commitment to being responsive to changing community conditions,
concerns, and demands, and to do so in a cost effective manner.
Note: The City Council has formally adopted Council Goals and Values. Management,
through these goals, pay special attention to fiscal values, commercial & residential
development or redevelopment, collaboration opportunities, service delivery and the
livability/image of the community.
Staffing:
A few new stafring requests are expected from City Departments for the 2015 budget,
Administration is anticipating requests from the Fire Public Works and Building
Departments. The Fire Department is struggling with day -time coverage, Public Works is
seeking assistance for street maintenance and for the Building Department with development and
building activity being fairly robust at this time assistance with inspections will likely be needed.
There are some anticipated retirements in the next few years; there will need to be a focus on
appropriate succession planning.
Personnel Related Implications:
To date the following are projected issues facing personnel related expenses:
L Human Resources is reviewing position -based salaries and our benefit package in detail
to determine if the total package is competitive with other government entities.
The City currently offers the employees the option of two high deductible plans ($5,000
family, $2,500 single for in network expenses) with a health spending account (HSA),
health insurance premium for an accountable care plan and 76% for a family health
insurance premium accountable care plan. Employees that select the open network health
plan pay the increased cost over the accountable care plan. The City does contribute
annually to the employees HSA
As part of the budget process, pay steps for eligible employees will be included in the
2_016 budget proposal A cost of living adjustment (COLA) for non -bargaining
employees will also be explorers. The Public Works Union contract in currently being
negotiated.
2. A midyear review of the health plan will be conducted with our broker in July.
The City currently offers the employees the option of two high deductible plans ($5,000
family, $2,500 single for in network expenses) with a health spending account (HSA),
this was implemented in 2006. As part of the program, the City pays for 100% of the
single health insurance premium for an accountable care plan and 76% for a family health
insurance premium accountable care plan. Employees that select the open network health
plan pay the increased cost over the accountable care plan. The City does contribute
annually to the employees HSA.
Contractual Departments:
1. The City Attorney 2015 contract included a 2.0% increase over the 2014 rate.
Discussion for the 2016 contract will indicate if City employees are granted a COLA
the legal service contract would be treated the same
2. City of Andover Law Enforcement Contract with the Anoka County Sheriff's Office.
The 2015 budget for the contract is $2,918,308 and is offset by a Police State Aid of
$122,720 and School Liaison revenue of $88,254 reflecting a net tax levy impact of
$2,707,334.
The 2015 Sheriffs contract provides for:
a. 80 hours per day of patrol service
b. 6 hours per day of service provided by a Community Service Officer
c. School Liaison Officers in the middle school and high school
d. 2 Patrol Investigators
e. 50% of the Crime Watch Program's coordinator position.
It should be noted that the Sheriff's Department always provides the required number of
deputies for all hours contracted by the City. If the Sheriff's Department has a vacancy
or a deputy is injured etc.., they still provide the City with a deputy at straight time even
though they may have to fill those hours with overtime which at times may cost the
Sheriff's Department additional, but is not billable per the contract
Staff has had initial discussions with the Anoka County Sheriff for a 2016 contract.
Discussions are indicating the City will again be maintaining the status quo service
for 2016. Preliminary negotiations for the 2016 budget for the contract is currently at
$2,936,467, offset by a Police State Aid of S124,800 and School Liaison revenue of
$90,020 reflecting a net tax levy impact of $2,21,64
As is stands the proposed 2016 contract negotiations reflects a 0.62% increase
($18.159) over the 2015 contract. The Anoka County Sheriff will be present at a July
workshop to discuss the proposaL

Council direction is sought on how to budget for these items in 2016
Capital Projects Levy:
Capital Projects Levy — Currently the proposed 2016 Capital Projects Levy Budget specifically
designates $1,520,452 of the general tax levy to capital projects and equipment needs relating to
Capital Outlay ($250,000), Road and Bridge ($1,147,114), Pedestrian Trail Maintenance
($61,838) and Park Projects ($61,500). Specific designation of the tax levy to anticipated City
needs and priorities for transportation and trail maintenance, park projects and equipment outlays
allows the City to strategically allocate its resources and raise the public's awareness of City
spending priorities. The Road and Bridge levy is evaluated annually and along with Capital
Outlay, Pedestrian Trail Maintenance and Park Levies increased/decreased according to the City
Council budget guidelines.
• Road and Bridge
An adjustment was made to the Road & Bridge funding formula in 2014, primarily to
stop the continual decrease in the levy that has been happening over the past few years
due to decreases in the Anoka County Assessor taxable market value figures for the City
of Andover. Based on Council discussion, consensus was to stop the decline in road
funding and evaluate annually through the adopted City Council Budget Development
Guidelines. It should be noted that in 2014, Local Government Aid (LGA) in the amount
of $74,655 was used to help fund the Road & Bridge Fund. That State of Minnesota
funding has gone away for 2015 and likely years into the future.
For 2016, the Proposed levy to Roads is $1147114 an 18.6% increase over 2015
recognizing the significant 2015 taxable market value increase
The 2016 Proposed levv to Pedestrian trail maintenance is $61838 a 6.1% increase
over 2015.
• Park Improvements
This levy is an annual appropriation to be used to underwrite park improvement projects
as recommended by the Park and Recreation Commission and approved by the City
Council. This funding is intended to be a long-term supplemental source of capital
funding for park projects that is separately identified in the City's Five -Year Capital
Improvement Plan. The 2015 levy is $61,500, the same is currently Proposed for 2016
•
Equipment/Projects
Under the Capital Projects Levy, a levy is proposed to be designated to capital
improvement/equipment project expenditures identified through the CIP process.
Through this designation, the City, over time, will build a fund reserve to avoid cash flow
"spikes" and address a wide range of capital improvement needs such as facility
maintenance projects under a more controlled spending environment. The 2015 levy is
$250.000, the same is currently Proposed for 2016
Debt Service Levy:
Annually the Finance Department conducts a detailed debt service analysis to monitor
outstanding debt and to look for early debt retirement or refinancing opportunities that will yield
interest expense savings to the City. (Staff along with Ehlers & Associates has completed a
review and sees no new refinancing opportunities at this time; we will continue to monitor
refunding opportunities as markets can move quickly, and calculate potential savings for each
issue that may meet parameters which may generate savings.)

INTRODUCTION
The City of Andover 2015 General Fund Budget contains total revenues of $9,876,575 and total
expenditures of $10,364,730 (includes $26,000 of 2014 budget carry forward); a decrease in fund
balance is planned.
Monthly reporting of the City Budget progress to the Governing body is a recommended
financial practice and often viewed positively by rating agencies.
DISCUSSION
Attached is the General Fund Revenue & Expenditure Budget Summary - Budget Year
2015, reflecting year to date actual through May 2015. The attachments are provided to
assist discussion in reviewing 2015 progress; other documents may be distributed at the
meeting.
The following represents Administration's directives and departmental expectations that are in place
again for 2015:
1. Expenditure budgets while approved, expenses are to meet with the spirit that needs are
fulfilled first, expansions of service and special requests are to be reviewed with City
Administration before proceeding.
2. Departments are to be committed to search for the best possible prices when purchasing
goods and services.
3. Departments are to be committed to continually searching out new efficiencies and to
challenge the status quo of how the City provides services.
4. Departments are to be committed to searching out collaborative opportunities to facilitate
efficient and cost-effective utilization of governmental assets and personnel.
5. Departments are to be committed to developing effective, consistent and ongoing
communications with City residents, businesses and other stakeholders.
6. Departments are to be cognizant that services provided are subject to available revenues
and should not commit to services that are not sustainable.

At the April 28, 2015 City Council workshop, City Administration facilitated the start of the
2015-2016 Strategic Plan/Goal Setting Discussion with the City Council. At the May 26, 2025
City Council Workshop, City Administration reviewed with the Council the input from the April
session and reviewed how that discussion was integrated into a strikethrough/underline of a
previously adopted Council Community Vision and Organizational Goals and Values document.
A proposed final draft of a City of Andover Council Community Vision and Organizational
Goals and Values document was distributed to the Council on June 2, 2015. City Administration
will review with the Council subsequent Council review comments on the draft that was
distributed.
DISCUSSION
Attached is a strikethrough/underline Community Vision and Organizational Goals and Values
document, originally distributed on June . 2, 2015 and updated with subsequent Council
comments..
At the meeting City Administration will facilitate a review of the attached document with the
Council. The goal of the discussion will be to build consensus on the important issues and work
towards completion of a 2015-2016 Strategic Plan and Council Goals document that can be
adopted at the July 7, 2015 City Council meeting.

time and funds towards community improvements.
C. Alter packet format to improve viewing function on tablets and reduce
redundancy found in format.
D. Keep current with advances in technology where appropriate.
E. Analyze the "administrative fine" process to reduce use of courts, increase
local revenues, and improve code compliance.

and Law Enforcement service programs.

A. Continue to support preservation of natural resources (land, water and air

B. Pursue management plan for Open Space properties that minimizes staff
involvement and emphasizes users create their own experience and
support volunteer efforts to provide additional programming and activities.
C. Improve community aesthetics by enhancing corridor to city campus with
sustainable landscape plantings, seeking volunteer assistance.
D. Look at ways to improve and coordinate a cohesive, attractive appearance
along county corridors when the County upgrades roads.
E. Explore new methods of collecting public feedback.
F. Continually review newsletter content.
G. Plan and provide quality city services to residents and adapting to
changing demographics.
H. Look at ways information from resident survey can be incorporated into
goals, plans and policies.
I. Find ways to utilize volunteers and engaged residents.
J. Evaluate whether current policies and codes inhibit families from
improving and upgrading their homes and remove unnecessary barriers to
allow increased market value and updating of private property in ways that
enhances neighborhoods.

INTRODUCTION

Summary reporting of the City Investment portfolio to the Governing body is a recommended
financial practice and often viewed positively by rating agencies.
Furthermore, the City of Andover Investment Policy recommends the Finance Director presents
to the City Council at least quarterly the type of investments held by the City.
DISCUSSION
Attached is the Investment Maturities Summary for May 2015, the May 2015 Investment
Detail Report, and the May 2015 Money Market Funds Report. These attachments are
intended to assist with discussion when reviewing the May 2015 investments.
