Consider Protective Netting Quote at Andover Station North Ball Field Facility, Cont. /15 -34 DATE: June 4, 2015 INTRODUCTION This item is in regard to considering protective netting quote at Andover Station North Ball Field Facility. DISCUSSION The item was tabled from the last meeting on May 21, 2015. Staff did meet again with a local fencing contractor at the facility to review the option of netting for both the west field and middle fields. The fencing contractor is waiting for pricing for the netting company before they can submit an estimate to the City. Staff is hoping to have an estimate in time for Thursday's meeting. BUDGETIMPACT As a reminder this is not identified in the Capital Improvement Plan for 2015. The Park Commission may wish to utilize the $15,000 annual miscellaneous fund that is available each year. With the higher cost, not sure what the commitment will be from the Andover Baseball Association (ABA). Previously ABA has committed to offer to pay for half the cost but that commitment was based on netting of the backstop only. ACTION REQUIRED The Park and Recreation Commission is requested to consider the option of netting and fencing of the west and middle field at Andover Station North Ball Field Facility. Consider Final 2016 -2020 Parks Capital Improvement Plan DATE: June 4, 2015 INTRODUCTION The Park and Recreation Commission is requested to recommend approval of the final 2016- 2020 Parks Capital Improvement Plan (CIP) to the City Council. DISCUSSION Attached is the final draft of the Parks CIP for your consideration. No changes have been made based on the joint meeting with the City Council. BUDGETIMPACT As of right now only the year 2018 is below the $50,000 end fund balance that is required. Review Draft Spreadsheet for the 10 Year Parks Replacement Plan DATE: June 4, 2015 INTRODUCTION The Park and Recreation Commission is requested to review the attached draft spreadsheet that will be utilized in analyzing the park replacement items. DISCUSSION Based on direction from the City Council at the May 27, 2015 joint meeting, Parks Maintenance Department will be researching and providing information to the spreadsheet that will be utilized as part of the budget process to determine what the City Council will be funding from year to year. Staff will be working on the spreadsheet over the next few weeks. The Park Commission will have an opportunity to review and provide a recommendation regarding the spreadsheet and replacement maintenance items at the regular meeting that is scheduled on July 16, 2015. Review Outstanding Items DATE: June 4, 2015 Issues list as of 6/1/15 COMPLETED PROJECTS — • Pine Hills North — The playground equipment is now completed. Stop by and check it out. • Rose Park — The installation of outfield fences have been completed along with the reseeding of the disturbed areas. • Way Finding Signs — The signs are now done and have been installed. ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in July. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism —Next quarterly report is due in July. • Andover Lions Park — The City Council has approved the 2015 funding for replacing the playground equipment be carried over into 2016 along with the installation of the irrigation system. The backstop and sideline fencing will also be done in 2016. The existing monument sign will be relocated further back outside the right of way so a sidewalk can be constructed. • Hidden Creek East Park — The neighborhood has determined the location of the wall board. The Park Maintenance Department will begin working on the fall zones and concrete borders within the next few weeks. • Timber Rivers Park — Playground equipment has been delivered. Installation will be done sometime midsummer. • Kelsey Round Lake Park Master Plan — Staff is in the process of reviewing the proposals received from the consultants. It has not been determined as of yet if interviews will be necessary. A recommendation to select a consultant from staff will be presented to the City Council on June 16, 2015. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower —Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. City Hall Recycling Center Update -- The City has received approval for funding from Anoka County for paving a portion of the driveway to the recycling center. The paving at this time will not include the City Hall Outdoor Rink parking lot or driveway to Crosstown Boulevard NW although the Recycling Coordinator is exploring the possibility of receiving additional funds to pave the driveway to Crosstown Boulevard. As far as street light at the entrance to the recycling center/hockey rink facility at Crosstown Boulevard NW, the existing street light will be upgraded from a 135W Type 3 to a 190W Type 3 light. It will take 6 -10 weeks before the new light can be installed by Connexus Energy. The total cost is $941 and will be split with recycling. • Update of Pedestrian Trails — Listed below are some of the pedestrians and bike trail segments that have been identified by the City Council over the next few years: ➢ 2015. Nothing is planned for 2015. ➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. ➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to Vale Street NW. ➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker Lake Blvd to 140'`' Avenue NW. ➢ 2019. Bituminous trail along Crosstown Blvd from 159th Ave to Prairie Road. ➢ 2019. Bituminous trail from Kensington Estates 7th Addition to Andover Station North. Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project is still scheduled for 2015 -2016. Most of the construction will be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if they would like to have a meeting yet this summer. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering. Weekly Parks Maintenance Update May 9, 2015 • Full mowing cycle in all parks, trash service, seeding turf and bare spots, dragging infields, watering trees and shrubs, and start mowing trails. • Working on the new playground at Pine Hills North. • Set up Sunshine Park for fast pitch games, moved bases and pitching pads. • Deliver new lacrosse storage boxes and put together new lacrosse goals and delivered both sets. • Installed various signs. • Put down wild/prairie flower seeds in various parks and open spaces. • Continue work on irrigation repairs and set ups. • Working with contractors on various projects. May 16 2015 • Completed full mowing cycles in parks and trails. cleaning park buildings and trimming trees. • Adding wood fiber to playgrounds. • Tournament set up at Sunshine Park. • Two seasonal staff started this week. • Various sign installs. • Continue irrigation start up and repairs. Dragging fields and parking lots, full trash service, May 23. 2015 • Completed a full mowing cycle in parks and trails, sweeping/blowing trails, full trash service and various work orders. • Planting trees and shrubs. • Irrigation install at pump house. • Adding wood fiber to many playground fall zones. • Did concrete work for some spillways. • Working on full inventory of all parks. • Completed more sign installs. • Finished stump grinding with a bobcat rental. • Started landscape cleanup around Public Works area. • Tournament cleanup at Sunshine Park. May 30. 2015 • Continue to mow at least twice a week in most areas.
