INTRODUCTION
The Park and Recreation Commission is requested to consider relocation of the scoreboards from Prairie
Knoll Park to Sunshine Park, Project 15 -33.
DISCUSSION
Based on the discussion from the last meeting, the Park Commission indicated interest in utilizing the
Park Improvement Fund that is available to relocate the scoreboards from Prairie Knoll Park to Sunshine
Park. As far as the engineering design and installation of the wiring for the scoreboards, this could be
included in 2016 CIP at $23,000 (approximately $18,000 for the wiring and $5000 for design/inspection).
Attached are the following:
• Quote from Daktronics to relocate the football scoreboard from Prairie Knoll Park to Sunshine
Park - $7850.
• E -mail estimate from electrical engineering consultant to provide electrical service to the
scoreboards which is estimated to be $17,800.
Note: Staff estimated design and inspection at about $5000 for the electrical engineering consultant.
As a reminder staff still has not heard anything from North Metro Soccer Association (NMSA) about the
possibility of contributing to help in the relocation of the scoreboards from Prairie Knoll Park to
Sunshine Park.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider relocation of the scoreboards from Prairie
Knoll Park to Sunshine Park, Project 15 -33.

Here is a rough scope of work.
Engineers estimate of electrical construction cost $17,800.00.
Work scope,
1. Provide (1) new 20/2 circuit breaker in existing 480/277 volt panel H1.
Panel installed in 2003 to feed lighting at soccer fields.
2. Provide approximately 500 lineal feet of 1 "C. 2 #8 plus ground, XHHW, CU
installed by horizontal bore from panel H1 to new scoreboard location.
3. At scoreboards, provide 5 KVA panel /transformer unit with (4) 20/1 branch
circuit breakers. Square D #MPZ5540F25K or equal. Mount unit on scoreboard support leg.
4. Provide 120 volt dedicated circuit to each scoreboard and dedicated
circuit to maintenance duplex receptacle (furnished by EC) at each scoreboard.
That should be enough to get you started? A good electrician should be able to run
with this.
Let me know if you will be needing engineered drawings.

INTRODUCTION
This item is in regard to considering protective netting quote at Andover Station North Ball Field
Facility.
DISCUSSION
The item was tabled from the last meeting on May 7, 2015. Staff did meet with a local fencing
contractor at the facility to review options of fencing and /or netting of both the west field and
middle fields. The fencing contractor is waiting for pricing for the netting company before they
can submit an estimate to the City. Staff is hoping to have an estimate in time for Thursday's
meeting.
BUDGETIMPACT
As a reminder this is not identified in the Capital Improvement Plan for 2015. The Park
Commission may wish to utilize the $15,000 annual miscellaneous fund that is available each
year. With the higher cost, not sure what the commitment will be from the Andover Baseball
Association ABA. Previously ABA has committed to offer to pay for half the cost but that was a
commitment based on netting only.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the option of netting and fencing
of the west and middle field at Andover Station North Ball Field Facility.

INTRODUCTION
This item is in regard to parcels that have been identified in the Comprehensive Plan as potential
parcels to sell.
DISCUSSION
The two parcels that should be considered are as follows:
• Cedar Crest Park located at 3909 -174th Lane NW (Park 32A on City Park Map).
• Landlocked Park located at 15543 Prairie Road NW (Park 72D on City Park Map).
It will be necessary for the Park Commission to make recommendation to the City Council. The
recommendation regarding the two parcels is scheduled to be discussed at the City Council joint
meeting that is scheduled on May 26, 2015.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider recommending to the City Council
the sale of two parcels (Cedar Crest Park and Landlocked Park).

• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in
July.
• Update of Quarterly Sheriff s Department Report on Park Patrol & Vandalism —Next quarterly
report is due in July.
• Pine Hills North — The playground equipment has been installed. If you would like, stop by and
check it out.
• Andover Lions Park — The Park Commission has requested the funds for replacing the playground
equipment be carried over into 2016 along with the installation of the irrigation system. The backstop
and sideline fencing will also be done in 2016. The existing monument sign will be relocated further
back outside the right of way so a sidewalk can be constructed.
• Hidden Creek East Park — Staff is waiting for the neighborhood to determine the location of the
wall board. The Park Maintenance Department will be able to begin work on the fall zones and
concrete borders within the next few weeks.
• Timber Rivers Park — Playground equipment has been ordered and will be delivered in late May.
Installation will be done sometime midsummer.
• Rose Park — The installation of outfield fences should be completed by May 22 °d. Staff is in the
process of obtaining quotes for the paving and curbing of the parking lot.
• Way Finding Signs — The signs are now done. Most of the signs have been installed by Public Works
staff. The remaining signs will be installed yet this spring.
• Kelsey Round Lake Park Master Plan — Staff is holding a pre - proposal meeting on May 18th. Staff
will provide an update of how many consultants showed interest in preparing a proposal at the
meeting. A total of 9 consultants were notified about the meeting.
ON -HOLD PROJECTS —None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• City Hall Recycling Center Update -- The City has received approval for funding from Anoka
County for paving a portion of the driveway to the recycling center. The paving at this time will not
include the City Hall Outdoor Rink parking lot or driveway to Crosstown Boulevard NW although the
Recycling Coordinator is exploring the possibility of receiving additional funds to pave the driveway
to Crosstown Boulevard. As far as street light at the entrance to the recycling centerlhockey rink
facility at Crosstown Boulevard NW, the existing street light will be upgraded from a 135W Type 3 to
a 190W Type 3 light. It will take 6 -10 weeks before the new light can be installed by Connexus
Energy. The total cost is $941 and will be split with recycling.
Update of Pedestrian Trails — Listed below are some of the pedestrians and bike trail segments that
have been identified by the City Council over the next few years:
➢ 2015. Nothing is planned for 2015.
➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to
South Coon Creek Drive.
➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to
Vale Street NW.
➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker
Lake Blvd to 140"' Avenue NW.
➢ 2019. Bituminous trail along Crosstown Blvd from 159"' Ave to Prairie Road.
➢ 2019. Bituminous trail from Kensington Estates 7`h Addition to Andover Station North.
• Update of the Reconstruction of Bunker Lake Boulevard -from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is still scheduled for 2015 -2016. Most of the construction will
be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard
will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near
the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in
the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine in the spring of 2015 when they would like to have a
meeting.

The Park and Recreation Commission is requested to continue discussing the 2016 -2020 Parks
Capital Improvement Plan (CIP).
DISCUSSION
Attached are the following items for your review:
• Current 2015 -2019 Park CIP (so that you can see what was proposed thru 2019).
• Proposed 2016 -2020 Park CIP (as discussed by the Park Commission at the last meeting
on May 71h)
• Draft Park Commission meeting minutes from May 7th .
Just as a reminder the Park and Recreation Commission is meeting with City Council on
Tuesday, May 26`h at 6 pm. If there are proposed changes now is the time to make them.
BUDGET IMPACT
As of right now only the year 2018 is below the $50,000 end fund balance that is required.

The Park and Recreation Commission is requested to continue discussing the 2016 -
2020 Parks Capital Improvement Plan (CIP). The Park Commission at this point should
be relatively close to having the proposed 2016 — 2020 CIP ready for review by the City
Council. At the time this item was prepared by staff the joint meeting with the City
Council had not yet been determined. The Joint Meeting with the City Council will be
held Tuesday, May 26, 2015.
Haas stated depending on what the Commission would like to recommend for
ects, the ending fund balance for each of the 5 years shall be $50,000 or more.
hair Stenzel asked if the finance department could provide information on what monies
ere spent on which projects in 2010 to 2014. Mr. Haas will obtain the information for
the Commission. He would like to see what was done in the past five years and what was
accomplished.
Commissioner Miskowiec stated a lot of work was done on Hawk Ridge Park and Pine
Hills North.
Chair Stenzel noted replacement costs are not included in the Park Improvement Fund.
Park improvements do not include replacements. The current budget for replacements is
approximately $50,000 a year which generally is used for playground equipment
replacement. An additional $25,000 is set aside for other miscellaneous items that come
up during the year for the Parks Maintenance improvements.
Chair Stenzel reviewed the Park Improvement fund and noted for 2016 the $20,000
irrigation project would be in Andover Lions Park and the $120,000 allocated for the
parking lot with curb would be for Pine Hills North. The $450,000 identified in 2019
would be for the multi - purpose building at Pine Hills North.
Commissioner Miskowiec stated he would rather drill some wells rather than the storage
building for $100,000.
Chair Stenzel stated he would prefer to remove the Pine Hills North improvement items
and drill some wells where irrigation is needed. When the associations were present they

said irrigation was needed to make fields playable rather than mentioning paving parking
lots.
Mr. Haas stated Timber Trails Park needs outfield fencing for the ball field and irrigation
for both the ball field and soccer field. $200,000 could be allocated to Timber Trails Park.
He reviewed the other parks that were in need of irrigation. Wild Iris Park would be
approximately $35,000 - $40,000. Hills of Bunker Lake West Park would be
approximately $25,000 — $30,000.
Rebuild of Prairie Knoll Park west field would be $25,000 - $30,000. Hidden Creek East
Park and Strootman Park both need irrigation. Lund's North Park is in decent shape but at
some point should be irrigated. Chair Stenzel stated he would like to see Fox Meadows
Park done.
Commissioner Lewnau stated she would like to see the scoreboards put up rather than
stored since the AFA is willing to contribute to the cost. This will be added as agenda
item at the next Park Commission meeting.
Mr. Haas stated the discussion with the Council could include a request for bonding or a
referendum. The Council may not be inclined to change the CIP since it was already
approved.
Revisions to the CIP suggested were: Timber Trails Park budget $200,000 to 2016. The
Pine Hills North parking lot would be pushed out. The $120,000 would be used at
Terrace Park (irrigation), Wild Iris Park (irrigation), and installation of the scoreboards at
Sunshine Park south and middle soccer fields. A storage building is suggested to be
constructed at Hawk Ridge Park in 2017. The Commission suggested removing the
$450,000 Pine Hills North allocated for a multi - purpose building.
Commissioner Elstrom suggested the Commission look more at 2016 as priorities may
change in future years.
Chair Stenzel stated if there was irrigation at Fox Meadows Park two fields could become
playable. Move this in the CIP to 2017.
Mr. Haas will redraft the CIP and email it to Commissioners. Any input should be given

the meeting with the Council on May 26. The report on what was spent 2010 — 2014 will
be completed by the May 21" meeting.
Chair Stenzel stated there needs to be a replacement plan for items in parks other than
playground equipment.
Chair Stenzel requested on the next agenda be the sale of the land.
