INTRODUCTION
This item is an update in regards to the relocation of the scoreboards from Prairie Knoll Park to
Sunshine Park soccer /football fields for the south and middle fields.
DISCUSSION
Attached is an estimate to provide electrical service to the scoreboards which is estimated to be
$17,800. Twila Hauck from Andover Football Association (AFA) is still working on receiving
estimates for relocating the scoreboards from Prairie Knoll Park to Sunshine Park soccer /football
for the south and middle fields. Hopefully that information will be available for the meeting.
To date staff has not heard anything from North Metro Soccer Association (NMSA) about the
possibility of contributing to help in the relocation of the scoreboards from Prairie Knoll Park to
Sunshine Park.
ACTION REQUIRED
The Park and Recreation Commission will need to determine if the relocation of the scoreboards
should be included as part of the 2016 CIP.

Here is a rough scope of work.
Engineers estimate of electrical construction cost $17,800.00.
Work scope;
1. Provide (1) new 20/2 circuit breaker in existing 480/277 volt panel H1.
Panel installed in 2003 to feed lighting at soccer fields.
2. Provide approximately 500 lineal feet of 1 "C. 2 #8 plus ground, XHHW, CU
installed by horizontal bore from panel H1 to new scoreboard location.
3. At scoreboards, provide 5 KVA panel /transformer unit with (4) 20/1 branch
circuit breakers. Square D #MPZ5S40F25K or equal. Mount unit on scoreboard support leg.
4. Provide 120 volt dedicated circuit to each scoreboard and dedicated
circuit to maintenance duplex receptacle (furnished by EC) at each scoreboard.
That should be enough to get you started? A good electrician should be able to run
with this.
Let me know if you will be needing engineered drawings.

INTRODUCTION
This item is in regard to considering protective netting quote at Andover Station North Ball Field
Facility.
DISCUSSION
The item was tabled from the last meeting on April 16, 2015 to allow staff to contact the netting
supplier (Beacon Athletics) to verify if the quantities for both ball fields were calculated
properly. Attached is a drawing from Beacon Athletics that will help reduce the issues with foul
balls. Staff is working on receiving a quote from Beacon Athletics which will be presented at the
meeting. As far as installing the netting, Public Works staff will evaluate this after the City
receives the netting. If it is determined that Public Works staff cannot install the netting, the City
will need to hire this out unless the baseball association has volunteers that are capable of
completing the installation.
BUDGETIMPACT
Since this is not identified in the Capital Improvement Plan for 2015, the Park Commission may
wish to utilize the $15,000 annual miscellaneous fund that is available each year. Andover
Baseball Association has committed to offer to pay for half the cost (see attached).
ACTION REQUIRED
The Park and Recreation Commission is requested to consider authorizing the purchase of the
netting for the west and middle field at Andover Station North Ball Field Facility.

INTRODUCTION
The Park and Recreation Commission is requested to review the proposed plan of the parking lot
for Rose Park, Project 14 -13.
DISCUSSION
Attached is the proposed layout. The City Council has already approved a resolution ordering plans
and specs for paving of the parking lot. The tentative date for approving the plans and specs by the
City Council is May 19, 2015. If the City Council approves the plans and specs, staff will be
obtaining a minimum of 2 quotes from paving contractors or look at the possibility of having a
change order to one the paving projects that are currently going on in Andover for this upcoming
construction season.
Note: With removal of the parking stalls on the south side of the parking lot closest to the shelter,
37 standard parking stalls and 1 handicap parking stall are shown on the plan. At this point
overflow parking will be on Rose Street NW or vehicles can drive to the north side of the park next
to the water tower and park there.
BUDGET
The paving of the parking lot will be funded from the Parks Improvement Fund.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed plan of the parking lot
for Rose Park, Project 14 -13.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in
July.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is due in July.
• Pine Hills North — Public Maintenance Crew has been preparing the site for the playground
equipment install. The playground equipment has been delivered to Public Works. Road restrictions
have been lifted. We are currently working on a date to install the equipment with the contractor.
• Andover Lions Park — The Park Commission has requested the funds for replacing the playground
equipment be carried over into 2016 along with the installation of the irrigation system.
• Hidden Creek East Park — The City Council has approved the improvements to the park at their
meeting of February 3`d. Staff is waiting for the neighborhood to determine the location of the wall
board. Now that road restrictions have been lifted, Park Maintenance Department will be able begin
work on the fall zones and concrete borders. No time frame to start has been determined.
• Timber Rivers Park — Playground equipment has been ordered and will be delivered in late May.
Installation will be sometime midsummer.
• Rose Park — The City Council has approved the installation of outfield fences for both fields. Staff is
in the process of obtaining quotes.
• Way Finding Signs — The signs are now done. Most of the signs have been installed by Public Works
staff. The remaining signs will be installed in the spring.
• Kelsey Round Lake Park Master Plan — Item is scheduled for City Council consideration on May
5`h. Chairman Stenzel will provide an update at the meeting.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower —Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
City Hall Recycling Center Update -- The City has received approval for funding from Anoka
County for paving a portion of the driveway to the recycling center. The paving at this time will not
include the City Hall Outdoor Rink parking lot or driveway to Crosstown Boulevard NW although the
Recycling Coordinator is exploring the possibility of receiving additional funds to pave the driveway
to Crosstown Boulevard. As far as street light at the entrance to the recycling center/hockey rink
facility at Crosstown Boulevard NW, the estimated cost to install an additional light is $6700. The
City Council will consider the recommendation from the Park and Recreation Commission at their
regular meeting on May 5`h.
Update of the Joint Meeting with the City Council — City Council will be discussing this at their
May 5th meeting to determine when the joint meeting will be scheduled. This was tabled by the City
Council at their April 21" meeting. Staff will provide an update at the meeting.
• Update of Pedestrian Trails — Listed below are some of the trail segments that have been identified
by the City Council on October 21" in the 2015 -2019 CIP for pedestrians and bikers.
➢ 2015. Nothing is planned for 2015.
➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to
South Coon Creek Drive.
➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to
Vale Street NW.
➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker
Lake Blvd to 1401h Avenue NW.
➢ 2019. Bituminous trail along Crosstown Blvd from 159th Ave to Prairie Road.
➢ 2019. Bituminous trail from Kensington Estates 7th Addition to Andover Station North.
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is still scheduled for 2015 -2016. Most of the construction will
be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard
will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near
the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in
the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge.
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine in the spring of 2015 when they would like to have a
meeting.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2016 -2020 Parks
Capital Improvement Plan (CIP).
DISCUSSION
The Park Commission at this point should be relatively close to having the proposed 2016 -2020
CIP ready for review by the City Council. At the time this item was prepared by staff the joint
meeting with the City Council had not yet been determined. The City Council will be
determining when the joint meeting will be held when they meet on May Stn
BUDGET IMPACT
Depending on what the Commission would like to recommend for projects, the ending fund
balance for each of the 5 years shall be $50,000 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the 2016 -2020 Parks
Capital Improvement Plan.
