INTRODUCTION
This item is in regard to reviewing and determining the park dedication requirements for the proposed
sketch plan of Country Oaks North 2 °d Addition.
DISCUSSION
A copy of the sketch plan is in your side pocket of the packet for review. This is same sketch plan that
was previously sent to the Commission by e -mail on March 12, 2015 so that the Commission had some
time to review the sketch plan. The proposed sketch plan is located just to the north and west of Country
Oaks North development. As you may recall there was some discussion at the joint meeting with the
Open Space Commission on December 18, 2014 (see attached minutes) about some potential ideas
regarding the 10 acres that was not purchased as open space but for other possible improvements such as
a new street out to Hanson Boulevard NW and possibly a park of some sort. As you can see by the
sketch plan, the street is being proposed with a horizontal curve to avoid impacts to the existing wetlands
to the west and south of the proposed development. The final alignment will be determined at a later
date.
The developer is proposing a park that includes a small parking lot (8 -10 stalls), playground area and a
trail that would provide access to the open space property. Note: Just so the Commission members know,
the portion that the park is shown is on City owned property. So therefore the developer park dedication
requirements will be cash in lieu of land.
The developer and /or a representative have been requested to attend the meeting to answer any questions
the Commission may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed sketch plan and provide
direction on the park dedication requirements for the proposed Country Oaks North 2nd Addition Sketch
Plan.

Attached is a copy of the Country Oaks North 2nd Addition sketch plan for your review. This sketch plan is scheduled for
the April 2nd Park Commission meeting for review and direction. There is a proposed smaller tot lot type park indicated
on the plan that also includes a small parking lot so that residents have access to the open space property to the north
of the proposed park and larger residential lots. Just as reminder, the east —west street will most likely be posted no
parking on both sides of the street along with a trail constructed on the north side of the street.
Note: As mentioned previously, there was some discussion about a ball field in the area but due to the realignment of
the east -west street there will not be much to work with. Every effort must be made to avoid the wetlands or at least
minimize the wetland impacts.

MINUTES
A Joint Meeting with the Andover Open Space Advisory Commission and the Andover
Park and Recreation Commission was called to order by Chair Gretchen Sabel and Chair
Ted Butler on December 18, 2014, 6:00 p.m. at the Andover City Hall, 1685 Crosstown
Boulevard NW, Andover, Minnesota.
Open Space Commissioners Present: Chair Gretchen Sabel, Vice Chair Kim Kovich,
Commissioners Aaron Jarson, Bruce Perry, James

PARK PLANNING AND COORDINATION IN NORTH WOODS PRESERVE/
SELMERBLANCHETTE AREA
Chair Sabel stated 30 acres of the recently purchase Selmer/Blanchette parcel will be
open space. Mr. Carlberg showed a map of the area. Last year the City closed on the 26-
acre piece known as the Aasness Property which has been added to the North Woods
Preserve Open Space bringing the total acreage to 46 acres. An Eagle Scout has
constructed a kiosk for the area off of the newly constructed gravel parking lot located off
of Hanson Blvd which includes signage and information available for visitors. The maps
available encourage visitors to stay on the Open Space part of the parcel. In November
the Selmer/Blanchette property of 40 acres was closed on by the City and 30 of the 40
acres were purchased with Open Space funds. The southern 10 acres was purchased with
another funding source to provide some flexibility in locating a road out to Hanson Blvd.

There could possibly be a park developed in this 10 acres as well, which would be a
discussion point for the Park and Recreation Commission. The City would look at
possibly purchasing 15 additional acres north of the Selmer/Blanchette parcel which
would likely exhaust the Open Space funds.
Chair Sabel asked if the Park Commission has seen sketch plans in the area and Chair
Butler stated he had seen some sketch plans in the past. He noted the Park Commission
has discussed the possibility of a park in that area. He likes the idea of having a small
park near the Selmer/Blanchette Open Space area. This could be an entry park to the
Open Space area.
Chair Butler asked if the elevations are known about the 15 acres being considered west
of Country Oaks North. Chair Sabel stated it is currently being used as a motocross area.
Mr. Carlberg showed a map indicating the elevations. He also indicated a proposed path
for the road out to Hanson Blvd.
Chair Butler stated the Park Commission will need to have some significant discussions
about this matter. The Park Commission would consider the southern 10 acres of the 40
acres.
Commissioner Stenzel asked if there was a way to tie in North Woods Preserve Open
Space with the Selmer/Blanchette 40 acres. Mr. Carlberg stated possibly a trail on
Hanson would be possible.
Commissioner Jim Lindahl arrived at the meeting at 6:15 p.m.
Commissioner Stenzel asked about the area to the west of the Selmer/Blanchette property
and Mr. Carlberg stated it is owned by someone who is not willing to sell.
Commissioner Kovich stated a park would be a nice addition. However, the area was
purchased for Open Space and not to be developed and now if the City would put in a
park that was not the original plan.
Commissioner Stenzel suggested tying three developments together with a small park. He
feels there would need to be another access point into the area other than from Hanson
Blvd. Mr. Carlberg stated staff is looking at two access points from the 40 acres to the
east of Selmer/Blanchette property referred to as the Ganter property.
Mr. Haas stated the road will come in off Hanson Blvd when the area is developed.
Mr. Carlberg stated that there are a limited number of municipal sewer units in this area.
The developer may be open to a park being added. Park Dedication fees were received on
this area known as Country Oaks North in lieu of land. There is a black ash swamp in the
area that environmental agencies do not want touched which poses a challenge on getting
the road out to Hanson Blvd.

Chair Butler stated he would be interested in seeing some plans about using the
motocross track portion of the area as parkland. Any road would need to meet state aid
standards. There is a watermain that needs to be constructed through the wetland area to
the south to provide water for the development.
Mr. Haas stated the sketch plan will be presented to the City Council for review in
January and will be presented to the Park Commission at a later date.
Mr. Carlberg stated some determinations need to be made about the road. The developer
may be asking for City funding assistance to pay for the road since it will be serving
more than his development. Since the 10 acres were purchased with non -Open Space
funds there is some flexibility in the road location.
PARK PLANNING AND COORDINATION IN MARTIN'S MEADOWS
C Sabel stated they have developed a Management Plan for Martin' endows area.

Resource hnician, has sent a letter to the adjacent property o ers about the
buckthorn.

add active use to this area.

presentatiA during a Park Commission meeting. A nature /interpretive center is being
considSp6d as part of the Master Plan for Kelsey Round Lake Park. A Master Plan will be
done for this area starting in the spring of 2015. The Master Plan is expected to be

SUBJECT: 5. Consider Improvements to Rose Park/14 -13

INTRODUCTION
The Park and Recreation Commission is requested to consider additional improvements to Rose
Park, Project 14 -13.
DISCUSSION
The proposed improvements that are to be discussed are as follows:
• Outfield fencing/mow strips for both ball fields- estimated cost is $20,000
• Picnic shelter improvements. The Finance Department is working on estimates. Based on a
conversation with them, they are recommending removing the existing shelter and
replacing with a new shelter.
• Pave /curb existing parking lot- estimated cost is $92,000.
These items being considered is not included as part of the CIP. Therefore any improvements that
are recommended will require City Council approval.
BUDGET
The budget that was approved for improvements to the park was $200,000. To date, $71,065 has
been spent on park improvements. There will be some additional reseeding and erosion control that
will need to be done yet this spring and it is expected not exceed $2500. Note: There was savings
on the project since Public Works performed the grading and preparation of the park instead of
hiring out to a private grading contractor.
ACTION REQUIRED
The Park and Recreation Commission is to consider additional improvements to Rose Park.

Justification
There is one existing ball field at the park. The additional field is being requested to replace the ball field that will be removed at Green Acres
Park since that park does not allow off street parking and is too small to accomodate a new ball field with fencing which is needed for safety
reasons. The Andover Baseball Association has also indicated to the Park and Recreation Commission that they are in need of small fields for
the younger age (6 -7 year olds) players since that is where they have the highest concentration of players in their program.

playground equipment be carried over into 2016 along with the installation of the irrigation system.
• Hidden Creek East Park — The City Council has approved the improvements to the park at their
meeting of February P.
• Timber Rivers Park -- The City Council has approved the improvements to the park at their meeting
of February 3rd. Staff has met with the neighborhood to discuss the options that are available for
playground equipment and will be discussing pricing with the playground supplier.
• Rose Park — Item is on the agenda.
• Way Finding Sims — The signs are now done. Most of the signs have been installed by Public Works
staff. The remaining signs will be installed in the spring.
• Kelsey Round Lake Park Master Plan — The Task Force has met once (February 25th) and will be
meeting again on April 1" to finalize the draft RFP. Chairman Stenzel will provide an update at the
meeting. If the Task Force is done preparing the draft RFP, the draft RFP will be presented to the Park
Commission at the April 16th meeting for review and recommendation that will be forwarded to the
City Council for consideration.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
City Hall Recycling Center Update -- The City has received approval for funding from Anoka
County for paving the driveway from Crosstown Boulevard NW to the recycling center. The paving
will not include the City Hall Outdoor Rink parking lot. As far as street light at the entrance to the
recycling center/hockey rink facility at Crosstown Boulevard NW, staff has contacted Connexus
Energy about the options.
2015 Events in City Parks or Facilities — The Park and Recreation Commission will need to
determine what each of the Commissioners will be responsible for during 2015. The item is on the
workshop portion of the agenda.

Stenzel/Lindahl/Lewnau — This group will now need to determine if they would like to
consider a fall bicycle ride for 2015 since the article was not received in time for the

➢ Butler — Commissioner Butler will be coordinating the Adopt a Park cleanup at
Andover Lions Park in the spring of 2015.
Update of Pedestrian Trails — Listed below are some of the trail segments that have been identified
by the City Council on October 21" in the 2015 -2019 CIP for pedestrians and bikers.
➢ 2015. Nothing is planned for 2015.
➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to
South Coon Creek Drive.
➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to
Vale Street NW.
➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker
Lake Blvd to 140'' Avenue NW.
➢ 2019. Bituminous trail along Crosstown Blvd from 159t" Ave to Prairie Road.
➢ 2019. Bituminous trail from Kensington Estates 7 t Addition to Andover Station North.
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is still scheduled for 2015 -2016. Most of the construction will
be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard
will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near
the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in
the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine in the spring of 2015 where they would like to have a
meeting.

A. Consider Request to Having an Adult Softball League/Dan Salava

INTRODUCTION
This item is in regard to a request from Dan Salava for having an adult softball league here in
Andover.
DISCUSSION
Attached is the request from Dan Salava. It has been past practice by the City that youth
programs have first priority of the fields especially during the week nights. There have been
occasions where adult tournaments have been approved on weekends at Sunshine Park and in
most requests the City has been able to approve the adult tournaments applications. If the Park
and Recreation Commission is interested in having an adult league, staff would encourage that
games be played only at Sunshine Park due to issues that the City has had by having tournaments
at other parks near neighborhoods due to noise, inappropriate language and alcohol use (unless a
permit has been approved by the City Council).
The main concern from Public Works is the potential overuse of fields which could and has
added extensive maintenance.
ACTION REQUIRED
The Park and Recreation Commission is to consider a request to having an adult softball league
in Andover.

To Whom It May Concern,
I am writing today to inquire aboutthe process of opening an adult softball league within the City of
Andover. I have recently moved to Andover, and have been a part of the softball community here in
Minnesota (mainly in the Blaine and Coon Rapids area) for the past 15 years.
I know that in Andover we used to play softball at Pov's until it closed down. Now, there are no leagues
in Andover and I feel that this should be remedied.
By bringing adult softball back to Andover, it could generate additional revenues not only for the city
and parks, but also for the businesses in the area. Softball is a huge recreational program in the state of
Minnesota, especially in the northern suburbs.
I also know that if we can get at least 1 night committed to adult softball, you could realistically run two
leagues at the same location, at the same time. Most leagues in our area charge around $800 —1000
per team to play (which includes umpire fees, maintenance fees, and lights). All additional money
would go directly to the city. Plus if you run a weekend tournament, you can make more money as you
can charge teams $150 per team (average turnout for a tournament is around 32 teams). You would
also be able to have concession stands open during league nights and tournaments, and that could also
generate some additional revenues.
I am a proud member of the Andover community and noting would make me happier than to continue
to watch. Andover grow and thrive until it becomes the crown jewel of the northern suburbs.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2016 -2020 Parks
Capital Improvement Plan (CIP).
DISCUSSION
Based on discussion from the last workshop meeting on March 19, 2015, the Commission had
made some general suggestions for improvements over the next 5 years. Some of the ideas that
were discussed or heard from the associations were as follows:
• Provide more storage for the associations. The football association would like for the
soccer association to build a storage building either at Pine Hills North or Hawkridge
Park. Note: Staff would like to see a storage building/warming house constructed with
restrooms at Hawkridge Park. By moving out the soccer association from Prairie Knoll
Park storage area, the football association would then be able to expand into the soccer
storage area which should provide adequate space for football storage. Baseball, softball,
lacrosse and hockey currently have enough storage at their facilities they are currently
leasing from the City.
• As far as fields, the associations have indicated that constructing new fields are always
nice to have for practice or games which will help minimize overuse of other fields. The
associations have also indicated they would like to see existing parks be utilized which
will including building of new fields and/or upgrading/irrigating existing fields that have
been used in the past but are not being used as much as they should or not at all due to the
condition of the fields. For example, Fox Meadows Park (needs to be reconstructed) and
Timber Trails Park (fencing of the baseball field is recommended and irrigation is needed
for both the baseball and soccer field) are just a couple parks the City could concentrate
on.
• Expand Prairie Knoll Park Building to enlarge the warming house area was mentioned.
Note: Chairman Stenzel at the last meeting requested that each Park Commissioner bring a list of
improvements they would like to see included in the Capital Improvement Plan (CIP) to the April
2nd meeting. Just as a reminder, improvements that have been identified for each park is
identified in the Section F of the Information Packet (2010 Existing and Future Park Facilities
Chart). Estimated prices are also included on the very right side of the spreadsheet.
Attached is the 2016 -2020 Park CIP Projected Fund Balance sheet that has been prepared by the
Finance Department that was included in the last packet of March 19, 2015.
BUDGETIMPACT
Depending on what the Commission would like to recommend for projects, the Finance
Department has indicated to Public Works Department that the ending fund balance for each of
the 5 years should have a minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the 2016 -2020 Parks
Capital Improvement Plan.

By Parks Maintenance Department
New Proiects
• Irrigate Wild Iris, Terrace, Hills of Bunker West, Andover Lions (being done in 2016) or
Hidden Creek East Parks. Note: These parks are being recommended due to municipal
water that is available and these parks do receive heavy use.
• Add basketball or volleyball courts in various parks throughout the City. Some of the
larger parks have space available for these types of activities.
• Install a dock and/or new boat landing on Round Lake.
• Many ball fields could use safety netting. Highest priority is ASN by the concession
building due to foul balls. Andover Baseball Association has indicated interest in having
this done sooner rather than later.
• Build new warming house /storage building at Hawkridge Park. Currently the City rents a
trailer for the warming house.
• Security lighting needed in many parks
• Install a disc golf area/course. As of right now, a 3 hole course is planned at Pine Hills
North.
• Construct more medium and large shelters for shade and picnics.
• Add on to Prairie Knoll Park building (west side) for additional space for the warming
house. It may be possibly add a second level for additional space.
• Install dugouts Andover Station North ball fields. The footings are already in.
- • Add more- skateboard equipment added to Sunshine Park for younger aged users.
Develop a Master Plan of improvements for Kelsey Round Lake Park. Having a plan in
place would give the City better opportunities to apply for MNDNR funding. Note: The
Task Force has been working on preparing a draft RFP that will be presented to the Park
Commission and City Council within the next 2 to 3 months.
Existing Parks or Facilities that need maintenance improvements
• Upgrade canoe landings on Rum River at Strootman and Timber River Parks. Both sites
need additional riprap /rock to minimize erosion around the canoe landing.
• Need to consider replacing existing shelters since they are old and outdated or just needs
to be rebuilt (most likely these shelter replacements should be funded from the Parks
maintenance funds which is very limited from year to year).
• Continue with playground replacements and fall zone upgrades. Pine Hills Park and
Purple Park (the existing structure is a larger structure than what is typically constructed
so additional funds will be needed) are due for replacement in 2016. Shadowbook East
Park is due for replacement in 2017. Chesterton Commons Park is due for replacement in
2018.
• Pave some of the existing parking lots and/or driveways. Many of the driveways access
the parks are in poor shape and erosion is an issue. Sites where this should be done
include City Hall Outdoor Ice Rink Facility, Timber Trails, Fox Meadows, Rose and
Hills of Bunker West Parks.
