BACKGROUND
State law (MN Statute 473.175) requires the Metropolitan Council to adopt a comprehensive
Metropolitan Development Guide that establishes parameters for regional infrastructure and local
planning within the 7 county metro area. Municipalities are then required (MN Statutes 473.86-
862) to prepare a comprehensive plan that reflects the Met Council adopted parameters.
The Andover Comprehensive Plan consists of six (6) sections: Foundation of the Plan, Land Use
Plan, Transportation Plan, Water Resources, Parks and Open Space Plan and Implementation
Plan. Each section's content correlates with the Met Council's development guide for the City of
Andover.
During the land use planning process city staff refers back to the Comprehensive Plan to ensure
compliance with the plan (land use /zoning, extension of public utilities, transportation, and
parks /open space). If land use requests do not comply with the plan, there is an option to submit
a Comprehensive Plan Amendment (CPA). For example, the land now known as Country Oaks
North went through a CPA in February 2014 to extend municipal utility services to the area and
to change the land use from rural to urban.
What's next?
The Met Council is updating their regional plans for local forecasts (populations, households and
employment), transportation, regional parks and open space, water resources and a new housing
policy plan. The updates, known as System Statements, will be issued to the citys' in the fall of
2015; Andover will have until the end of 2018 to update the comprehensive plan to reflect the
Met Council's System Statements for the City of Andover. City staff will work with the
Commissions and City Council through the comprehensive plan update process.

REQUEST
The Planning and Zoning Commission at the August 26, 2014 meeting requested
the ghost plat of the area along Prairie Road north of the Shadowbrook
development be brought to the Commission at this work session. Attached is the
ghost plat prepared in 1995 when the Shadowbrook development occurred.
