The handout provided includes information about our users, operation, partners and other details that help show what the facility is all about. At the conclusion of the tour, staff and council will have a chance to discuss in more detail the operation of the YMCA/Community Center. Our focus this year is on the overall operation of the facility and for the council to get a feel for the operation at its peak. We will review ways the Andover YMCA/Community Center continues to reach out and offer quality programs and services to the residents of Andover and neighboring communities. I A IF15200 Hanson '55304 E NOTES I QUESTIONS the ANDOVER ��= Commun >� Cenfer A SUMMARY OF 2014 FOR THE ANDOVER YMCA COMMUNITY CENTER The Andover YMCA Community Center impacted lives throughout the year developing youth, encouraging healthy living, and supporting social responsibility within our community. Our board, advisory committee, volunteers and staff provided leadership for many life changing programs and activities. We continue to provide a friendly gathering place for family, civic and community groups; while enriching the lives of our citizens by providing a quality facility which offers recreational, athletic, educational, and public interest activities. ANDOVER COMMUNITY CENTER ICE ARENA • The Andover High School Boys and Girls Hockey Teams call the Andover Community Center Ice Arena, their home. During the 2014 -2015 Hockey season; the ACC will host 25 home games with additional section games based on season standings. An estimated 5,000 patrons cheer our Andover Huskies High School Hockey players, each year! • Andover Huskies Youth Hockey Association has reached their highest participant numbers since inception. A total of 450 youth are participating in the 2014 -2015 hockey season. AHYHA rented 650 ice hours from the ACC and 650 ice hours from the Schwan Super Rink. AHYHA still finds itself short of total hours needed for its program. (Appx. i) • Building future skaters and identifying new programs, keep our future customer base strong. In 2014 we implemented an Introduction to Ice Program for youth ages 3 -6. This program teaches youth basic skating skills through games & music and having fun! More than 400 youth and adults took ice skating lessons at the ACC in 2014 with an additional 100 youth hockey players participating in the Spring ACC 3 v 3 Mite Hockey program. (Apex. 2) • Year -round activities and events continue to bring in families from Andover and surrounding communities. In 2014, more than 3,000 people took part in our annual Skate with Santa, open skate and open hockey sessions. (Appx. 3) How do we continue to fulfill community need? Keeping customer safety as our top - priority, a multi - purpose area is needed for teams /customers to rent out for dryland training and to utilize for warm -ups. Ideally this space would also include additional meeting /gathering space as well as storage areas. Customers are also asking for more prime ice hours. In order to fulfill, additional ice would need to become available. 2 FOOD COURT AREA • Since July 2013, Library On the Go Services have been available and provided by the Anoka County Library. Services available are Book and Movie Vending, an E- Reader Kiosk, Book Lockers and Indoor and Outdoor Book Drops. More than 11,000 books and movies were dispensed through our facility. In addition, the library led 14 programs at the facility, including MacPhail Center for Music, Minnesota Percussion Trio, and provided Story Time during Tot - Time Open Gym, with a total of 302 in attendance. (Appx. 4) • Continuous snack and beverage vending options are available to customers. The facility receives commission from these vending services. • Subway /Mama DeLucas Pizza and the Andover YMCA Community Center entered into contract in January 2013. Rent is paid each month as well as quarterly commission checks based on sales. How do we continue to fulfill community need? Continue to work with Subway /Mama DeLucas, Anoka County Library and vending businesses to offer products desired by our customers. PRO SHOP ■ Skate Rental has been an instrumental addition to our facility. Since August 2012, a total of 135 pairs of skates have been purchased for rental purposes. Sizes range from 8 Youth - 13 Adult. Additional services available at the Pro Shop include skate sharpening and merchandise sales. Items available for purchase include tape, laces, wax, mouth guards and water bottles. How do we continue to fulfill community need? Expand space to allow for additional skate rental and product availability. Explore ideas to partnership with existing business(s) to incorporate apparel, products and merchandise. Increase lobby size to accommodate groups and patrons. 3 FIELD HOUSE • Many individuals throughout the community participate in sporting activities and tournaments in the field house. Did you know that our main rental customers include the Andover YMCA, MN Premier Volleyball, Andover Athletic Association, Andover Girls Traveling Basketball and the Anoka Hennepin School District? These main customers alone rented 2,700+ hours of time in 2014. • Not just for athletics, the field house serves as a multi - purpose space and is rented to host, craft sales, lock -ins, birthday parties (55 in 2014) and home to the North Suburban Home Improvement Show. More than 1,800 people visited last year's home show. • Internal programs and special events are offered throughout the year to give our customers and families opportunities beyond basketball and to create additional facility revenue. More than 200 youth participated in our indoor soccer programs (partnered with North Metro Soccer Association) and more than 600 people attended our inflatable /skate family events. • During our open gym /basketball /volleyball sessions, more than 9,000 people participated in 2014. (Appx. 5) • When we were approached by a group of individuals looking for an indoor space to play pickleball, we realized the need and revenue potential of this program. The facility purchased 6 pickleball nets and with daily pickleball admissions the facility was able to pay for the nets purchased in less than 6 months. Pickleball is now offered 4 days a week and admissions totaled $6,900 in 2014. • To make youth programs affordable to all families, a fee assistance program has been implemented. $300 in financial assistance was donated by the Andover Lions Club and was used to offer participants a reduced program registration fee. The ACC is currently working on obtaining additional funds for this program. • Through partnership, the Andover YMCA and Community Center continue to offer programs that attract new families into the facility. The indoor walking program is offered each weekday morning with nearly 4,000 visits in 2014. And the Tot -Time Open Gym program continues to be a huge success allowing more than 2,400 kids to come indoors during the Fall /Winter months, allowing them to have a safe and warm place to play with age appropriate toys and equipment while their parents /caregivers have an opportunity to visit with each other. (Appx. 6 & 7) • Lock -ins, field trips and special events helped fill in our non -prime rental hours. $12,000 in revenue was brought into the facility by these events in 2014. How do we continue to fulfill community need? Additional storage opportunities for our "main" customers. An addition of small lockers so customers can secure their personal belongings while participating in field house activities. A large multi - purpose space to meet the needs of our customers and to implement new programs. 4 ANDOVER YMCA HEALTHY LIVING FITNESS • We challenged individuals to make healthy living a habit by participating in our group and water exercise programs. Last year we had 6,807 people attend these classes. (Appx. 8) • Through youth orientations our fitness team has educated over 1,000 youth, ages 10 -17, on leading a healthy lifestyle that they can carry with them into adulthood. This has also given our families the opportunity to make fitness, a family activity. • In 2014, we welcomed and engaged 1,010 individuals through the Silver Sneakers and Fit memberships. The majority of these individuals were also connected to YMCA programs and other adults through our Active Older Adult programming. (Appx.9) • Last year, we served 18 adults through our YMCA Diabetes Prevention Program. This 16 week program focuses on how to build healthy habits around nutrition and daily activity to combat the on -set of Diabetes. How do we continue to fulfill community need? Expand fitness opportunities for youth and Senior Adults, continue to bring in equipment and programs that are innovative, educate on chronic disease, continue to partner and bring Health and Wellness programs off -site (space needs) and expand Corporate Wellness. AQUATICS • In 2014, the Andover YMCA Swim Academy program taught the lifelong skill of swimming, to 3,364 participants. Not only did participants learn how to swim, but they also learned how to be safe in and around water. (Appx. 10) • In 2014, we partnered and provided our Water Safety Program to 136 youth from the surrounding community. This program is a partnership with Hawkins and the Abbey's Hope Foundation that provides water safety instruction for no cost to youth ages 5 -12 and focuses on boating and water safety skills. • Over 100 community members became certified in First Aid, CPR, Emergency Oxygen, AED and Lifeguarding at the Andover YMCA. How do we continue to fulfill community need? Increase the number of Swim lessons offered to those who need it most, increase the number of certification classes offered to the community, partner and offer more Water Safety programs to those who need them most and continue to build on programs for Teens (Swim Team, Advanced Swim and employment opportunities). 61 YOUTH DEVELOPMENT YOUTH, TEEN & FAMILY ■ Through the YMCA Kids Stuff, drop -in child care program, we had the opportunity to nurture 65,885 children and help them learn, grow and thrive through free play, daily art and circle time. We launched our "Big Kids Stuff' program in October and saw 2,568 youth enjoy age appropriate activities like ping pong, computer access, board games and arts and crafts. ■ 426 youth participated in our Youth Center that continues to be offered after school for youth ages 10- 17yrs. This program develops leadership skills in mtr teens and pre -teens and establishes a culture of service to the YMCA and to the local community. Our Wednesday dance group continues to grow - in 2014 we had an average of 38 youth participate. ■ Our Youth Sports programs continue to grow at the Andover Y. In 2014, 589 youth participated in soccer, flag football, floor hockey, art, dance, science, basketball, volleyball and archery - our youth are learning new skills, making new friends and having fun! (Appx. 11) ■ The YMCA Parents Night Out program provided families (378 children) in our community an opportunity for parents to take some time to themselves by providing a safe and reliable program for their children to participate in. ■ During 2014, the YMCA Release Day program provided safe, high quality care to 108 participants. We are offering a place in the community for children to learn, grow, and thrive. ■ We developed 576 youth per day through our Summer Power, Kindergarten Uproar and Sports programs - giving each individual the opportunity to explore new adventures, learn valuable social skills, and have a safe and positive summer. ■ This year, we are the new "home" of Day Camp Guy Robinson at Lake George Regional Park. We're excited to offer summer camp opportunities to our community where youth can learn, grow and thrive! Last summer, Camp Guy served 1,200 youth. How do we continue to fulfill community need? Space, space, space - more space is needed for youth sports, Kids Stuff, Summer Programs, after - school programs, Arts, Dance, etc. Continue to offer youth opportunities that are low or no cost through a variety of innovative youth programs focused on activity, leadership development and community service. 2 MEETING ROOMS • When the facility was built, the Andover City Council wanted to ensure meeting room space was available to local non - profit groups to meet at no charge. In 2014, the meeting rooms were reserved more than 5,266 hours. The majority of those hours were reserved by the YMCA (Active Older Adult Activities, summer programs and Youth Center /after school programs) and other Non - Profit Groups (Boy Scouts, Girl Scouts, local athletic associations, Andover Fix - It Clinic and Northern Star Juvenile Diversion program). (Appx. 12 & 13) • Room utilizations also included private profitable group and event rentals: Birthday parties, bridal & baby showers and meetings. SOCIAL RESPONSIBILITY • Members and participants were welcomed to our YMCA on 515,976 occasions and were motivated and encouraged to continue their efforts towards achieving their personal wellness goals. • As of December 31St, the Andover YMCA is proud to serve 3,425 membership units. An additional 1,010 Silver and Fit and Silver Sneakers memberships joined us in 2014. • We were determined to welcome members and participants into our Y Family by making our facilities and programs affordable to all by awarding over $242,610 in financial assistance for memberships and programs. Through the commitment and dedication of YMCA Staff, Board and volunteers, the Andover YMCA raised $98,623 to provide support to our neighbors and to enhance the lives of individuals and families in the Andover area. • In the last 5 years, the Andover Y has given 1.2 million dollars back to our surrounding community in way of financial assistance for Y programs, services and membership fees. • Volunteers help us build strong communities. Last year, we had 3,550 hours of volunteer service here at the Andover Y. • We believe the Y is a great place to work! In 2014, we had 25 Full -time, 180 Part -time and 70 Seasonal Staff. How do we continue to fulfill community need? Strive to serve "All" by continuing to serve underserved populations and providing financial assistance for memberships, programs and services. Provide volunteer opportunities in all we do to promote community service and social responsibility. President Andover Huskies YouLh Hockey Association Andover Community Center Winter /Spring Skate Programs This 3 week program will introduce the sport of ice skating to youth who have NEVER ice skated before. Each class is 30 minutes in length and will feature both on and off -ice activities including games and music. Our goal is to have students gain confidence to move onto the Andover Skate School program. Each 3 week session is $30. Thursday Morning Classes (Ages 3 - 6) February 12, 19, 26 10:00 am March 12, 19, 26 10:30 am April 9,16, 23 10:30 am Saturday Morning Classes (Ages 3 -10) February 14, 21, 28 FULL March 21, 28, April 11 11:00 am This Mite Hockey program is for youth who have already participated in an intro to ice hockey program or C or D Mite Level hockey program. All Skaters must know how to skate and have full hockey equipment. Program is one hour in length and consists of playing v 3 hockey, giving players more time with the puck. Check in and season passes are available at the YMCA Member Service Desk. Cost: $1.00 per day, half season passes are available for $25.00.YMCA Members Free. Pickle Ball: 3 courts available on Tuesdays, 6 courts on Wednesdays and Thursdays. Pickle balls are provided, a limited number of paddles are available. Cost: $4.00 Open Basketball: All ages, shoot hoops. No team practices or training equipment allowed. Staff has been working with a surveyor, Hakanson Anderson to prepare a conservation easement legal description and easement exhibit along with a vacation of easement of 50 feet outside of the existing 100 foot easement from centerline of Coon Creek. The vacation of easement requires a public hearing. This vacation is the same as what was completed for the Creekside Meadows development. Public hearing will be held on March 3rd at the regular scheduled City Council meeting and the conservation easement approval will follow the public hearing as a separate item. Carlberg, Community De lop ent Director SUBJECT: Discuss Fence Height along County Roads - Planning DATE: February 24, 2015 INTRODUCTION The City Council is requested to discuss fence height regulations along county roads and provide staff with direction on amendments to the City Code Council deems necessary, if any. BACKGROUND The City Council at the October 28, 2014 workshop meeting, during a discussion on the Bunker Lake Boulevard NW reconstruction project, discussed with Anoka County Highway representatives sound walls for the project (minutes attached). Council also discussed the need to consider allowing higher fences along county roads to resolve sound and site issues. City Code 12 -7 -3 Fence Height City Code 12 -7 -3 allows a fence up to six (6) feet in height in rear and side yards up to the front fagade of the principal structure. The City requires a permit to construct a fence. Recently adopted building codes require a building permit for any fence of seven (7) feet or higher. Code Amendment Procedure City Code 12 -14 -4 Amendments sets the procedure for considering text amendments. Text amendments are to be referred to the Planning and Zoning Commission for a public hearing provided in 12 -14 -8 prior to a final decision by the City Council. Carlberg Attachments October 28, 2014 City Council Workshop Minutes City Code 12 -7 -3 ® Andover City Council Workshop Meeting Minutes — October 28, 2014 Page 2 Councihnember Knight wondered how the pedestrian tunnel will be kept dry. Mr. Witter indicated the tunnel will be above the current water table and is set at the 100 year flood mark so there should not be any issues with the tunnel flooding. Mr. Witter indicated with the trail they have to have a clear zone. He explained the trail will not be next to the road but will be between trees and adjacent to a sound wall. There will also be a grade separation from the roadway and the trail so people walking on the trail will not be right next to the cars on the road. This will be accomplished by some retaining walls. Councilmember Knight wondered if there will be a guardrail along the roadway because of the difference in grade from the road to the trail. Mr. Witter stated there will not be a guardrail because there will be curb and gutter installed. He noted the County does not like using guardrails unless absolutely necessary because they are a hazard in themselves. Mr. Witter noted if there is an existing trail in place the County will pay to have it replaced. He stated there might be additional impacts the County will need to review if the City wants to move the trail further into the wetland area. Councilmember Trude did not think that would be a problem because it is only a trail. Mr. Berkowitz stated BWSR will tell them a trail will not need to be placed in a wetland; they are generally fine with transportation impacts for vehicles but not with trails. Mr. Berkowitz stated there will be an eight foot shoulder and then a twelve foot boulevard before the trail so there is twenty feet from the travel lane before the trail wall. Mayor Gamache stated the City will need to know what the additional costs could possibly be for the trails. Mayor Gamache asked when the County will go back to the neighborhoods to take votes on the sound walls. Mr. Witter indicated they can do that at any time and thought this would be happening soon if not already happening. Mayor Gamache thought they needed to discuss changing the fencing rules along County roads. He thought they may need to start allowing higher fencing along County roads for sound and site issues. The Council concurred, Mr. Dickinson indicated he would have Planning start looking at the issue. TRAFFICSTUDYATNIGHTINGALESTREETAND CROSSTOWNBOULEYARD Mr. Berkowitz stated they are working with Bolton and Mink on a traffic study at Crosstown Boulevard and Nightingale Street. He stated there is Highway Safety Improvement Program money the City can apply for. These grant dollars are not impacted by the Livable Community Act Program. He noted the deadline to apply for the money is January 271H Mr. Berkowitz reviewed a couple of different plans for road improvements at Crosstown and Nightingale. The first was the "Green T Design" and the Second was the "Round -A -Bout Design ". vehicle access for the maintenance of drainage, ponding, or wetland areas. (Amended 4/19/11, Ord. 405) 4. For fence placements on 2.5 acres and larger lots, the City may permit non - restrictive fencing in drainage, wetland or ponding areas as long as they do no restrict the flow of water. Access to ponds, wetlands and other such areas may be required by the City for maintenance purposes. (Amended 4/19/11, Ord. 405) 5. Fences in any area shall not be enclosed, hinder or restrict access to utility boxes, fire hydrants or other above ground utilities. (Amended 4/19/11, Ord. 405) 6. Fences on corner lots shall not encroach upon the Clear View Triangle as defined in Section 12 -2 -2 of this code. B. Any fence placed in violation of this section shall be the liability of the property owner who constructed it. The City, or any other agency having authority to work in a right -of -way or easement area, shall not be liable for repair or replacement of such fences in the event they are moved, damaged, or destroyed by virtue of the lawful use of that area. Any damage caused by the illegal placement of a fence shall be the responsibility of the property owner who constructed it. 12 -7 -3: FENCE HEIGHT: A. In the rear and side yards up to the front fagade of the principal structure, fences up to a height of six (6) feet are allowed. (Amended Ord. 386, 8/5/09) B. Fences located closer to the front property line than the principal structure, shall not exceed four (4) feet in height.
